National Agriculture Technology Project (NATP)

This project was launched by the ICAR on June 30, 1998, with the support of the World Bank to strengthen and complement the existing resources and to argument the output National Agricultural Research System (NARS).

Objectives

The major objective of this component is:

High Yielding Variety Programme (HYVP)

High Yielding Variety Programme (HYVP) was launched in 1966, which helped the country in attaining self-sufficiency in food. The technological development did not remain confined to the introduction of high yielding crop varieties alone. These were combined with the application of high analysis and balanced fertilizer, irrigation, plant protection, improved implements etc. which made a ‘Green Revolution’possible in the country.

Community

1. A community is a group of people, who live in a geographical area and have an interest in each other for the purpose of making a living. It is a form of social organization existing between the family and state.
2. The people with common interests living in a particular area
3. An interacting population of various kinds of individuals (as species) in a common location
4. A group of people with a common characteristic or interest living together within a larger society

The four main projects of the transfer of technology projects of the ICAR.

The projects are:

1. All India Coordinated Project on National Demonstrations
2. Operational Research Project
3. Krishi Vigyan Kendra (Agricultural Science Centre)
4. Lab to Land Programme.

The word ‘Democracy’ is derived from the Greek roots ‘demos’ meaning the people and ‘kratos’ meaning authority i.e. in democracy, all authority originates from the people. Decentralisation means distribution of functions and powers from a central authority to regional and local authorities. Democratic Decentralisation in the present context means that the Government which has derived its authority from the people, redistributes it to some extent to the people, for decision and action at the local level. This is popularly known as PANCHAYATI RAJ in India. It was thought that Panchayati Raj would emerge as a system of democratic local self- Government, discharging developmental municipal and ultimately, regulatory functions.

Rural development has always been an important issue in all discussions pertaining to economic development, especially of developing countries, throughout the world. In the developing countries and some formerly communist societies, rural mass comprise a substantial majority of the population. Over 3.5 billion people live in the Asia and Pacific region and some 63% of them in rural areas. Although millions of rural people have escaped poverty as a result of rural development in many Asian countries, a large majority of rural people continue to suffer from persistent poverty. 

Plans need not be made for nuts and bolts, but are essential to prevent future bottlenecks. If enough cushions are provided for the future, the economy will grow smoother and faster. The importance of plan is that when you design it before you implement it; you have a better chance of eliminating design flaws from the beginning. If you start out coding and later on figure out you have a design flaw, it is extremely painful to go back and re-implement everything. Certain software engineering experts have estimated that it can cost up to 10x more (time and money) to fix a design problem in the later stages of software development than in the early stages.

Innovations in Field Extension

Of late, a lot of emphasis is being given on innovative extension approaches at the field level, in order to ensure an effective implementation of the Transfer of Technology (ToT) process. Many such new initiatives have been undertaken in India, the details of which are as under.

Introduction of Training and Visit System

This Training and Visit system was developed by World Bank Expert Daniel Benor. Initially (13) Major states in India adopted Training and Visit system but later on most of the states are practicing this system since 1984 onwards.

First Line Extension system

Realizing the scope and importance of integrated working of interrelationship between research, education and extension functions, the ICAR established a section of Extension Education at its headquarters in 1971, which was later on strengthen and renamed as division of agriculture extension. It was intended to enforces this functional relationship down the line in the research institute, agricultural universities and allied institutions.

Introduction

About 65 percent population of the country is living in the economically undeveloped area. Therefore, many evils such as illiteracy, superstitions, unhealthy practices etc. took roots in our country. After Second World War or after independence, it was thought to settle all these problems properly and so, many development programmes were reinvigorated. It is wrong to declare that there was nothing done during slavery period. However, those works, which were executed at that time, were very few in number according to the needs. Looking at a vast country like India, during British rule some selected social workers had started some programmes of rural development. The evolution of extension programme is described in two stages.

Programme Development

Programme development is an on-going dynamic process that extension professionals intuitively follow as they plan, implement and evaluate their educational programmes. The process is not confined to a five-year planning cycle. It is applied on a small scale as an individual workshop is being developed, on a larger scale as a series of programmes are being developed around a single priority and on an even larger scale at district level and state level wide team sets priorities and defines a plan of action for a five-year period. The basic principles remain the same, only the scope is different. The gap between the situation and objective is the area of needs. This area becomes well-defined after the situations and the objectives are determined by the leaders, extension professionals and specialists.

Education: Education is the production of desirable changes in the behaviour of the people. It is the production of desirable changes in human behaviour in knowledge (things known), attitudes (things felt) and skills (things done), in all of them or in one or more of them.

Behaviour: Includes three components viz., knowledge, attitude and skill

Knowledge (Cognitive): It includes facts, concepts, principles and relationship.

Attitude (Affective): An attitude can be loosely defined as a feeling towards some object, person and situation or idea.

A woman is the backbone of the family. The Self-reliance of women is the first step in the nation’s development. For generations, women have fought for their existence. Women’s softness and humility have developed new dimensions of self-reliance; as a result, the image of a woman with a veil of weakness has ended.

The position of women in ancient times was excellent. The most significant decline occurred in the status of women during the Mughal period. 

Empowerment in the women’s development context can be defined as defining, challenging, and overcoming the hurdles in women’s life. She enhances her ability to mould her life, personality, and surrounding environment. The buzzword “empowerment” synchronises with women metaphorically when we think of women empowerment. Such has been the issue and its importance in society today. However, why it matters so much can be attributed to “constraints”. 

Corporate Social Responsibility (CSR) is generally a policy to assess its impact on society and estimate its societal responsibilities. The CSR plan of any organization ensures that it complies with government norms, their investments in respect of growth, development of weaker sections and the environment. CSR’s primary requisite should be sustainable, involving interventions that an organization can justify without negatively affecting its profit goals.

ountains occupy twenty-four per cent of the global land surface area (about 25 million km²) and are home to twelve per cent of the world’s population (GTOS, 2008). Water is present in snow, glaciers, wetlands, and rivers in the mountains. They supply watersheds by providing groundwater recharge to hill communities and communities living in vast basin areas (Hua, 2009). Whatever happens in these mountains affect nearly 1.2 billion people, one-fifth of the world’s population living in the river basins, and up to three billion indirectly in food and energy production. Despite harbouring some of nature’s richest natural resources, mountains are home to some of the world’s poorest people, many of whom are marginalized subsistence farmers. These communities living in the mountain region have hardly benefited from the ‘green revolution’ and global economic growth.

People worldwide are getting affected by the changing climate and associated natural disasters. These climate changes affect both genders differently. Changing climate is not often thought of as an issue related to gender, yet it is increasingly evident that women are more affected by its impacts. Women of all ages are more vulnerable due to persistent cultural norms and low socioeconomic status. Women’s domestic roles often make them inconsistent users of nature-based resources such as firewood, water, and forest products. When these resources become scarcer, they experience an increased work burden. This is proved by many researchers that women in developing countries share the primary responsibility of providing basic needs like food (to feed) and water for their families; this is the cause behind their dependency on natural resources.

Although women work in household chores, agricultural activities, factories, and different workplaces in days of yore, their valuable work is still not recognized as a financial entity (Kathrivel and Sivakumar, 2003). The multiple roles performed by ‘Nari shakti share many working hours, but financial terms are off the records. Women’s power at construction work is greater utilization as labour and their daily routine employment. 

The decadal Census, 2011 puts India’s population at 121.08 crores (cr.), split into 83.37 cr. of rural and 37.71 cr. of urban inhabitants. Of the total population, the working population was 48.18 Cr. comprising primary workers at 36.25 cr.

Regarding gender analysis, the male and female populations counted 62.32 and 58.75 crores, respectively. The female population was rural-dominated,with 42.77 crores living in villages and 10.51 crores in urban centres.The Census also showed that the women accounted for a substantive size of the working population, 14.99 crores (12.19 rural+2.80 urban). The primary workers of this female working population were as high as 8.93 crores, with 6.77 crores living in rural India and 2.15 crores in urban centres. The details may be seen in Table 1.

Women have been seen as necessary as a man. The status of the women and the work progress of the women have been seen as a nation’s overall progress. Without the penetration of women in socio-economic and political activities, the country is considered to stagnate. Still, the devaluation of women commences at birth with the preference for male offspring. This continues through childhood conditioning to the submissive and, later on, the subservient role required of them in the marital home.

The informal associations of individuals who come close to seeking ways to enhance their living conditions are known as Self Help Groups (SHGs). They are generally self-governed and peer-controlled. An NGO or Agency usually governs people of comparable economic and social backgrounds to resolve their issues and improve their living conditions. It is a local committee of 10 to 20 women or men between 18 to 40 years. It acts as an intermediary financial committee. Self-help groups are a gaggle of each person on daily wages, and among that group, one person collects the cash and provides the case desired to the person in need.

India has experienced marked changes, both at international and national levels. Technological progress, ICT penetration in rural and urban areas, and changes in current government policies have resulted in changes in the country’s social structure and power relations. The government initiated various programmes like Rashtriya Mahila Kosh (RMK), Development of Women and Children in Rural Areas (DWCRA), Mahila e-Haat, and Support to Training & Employment Programme (STEP) etc. are there to improve the state of rural women. 

Almost half of the population in the world comprises women, indicating that women are at par with men, but the issue is ‘Is she really at par with men in the status too?’ Numerous studies have drawn attention to the fact that women are half marginalised in every society; they have not yet got their share. The concern over women’s problems started with the establishment of the United Nations in 1945, which led to the declaration of 1975 as ‘International Women’s Year’ and the years between 1975- 1985 as the UN Decade for Women. For the first time, the attention was focused on the unnoticed and forgotten halves, who by birth were women, performing 2/3^rd of the world’s work, receiving 1/10th of the world’s income and owning less than 1/100^th of the world’s property (Rath, 1996). 

Rural Indian women are extensively involved in agricultural activities. In rural Uttarakhand, women contribute about 90 per cent of the total work in agriculture and animal care. Women’s participation rate in the State’s economy is much higher than in several states and the national average. In Uttarakhand, women’s role ranges from managers to landless labourers. Women’s average contribution is 55% to 66% of the total labour in overall farm production, with percentages higher in certain regions. From a demographic perspective, nearly 17% of households are women, higher than the national data (~11%). The main reason for this shift is migration other than divorce, separation or widowhood.

Our country today is considered independent. We have the freedom to live by our choices, and there is no discrimination between women and men. Nowadays, women and men get equal opportunities to earn their livelihoods. Women’s work is restricted to the households and jobs outside the home to contribute to the family’s economy. As industrialization occurs, the demand for labour and employees is also increasing. This has created opportunities for both women and men to work equally.

The core concept of empowerment is the idea of power and thought of control. Empowerment is the process of strengthening, encouraging, obtaining opportunities, and mobilizing assets and resources for the welfare of individuals, groups or masses. Over the past two decades, discourse and focus on the concept of empowerment have steadily and relentlessly increased within international development discourse. Empowerment has evolved to develop a more extensive physical and mental well-being, freedom from domestic violence, unpaid work and reproductive health. However, the wealthy body of work has wrangled the thought of empowerment of women.

Women have contributed significantly and selflessly since ancient times to uplifting and bettering any nation. A literate woman builds a country; truth cannot be closer than that. Women have always carried the burden of being a wife, mothers, sisters and daughters, all on their own magnificently. They are leaders, decision-makers, entrepreneurs and service providers in different fields. The valuable contributions of women are significant to the well-being of families and communities and the economic growth of any society. Rural women have tremendous potential for developing culture, and their leadership, participation, and education will help eradicate poverty and hunger.

Introduction

Women and girls in rural areas bear the brunt of poverty, feminisation and its intergenerational ramifications and the effects of desertification, extreme weather events, and natural disasters. Women are most at risk in conflict situations, as migrants and refugees and in humanitarian crises. Rural women have higher rates of disability, have inadequate or non-existent support services, and are stigmatised. Despite being the leading food growers and processors, the paradox is that they are often the last to consume the nutritious and healthy food they need to stay strong.

10.1. Success Story of Mahila Umang Producer Company Ltd.

Mahila Umang Producer Company is established at Almora district of Uttarakhand, India. The company is fully operated by the hill women of Uttarakhand. There were 1464 members associated in this company. The company was established as a formal Farmer Producer Company in the year 2009 by the help of the promoting Non- government Organisation ‘Grassroots’. Before that it was working as a conglomerate of SHGs. 

The success of any country’s agricultural sector depends on the strength of its farmer producer companies (FPCs) or farmer producer organizations (FPOs). These organizations, formed by farmers for farmers, are essential for ensuring the fair and sustainable production and distribution of food. However, many FPCs face significant challenges, including lack of access to finance, technology, and markets. To address these challenges, governments and other institutions have implemented various schemes and programs to support FPCs. 

Better functioning of FPO is possible through ensuring sustainability and promoting high growth activities. It can be achieved through working with specific planning. A brief road map for better functioning of FPO/FPC has been discussed here.

7.1. Factors for high growth of Farmer Producer Companies

The reason for high growth of FPC as perceived by ASA (2009) are energetic management team and the board of directors, cooperation from banking institutions which provided hassle free loans to the PC for working capital, and a clearly identified business opportunity that gives a high return on investment. A tentative assessment suggests that there are multifarious benefits for member in the form of timely and easily availability of fertilizers, seeds and other agriculture inputs at a reasonable rate; bulk selling of agriculture produce for better price; extension services received by the farmers which the PC had arranged with the agriculture department or from other service providers; receiving of cash dividends from the FPC (Mondal, 2010).

A business plan is a document that summarises a company’s operational and financial goals. It is a road map to success for a business, with detailed plans and budgets outlining how the goals will be met. A business plan outlines how a company will achieve its objectives. A business plan is an essential first step for anyone starting a business. These concrete milestones will aid in tracking the company’s success (or lack thereof). There are various business plans for various purposes, and the best business plans are living documents that respond as quickly as possible to real-world factors.

A good business plan adheres to widely accepted guidelines in terms of both form and content. A business plan is divided into three sections:

• The first is the business concept, in which you discuss the industry, your business structure, your specific product or service, and your plans for success.

A successful and sustainable farmer producer organization (FPO) is an entity that is owned and managed by farmers, and is focused on improving their livelihoods through sustainable and profitable agricultural practices. Such an organization operates with a long-term vision, and is able to adapt to changing circumstances in the agricultural sector. Viability, stability and sustainability are the three degrees of permanency in business. Analysis of these three is very important for any business and entrepreneurs.

5.1. Viability

viability of a business indicates that it is (or has the chance to be) successful. A viable firm is profitable, which indicates that it generates more income than it spends on operating expenses. It is tough to resurrect a failing firm. The company would need to either boost income or lower expenditures. 

4.1. Registration Procedure

Registering a Producer Company follows a process similar to that of a Private Limited Company. The first step involves obtaining a Digital Signature Certificate (DSC) and Director Identification Number (DIN) for the proposed directors of the company. Following this, an application for name reservation is submitted to the relevant Registrar of Companies (ROC). It’s mandatory for the name of a producer company to end with the words “Producer Limited Company” as per the Act. Once the suggested name is approved, an application for incorporation of the Producer Company is filed in the prescribed format. The Registrar reviews the application and accompanying documents, and if satisfied, approves and issues a Certificate of Incorporation.

3.1. Theoretical background of FPOs

Farmers Producer Organization is a people based organization having both the outlook of cooperation and business. In this context the theories of collective action, group formation, social learning cooperation etc are very much pertinent here.

3.1.1 Collective action

Collective action is visible in FPCs. Collective action is defined as action taken mutually by a group of people to augment their status and achieve a common goal. Over the past two decades analytic philosophers have been investigating the nature of collective action in the sense of acting together.

Teamwork and collaboration is better than individual effort is a proven fact that human beings have realized since the Stone Age. Similarly, it was also recognized and applied in farming. The concept of farmer’s organization had emerged by realizing the power of unity. With the growing concern of present condition of decreasing size of land holdings the need for unity and collectivization has been prominently realized in agriculture. Agriculture sector is facing a rapidly overflowing basket of challenges. Population has increased 3.71 times from 350 million in 1947 to 1.3 billion in 2017; hence, demand for food has increased while total cultivable land has shrunk. The grain area per person has been shrinking steadily for several decades from 0.22 hectares in 1950 to 0.10 hectares in 2010 and it is projected to be as less as 0.06 hectares per person in 2050 (Larsen, 2003). So, the big and alarming question on food and income security has been raised.

India has been an agricultural economy since its inception. Several mechanisms are used in agribusiness, such as forward and backward linkages with secondary and tertiary sectors, such as manufacturing and service sectors. Opportunities in agriculture and related sectors can be identified at various stages of the farming process. Generally, agribusiness opportunities exist at the input stage, the farming stage, the value chain, the output processing and marketing stage, and the related services stage. As a result of globalisation and a more interconnected global market, the scope and potential of agribusiness opportunities is expanding. For entrepreneurs, there are numerous potential opportunities. Many different inputs are required in the agricultural process, such as seeds, fertilisers, pesticides, and innovative and localised farm technology. As a result, the aforementioned areas create agribusiness opportunities in developing and producing these inputs.

Introduction

Finance is vital to entrepreneurship. With limited resources starting a business is a challenge. Earlier generations of entrepreneurs establishing a business were different. They first guaranteed that money would be available to start—the business. So, if one wanted to build up a unit for a business, one would undertake market research and then approach the bank. Then activities like product development, ordering equipment, determining the site, acquiring land for the facility, what government policies are applicable etc., were considered. Before starting a business, an entrepreneur considers these factors. That was the old regime.

Founders of new companies, almost always based on new technology, take risks. Both types of firms must overcome limited resources and talent. The project is the very foundation of any business. As a result, the success or failure of a company is primarily determined by the project. In layman’s terms, a project is an idea or plan meant to be carried out. According to the dictionary, a project is a scheme, design, or proposal for something intended or devised to be accomplished. (MANAGE, 2013)

Beginners often wonder where to begin. Some options are obtaining power-water connections, pollution control clearance, approvals of weights and measures/drug control, and registration with sales and income tax departments. But, first, an entrepreneur must set priorities. (IGNOU, 2017).

Entrepreneurship plays a vital role in ensuring our country’s economy as well as social welfare. Entrepreneurs are considered national assets to be motivated, cultivated and remunerated for the greatest possible outcome. It is a fact that our societies today give importance to entrepreneurship and have higher income levels, and are self-reliable. Entrepreneurs have the highest potential to change the way how people work and live on a local and national level. Along with the creation of wealth and entrepreneurial projects, entrepreneurs have the ability to create jobs and employment opportunities which will contribute to the growing economy of India. In the current era of science and technology, many youths are not afraid to try out their idea, talents, skills and knowledge to become an entrepreneur. The present entrepreneurs are well established with the recent technologies and are prone to the effects of changes. The majority of society has access to the internet, and the youth are reintegrating their technological powers into their passion for bringing changes into society with entrepreneurship. India is facing a major issue regarding employment generation; however, with its rich, resourceful, distinctive geographic and demographic advantage, it has a major prospective to raise and innovate the entrepreneurs resulting in employment generation and hence contributing to the nation’s economy. 

Introduction

An entrepreneur is someone who starts or runs their own business. By having an equity stake in the company, the entrepreneur can profit greatly if things go well; however, they also take on a great deal of risk-far more than a regular employee of the company. Financial, career, emotional, and overall business risks are all examples of entrepreneurial risk. Because there is so much at stake in starting and growing a successful business, there are very specific skills that an entrepreneur usually requires to be successful. It could be a picture of a talented college dropout or a seasoned business professional with an uncanny ability to predict the next big thing. Replace whoever the persona is with ourselves. A successful entrepreneur does not have a specific demographic or personality profile. We can be entrepreneurs regardless of our age, race, gender, sexual orientation, socioeconomic status, or upbringing if we have dedication, drive, and essential business skills. Unlike personality traits and demographic information, entrepreneurial skills can be learned and practiced. If we want to pursue entrepreneurship, use this list to assess our strengths and weaknesses and determine which skills we need to develop before launching our venture.

India’s change in the economic environment and market-oriented economic reforms can be traced back to the 1990s which led to the growth of the country. There was a clear evident change from the condition it was in the 1970s when it was far behind the other Asian countries. The economic reforms brought by LPG (Liberalisation, Privatisation and Globalisation) model have affected not only international trade but also led to an increase in the competitiveness of the industries. But what triggered these economic reforms? Before 1990, India was in a severe economic crisis condition due to repeated policy failures. India was experiencing a huge fiscal and balance of payment deficit, a high inflation rate and a fall in foreign exchange reserves. This led to the sickening of the public sector units whose prime role was to bring a reduction in inequality and poverty. The self-reliance condition in India was not of much help as there was insignificant trade with the rest of the world. The crisis mainly depicted the mismanagement of the resources. In light of this, this chapter discusses the impact of the economic reforms on agri-enterprises.

It can also be defined as a process concerned with the creation and extraction of economic value. Entrepreneurship is more than just starting a business purely to make money. The person who bears the risk of starting a new enterprise is an entrepreneur. In this chapter, we will discuss entrepreneurship and its development in detail.

Entrepreneurship development is a process involving several phases and steps. The process has been viewed at the level of individual-developing entrepreneurial quality in an individual and the group of community-creating an environment in which entrepreneurship activities can grow.

Entrepreneurship has a significant impact on the country’s economic growth and standard of living. As a start-up founder or small business owner, the person contributes not only towards oneself but also towards the local community, state, region, and country. Starting a new venture requires resources and facilities. Small scale enterprises generally find it difficult to have these resources and facilities of their own. Adequate finance is life and blood to start and run enterprises as it facilitates an entrepreneur to have enough funds to procure land, labour, materials, plant, machinery etc. Recognizing it, the government has come forward to support small entrepreneurs by providing them funds and other needed facilities.

The government of most developing countries have invested much effort and resources in the past to enrich entrepreneurship (Oni and Daniya, 2012). According to a recent study, Saudi Arabia has been attempting to build a ten-year innovation and efforts entrepreneurship programme starting the year 2010. Similarly, in Malaysia, the government guided to set up of several technologies through the growth of technological know-how in entrepreneurship.

Introduction

Strategic planning is how an organisation determines how to allocate its resources to pursue its strategy or direction. Based on an assessment of the internal and external environments within which an organisation operates, strategic management is concerned with developing and implementing an organisation’s long-term goals for its stakeholders.

When it comes to strategic planning and management, the SWOT analysis (or SWOT matrix) is a tool that can be used to determine a company’s competitive advantage by analysing its strengths, weaknesses, opportunities, and threats. Situational assessment or situational analysis is another name. TOWS and WOTS-UP are two other acronyms based on the same components.

The existing analysis is an effort to inform the main features of entrepreneurs in food processing enterprises of Assam.

Concept of Entrepreneur

An entrepreneur is an economic man who seeks to maximize revenues by identifying and adopting innovations. However, entrepreneurs are willing to take risks and create change by organising human efforts. Entrepreneurs are vital to the country’s economic growth. Entrepreneurial development as a component of economic growth has long been acknowledged.

Starting from the basics, etymologically, the word entrepreneur comes from the French word “entreprendre”, which means “to do something”, and, in the Middle Era, it was originally used in the sense of a person who is active, who gets things done. The study of entrepreneurship reaches back to work in the late 17^th and early 18^th centuries of Irish-French economist Richard Cantillon. “Entrepreneur” is a French word that first appeared in the French dictionary entitled Dictionnaire Universel de Commerce, compiled by Jacques des Bruslons and published in 1723. Richard Cantillon’s 1755 work “Essai sur la nature du commerce en general” changed the entrepreneurial concept. Risk has been used to identify entrepreneurs since ancient times.
