6.1. Concept of Utility
In the ordinary language, ‘utility’ means ‘usefulness’. In Economics, utility is defined as the power of a commodity or a service to satisfy a human want. Utility is a subjective or psychological concept. The same commodity or service gives different utilities to different people. For a vegetarian, mutton has no utility. Warm clothes have little utility for the people in hot countries. So utility is determined by the consumer and his need for the commodity.
Total Utility
Total Utility is denoted by the sum of utilities of all units of a commodity consumed. For example, if a consumer consumes ten biscuits, then the total utility is the sum of satisfaction of consuming all the ten biscuits.
Marginal Utility
Marginal Utility is the addition made to the total utility by consuming one more unit of a commodity. For example, if a consumer consumes 10 biscuits, the marginal utility of 10th unit is nothing but the total utility of 10 biscuits minus the total utility of 9 biscuits.
6.2. Law Of Diminishing Marginal Utility
The law of diminishing marginal utility explains an ordinary experience of a consumer. If a consumer takes more units of a commodity, the additional utility he derives from an extra unit of the commodity goes on falling. Thus, according to this law, the marginal utility decreases with the increase in the consumption of a commodity. When marginal utility decreases, the total utility increases at a diminishing rate.

5.1. Meaning
Demand in economics means a desire to possess a good supported by willingness and ability to pay for it. If you have a desire to buy a tractor, but do not have the adequate means to pay for it, it will simply be a wish, a desire or a want and not demand. Demand is an effective desire, i.e., a desire which is backed by willingness and ability to pay for a commodity in order to obtain it. In the words, “Demand means the various quantities of a good that consumer willing and able to purchase at various price during a particular period of time in a given place/market”. Thus, demand in economics implies both the desire to purchase and the ability to pay for a good.
5.2. Definitions
1. According to Prof. J M Keynes, “emphasized the importance of effective demand, which is the total amount of goods and services that consumers are willing and able to purchase at various price levels, taking into account their income and other factors”.
2. According to Alfred Marshall, “the amount demanded of a commodity is the amount that buyers are able and willing to purchase at a given price in a given time period.”
3. According to John Maynard Keynes: “demand as the total amount of goods and services that individuals, businesses and the government are willing and able to purchase at various price levels”.
4. According to Milton Friedman “demand as the quantity of a good or service that people are willing to buy at a specific price, influenced by their utility and income”.
5. According to Paul Samuelson “demand as the quantity of a product that consumers are willing to buy at different prices, holding other factors constant”.

4.1. Introduction
The agricultural sector plays a vital role in a nation’s economic development. It has been a key driver of prosperity in advanced economies and remains essential for the progress of developing nations. In regions with low per capita real income, agriculture and other primary industries are given high priority. As Dr. Bright Singh emphasizes, “An increase in agricultural production, along with a rise in the per capita income of the rural population, fosters industrialization and urbanization, thereby boosting demand for industrial goods.”
The historical trajectory of England provides clear evidence that the Agricultural Revolution preceded and laid the foundation for the Industrial Revolution. Similarly, in the United States and Japan, agricultural advancement has played a pivotal role in fostering industrialization. Many developing nations, in their pursuit of economic growth, have recognized the limitations of an excessive focus on industrialization as a sole strategy for achieving higher per capita real income.
Industrial and agricultural development are not substitutes but rather complementary forces that mutually reinforce each other in terms of both inputs and outputs. Empirical observations indicate that enhanced agricultural productivity and output significantly contribute to a nation’s overall economic progress. Therefore, prioritizing the further development of the agricultural sector is both rational and essential.

3.1. Agriculture
• The term agriculture originates from the Latin words ager, meaning soil, and cultura, meaning cultivation.
• In its broadest sense, agriculture refers to the cultivation of crops and the rearing of livestock for production.
• It is essentially synonymous with farming, involving the field-based production of food, fodder, and industrial organic materials.
3.2. Economics • Economics is the science that studies as how people choose to use scare productive resources (like land, labour, capital and organiser) to produce various goods and to distribute these goods to various members of the society for their consumption.
3.3. Agricultural Economics
• Agricultural economics is a branch of applied economics that applies the principles of choice to the efficient use of scarce resources such as land, labor, water, seeds, and fertilizers in farming and related activities.
• It focuses on guiding farmers in the optimal utilization of land, labor, and capital.
• Its significance lies in providing practical solutions to help farmers maximize income while managing limited resources effectively.
3.4. Definitions
1. Prof. Gray has defined agricultural economics as “The science in which the principles and methods of economics are applied to the special conditions of agricultural industry”.

Every science has its own language. Economics has its own language. There are certain terms which are used in a special sense in economics. So we must understand the meaning of some basic concepts in the field of economics are discussed below.
2.1. Goods
Anything that can satisfies a human want is called a good in economics. For example: Foodgrain, pulse, oilseeds, machinery, seeds, fertilizer, pen, book, etc.
2.2. Services
A service refers to an act or performance that one party provides to another. Services are characterized by their intangible, non-material nature, as well as their inseparability, variability, and perishability. Examples include the services offered by doctors, teachers, lawyers, engineers, and laborers.

1.1. What is Economics?
If we see our day-to-day activities, most of which are related to earning one’s own living and to the manner of satisfying one’s own wants. These human activities, which are generally called economic, are mainly related to production, distribution, consumption and exchange of goods and services. The scientific study of various problems arising out of these economic activities is called economics.
1.2. Basic Economic Problem
The basic economic problem is Human wants are many; but means to satisfy these wants are limited. These limited means are capable of alternative uses and hence there is a need of satisfying maximum wants with limited resources. In reality most resources are scarce. Similarly, Individuals and nations possess boundless desires, yet they are constrained by a finite pool of resources, including labor, machinery, factories, and raw materials. These scarce resources can be allocated in multiple ways to fulfill various needs. Likewise, individuals have limited financial means but an array of wants they aspire to satisfy, necessitating careful decision-making regarding resource utilization.
For instance, a farmer has the option to cultivate crops such as paddy, sugarcane, banana, or cotton on his garden land. However, the choice of crop must be made based on the availability of irrigation water, as different crops have varying water requirements. More example are shown in figure 1.

Agricultural extension services are critical for the dissemination of knowledge, technologies and innovations among farmers, leading to improved agricultural productivity, sustainability and livelihoods. Different countries have adopted varied approaches to extension policies, reflecting their unique socioeconomic, political and agro-ecological contexts. Here’s an overview of
extension policies in different regions:
1. United States: In the United States, the Cooperative Extension Service, established under the Smith-Lever Act of 1914, is a nationwide, publicly funded network that connects land-grant universities with local communities. It provides educational programs, resources and advisory services to farmers, ranchers and rural residents. The U.S. model emphasizes partnerships between federal, state and local governments, as well as with the private sector, to deliver extension services.
2. India: India has a diverse and decentralized extension system comprising public, private and Non-Governmental Organizations (NGOs). The National Mission on Agricultural Extension and Technology (NMAET) is the central government’s flagship program that focuses on agricultural extension, including farmer capacity building, technology disseminationand knowledge management. Despite this, challenges such as inadequate funding, limited reach and poor coordination across agencies persist, leading to calls for reform and more innovative approaches like Information and Communication Technology (ICT) integration.

Policy research plays a critical role in influencing policy change by generating robust evidence that can guide decision-making processes. The use of evidence is crucial in ensuring that policies are both effective and appropriate to address specific issues. Evidence-based policy-making relies on credible, relevant and timely research that helps identify problems, evaluate potential solutions and
forecast the impacts of various policy options.
Role of Policy Research in Generating Evidence
1. Identification of issues: Policy research begins with identifying key issues or challenges that require policy intervention. This involves conducting systematic research to understand the scope, scale and
nature of the problem. For example, research on gender disparities in agricultural labor in India may highlight specific barriers women face, such as lack of access to resources or discriminatory practices.
2. Data collection and analysis: Gathering quantitative and qualitative data is essential for building a comprehensive understanding of the issue. For instance, data collection may involve surveys, interviews,
case studies and secondary data analysis to capture diverse perspectives and experiences. This data provides a solid foundation for analyzing the problem’s root causes and identifying the affected population.

The policy development process is a structured approach to creating policies that address specific issues or achieve particular goals. It involves several steps, from identifying the problem to implementing and evaluating the policy
Steps of Policy Development Process
1. Problem identification
• Definition: The process of recognizing and defining an issue that requires government intervention.
• Key actors
• Public: Citizens, interest groups and communities often raise awareness about problems.
• Media: Plays a critical role in highlighting issues and shaping public opinion.
• Policymakers: Government officials, legislators and public administrators who prioritize issues.
• Experts and academics: Provide data, research and analysis that help frame problems.

It is a systematic method to solving problems through an examination of policy approaches.
It involves evaluating public policies, including their development, implementation and impacts, to determine their effectiveness in achieving desired outcomes. The process includes identifying relevant issues, assessing potential solutions, weighing the costs and benefits and recommending the most appropriate course of action.
Use of Policy Analysis in Decision-Making
Policy analysis combines qualitative and quantitative methods to assess policies’ implications on economic, social and political factors. It often includes stakeholder analysis, forecasting future scenarios and evaluating policy impacts using tools like cost-benefit analysis, risk assessment and statistical modeling

Definition of advocacy, approaches to policy advocacy-advising, media campaigning, lobbying, Activism, Information Education Communication (IEC) and Behavior Change Communication (BCC), Advocacy for Rural Advisory Services (RAS), Policy advocacy strategy
Introduction
The word “Advocacy” is defined as any action that promotes, urges, justifies defends, or pleads on behalf of another person is referred to as advocacy. In all its manifestations, advocacy works to make sure that people, especially those who are most sure people, especially those who are most at risk in a group or society can:
• Have their opinions taken into account when decisions about their lives are being made
• Speak up for matters that are important to them.
• Defend and protect their rights
• Have their voice heard on key subjects.

Importance of Policies for Extension
Policies play an important role in the field of extension, which involves the transfer of knowledge and technology from researcher to farmers, communities and other stakeholders. Following are some specific reasons why policies are vital for extension:
1. Accountability: Policies may provide basis for monitoring and evaluation of extension activities and for holding extension professionals and other stakeholders accountable for their actions.
2. Innovation: Policies can promote innovation in extension by encouraging the adoption of new technology, approaches and practices, encouraging experimentation, collaboration and continuous improvement. By removing barriers to adoption and offering rewards for testing, policies can also aid in the creation of an atmosphere that fosters innovation.
3. Consistency: Policies aid in ensuring that extension activities are consistent with the goals and objectives of organization or program. It offers a framework for decision-making that enables the uniform
handling of similar circumstances.

Introduction
Environmental Impact Assessment (EIA) is a process of evaluating the likely environmental impacts of a proposed project or development, taking into account inter-related socio-economic, cultural and human-health impacts, both beneficial and adverse.
UNEP defines Environmental Impact Assessment (EIA) as a tool used to identify the environmental, social and economic impacts of a project prior to decision-making. It aims to predict environmental impacts at an early stage in project planning and design, find ways and means to reduce adverse impacts, shape projects to suit the local environment and present the predictions and
options to decision-makers.
Environment Impact Assessment in India is statutorily backed by the Environment Protection Act, 1986 which contains various provisions on EIA methodology and process.
Evolution & History of EIA
EIA is termed as one of the best policy innovations in the 1900s. The main aim of EIA is to conserve the environment and bring out the best combination of economic and environmental costs and benefits. Read the below-mentioned points to understand the Environmental Impact Assessment evolution and history:
• The birth of EIA is dated back to the 1970s.

Impact assessment approaches
Impact assessment approaches can be classified into four broad categories i.e. quantitative, qualitative, participatory and mixed methods.
i. Quantitative impact assessment approaches
• It focuses on assessing the degree and extent of the impacts quantitatively.
• Some degree of quantification may be necessary in all impact assessments, in order to evaluate the success of the Intervention and the extent of any adverse effects.
• Largely depends on micro-economic approaches following econometric models
• Involving baseline studies: The precise identification of baseline conditions, definition of objectives, target setting, rigorous performance evaluation and outcome measurement
• Costly and limited scope: Limited in the types of impacts which can be accurately measured and may pose difficulties for inference of cause and effect.

Indicators for impact assessment
Meaning and concept of Indicator
The term indicator is often used interchangeably with data, targets, standards for evaluation, and even various modes of data collection, which undoubtedly inhibits a productive dialog on the subject. Such confusion is unwarranted, since the term has a precise connotation- in the literature on monitoring and evaluation of development. Simply stated, indicators are variables designed to measure change in a given phenomenon or process. They are analytical tools which facilitate the measurement of change and provide summary data for project design, implementation, and evaluation. Indicators are defined as
“specific (explicit) and objectively verifiable measures of changes or results produced by an activity or intervention” (United Nations: 1985; p. 37). A few observations about indicators can be useful in further clarifying their nature. First, as the above definition implies, indicators provide quantitative data which can be analyzed using statistical techniques to produce estimates of a phenomenon. In cases when only qualitative information is gathered, it should be converted into numerical data for the purposes of analysis and presentation. Second, an indicator can capture one or more dimensions of a phenomenon or process depending upon the purpose of the study. We can, for example, construct an indicator for urbanization based on a wide range of variables such as number of school, higher educational institution, road connectivity, number of financial institution, health infrastructure, income etc. On the other hand, one can use each of the above items as a distinct indicator. Indicators focusing on different dimensions of a subject are difficult and more costly to construct. Third, several indicators can be used to capture the same phenomenon.

Introduction
Impact Assessment (IA) is a systematic process used to evaluate the potential or actual effects of a project, policy, or program on society, the economy, and the environment. It helps decision-makers understand the implications of their actions and ensures that interventions achieve their intended outcomes while minimizing negative consequences.
Meaning of Impact Assessment
Impact Assessment is a structured method of determining the significance of an action or intervention in various sectors. It involves analyzing both the intended and unintended effects of policies, projects, or programs. IA provides insights into the sustainability, feasibility, and effectiveness of an initiative before or after its implementation. By assessing social, economic, and environmental impacts, IA helps stakeholders make informed decisions.
Concept of Impact Assessment
The concept of IA is rooted in sustainable development and evidencebased policy making. It is used in multiple fields, including environmental management, social development, economic planning, and corporate governance. The key principles of IA include:"
i. Comprehensiveness: Evaluating a wide range of impacts, including social, economic, and environmental factors.
ii. Transparency: Ensuring that the assessment process is open and inclusive.

Introduction to LFA – Background and description
The Logical Framework Approach (LFA) is a methodology mainly used for designing, monitoring, and evaluating international development projects. Variations of this tool are known as Goal Oriented Project Planning (GOPP) or Objectives Oriented Project Planning (OOPP). The logical framework Approach is a method to develop the project’s goals and activities and identify key information (such as risks) through a participatory approach. Basically, this means that instead of having a single person who designs the project all on his own, you seek the involvement of all concerned parties – also known as the stakeholders. The most important stakeholders are the potential beneficiaries of the project, or the target group.Getting the involvement of your target group and other stakeholders not only ensures that your project is well designed. It also makes sure that everybody is aware of the project and what it is supposed to change. It allows people to get involved, and develop a feeling of responsibility for the project and its results. This is known as developing ownership for the project’s outcomes, and it is important to make sure that the positive realizations of the project are embedded locally and durable over time. People will care about the project and take care about its results.

An important decision that the management has to take during implementation of the process of evaluation is about which model to choose. The choice of a single model will mainly depend on the nature of the problem or the situation in an organization. However an integrative approach using more than one model may also be used. Before implementation of any of these models and before the actual process of evaluation starts it is important to make suitable preparations and create a conducive environment in the organization for successful conductance of the evaluation. The following points are to be taken
in to consideration before and at the time an evaluation is carried out in an organization:

Networks – Introduction, origin and widely used networks
Network is a technique used for planning and scheduling of large projects in the fields of construction, maintenance, fabrication, purchasing, computer system instantiation, research and development planning etc. There is multitude of operations research situations that can be modelled and solved as network. Some recent surveys reports that as much as 70% of the real-world mathematical programming problems can be represented by network related models. Network analysis is known by many names PERT (Programme Evaluation and Review Technique), CPM (Critical Path Method), PEP (Programme Evaluation Procedure), LCES (Least Cost Estimating and Scheduling), SCANS (Scheduling and Control by Automated Network System), etc.
It is a graphical representation of logical and sequentially connected activities and events of a project. Network is also called arrow diagram. PERT (Programme Evolution Review Technique) and (Critical Path Method) are the two most widely applied techniques.

SWOT Analysis – Concept, origin and evolution
While working on a research project at the Stanford University sometime around 1960s to 1970s, Albert Humphrey developed an analytical tool to evaluate the strategic plans and find out why corporate planning failed. He coined this technique as SOFT analysis where –
• S stood for what things are Satisfactory at present,
• O denoted what Opportunities can be explored in the future,
• F meant the Faults in the present and
• T signified the Threats that could surface in the future.
While the majority agrees that SOFT is the predecessor of SWOT, some people believe that the concept of SWOT analysis emerged separately and has nothing to do with SOFT.
How SWOT evolved from SOFT?
The first mention of the term SWOT can be traced back to the Long Range Planning seminar held in Zurich in 1964. In this seminar Urick and Orr proposed the concept of SWOT analysis which was derived from SOFT by replacing the F for faults with W for Weaknesses. With its initial promotion in the Britain, the concept soon gained recognition among strategic planners and management consultants the world over. The new interpretation of SWOT, the way it is used these days, differs slightly from that of SOFT.
