Introduction

Groundwater resources are under stress globally due to various reasons including increasing water demand, impending climate change, industrialization, land use/land cover changes, etc. Adequate sustainable development strategies have to be adopted for the management of groundwater resources. Irrespective of the developmental status of countries all over the world, groundwater serves as a crucial resource for meeting fundamental needs. However, increasing population, water demand, surface water contamination, and recent patterns of climate unpredictability have caused increasing reliance on groundwater as reported by several researchers (Adimalla and Taloor 2020; Aladejana et al. 2020; Cuthbert et al. 2019; Green 2016; Hamed et al. 2018; Jasrotia et al. 2019; Khalaj et al. 2019; Li 2016; McGill et al. 2019; Morsy et al. 2017; Taloor et al. 2020).

Even in India, water scarcity has been reported in many parts, though the country receives relatively higher rainfall. However, the rainfall pattern has changed over the last few years. The country has been experiencing significant spatiotemporal changes in rainfall patterns, leading to fewer rainy days and more extreme rainfall, which many studies have attributed to global climate change and anthropogenic influences. The rainfall variability has substantial impacts on water availability, agricultural productivity, and welfare of the 1.2 billion people in India because agriculture in India feeds about 17.2% of the global population and more than 56% of the agricultural land is rain-fed. Rapid and heavy patterns of rainfall result in the draining of most of the rainfall as surface runoff particularly on higher slopes, and reaches the surface water bodies, thereby reducing the infiltration and subsequent groundwater recharge. These variations in rainfall have ultimately affected the groundwater behavior and availability in many river basins.

Climate change and human activities have emerged as significant factors affecting water resources in diverse regions (Kumar et al. 2022; Haddeland et al. 2014). The escalation in human water consumption for domestic and industrial purposes enhanced by the impacts of climate change has resulted in an overall decline in water availability (Liu et al. 2017; Paul et al. 2021). Rising temperatures and altered precipitation patterns directly influence water availability for ecosystems and agriculture potentially leading to greater evapotranspiration rates, intensified rainfall events, and prolonged droughts (Sharannya et al. 2021; Myers et al. 2023). Furthermore, urbanization, deforestation, and agricultural practices alter landscapes, affecting water resources in these areas.

Water shortages pose threats to ecosystem health, and socio-economic development and disrupt agricultural production (Piao et al. 2010). Thus, ensuring sustainable and efficient water usage necessitates accounting for water usage and quantifying it in a changing environment. To comprehensively assess the significance of water resources in the environment, Falkenmark (1995) introduced the concept of blue water (BW) and green water (GW) water, particularly for managing water resources in water-stressed regions. Green water refers to the portion of precipitation that infiltrates into the unsaturated soil layer and is subsequently utilized by plants through transpiration and soil evaporation. In fact, “blue water” represents surface and groundwater flow in rivers, lakes, and aquifers (Abate et al 2024; Sharannya et al. 2021). While numerous studies have investigated the spatial and temporal variation of BW and GW using the Soil and Water Assessment Tool (SWAT) (Feng et al. 2021; Li et al. 2009; Lyu et al. 2019), fewer publications have focused on assessing these variations and uncertainties at the basin scale under varying climate scenarios (Sharma et al. 2023). Hydrological models such as SWAT, serve as valuable tools for simulating past and future hydrological changes in the watersheds using projected climate data. SWAT specifically can simulate both blue and green flows at the watershed scale.

Introduction

Owing to several biotic and abiotic stresses, the problem of agrarian distress in India has accentuated in recent years. The Indian government set a target of doubling farmers’ income by 2022–2023 in its annual budget for 2016–17 and started a number of initiatives to achieve this goal, including better irrigation efficiency, crop insurance, market infrastructure improvements, organic farming promotion, soil health restoration, and others. The pathway for doubling of farmers’ income encompasses several dimensions, from production to post-harvest management. With respect to Himachal Pradesh, in order to improve the productivity levels of existing crop enterprises and promote the diversification of cropping systems, various steps have been taken by the line departments which include the creation of water harvesting and irrigation infra-structure, skill up gradation of farmers, subsidy on critical inputs like seed, fertilizers, plant protection materials, market access through information technology and village road network, crop insurance schemes, etc. The impact of these interventions is reflected through the continuous increase in the productivity levels and inclination of farming community towards the adoption of new crop enterprises vegetables and fruit crops.

Introduction

A large number of institutions in the field of agriculture and allied sectors are contributing to research in development of high yielding varieties of crops, technological innovations and other initiatives to boost production and human resource development. The technology available has to be permeated depending upon the necessities of the region – its soil, climate, culture and needs and means of the farmers, available human resources, feasibility and viability of different parts of the country. The 10th and 11th plans have emphasized the need for effective extension services. The 11th Plan Approach Paper also states that “in the longer run, growth in agriculture productivity can be sustained only through a continuous technological progress”. The 11th Plan shows a concern towards the problem of transfer of technology and knowledge at grass-root level and puts forth challenges before the extension agencies. The 11th Plan points out that extension services are to be treated as a service delivery mechanism. The 12th Plan also emphasizes the need for mechanisation of agriculture with robust extension services.

1. Introduction

Sustainability embodies an ecological vision aimed at fostering enduring human coexistence on Earth. Over time, its definition has evolved in literature and context, generating ongoing debate. Generally, experts frame sustainability around three pillars: social, economic, and environmental. While environmental concerns often dominate discussions, sustainability encompasses broader challenges like pollution, land degradation, biodiversity loss, climate change, and ecosystem service decline. This concept influences decision-making globally, politically, and personally.

Sustainable development, often used interchangeably with sustainability, is distinguished by UNESCO as a long-term objective versus the diverse processes and pathways to achieve it. Within the economic dimension, the tension between welfare and environmental preservation is explored through concepts like “weak and strong sustainability,” acknowledging the necessity of trade-offs. Ideal policies would aim to decouple environmental degradation from economic growth.

Introduction

The history and evolution of extension in India during the Pre- independence and Post- independence periods have been narrated in Chapter 2. The major breakthrough in Agricultural Extension was the introduction of the T&V system with WB support from 1977 to 1997. The system tried to establish a strong linkage between the research and extension. Technical messages received from research stations were transferred to the farmers through an organized extension system at fixed time intervals and obtained feedback from the farmers about the technologies. However, the system was constrained by structural problems at organizational level. The system adopted a classical top- down approach and the recommendations were suitable for irrigated areas bypassing the rain- fed areas. After the withdrawal of support from WB, the T&V system was constrained by the paucity of funds to manage the manpower created, and the unpaid farmers did not continue to work. After withdrawal, it was considered necessary to make the extension more demand- driven, participatory, group extension, and farmer- centric with possible convergence for which extension reform in India was necessary.

Extension reform in India

There are many countries where extension and advisory services reforms are occurring globally (Swanson and Rajalahti 2010; World Bank 2012). Since agro- ecological conditions and access to markets vary within most countries, decentralized extension system was needed. It was considered that decentralized and demand- driven extension allows farmers to participate in setting the agenda and demanding extension and research priorities. The extension reforms made the system reach the smallholders, resource- poor, and women, and also focused on sustainability. When the donor funds dry up or the pilot projects end, the farmers no longer have access to the extension services (Birner and Anderson 2007). Therefore the public extension needs to be sustainable in extension services delivery.

Local of the study: Migration, from very beginning of civilization, has been one of the most important phenomenons in population distribution across the world. As a result, it has been a major focus of both sociological as well as demographical studies around the world. Though migration theories get its root from the famous article of Ravenstein (1889) but most of the modern migration studies so far have centered around the conventional approach of migration as one of the cornerstones known as the Harris-Todaro Model of Migration Harris and Todaro (1970), which is considered as one of the cornerstones of migration studies. This model dealt with the migration decision of an individual of a family, keeping apart the role of family as a whole. The main approach of this model was some kind of cost-benefit type of assessment in undertaking migration decision. Here the potential migrant was to analyze the expected return that he/she may receive after migrating and the cost that to be borne in the process. If the net return is found to be positive then there is every chance that the concerned person will migrate and more from the place of origin to the place of destinations. The major attack that this approach received is that it gave individual the highest importance in migration decision ignoring the role of ‘family’ and thus the migration studies until recently were partial in nature.

The rural areas of Darjeeling-Pulbazar CD block, Jorebunglow-SukhiaPokhri CD block in Darjeeling district in West Bengal was selected for the study. The area had been selected for the study because of the availability of appropriate respondents, people as well as the local language.

Development of processing industry takes care of surplus produce as well as of those fruits that are of lower quality. With the development of processing industry citrus fruits can be utilized for the production of wide range of commercial products. The large variability in physico-chemical characteristics of citrus fruits provides an opportunity to select desirable types for commercial exploitation. In India citrus fruit is available in large quantity that can be processed in to different processed products very easily. Abstract
Managing weeds in agricultural productivity poses a formidable challenge. An increasingly common weed control strategy in ecologically friendly farming systems is integrated weed management, which involves bioherbicides. Ensuring global food security and environmental safety heavily relies on the sustainability of agricultural production. Worldwide, sustainable agricultural approaches, including the maintenance of a permanent layer of soil cover, the minimization of soil disruption, the implementation of regular crop rotations, the practice of integrated weed control, and the adoption of conservation agriculture, are becoming increasingly popular. Bio-herbicides are commonly derived from plants containing phytotoxic allelochemicals or specialized bacteria that can induce diseases and reduce the population of weeds within a given area. However, bio-herbicides have demonstrated significant potential in inhibiting the germination and spread of weed seeds. Bio-herbicides offer a promising, environmentally friendly, promising solution for weed control, as they are derived from natural sources such as bacteria, plants, or biochemical compounds. This study investigates the effectiveness, environmental benefits, and challenges of using bio-herbicides to achieve sustainable weed control. Bio-herbicides possess the capacity to reduce dependency on artificial pesticides, eradicate unintended harm to non-target organisms, and foster a more harmonious ecosystem by employing biological agents to target particular weeds selectively.

1.1 Weather Forecasting
Farmers have always been at the mercy of the weather, and accurate forecasting has become an essential tool for their decision-making process. Weather forecasts play a critical role in supporting farmers’ decision-making processes, from crop planning and management to harvest planning and economic decision-making. Crop planning and management is one of the key areas where weather forecasts are crucial. Farmers use weather forecasts to determine the best time to plant seeds, taking into account temperature, moisture, and sunlight requirements. This enables them to choose crops that are suitable for the predicted weather conditions. Additionally, forecasts help farmers optimize irrigation, reducing water waste and ensuring crops receive adequate moisture (Fig.1.1).
Weather forecasts also help farmers mitigate weather-related risks. Extreme weather events like floods, droughts, heat waves, and storms can have devastating effects on crops. Accurate forecasts enable farmers to prepare for and respond to these events, reducing crop damage and loss. For instance, forecasts help farmers take measures to protect crops from frost and freeze damage, which can be catastrophic for certain crops.

Agriculture has long been intertwined with weather, where accurate forecasts are essential for planning everything from planting schedules to irrigation management, harvesting, and market timing. Over the decades, statistical methods have evolved from simple empirical models to sophisticated tools that integrate vast amounts of historical data, real-time observations, and remote sensing information (Fig. 4.1).
This chapter provides an in-depth exploration of the statistical techniques that underpin modern agricultural forecasting. In doing so, it examines their applications across various agricultural domains—including staple crops, fisheries, livestock, and horticulture/plantation systems—while also addressing the challenges and uncertainties inherent in weather prediction. Furthermore, the chapter discusses how the rise of big data and artificial intelligence (AI) is reshaping traditional approaches, particularly in the context of food production and agricultural resilience.

From forecasting crop yields and fishery conditions to managing plantations and monitoring livestock health, these technologies are creating a paradigm shift in agricultural weather intelligence. Scientific organizations worldwide are leveraging AI and ML to refine predictive models, enable multi-variate analysis, and provide advanced warning systems for extreme events such as droughts, tsunamis, earthquakes, and even crises caused by human-made conflicts. Emerging nations with rapidly growing technological capabilities stand to benefit immensely from these innovations, tailoring solutions to local challenges while contributing to global food security and crisis resilience.

The content presented in this chapter is exploratory and reflects emerging trends in integrating weather intelligence with decision support systems. The term “weather intelligence” is introduced as a framework, with ongoing research expected to further refine and expand upon these ideas as technologies evolve. In an era where climate variability and extreme weather events increasingly threaten global food systems, the integration of advanced decision support systems (DSS) with what we are now calling weather intelligence has emerged as a transformative paradigm. This chapter explores how food production— encompassing agriculture, fisheries, and animal husbandry—can harness integrated weather intelligence to inform real-time crisis management, strategic planning, and risk mitigation. The discussion is exploratory in many respects, as the concept of weather intelligence represents an innovative framework that challenges traditional forecasting methods and decision support tools (Fig. 9.1). Drawing on multidisciplinary research and practical case studies, we examine the building blocks of decision support systems tailored to food production. We then discuss the integration of weather intelligence into crisis response and strategic planning, highlighting both established risk mitigation approaches and emerging tools designed to anticipate and respond to extreme weather events. However, the concept of transcending technologies is not solely focused on the development of new technologies. Rather, it emphasizes the need for a holistic and integrated approach to food production, processing, and distribution. This involves recognizing the intricate relationships between food systems, ecosystems, and human societies, and working to create a more equitable, just, and sustainable food culture. The goal of achieving food for all is closely tied to the concept of transcending technologies. Despite the fact that the world produces enough food to feed every person, millions of people around the globe continue to suffer from hunger and malnutrition. This is a stark reminder that the challenge of feeding the world’s population is not simply a matter of producing more food, but also of ensuring that everyone has access to nutritious and sustainable food. In order to achieve this goal, it is essential to address the complex web of factors that contribute to food insecurity, including poverty, inequality, conflict, and environmental degradation. This requires a multifaceted approach that involves governments, international organizations, civil society, and the private sector working together to create a more just and equitable food system. Agricultural meteorology, a discipline that has traditionally focused on understanding the relationships between weather and climate, and agricultural productivity, is at a critical juncture. The increasing vulnerability of agricultural systems to climate change, coupled with the need for sustainable and resilient agricultural practices, necessitates a fundamental transformation of agricultural meteorology. To support the development and implementation of climate resilient agriculture (CRA) practices, agricultural meteorology must be reoriented as a super speciality discipline. This requires a comprehensive overhaul of the discipline, including its curriculum, research focus, and practice. The reorientation of agricultural meteorology as a super speciality discipline is essential to provide the necessary expertise and knowledge to support CRA practices. This includes developing and applying cutting-edge technologies, such as precision agriculture, remote sensing, and machine learning, to support agricultural decision-making. However, the current state of agricultural meteorology is not equipped to meet the demands of CRA. The discipline faces several challenges, including a lack of interdisciplinary approaches, inadequate emphasis on practical skills, and limited focus on climate change and sustainability (Fig. 8.1). To address these challenges, essential reforms are necessary to reorient agricultural meteorology as a super speciality discipline. This chapter will discuss the essential reforms required to transform agricultural meteorology, including reforms in curriculum, research, practice, and policy. By implementing these

Agriculture, the primary source of livelihood for many in these monsooninfluenced areas, remains heavily dependent on the timely arrival and consistent behavior of these rains. The delicate dance between the monsoon and agricultural cycles has shaped cultural practices, economic structures, and societal well-being for centuries. It is estimated that a substantial percentage of global agricultural production is reliant on monsoonal rainfall, underscoring the profound impact these weather systems have on food security and economic stability worldwide. The variability of monsoons – in terms of onset, intensity, duration, and spatial distribution – directly translates into fluctuations in crop yields, impacting everything from local food supplies and farmer incomes to national economies and international trade. Beyond the economic implications, the social vulnerability associated with monsoon variability cannot be overstated. Communities that depend on rainfed agriculture are particularly susceptible to the vagaries of the monsoon. Delayed or weak monsoons can lead to widespread crop failures, resulting in food shortages, economic hardship, and even migration. Conversely, excessively heavy rains can cause devastating floods, destroying crops, infrastructure, and livelihoods. Therefore, understanding, monitoring, and, crucially, forecasting the behavior of monsoons is not merely an academic exercise but a critical necessity for ensuring the prosperity and resilience of a significant portion of the global population. To translate laboratory research into market ready product, it is important to understand steps or phases involved in this technology transfer process. The process typically includes six main phases, each with a different role (figure 9).
