Rural Development: The economic betterment of people as well as greater social transformation. The efforts for rural development comprises the direct and indirect involvement of people at the grass root level for development of agriculture/animal husbandry, industry, communication, education, health and allied sectors. 
Democratic Decentralization: To ensure people’s participation in rural development programmes, democratic decentralization has been the core principle of the government since 1957. In the process, people’s participation in all developmental activities has been the unique phenomena to find out the solutions of their problems.
Panchayat Raj: On the principle of democratic decentralization, Panchayat Raj institutions were launched in 1957 as per the recommendations of Balwant Rai Mehta Committee. Under this, the government has derived its authority from the people, and distribute to some extent to the people for decision and action at the local level called Panchayat Raj.

Introduction

Programme for self-employment of the poor has been an important component of the anti-poverty programmes implemented through government initiatives in the rural areas in India. The Swarnjayanti Gram Swarozgar Yojana (SGSY) is the major ongoing programme for the self-employment of rural poor at present. The programme was started with effect from 01.04.1999 after restructuring of Integrated Rural Development Programme (IRDP), and allied programmes namely Training of Rural Youth for Self Employment (TRYSEM), Development of Women and Children in Rural Areas (DWCRA), Supply of Toolkits in Rural Areas (SITRA) and Ganga Kalyan Yojna (GKY) and Million Well Scheme (MWS). Govt. of Orissa have launched ‘Mission Shakti’ programme in 2001 with an aim to have at least three lakh WSHGs by the end of 2008. By the end of March 2008, 3.73 lakh WSHGs have been formed under Mission Shakti (Annon, 2007-08). SGSY has contributed substantially in carrying forward the Mission Shakti activities in the state. A study was conducted by the Center for Management and Development, Thiruvananthapuram for concurrent evaluation of the implementation of the SGSY. It was established that the performance of SGSY in Assam, M.P., Orissa, West Bengal and Bihar was the lowest among the major states (Anon, 2002-03). SGSY is implemented in a very deterministic and top down manner, ignoring the participatory approach that is envisaged in the design. Good governance for poverty alleviation programme seems to be more of rhetoric than reality (Shylendra and Bhirdikar, 2005). The Ministry of Rural Development, Govt. of India has set guidelines for successful implementation of the scheme within the framework of targets under each head. As per the guidelines, all the states are directed to fulfill the targets. After 10 years of implementation of the scheme, an evaluation of the programme in district level and state level is in dire need. Hence, it is attempted to evaluate the physical and financial achievement of the SGSY programme operated at Orissa.

An important decision that the management has to take during implementation of the process of evaluation is about which model to choose. The choice of a single model will mainly depend on the nature of the problem or the situation in an organization. However an integrative approach using more than one model may also be used. Before implementation of any of these models and before the actual process of evaluation starts it is important to make suitable preparations and create a conducive environment in the organization for successful conductance of the evaluation. The following points are to be taken
in to consideration before and at the time an evaluation is carried out in an organization:

Programme evaluation requires appropriate frameworks that can connect programme resources and activities with measurable learning, behavioural and developmental outcomes. This chapter presents two important tools for agricultural extension evaluation: Bennett’s Hierarchy of Evaluation and the Logical Framework Approach (LFA). Bennett’s Hierarchy provides a structured progression from programme inputs and activities to participation, learning, behavioural change and ultimate social, economic and environmental results. Its particular value in agricultural extension lies in linking educational interventions with observable changes among farmers and communities. The chapter explains its conceptual foundation, seven levels, applications, advantages and limitations. The Logical Framework Approach is introduced as a systematic tool for programme planning, monitoring and evaluation. It organizes programme goals, purposes, outputs and activities within a logical results framework and incorporates objectively verifiable indicators, means of verification and assumptions. The chapter also discusses participatory logical frameworks, Results-Based Management, Outcome Mapping, Theory of Change, Goal-Oriented Project Planning and Objectives-Oriented Project Planning, thereby providing complementary approaches for designing and evaluating development programmes

Effective agricultural extension programmes require systematic planning, scheduling, coordination and monitoring of activities. Programme management techniques provide practical tools for organizing resources and activities so that programme objectives can be achieved within defined time and resource constraints. This chapter introduces important techniques used for planning and managing agricultural development and extension programmes, with particular emphasis on SWOT analysis, bar charts, network techniques, Programme Evaluation and Review Technique (PERT), and Critical Path Method (CPM). SWOT analysis provides a structured approach for examining internal strengths and weaknesses along with external opportunities and threats affecting a programme. Bar charts and Gantt charts assist in presenting activities against time and monitoring programme progress. Network techniques provide a more systematic representation of relationships among programme activities. PERT is particularly useful where activity durations involve uncertainty, while CPM helps identify critical activities, scheduling constraints and opportunities for time and cost optimization. Together, these techniques provide extension professionals with practical methods for programme planning, scheduling, resource utilization, monitoring and management

Programme Development

Programme development is an on-going dynamic process that extension professionals intuitively follow as they plan, implement and evaluate their educational programmes. The process is not confined to a five-year planning cycle. It is applied on a small scale as an individual workshop is being developed, on a larger scale as a series of programmes are being developed around a single priority and on an even larger scale at district level and state level wide team sets priorities and defines a plan of action for a five-year period. The basic principles remain the same, only the scope is different. The gap between the situation and objective is the area of needs. This area becomes well-defined after the situations and the objectives are determined by the leaders, extension professionals and specialists.

8.1.1. Extension program

A written statement of situation, objectives, problems and solutions which has been prepared on the basis of an adequate and systematic planning effort and which forms the basis of extension teaching activities in a specific area for a given period.

Programme planning and implementation constitute the core operational dimensions of community mobilization that translate vision, analysis, and community aspirations into concrete actions and systematic interventions capable of achieving meaningful and sustainable development outcomes. The transformation of community needs and opportunities into well-designed programmes requires sophisticated planning methodologies that can navigate complex social, economic, and political environments while building local ownership and capacity for long-term success and sustainability. Effective programme planning represents both an art and a science that combines analytical rigor with cultural sensitivity, technical expertise with participatory approaches, and strategic thinking with practical implementation considerations that must be balanced throughout the planning and execution process. Programming techniques are used the mathematical tools by the scientists, economists, and planners to specify the optimum combination of resources and enterprises in farms and firms, to identify the profit maximizing mixes of commodities to be produced, to specify the cost minimizing methods of production and transportation of goods, to identify the least cost locations from which raw materials can be purchased, to determine the locations of production at which a particular commodity should be produced and the consumption centres to which it should be shipped, and to specify the least cost ingredients of a feed or ration which must meet the specified nutritional requirements. Programming techniques can be either linear or non-linear. Although several non-linear programming techniques (like quadratic, integer, separable, dynamic programming, etc., which are very complex to work with) are available, we will largely deal with linear programming technique and to a certain extent will brief the theory of dynamic programming.

Introduction

Biotechnology is defined as the ‘application of scientific and engineering principles to the processing of material by biological agents to provide goods and services’. The term ‘biotechnology’ is also used when a technique involving live organisms are employed to make or modify a product, improve plants or animals or develop microorganisms for specific uses. According to the definition of the Codex Alimentarius Commission (CAC 2001), modern biotechnology is defined as the application of (i) in vitro nucleic acid techniques, including recombinant deoxyribonucleic acid (DNA) and direct injection of nucleic acid into cells or organelles, or (ii) fusion of cells beyond the taxonomic family, that overcome natural physiological reproductive or recombination barriers, and that are not techniques used in traditional breeding and selection. Scientific developments of present world owe to processes and products of the field of biotechnology. Modern biotechnological advancements have played a major role in important branches of science such as agriculture, food processing, medicine and veterinary applications. Biotechnological interventions of the downstream processing applications include primary production areas namely breeding of crops and livestock, production of additives for food and feed and pharmaceuticals along with diagnostic tools. Inputs for food processing applications from biotechnology include biocatalysts such as enzymes, tracing food ingredients such as Genetically modified (GM) ingredients in end products of food and feed and food quality testing applications for food borne pathogens. Applications of modern biotechnology in form of genetically modified organisms have gained much importance in comparison to the downstream applications during food processing and food safety (Zhu, 2017). Food processing operations include transformation of harvested crop or animal produce into produce which are marketable with long shelf life and minimises waste and losses of raw produce in food chain and ensure their continuous availability in super market shelves. Food safety is an important area which assures of the food being safe for consumption. Food technological applications of modern biotechnology includes food enzymes that are important in various food processing applications in reactions involving lipids, carbohydrates and proteins, food fermentations to improve properties such as taste, flavour, texture, nutritional and shelf stability, food additives in form of bio preservatives, flavours, fragrances, genetically modified starter cultures, genetically modified crops, modern rapid diagnostic kits for food safety are discussed in detail.

Fungicides have been used to manage plant diseases since ancient times. The use of sulphur as a purifying agent is documented in the Old Testament, Homeric poems published about the eighth century B.C., Vedic literature (1500-500 B.C.), Buddhist literature, Surpala’s Vrksayurveda (800 A.D.), and other texts. Chemicals’ importance as fungicides was recognised only when fungus were clearly identified as a cause of plant diseases.

Over the previous two centuries, a wealth of information on fungicides has collected, owing primarily to advances in fungicidal chemical expertise. Aside from chemical control, other alternative approaches of disease control have earned appropriate respect throughout this period. However, in today’s modern agricultural system, fungicides play an important role in disease management and are useful in increasing crop output by reducing the attack of hazardous plant pathogens.

Agricultural project is an investment activity in which financial resources are expended to create capital assets that produce benefits over an extended period of time. Projects are the building blocks of investment plan. The whole complex of activities in the undertaking that uses resources to gain benefits constitutes the agricultural project.

PROJECT AND PROJECT APPRAISAL PROJECT

Project is a scientifically evolves work plan to achieve specific objectives within a specified time limit by consuming planned resources. A Project is a specific plan or design with a specific objective, time, and cost limitations and non-repeated it in nature. UNIDO defines a Project as a proposal for an investment to create and or develop certain facilities in order to increase the production of goods or services in a community over a certain period of time. The Project can be long-term or short-term, limited or comprehensive, sector concentrated on multi-sector concentrated.

PROJECT APPRAISAL or Evaluation is a step-by-step process of collecting recording and organizing information about project results including short-term, immediate output and long-term outcomes from the projects.

Project appraisal technique gives details of cost and return of the proposed business. It involves investment of huge amount of capital. There are different project appraisal technique but the most common one is investment analysis or capital budgeting. With this, we can evaluate economic feasibility of different projects.

Project Appraisal : Assessing Project Benefits

Project appraisal helps to determine which among various projects one is to accept and which to reject. This is however possible only when costs and benefits have been identified, priced, and valued. A number of techniques of project appraisal can be discussed under two heads :

Designing is a creative activity. Think of fashion designers or interior decorators, who design clothes or decorate homes. Think of the people who design sports cars or bikes, or the interiors of fancy hotels or corporate offices. They take simple things like fabric, or steel, or plastic and using colors create things that are attractive, useful and a pleasure to live with. Designing a project is equally creative - selecting inputs and managing them in a certain way to achieve objectives.

Project evaluation aims at analysing research and development projects, or activities or ideas, for any or all of the following purposes:

Getting an overall understanding of the project.

 Making priorities among a set of projects.

 Taking a decision about whether or not to proceed with a project.

 Monitoring projects, eg. by following up the parameters analyzed when the project was selected.

 Terminating projects and evaluating the results obtained.
