Abstract

Entrepreneurship essentially involves economic and dynamic activities, risk- assuming and idea generation that help in developing, organising and managing a business opportunity for profits. Entrepreneurship in agriculture is not merely confined to farm activities but also involves activities interlinked and interdependent with core and peripheral agricultural activities. Impediments in the pathway of agricultural entrepreneurship in West Bengal are characterised by fragmented landholding, low financial resources and thereby debt stickiness & dependence on short-term agricultural loan. Though disbursements of short-term credit have increased substantially, the rate of increase is low. For most farmers, insurance for financial or crop crisis is unheard or have hardly any implication. The paper tries to explain the performance of various agricultural insurance schemes in terms of coverage and the benefits being delivered in India and in West Bengal. The paper analyses whether the recipients consider the schemes as an effective risk mitigation tool or merely a habit of credit-dependence in West Bengal through a diffusion model. The paper concludes with the focus on possible entrepreneurial opportunities that may offer more customised agri-insurance policies, where regional disparities could be considered and individual interests be given little more importance.

Traditionally, agriculture in India was practiced on a subsistence basis; the villages were self sufficient, people exchanged their goods, and services within the village on a barter basis. But, with the development of means of transport, storage facilities and other infrastructure, agriculture has become commercial in character. The hills of India produces a wide range of goods starting from temperate fruits like apple to subtropical fruits like guava and cash crops like saffron, kala zeera, buckwheat etc. that are demanded at every corner of the country and even the world. The hills in India lacks infrastructure because of which farmers are not able to fetch a better price for their produce.

Agriculture is the dominant activity in the hill economy, which confronts multiple risks and uncertainty. The low yield of food and cash crops, fodder, fuel and other minor forest produce and their stagnant growth affected the agrarian economy and in particular the household food security. The scattered land holdings, traditional mode of production, low use of modern inputs and lack of market incentives are the primary causes of the poor performance of agriculture in J&K. Increase in Seed Replacement Rate (SRR) of major crops, Popularization of hybrids, Soil and Water conservation measures, and Public-private partnership are important aspects need to be considered for agriculture development in hilly areas of J&K. Strengthening of markets, Innovative marketing techniques and On-line trading can help in a big way for solving the problems of marketing in such areas.

Agricultural sector need efficient functioning of its markets to stimulate economic growth and incomes of the large rural population dependent on agriculture. More than three-fifths of India’s population draws their livelihood from agriculture that adds just one-fifth to its GDP. There should be obvious serious concerns about efficient functioning of this sector both in terms of its output / productivity and its marketing. While output and productivity are supply side factors, markets provide an intermediate link between producers and final demand by consumers. An efficient marketing system is pertinent for optimization of the resource use, output management, improving farm incomes, growth of agro -based industry and enhancing value addition. The efficient markets are also important for the stable consumer prices, higher returns to the farmers and reducing post harvest losses. Efficiently functioning markets add to welfare of producers as well as consumers. For markets to work efficiently it is pertinent to link the farm gate with retail outlets so as to reduce losses and marketing costs. However, it requires an institutional framework and infrastructure to prepare the produce in the form demanded by the consumers.

Mechanization should not be an end in itself and therefore, in a free choice situation, Governments should refrain from making policies which will stipulate by which means or by how much, agriculture will be mechanized. The type and degree of mechanization should be decided by the producer to best suit his business and his own particular circumstances, and the choice of suitable methods will therefore be just one of a number of choices that the farmer has to make. The decision on if and how to mechanize is often a complicated mix of reasons with economic reasons paramount. The introduction of machines will not only make agriculture more acceptable but will also provide opportunities for the use of higher intelligence, skill and initiative. This chapter attempts to work out the comparative economics of some of the machinery that are useful for hill regions.

For the sustainable development of agricultural mechanization, it is needed to locally fabricate widely used agricultural tools, implements and machinery. However, the prevailing policy does not favour production of agricultural machinery locally (high custom duty of raw materials, no support in promotion, irregular power supply, high electricity cost, poor research & testing support etc.). Hence there is need of reform in policy and program to encourage and support local fabricators to fabricate/manufacture agricultural machinery locally. There is need of testing and standardization of agricultural machinery to reduce the accidents related to agricultural machinery and to provide quality standard agricultural machinery to the farmers.

Mechanization is viewed as package of technology to increase land productivity by improved timeliness of operations, reduced crop losses and improved quality of agro-produce to increase efficiency of inputs used through their efficient measurement and placement, to increase labour productivity by using labour saving and drudgery reducing devices and reduce cost of cultivation. echnology and machinery enhanced the ability, quality, accuracy and efficiency of the human being. By using technology in any field the rate production and quality automatically increases. The country witnessed unprecedented growth in agriculture which has helped India to graduate from hunger to self sufficiency in food grains by increasing the food grain production from 51 million tonnes to 208 million tones. The estimated contributions of improved agricultural tools and equipment in augmenting total food production of India is encouraging; savings in seeds: 15-20%; savings in fertilizers: 15-20%; savings in time: 20-30%; reduction in labour: 20-30%; increase in cropping intensity: 5-20%, and increase in productivity 10-15 per cent. The major issues before Indian agriculture with respect to mechanization are; tractorization vs mechanization, custom hiring and contract farming, horticultural mechanization, effective extension activity, sugarcane mechanization, hill agriculture and industry institution interaction. The main technologies which can be taken to farmers’ field for enhancing productivity and production Aqua-ferti seed drill, two row powered seeder, okra planter, tractor mounted inclined plate planter, tractor mounted rotary tiller (Rotavator), tractor mounted zero-till drill, tractor mounted raised bed planter, tractor mounted sett cutter planter for sugarcane, pneumatic planter, vegetable transplanter, low land manual rice seeder, self-propelled rice transplanted, self-propelled power weeder, tractor operated aero blast sprayer, tractor mounted vertical conveyor reaper, maize dehusker-cum-sheller, tractor operated straw reaper (combine) and tractor operated fodder harvester. These technologies need to be introduced after necessary modifications and adjustments, depending upon the agroclimatic and terrain and soil conditions, through proper mode e.g. as individual /group ownership, on custom hiring basis or mechanization package for contract farming.

In meteorology, weather describes the physical state of atmosphere of a particular place in a given point of time, usually for a shorter duration. On the other hand, climate describes the state and dynamics of the same set of weather variables of a particular place for a longer period.

Therefore, prioritizing the further development of the agricultural sector is both rational and essential.

Prices for different agricultural crops by GOI on the recommendations of CACP are announced as minimum support prices, statutory minimum prices, procurement prices and issue prices.

Introduction

India has made impressive strides on the agricultural front during the past three decades. Much of the credit for this success should go to the several million small farming families that form the backbone of Indian agriculture and Indian economy. Policy support, production strategies, public investment in infrastructure, research and extension for crop, livestock and fisheries have significantly helped in increasing the agricultural productivity, food production and its availability. Notwithstanding these achievements, producing additional food with limited land, and providing economic access to food at the household level for ensuring food security would continue to be a major challenge for the nation. India has experienced considerable changes in the crop mix, yield and production since the inception of the Green Revolution. The Green Revolution phase displayed a high yield growth per unit of input. The first post-Green Revolution phase (from late-1960s to mid-1980s) was marked by the continued growth in returns from land through the intensification in use of chemical inputs and machine labour. The second post-Green Revolution phase (beginning the mid-1980s) was characterized by high input-use and decelerating productivity growth. It calls for an examination of the issues related to the trends in agricultural productivity, particularly with reference to individual crops in recent years. In the present paper, the temporal and spatial variations in the productivity status of major crops in India have been analyzed using the TFPG estimates. Some policy measures have also been suggested for sustaining TFP of the crops.

The recent earthquake in Nepal brings back memories of 26th January 2001. While the nation was busy in celebrating Republic Day, an earthquake shattered Gujarat especially Kutch and Saurashtra regions. A large number of buildings and houses collapsed within moments. Thousands were injured and many lost their lives and many more became homeless.

Kutch received quick responses from all over the world and a large number of individuals, institutions, government and semi-government bodies, professional experts, religious and social organizations etc. sprang into action to bring back some normalcy in the lives. However, long-term rehabilitation program based on scientific planning is most vital after such disasters.

I. Crop Wastes

Crop residues are the main sources for recycling of the organic and plant nutrients removed from the soil during the growth of crops. These residues have competitive uses such as fuel and cattle feed. There was an estimated demand of 583.6 million tonnes of dry fodder against the supply of aljout 398.8 million tonnes (Singh, 1997). Besides the use of crop residues as animal feed, industrial uses of crop residues also pose competitive demands. The potential of crop residues of some principal crops was worked out by Bhardwaj (1995). It was assumed that not more than one third of the total crop residues (273.63 million tonnes) was available for recycling as plant nutrients (Table 21). Out of a total 5.61 million tonnes (N+P2 O5 +K2 O) available in the form crop residues, only 2.47 million tonnes can be mobilized either through composting or in situ incorporation or mulching. Based on these estimations, Sekhon (1997) projected that approximately 4.82 and 5.79 million tonnes of N+P2 O5 +K2 O will be available from recycling of crop residues by the year 2011 and 2025 with utilizable value of 2.21 and 2.26 million tonnes respectively (Table 22).

The basic resources for agriculture are sunlight, soil and water, besides the seeds and animal breeds, and human Endeavour. Another important input is the agro technique. Agricultural production is adversely affected if any of these factors is limited, or disturbed. Obviously, scientific study enables technological innovations to manipulate these factors to maximize production. 1. Soil

Optimum land utilization is important if agriculture is to be productive. India has a wide variety of soils. The Indian Council of Agricultural Research (ICAR) classifies them into eight major types. Each has its own characteristics as well as deficiencies, and each is suitable for certain crops. Soils should be tested to check their physical characteristics and nutrients before a suitable crop is grown in it: only then can yield be maximized and soil not wasted.

About 80% of the total population resides in rural area and largely dependent on agriculture as the source of their livelihood. The hot arid region of western Rajasthan occupies 61% of the total geographical area and 39.51% population of the state. During the last four decades the burgeoning human and livestock population and increased societal demands for land based products led to  significant expansion and intensification of agriculture by putting even marginal lands under plough, excessive exploitation  of ground water and importing of surface water for irrigation.

Agricultural robotics is transforming farming by introducing automated machinery capable of performing agricultural operations with greater precision and efficiency. This chapter explores the role of robotics in planting, irrigation, spraying, crop monitoring, weed management, harvesting, and other farm activities. Integration of artificial intelligence, machine learning, sensors, cameras, and IoT enables robots to collect information, analyse field conditions, and perform tasks with limited human intervention. The chapter discusses the major applications, benefits, and limitations of agricultural robotics. Robotics can address labour shortages, improve resource-use efficiency, reduce operational time, and support sustainable farming. The word ‘Statistics’ is probably derived from the Latin word ‘status’ (means a political state) or the Italian word ‘statista’ or the German word ‘statistik’, each of which means a ‘political state’. It is used in singular as well as in plural sense. In singular sense, statistics is used as a subject that deals with the principles and methods employed in collection, presentation, analysis and interpretation of data. In plural sense, statistics is considered as numerical description of quantitative information.

9.1. STATISTICAL METHODS

Measures of central tendency : Three measure of the central tendency of a frequency distribution are mean, median and mode.

1. Mean / average / arithmetic mean : It is sum of all of the data values divided by the number of data values and it affected by extreme values.
2. Median : It is the middle value of the data set when it has been arranged in ascending or descending order. This is not at all affected by extreme values.
3. Mode : It is the value that occurs most often in a distribution. Not affected by extreme values. It used to find the ideal size of different age group. eg: size of readymade garments, shoe size

   Harmonic mean : Reciprocal of the arithmetic mean of the reciprocal of a given value. It deals with rate, price and speed.

Measures of dispersion : It is the degree to which the data tend to spread about the mean value is called dispersion.

An agriculture supply chain system comprises organizations/cooperatives that are responsible for the production and distribution of vegetable/Fruits/Cereals/ Pulses or animal-based products. In general, we distinguish two main types:

‘Agriculture food supply chains for fresh agricultural products’ (such as fresh vegetables, flowers, fruit). In general, these chains may comprise growers, auctions, wholesalers, importers and exporters, retailers and speciality shops and their input and service suppliers. Basically, all of these stages leave the intrinsic characteristics of the product grown or produced untouched. The main processes are the handling, conditioned storing, packing, transportation and especially trading of these goods.

Agricultural policies in the past have witnessed a series of iterative changes following the economic reforms during the 1990s that marked a Division of Agricultural Economics. Though many of the reform processes were not initiated to directly affect the agriculture sector, it was affected indirectly (Chand, 2004). The mounting stock of food grains has partly been due to the weak purchasing power of the poor in the country. Nevertheless, the problem associated with buffer stock management and degradation of natural resources in some regions has triggered a debate to redefine the agricultural policies. As a remedial measure, it has been suggested that India should diversify its agriculture and get a foothold in the world market (Radhakrishna and Reddy, 2004).

Introduction

India has moved from an era of chronic food deficit during 1960s to food self-sufficiency and surplus in some sectors, because of the massive national efforts made to generate appropriate technologies, policy support and infrastructure development. Agriculture is one of the prime economic sectors which generate enormous amount of waste from numerous agricultural operations and has a major share in the overall economy of India.The world’s human population has increased four times in the last century unaccompanied. This population boom,in part a result of improved agricultural and industrial techniques, places continuous pressure on food production in order to feed the growing numbers. Explosion of human population has directed the need in the rise of agricultural production which eventually hassled to the generation of huge amount of agricultural waste. India is an annual gross crop residue producer of which wheat and paddy residues. Agricultural wastes are as the residues from the growing and processing of raw agricultural products such as fruits, vegetables (vegetables and fruit peels) meat, poultry, dairy products and crops (Cereals crops- rice, wheat, maize, pulses, millets, oilseedsand sugarcane contributed the highest crop residue), cereals husks, legume haulms, sugarcane bagasse. Highest in the state of Uttar Pradesh is a leading state of India for residue generation followed by Punjab Maharashtra and West Bengal. Cereal crops (paddy, wheat, maize, millets) contributes 70% residue. Disposal of paddy residue has turn out to be a huge problem in Indian states, resulting farmers prefer to burn the residues in-situ. Improper management practices like dumping of agricultural waste. Based on the global perspective of resource management, education and awareness in the field of waste management is in huge demand. Awareness programmes on these emerging issues could also improvise the regulation of agricultural waste management and lessen its possible health and environmental risks. Systematic utilization of agricultural waste also helps to improve environmental conditions by reducing pollution caused by disposal of huge agricultural waste. Agricultural waste is composed of organic wastes as animal excreta in the form of slurries and farmyard manures, spent mushroom compost.

The residues from production and processing of raw agricultural products such as fruits, vegetables, meat, poultry, dairy products and crops are called agricultural
wastes. The by-products of agricultural activities are also referred to as agricultural waste.

Abstract

India ranks in the world’s five largest producers of over 80% of agricultural produce items. Processing of agricultural produce generates substantial amount of crop residues which can have tremendous value to farmers. However, a large portion of the residues is burned on farm primarily to clear the field from straw and stubble; which affects the environment, soil health and crop yield.The conversion of crop residues to eco-friendly and valuable product like biochar is need of the hour. Biochar is an organic amendment which slowly releases C in the soil, and is stable over the years. Various applications of biochar like reduction in greenhouse gases emission, sequestering C in the soil, increasing crop yield, used as combusting fuel and livestock feedmakes it a promising candidate for sustainable agriculture and environment.
