1. Brief Basic Information on Country and Agrarian Status

Peru is the third largest country in South America with 1,285,215 square-meters and in general, there are three well defined regions: the Coast (11 per cent of the territory), the highlands (30 per cent of the territory) and the jungle (59 per cent of the territory). Peru is characterized by the high variability of agro-ecosystems ranging from Deserts in the Coast, lowlands, hills, high mountains, and rainforest in the Jungle. Each region has different agro-climatic conditions, infrastructure and enterprise development. The total cultivable land area is 54,76,977 hectares that is equivalent to 4.3 per cent of the national territory. The coast has 8,70,200 hectares of irrigated land (no rain-fed land because of lack of rain in the coast) and has the best conditions for cultivation of export crops. The highlands have 28,33,800 hectares of cultivable land, 70 per cent of them is under rain-fed condition and the total of the 17,73,000 hectares of cultivated land under rain-fed conditions1 . Land property has undergone a process of changes in the last 40 years.

1. Introduction to Nepal and its Agriculture

1.1. Geography

Nepal is a country of enormous geographical diversity, and is situated in the southern slopes of the central Himalayas, which spreads over an area of 1,47,181 square kilometers. Sandwiched between India on three sides- east, west, and south – and China to the North, Nepal is a land-locked country (CBS,2003).
 
Geographically, the country is broadly divided into five roughly parallel east-west regions (ecological belts), which from north to south are known as High Mountains, Mountains, Hills, Siwaliks  and Tarai. With altitudes ranging from less than 100 m in the Tarai to 8,848 m in the High Mountains, there exist different climates and different types of farming systems within Nepal. As a result of these diversities, a wide variety of crops, vegetables and fruits are produced.
 
For administrative and developmental purposes, Nepal is divided  into 75 districts. Each district is further divided into Village Development Committees (VDCs) in rural areas and municipalities in urban areas. At present, there are 3,913 VDCs and 58 municipalities in Nepal.

1. Country Background

Mozambique is a country that is extremely dependent on agriculture, both for rural livelihoods and for overall economic growth. This importance is illustrated by the following:
    •    The agriculture sector accounts for about 20  per cent of GDP1.
    •    80  per cent of total employment and higher in rural areas.
    •    55  per cent of household incomes (national average) adding self-consumption and income from selling agricultural products2.
    •    40  per cent of export earnings (2003).
    •    The economy is not diversified and the average level of education is low, with few options for finding non-farm employment and incomes in rural zones.

1. Introduction

Jordan is an Arab country located in the heart of the Middle East. It is a highly centralized country in both political and economic terms, with a constitutional monarchy. The parliament consists of an upper-house appointed by the king and an elected lower-house. The king appoints the prime minister, who in turn, appoints a cabinet of ministers.

1.1. General Information

The country shares borders with Iraq to the east, Israel and the Palestinian Authority to the west, Syria to the north and Saudi Arabia to the south. In 2005, the population of Jordan was estimated at 5.5 million people with a population growth rate around 2.3 per cent, living in an area of about 89,300 sq. km. Most of the population is urbanized (82 per cent), with more than half living in the capital, Amman, and in the Zarqa governorate. About 60 per cent of the total population is under 25 and 38 per cent is under the age of 15 (United Nations, 2006). Jordan is classified as a lower-middle income country, with an economy that is severely affected by water scarcity and limited land resources. The capital Amman dominates over  80  per cent of the country’s economy.

1.1. Geography

Japan is a crescent-shaped archipelago consisting of four main islands named Hokkaido, Honshu, Shikoku, and Kyushu, and of a few thousand small islands, with a total area of 3,77,907 square kilometers. The country is mountainous, with forests accounting for 66 per cent of the total area, and arable land 13 per cent.

1.2. Climate

The archipelago is almost 3,000 km in length and stretches from north to south, and  includes subartic, temperate and subtropical zones.

In winter, the side of the country facing the Sea of Japan, include Niigata and Fukui, is known worldwide for its heavy snowfall, but the side facing the Pacific Ocean has little or no snowfall. From spring to fall, there is no big difference between these areas. The summer season starts with an almost one month long baiu (rainy season) around June. After the baiu, the temperature rises to more than 30 degree Celsius, and it become very humid. In the fall, a few typhoons hit Japan, occasionally causing a major disaster.

1. Introduction

Iran, with an area of 1648 thousand sq.kms.,  is situated in the eastern portion of the northern hemisphere, in the south west of Asia, and is considered as one of the Middle East countries. Iran is a mountainous country with a variety of climates. The average temperature and rainfall for the whole country are quoted as 18ºC and 240 mm respectively (CAPES, 1996). The country is also organized into 28 provinces. Over the past two decades, rapid rate of population growth has been a major source of concern in Islamic Republic of Iran. The population of the country passed the 60 million figures in 1993 and is projected to reach 86 million by the year 2010. In fact, the Iranian population has doubled in this period (CAPES, 1996). For example, according to the 1991 census, the female population of 15 years and above was 15 million (Anonymous, 1998). However, thanks to considerable investments and well-organized and directed national population planning program, population growth rate is now 1.5 percent in the urban and two percent in the rural areas. At the national level, the figure is 1.65 percent (CAPES, 1996).

1. Country Background

India is one of the oldest civilisations in the world with rich cultural heritage. India has become self-sufficient in agricultural production, and is now the tenth industrialised country in the world. It covers an area of 32,87,263 sq km. Lying entirely in the northern hemisphere, the mainland extends between latitudes 8°4' and 37°6' north, longitudes 68°7' and 97°25' east, and measures about 3,214 km from north to south between the extreme latitudes and about 2,933 km from east to west between the extreme longitudes. 
Agriculture is the mainstay of the Indian economy, as it constitutes the backbone of the rural livelihood security system. It is the core of planned economic development in India, as the trickle-down effect of agriculture is significant in reducing poverty and regional inequality in the country. Growth in agriculture has a maximum cascading impact on other sectors, leading to the spread of benefits over the entire economy and the largest segment of population. 141 million hectares is the net sown area, while 190 million hectares is the gross cropped area. The net irrigated area is 57 million hectares with a cropping intensity of 134 per cent. Eighty-two per cent of farmers have small and marginal land holdings.

1.1. Location and Size
 
Ghana, lying between latitudes 4º 30’ to 11ºN and longitudes 1º 10’E to 3º15’W, shares common borders in the east, north and west with the Republics of Togo, Burkina Faso, and Cote d’Ivoire respectively.  The country covers a total area (including water bodies) of 238,537 square kilometres.  

1.2. Climate
 
Ghana has a tropical climate with temperatures ranging between 21ºC and 32ºC. Mean annual rainfall in Ghana is generally lower in the northern part of the country (800-900 mm) and increases southwards (2100-2200 mm) albeit a small part of the eastern coastal belt has low mean annual rainfall of 700-800 mm. Humidity figures range from 78 to 87 per cent across the country. Although Ghana cannot be described as a mountainous country, there are a number of highlands and steep escarpments in the middle portion and some parts of the northern zone. The land is generally flat with more than half of the country at an altitude of 200 m.

1.1. Location of Côte d’Ivoire

Cote D’ivoire (Ivory Coast) is located in West Africa, between the Equator and the Tropic of Cancer, with an area of 3, 22,462 km². It is bordered on the north by Mali and Burkina Faso, no the west by Liberia and Guinea, on the east by Ghana and on the south by the Gulf of Guinea, stretching across nearly 550 km. The economic capital Abidjan is with a population of more than 3 million people and Yamoussoukro, the political capital, has more than 1,50,000 inhabitants.

1.2. Population 
The Ivorian population is 1,53,66,672 people in 1998, of which 26 per cent are foreigners (4,000,047), with an annual population growth rate of 3.3 per cent and a density of 48 habitants/km². 53.8 per cent of the population is under the age of 20 years. The age group between 21 and 60 years is 41 per cent. These figures show the youthfulness of the Ivorian population. The average life expectancy is 65 years.

1. Basic Information

Benin is situated in West Africa at inter-tropical zone between the parallels 6°30 and 12°30 North and the meridian lines 1° and 3°40 East. The Republic of Benin is limited in the north by the Republic of Niger and to the North-West by Burkina Faso, in the south by the Atlantic Ocean, in the west by Togo and in the east by the Federal Republic of Nigeria. The Republic of Benin extends over 700 km length from the Atlantic Ocean to river Niger. Its width varies from 125 km, along the coast, to 325 km, in the northern part. It covers an area of 112.622 km².

With the third General Census of the Population and Habitat in February 2002, Benin counted 6,769,914 inhabitants thereby giving an average density of 60.11 inhabitants per km². Currently the population is estimated to nearly 8 million inhabitants with a natural rate of increase of 2.8 per cent. The average densities estimated from the last census of the population vary between 16 inhabitants per km² in the department of Borgou and 322 inhabitants per km² in the department of Atlantic.

1. Introduction

Afghanistan imperiled by decades of war, is  now a country on the rebound. With the days of relative peace up on the Afghan people, resources are being gathered and projects put onto place, in an effort to revitalize the previously stagnant economy. The rehabilitation of the agricultural economy in Afghanistan depends to a large extent on whether Afghanistan’s Agricultural Sector will be able to recover from the effects of war, serious consecutive droughts and a multitude of endemic crop/ livestock diseases. Afghanistan is a pastoral country with more than 85 per cent of the land area incapable of growing even a narrow range of crops, thus being largely rangeland.  Agriculture produces food, provides food security, enhances crop production, generates cash incomes for rural and urban populations, provides fuel and transport, and produces value added goods which can have multiplier effects and creates a need for services.  Furthermore, agricultural diversity production and income provide year-round employment, and spread risk. Livestock also form a major capital reserve of farming households.

India occupies second position among the silk producing countries of the world, next only to China. Sericulture as a farm enterprise is highly suited to rural poor, especially small and marginal farmers and other weaker sections of the society, since it requires low investments but provides good and quick returns at individual family level. Several socio-economic studies have established that cost-benefit ratio in sericulture is highest compared to agricultural crops. Though there are limitations to the number of broods that can be raised per year in Himalayan region due to ecological conditions, net returns from sericulture activities are quite remunerative and effectively supplement the rural economy through part-time employment opportunities and utilization of local resources.

Introduction

Ever since its discovery, silk as a unique product of a plant-animal interface, continues to reign supreme despite the onslaught of natural and man-made textile fibres, because it is exclusive and the most beautiful of all textile fibres. It is associated with comfort, festivity and fashion.

Sericulture has established itself as an economic activity with a rural-base. It presents an intriguing example of an agro-industry whose potential to act as a safety-net for the poor in rural areas is unquestionable. From “Soil to Silk” activities, sericulture creates around 6 million person-years of incomegenerating opportunities. It generates employment @ 11 man-days per kg of raw silk production in a year in associated upstream and downstream activities. Sericulture is thus a labour-intensive cottage industry in all its phases, namely, host plant cultivation, silkworm rearing, silk reeling, and other post-cocoon processes such as twisting, dyeing, weaving, printing and finishing.

Beekeeping symbolizes the biological interdependence between insects, pollination and production of seed. Honey bees have been tirelessly rendering this yeoman service to benefit human-kind since time immemorial. Beekeeping is defined as “the science and art of rearing honey bees for man’s economic benefits”. Since, honey producing bees are restricted to the genus Apis beekeeping is also called ‘Apiculture’. A suitable place selected for housing honey bee hives, equipments and related accessories is referred to as an “apiary”. The invention of movable hive with separable frames in 1851 by L.L. Langstroth gave beekeeping the impetus to flourish. Further fine-tuning of scientific rearing techniques in these movable hives helped in spreading beekeeping to the newer areas.

Honey Producing Species of Bee

About 20,000 bee species are found worldwide. However, only four species viz. the European honey bee (Apis mellifera Linnaeus), the oriental bee (A. cerana Fabricius), the dwarf bee (A. florae Fabricius), and the giant or rock bee (A. dorsata Fabricius) are commonly recognized as honey producing. Amongst these two, only A. cerana and A. mellifera are hived because these build multiple-combs in dark cavities. The other two build single comb nests in the open (Akratnakul 1987a, Ruttner 1987).

Abstract

The hilly regions of western Himalayas comprise of three states namely Jammu and Kashmir, Himachal Pradesh and Uttaranchal which are divided into High Altitude Temperate, High Hill Temperate and Valley Temperate zones. Through observations, trial and error, man has developed skills related to cultivation, utilization and livelihood. These were transmitted through generations and in this way, a system of traditional knowledge developed and moved forward for the benefit of the society. Food is the basic necessity for the survival of human beings. Since ancient times, various methods have been used to process and preserve foods especially in the Himalayan regions. The food habits and preparation of various dishes depend upon the availability of crops and surrounding vegetation. On the basis of the substrate used, traditional foods and beverages of Himalayan region are broadly classified as Cereal and Legume based, Milk based, Fruits and Vegetables, and others. Some of the popular traditional foods of Himalayan region are Aenkadu/Askalu, Bagpinni/ pinni, Chhangpa, Chaulai ka bhat, Kutu ki roti, Lesuwa roti, Tilkuta, Kaddu ke khwaire, Mooli ke khwaire, Sarson ki dhusi, Arbi ke sukhe danthal, Chaulai ki kheer, Ogal ka halwa. Traditional fermented foods and beverages are very popular in the tribal and rural areas of western Himalayas. Besides being source of nutrition, these fermented foods constitute staple food (Bhaturu) in larger part of western Himalayas while others are consumed during local festivals, marriages and special occasions. A variety of indigenous fermented foods and beverages available are; Kinema, Marcha, Phab, Bekanthu, Gundruk, Sinki, Soibun, Sura, Chhang, Daru, Angoori/ Kinnauri etc.Due to lack of proper scientific technology the quality of such foods especially beverages (many- a- times) is uncertain and their consumption leads to a higher incidence of fatal diseases among the consumers. This chapter briefly reviews the preparation, significance and quality of indigenous foods of Western Himalayas which offer tremendous opportunity for sustaining livelihood of the people of Himalayan region and stimulating agro-industrial development even in the developing countries, after upgrading and sustaining their quality.

The relationship between man and plant resources of his surroundings is intimate. Of the 350 tribes inhabiting different parts of India, about 171 dwell in Himalayan region. The inhabitants of the mountain areas use native flora for food, fodder, fiber, fuel, timber and for health care of both human beings and their livestock. These plant resources, particularly medicinal and aromatic plants (MAPs), not only meet their health care needs but also support their livelihood. Recently the demand of MAPs has transformed from local and traditional needs to global needs. This has adversely affected availability and quality of raw material as also livelihood and health options of the local people. Most of the raw materials are gathered from the forests, and only a few plants are under cultivation. To avoid rampant exploitation of MAPs from nature, there is an urgent need to establish procedures for their cultivation and organized marketing. The present article deals with strategies and actions to protect livelihood options of the indigenous communities inhabiting mountain areas in western Himalaya as well as promote sustainable utilization of MAPs through scientific and technological interventions.

Introduction

India and China are two major Medicinal and Aromatic Plants (MAPs) producing countries, providing 40% of the global diversity and availability of rare species. The Ministry of Environment and Forests, Government of India has identified and documented over 9,000 species of medicinal plants that are significant for the pharmaceutical industry (AICRPE 1996). Of these, 2,000 to 2,300 species are used in traditional medicines while at least 150 species are used commercially on a large scale (EXIM Bank 1997).

The Himalayan region is recognized amongst the 34 global biodiversity hotspots. The Indian Himalayan Region (IHR) comprises of five biogeographic provinces, covers approximately an area of 591 thousand km² and extends from Jammu and Kashmir in the north-west to the Arunachal Pradesh in the east. The IHR is a source of great diversity of food, fuel, fodder, timber, dye and medicinal plants. It comprises about 18% of India and is more than 2,800 km long and 220 to 300 km wide, with altitudinal range of 200–8,000 m. The IHR alone supports about 8,000 species of angiosperms, 44 species of gymnosperms, 600 species of pteridophytes, 1,737 species of bryophytes, 1,159 species of lichens and 6,900 species of fungi. The state Himachal Pradesh is divided into four conspicuous zones, namely Shivalik/lower montain zone, mid-hills/middle mountain zone, high hills/temperate zone and cold dry zone. Five rivers namely Satluj, Beas, Ravi, Yamuna and Chenab with a large number of their tributaries flow through the state. The flora of the state consists of about 180 families comprising about 1,038 genera and about 3,400 species. The region is facing greater and more difficult challenges than ever before in achieving balanced economic growth, alleviating poverty, and sustainably managing the renewable natural resources. People’s dependence on forest and related natural resources is historic, cultural, and inevitable as other viable alternatives for earning a living have been few. The consequence of this trend has been the commercialization of forest products, mainly non-timber forest products (NTFPs). The NTFPs are the major bioresources among various natural resources available and provide various ecosystems services to the mankind. Like other parts of the IHR, in Himachal Pradesh people earn their livelihood from the forests in many ways i.e., earning cash income; satisfying their needs for fuel, medicine, shelter, and supplementary food; using traditional agricultural inputs such as leaf litter, fodder, small tools, and water; and cultivating land inside the forest boundaries as forest encroachers. Their dependence on forest resources is both historic and cultural to the extant that it is an integral component of the forest ecosystem of the region. Although, large amounts of NTFPs are collected by different communities in the state, no comprehensive study on the amount collected, number of people engaged in collection and trading, and the marketing chain involved has been carried out to date. Therefore, the present study focuses on conservation and sustainable utilization and market potential of different tradable medicinal plants/(NTFPs) in Himachal Pradesh, north western Himalaya.

Northwestern Himalayan region is spread between 28°43^'-37°05^'N latitude and 72° 40^'-81°02^' E longitude covering an approximate area of 33 million ha. The major natural resources of western Himalayas are water, forests, floral, and faunal biodiversity. Although there is wide spectrum of farming systems diversity in the region, yet there are quite a few commonalities viz. crop diversity, including mixed cropping as well as crop rotation of subsistence nature rather than commercial nature of agriculture, maintenance of soil fertility through natural processes. The variability in agroclimatic conditions in the hilly regions of India due to geographical location and climatic conditions require micro planning for assuring sustainable agricultural production. Introduction of horticultural crops is more recent phenomenon and it has penetrated the traditional farming systems of Himachal Pradesh, Jammu and Kashmir and central Himalayan region for commercial benefits than the local consumption. Climatic conditions are optimal for growth of many food, medicinal and other commercial crops and live stock occur in these hills and the need is to exploit these opportunities for economic upliftment of the region, without degradation of natural resource base, therefore a long term development approach for sustainable farming system in these hills must have an eye on conservation farming for developing various production systems since this is a highly fragile system. The agriculture including livestock continues to be the dominant sector despite the fact that the area is exposed to adverse and harsh geophysical and agri-silviculture conditions. Strategies by planting fodder trees or grasses in the waste/ degraded lands (representing 7.9, 9.8 and 11.5% of the geographical area in Himachal Pradesh, Jammu and Kashmir and Uttarakhand, respectively), is needed for enhancing the fodder production. In addition, farm spaces on terrace risers and improved crop production technology coupled with integration of agroforestry will help in bridging the gap between demand and supply of the fodder. The indigenous agroforestry systems such as homestead (kyaroo), plantation crop combinations, scattered trees on farm lands/field bunds and bamboo grove are practiced by the farming community. The land management operations are predominated by different indigenous agroforestry practices which have proven potential and hold promise in alleviating the poverty among rural masses of this hilly region. The agroforestry systems provide unique opportunity for integration of different components in the farming systems, which help to optimize the ecosystem functioning and better management of land, water, and biological resources. These systems need to be further improved with suitable technological interventions considering the local population need, so that the socioeconomic status of the farming communities uplifted. Experiences gained in managing natural resources through well-tested agroforestry systems have been shared in this chapter.

Coldwater fishes exhibit enormous diversity and have great potential for generating livelihoods, mitigating poverty and unemployment. Coldwater fishery deserves attention for improving production by ensuring seed and feed supply. Other important issues in fisheries sector relate to marketing, value addition and farming. There is need to have separate action plan for low volume high values, and high volume low values fishes. Coldwater fishery sector can be strengthened using the available technologies such as hatchery and seed rearing, management protocol breeding and grow out protocols, fish specific feed formulations, exotic carp farming, and fish farming in polythene lined irrigation/ watershed tanks. The sustainable fishery development in hills requires attention on defining and granting appropriate ownership of resources, developing state of art infrastructure, initiation and implementation of fisheries conservation including focus on native and exotic species through enforcement of protective legislation. Strengthening of hill fishery education will play a central role. A “strength, weakness, opportunity and threat analysis” suggests an integrated approach by addressing the issues on genetic characterization and conservation, environmental impact analysis, development of niche specific aquaculture system, focus on post production and health management issues, implementation of demonstration programmes, enhancement of institutional capabilities, and development of human resources. Research areas relating to capture fisheries, culture fisheries, extension and transfer of technologies are also important.

Animal husbandry plays a vital role in the development of agriculture and is an integral component of rural economy especially in the hilly mountainous terrains of the country. Disasters, whether caused by unavoidable natural events or by avoidable, man-made events, always have been a part of human life. Hilly areas because of their geo-physical and climatic conditions are always prone to natural disasters like earthquakes, volcanic eruptions, cloud bursts and landslides etc. During the past few decades, disasters have killed millions of people and animals, adversely affecting the human and animal lives, resulting in substantial tangible and intangible losses in an unanticipated manner. Veterinary professionals by virtue of their strong scientific and technical competence play a pivotal role in human health by providing safe, wholesome and sound animal proteins which are valuable component in the prevention of malnutrition. Moreover, public health veterinarians are also actively concerned in protecting the environment by safe disposal of human and animal waste without adverse consequences. Thus, veterinarians always have a role to play in all stages of disaster mitigation and management; however the contribution of veterinarians will be most effective by integrating their expertise with other local, national and international groups and agencies involved in disaster management. In any country, funding for disaster relief should include veterinary management of disasters being recognized as a form of humanitarian assistance and a contribution to public health.

Yak is among the most remarkable domestic animals. It is adapted to thrive in the harsh environment of high altitude and sustains livelihood of highlanders. Yak is handicapped because of lack of veterinary assistance and declining pastoral biomass. Marketing facilities for yak-based products are limited and the production potential of yak husbandry is on decline. Dearth of locally available trained manpower and prevailing illiteracy are other hindering factors for development of yak husbandry. Research and development with focus on upliftment of yak husbandry and yak products are therefore important.

In spite of its importance, little has been done to assess interactions of climatic variability with productivity performance of different livestock species, sustainability of livestock production systems, livestock based livelihoods and application of science of climate change on small holder and subsistence livelihoods. The climate and its change affect all productive traits and physiological functions of farm livestock and related livelihoods. Heat stress is the most detrimental constraint to livestock production, particularly in mountainous regions. Introduction and selection for highly productive animals and breeds has increased their susceptibility to adverse impacts of climate change. It is necessary to incorporate resilience through selection and breeding for thermo-tolerance and development of adaptable breeds. Modifications in shelter designs and management of production facilities will also be helpful in mitigating adverse climate impacts on animal production and health. Modern animal husbandry practices that target increased per animal productivity allow efficient utilization of feed nutrients and increase returns from fewer animals. Livestock need to be looked for their immense contribution to nutritional security and livelihoods. A well designed livestock production system is among the best ways for sustaining and improving livelihoods and this chapter details the possible options.

Current and emerging animal nutrition, reproduction and health management technologies have the potential to improve efficiency of livestock production. However, the thermal stress or hyperthermia caused by elevated ambient temperature reduces feed intake, milk yield, growth rate and reproductive performance of livestock species. Livestock in tropical countries will be affected severely by the abrupt and fast-paced climate changes. The impact is not only on production traits, a number of animal species may become endangered. Many of the native livestock species still perform better under climatic stress and low-input conditions. It is necessary to catalogue the indigenous livestock genetic resources, elucidate their genetic make-up and regulation of key metabolic pathways of adaptation and productive attributes and using the inferences to develop strategies for utilizing livestock resources under climatic stress.

Use of insect-resistant varieties in integrated pest management is an economically and ecologically sound alternative to synthetic pesticides. A large number of germplasm lines of different fruit crops have been evaluated for resistance to pests, and a few genotypes with resistance to insects, mites and nematodes have been identified. The resistance of “Winter Majetin” apple variety against woolly apple aphid, Eriosoma lanigerum (Hausmann) was the first report of innate resistance to insect pests in fruit crops. Another successful example was the resistance to grape phylloxera, Daktulosphaira vitifoliae (Fitch), in which the susceptible European scions (Vitis vinifera) were grafted onto the resistant American rootstocks (Vitis labrusca) in late 1800s. Various leaf characteristics, such as hairiness, pubescence, thickness of veins, sponginess, stomatal density and fruit characteristics such as rough skin, have been reported to confer resistance to insect pests. High content of phenols, flavonols, potassium, calcium, and low carbohydrate and nitrogen contents have also been reported to confer insect resistance in various fruit plants. The germplasm has been screened against various pests under natural as well as artificial infestations. In apple, rootstocks (MM-series) resistant to woolly apple aphid have been developed. Molecular markers for three genes that confer woolly apple aphid resistance are located on two linkage groups (LG). Low infestation of the woolly apple aphid has also been recorded in Golden Delicious variety which incidentally is the most preferred host of apple fruit moth. The scab resistant apple selections, HCR21T200, HCR23T125, S80ER21T72 and TSR16T223 have also been found to be resistant to the European red mite, Panonychus ulmi (Koch). Peach varieties such as Flaming Gold, Stark Early Giant, Early White Giant and Flavour Crest are moderately susceptible to the peach leaf curl aphid, Brachycaudus helichrysi (Kalt.). Peach cultivar, Matchless has been reported tolerant to flat headed stem borer, Sphenoptera lafertei Thomson. Early maturing varieties of peach are reported to escape the fruit fly, Bactrocera dorsalis (Hendel) damage while Nemaguard, and Nemared rootstocks are resistant to important nematode pests. Almond varieties, Briggs Hard Shell, Katha 85, Ribba Selection and Tree No. 55 have been reported free from peach curl aphid infestation.

Resistance of some plants against a pathogen is due to their belonging to taxonomic groups which are outside the host range of the pathogen. Such resistance is called non host resistance. It is attributed either to genes for resistance (R genes) against the avirulence genes of the pathogen (true, race specific, cultivar-specific, or gene-for-gene type resistance), or to the plants escaping or tolerating pathogen infection due to various reasons (apparent resistance). There are two kinds of true resistance: partial (also called quantitative, polygenic, or horizontal resistance) and R gene resistance (also called race specific, monogenic, or vertical resistance). Several examples of true resistance attributable to, biochemical underpinning or genetic transformation of host plants of major fruit crops viz., apple, pear, apricot, plum, cherry, almond, mango, grapes, banana, citrus, papaya, guava and pomegranate against important plant pathogens are known. Much greater efforts need to be invested, however, for incorporating resistance to diseases in horticultural species because of their huge relevance to socio-economic well being of farming community of the hill regions. The effort in this chapter will be towards synthesizing information which officials of the administrative and development departments can use for drafting plans and policies for promoting protection and up gradation of livelihoods of hill farmers.

Temperate horticulture in Himalayan States forms the backbone of states economy by providing livelihood to more than 10 million people and draws about 60% of its Gross Domestic product (GDP) from the surrounding ecological resources. Being an important sector it has been given priority in recent years through various developmental programmes to harness the vast potential of natural resources, the topography, soil, climate and horticulture crop diversity. The outburst in climate and over population have become a major concern challenging natural resources of the Himalayan region for sustainable development of agriculture and improving livelihood of the local inhabitants. Depleting natural resources and vagaries of weather are negatively affecting long-term sustainability of Himalayan agri-horti production system. In spite of several chal-lenges the horticulture in temperate region has made some progress. The area, production productivity, availability and export of horticulture products have increased manifolds leading to improvement in employment and farm income. But still the temperate fruit industry is far behind and is facing the problem of low productivity and high cost production due to lack of elite planting material, old and senile orchards, rainfed farming, lack of efficient water, nutrient and canopy management, high infestation of insect and pests, poor transport and communication coupled with weak post harvest infrastructure. The modern new high yielding varieties and technological interventions developed especially the high density plantations; canopy & pollination management; fertigation, INM and water harvesting; cost effective and eco-friendly protection technologies and post harvest management and value addition have shown great potential to revolutionize the horticulture sector to bring paradigm shift from existing low quality lower productivity sector to high quality-higher productivity sector. The farmers have an opportunity and can take the advantage of emerging technologies in temperate horticulture to improve their nutritional and livelihood security.

Abstract

The Indian western Himalayas have wide variation in altitude, climate, soils, flora and fauna and socio-economic features. Livelihood options are limited due to small and fragmented holdings and inherent hill and mountain specificities. However, the physiographic and agro-climatic variability also offer opportunities of cultivating wide variety of profitable traditional and market oriented crops for exploiting niche advantage. Non-timber forest products play a vital role for livelihood security and demand that initiatives at local and governmental level are taken to develop and popularize technologies for collecting, processing and value adding to these products for commercial exploitation. Research and self help institutions are important in this context but strong regulatory policy framework is equally important. Further, need based and location specific trainings and demonstrations need to be organized to fill the knowledge void especially in traditional activities and emerging vocational enterprises. The national and international business concerns, engaged in exploiting natural resources such as hydro power and calcareous and limestone deposits should also engage more meaningfully in this task, under their corporate social responsibility (CSR) Livelihood generating scheme such as MNREGS should be extended to the non-conventional activities like weed eradication, management of wild (monkeys) and stray (cattle) animals that threaten livelihood security.

During the last 50 years or so, the world has witnessed tremendous changes in terms of population exodus, accessibility to food, advancement in agricultural science and technology, increased food production, efforts in mitigating food and nutrition security, natural and human made disasters and developmental efforts in handling and containing national and global issues. Inspite of these efforts, the challenges which have cropped up are plenty and at the same time creating avenues of opportunities to address those challenges in the interest of humanity. The world is large, countries are many, agro- climatic regions vary significantly, socio-economic conditions are distinct and the national, regional and global issues vary greatly. For ease of presentation and convenience of illustration, common issues only will be dealt in this chapter. Keeping in view the theme of this book, the following topics/issues will be discussed which pose challenges for the living humanity and for future generation within next 50 years. The views are limited to developmental, planning and implementation processes only in order for governments and others to consider overcoming these challenges.

SYNOPSIS

This millennium has brought about serious challenges as well as excellent opportunities for the betterment of humanity. The migration of rural population to urban areas is one of the major challenges foreseen. It is expected that much of the population growth is expected to take place in the cities of the developing world. By 2020, about 52 percent of the developing world’s population will be living in urban areas (IFPRI, 1999). The agricultural areas around cities offer great promise to urban and peri-urban agriculture.

The interventions on Urban and Peri-urban Agriculture (UPA) suggested and initiative undertaken by FAO is timely and valuable in the interest of the teeming population demanding for both nutrition and health. The International Conference on Vegetables (ICV-2002) held during 2002 has emphasized the importance of vegetables; FAO International Workshop on Urban and Peri-urban Agriculture for Asian Countries organized during 2005 had amply emphasized the important role of horticulture; and the International Conference on Horticulture (ICH-2009) held during 2009, has amply illustrated the importance of horticultural crops particularly vegetables in UPA for the benefit of urban population.

The urbanization process is a reality that drives people to go and live in the cities. It is very pronounced in Latin America where already 85% of the population lives in cities; in Asia the average is reaching 60% whereas in Africa the phenomenon has started later and has now reached 35%. Besides the increased demand for food, there has been a rapid increase of poverty, unemployment, hunger and malnutrition in the Urban and Peri-urban environment around the world that are of great concern to central and municipal authorities.

UPA can contribute to feeding the urban population, generate income and employment and thereby reduce poverty. In reality many countries have already UPA related activities going on in areas of horticulture including vegetables, dairy production, small livestock, aquaculture and forestry. However, it has been realized that very few countries had actually investigated the real opportunities and constraints linked to the urban agriculture sector.

1. INTRODUCTION

India is principally an agricultural country with seventy per cent of its population living in villages and fifty nine per cent of the total work force dependent on agriculture for its daily bread. Almost 20% of the gross GDP is contributed by agriculture. A steep surge in production since late 1960s has made country self-reliant in food grain production with buffer stocks full to the brim. Since independence, 0.66% growth/ year in gross agricultural area combined with 2.67%/year increases in food grain production led to a net increase in per capita food grain availability from 395 g/ day to 475 g/ day. An outstanding achievement, as it happened despite an unabated population build up at a rate of 2.15 %/ year or 13 million more mouths to be fed every year. Not only in food grain production, the country has made revolutionary progress in milk, fish, eggs, fruits and vegetable production also (NAAS, 2004).

Needless to say that the economic growth of our country depends largely on the prosperity of the agriculture. The agricultural sector acts as a bulwark in maintaining food security as well as national security. The first and the foremost role of agricultural is its promotion of economic progress in the country by enlarging the savings of the rural sector and making them available for the development of industries. Gandhiji, the father of the nation called “Agriculture as the soul of India”. Also, agriculture has been termed as “The mother of all industries and the maintainer of human life standing at the need of all sciences and arts, indeed, at the head of civilization and progress”. The significance of agriculture in India arises also from the fact that the development in agriculture is an essential condition for the development of the national economy. Thus any change in the agriculture sector- positive or negative- has a multiplier effect on the entire economy (Rekha & Rangappa, 2010).

Over 70 years ago, Mahatma Gandhi made the following observations while addressing youth who wanted to serve rural India:

‘The fact is that the villagers have lost all hope. They suspect that every stranger’s hand is at their throats and that he goes to them only to exploit them. The divorce between intellect and labour has paralyzed our agriculture. The worker should enter a village full of love and hope, feeling sure that where men and women labour unintelligently and remain unemployed half the year around, he working all the year round and combining labour with intelligence cannot fail to win the confidence of the villagers’.

This message is as relevant today as it was 60 years ago. Integrating brain and brawn in farm enterprises should hence be the purpose of agricultural education. (ICAR, 1997)

SYNOPSIS

Until recently, agriculture was primarily valued for producing staple cereals. Today, there is increasing recognition that agriculture has an important role to play in improving nutrition, human health and environmental health. Helping agriculture successfully forge links with nutrition and health can enable the research, development and policy communities to more effectively address the looming challenges of hunger, malnutrition and agriculture-associated diseases. Already, there is growing momentum around the world to bring these sectors together to improve food and nutrition security of the world’s poorest people.

1. INTRODUCTION

During the past fifty years, the world has made substantial progress in improving the food security of millions of people. Using science and technology, agricultural extension and appropriate policies and incentives complemented with infrastructure, farmers, researchers and policymakers have worked together to increase the global production of cereals, cutting the proportion of hungry people from approximately one-third to one-sixth of the world population (Spielman and Pandya- Lorch 2010). Yet more needs to be done. Nearly one billion people still suffer from hunger. Micronutrient deficiencies affect billions more today and potentially in the long-term. Malnourishment in children’s first two years of life, for example, causes largely irreversible damage, impeding their physical growth and intellectual development, increasing their susceptibility to diseases such as diabetes and cancer and even drastically reducing their incomes as adults. Undernourished women are more likely to give birth to smaller babies, thereby creating an inter- generational trap of under nutrition and poverty.

While agriculture has traditionally been put to work to raise the productivity and production of staple crops, there is increasing recognition that agriculture is also key to improving nutrition security, individual health and environmental health. This nuanced understanding has come just in time, considering the looming challenges of hunger, malnutrition, climate change and its link to energy and resource scarcity and urbanization. Placing agriculture in this larger context may enable the global community to better address and cope with these challenges, whilst meeting the food and nutrition security needs of the world’s most vulnerable people.

This paper will briefly review the evolving role of agriculture in meeting food and nutrition security. It will identify emerging challenges, describe promising developments and highlight opportunities for leveraging agriculture-nutrition-health links to overcome challenges.

1. INTRODUCTION

The paradigm of world’s livelihood is built on the basic foundation of natural resources which includes humans, plants, animals, soils and minerals, water and air. But the very livelihood of these resources are at stake because they are strongly linked and dependant on each other. And to add, the material resource namely ‘economy’ has invaded the tranquil habitat and life of the community of natural resources. Thus the present crisis is challenging livelihood of each of these natural resources whether it is human, plant or water or earth and the element of economy is interfering with the natural recourse of human depending on water and soil; and human, plant, animal together are depending on soil, water and air. But when the livelihood of soil, water and air is at stake how human, plant and animal can survive; hence the design of livelihood of world has the essential ingredients of all natural resources.

We humans are selfish and concerned about our livelihood security only and try to over-exploit other natural resources and assumed themselves as the master of all natural resources. Practically, there is war going on between and among natural resources. The world could be better if each natural resource has its own right with prospects to safeguard its livelihood and all resources together with better livelihood could offer the lively world.

2. UTILIZATION OF NATURAL RESOURCES

We should underscore that none of the natural resources are in ‘plenty’ and that we should ‘economize’ on each natural resource to build together the world’s livelihood. The food security of humans can not be attained without plants and plant security can nor be achieved without soil and water and it is impossible to keep secured soil and water without economics of management.

In short, the livelihood security of humans is entirely dependant on all other natural resources coupled with the material resource economy. It is incumbent on us to initiate appropriate steps from gross root to policy levels to make the world better.

1. INTRODUCTION

It is hard to conceive which came first on earth, human being or food. If the human was born first, he or she needed food immediately to survive. Thereafter, the human beings continued to need food and continued to eat food throughout his or her life. Hence, the relationship between human being and food is permanent and the requirement of food for the human being to be alive is everlasting. Further, sources of food may survive in nature without human intervention but human being can not remain alive without food. This clearly signifies the permanent bondage of human being and food which is inseparable under any circumstances. ‘Thus, should we state that every human being necessarily needs food and should have right to food as soon as born.

In order to further strengthen this view, the governance which rules human beings should also be protective and enact laws to ensure food to each human being born in respective countries.

2. BACKGROUND

•   “Hunger is exclusion”, wrote de Castro (1963) a Brazilian anti-hunger advocate. “Exclusion from the land, from jobs, wages, income, life and citizenship. When a person gets to the point of not having anything to eat, it is because all the rest has been denied. This is a modern form of exile. It is death in life”.

•   Simply by being born, everyone has the right to food. A person doesn’t have to do anything to “deserve” it; the right to food is a birthright. But this does not entitle a person to sit back and ask for free food. People are responsible for doing all they can to realize their own right to food. Governments that are parties to the International Covenant on Economic, Social and Cultural Rights are responsible for ensuring that all those living within their borders have the means to do so, (FAO, 2007).

•   Broadly speaking, governments should create peaceful, stable, free and prosperous environments in which people can feed themselves in dignity. Even without a legal obligation to do so, countries have a moral obligation to ensure freedom from hunger (FAO, 2007).

Food is basic to human being and agriculture is the catalyst between the two which is basically supported by natural resources. The human being is entirely dependant on food and food is fully dependent on agriculture and humanity. Eventhough food, agriculture and humanity have their own entity; they are inseparable for the survival and existence of each other. Hence, the three pillars of food, agriculture and humanity forming a triangle symbolize the roots of human civilization.

I find myself fortunate to have the opportunihj to live and experience the working life of the farmers and the farming in Kansas (USA), Nigeria (Africa), Saudi Arabia and Yemen (Middle East), Italy (Europe) and India, Myanmar and Thailand (Asia). It zvas fiirther strengthened by visits to farmers in another about 100 countries. Day after day and month after month and even years, it made me to realize that community culture, language and farming in each state, country and continent are different from each other but some things are common and that they are all doing farming, they are growing food and they all doing for the livelihood of their families, neighbors and communities near and far (Nath, 2011).

The foundation of agriculture is laid on available natural resources e.g. land, water, sunlight, air, plant, animal and human beings. The human beings, being the leader to manage the resources have contributed to redefine agricultural science and promote and develop technology. This has led to augment agriculture and its science and technology. At the end, the human efforts have brought about changes and improved agriculture production at the cost of excessive use of natural resources, knowing well that without natural resources, without good soil and water hardly anything will survive.

Presently world produces enough to feed the present human population, but it is not available to millions of people. It is not the lack of availability of food but is the unequal distribution and lack of entitlement which are causing hunger and malnutrition in millions of population.

Applications of Remote Sensing

The era of satellite remote sensing was open in the 1960s when cameras and electronic sensors were mounted on spacecraft. Nowadays there is a big assortment of satellite systems actively recording information about the Earth. A wide variety of imagery is available from satellites. Both active and passive sensors, operating from the microwave to the ultraviolet regions of the electromagnetic spectrum collect a large amount of information about the earth’s surface every day. Each of the systems vary in terms of their spatial, spectral, radiometic and temporal resolution. Those characteristics play an important role in defining which applications the sensor is best suited for. The main benefits of satellite remote sensing are the following:

A geographic information system or geographical information system (GIS) is a system designed to capture, store, manipulate, analyze, manage, and present all types of spatial or geographical data. The acronym GIS is sometimes used for geographic information science (GIScience) to refer to the academic discipline that studies geographic information systems and is a large domain within the broader academic discipline of geoinformatics. What goes beyond a GIS is a spatial data infrastructure, a concept that has no such restrictive boundaries. In a general sense, the term describes any information system that integrates stores, edits, analyzes, shares, and displays geographic information. GIS applications are tools that allow users to create interactive queries (user-created searches), analyze spatial information, edit data in maps, and present the results of all these operations. Geographic information science is the science underlying geographic concepts, applications, and systems.

GIS is a broad term that can refer to a number of different technologies, processes, and methods. It is attached to many operations and has many applications related to engineering, planning, management, transport/logistics, insurance, telecommunications, and business. For that reason, GIS and location intelligence applications can be the foundation for many location-enabled services that rely on analysis and visualization. GIS can relate unrelated information by using location as the key index variable. Locations or extents in the Earth space–time may be recorded as dates/times of occurrence, and x, y, and z coordinates representing, longitude, latitude, and elevation, respectively. All Earth-based spatial–temporal location and extent references should, ideally, be relatable to one another and ultimately to a “real” physical location or extent. This key characteristic of GIS has begun to open new avenues of scientific inquiry.

The Global Positioning System (GPS) is a space-based navigation system that provides location and time information in all weather conditions, anywhere on or near the Earth where there is an unobstructed line of sight to four or more GPS satellites. The system provides critical capabilities to military, civil, and commercial users around the world. The United States government created the system, maintains it, and makes it freely accessible to anyone with a GPS receiver. The US began the GPS project in 1973 to overcome the limitations of previous navigation systems, integrating ideas from several predecessors, including a number of classified engineering design studies from the 1960s. The U.S. Department of Defense (DoD) developed the system, which originally used 24 satellites. It became fully operational in 1995. Roger L. Easton, Ivan A. Getting and Bradford Parkinson of the Applied Physics Laboratory are credited with inventing it.
 
Advances in technology and new demands on the existing system have now led to efforts to modernize the GPS and implement the next generation of GPS Block IIIA satellites and Next Generation Operational Control System (OCX). Announcements from Vice President Al Gore and the White House in 1998 initiated these changes. In 2000, the U.S. Congress authorized the modernization effort, GPS III. In addition to GPS, other systems are in use or under development. The Russian Global Navigation Satellite System (GLONASS) was developed contem-poraneously with GPS, but suffered from incomplete coverage of the globe until the mid-2000s. There are also the planned European Union Galileo positioning system, China’s BeiDou Navigation Satellite System, the Japanese Quasi-Zenith Satellite System, and India’s Indian Regional Navigation Satellite System.

Digital image processing is the use of computer algorithms to perform image processing on digital images. It allows a much wider range of algorithms to be applied to the input data and can avoid problems such as the buildup of noise and signal distortion during processing. Although both maps and aerial photos present a “bird’s-eye” view of the earth, aerial photographs are NOT maps. Maps are orthogonal representations of the earth’s surface, meaning that they are directionally and geometrically accurate (at least within the limitations imposed by projecting a 3-dimensional object onto 2 dimensions). Aerial photos, on the other hand, display a high degree of radial distortion. That is, the topography is distorted, and until corrections are made for the distortion, measurements made from a photograph are not accurate. Nevertheless, aerial photographs are a powerful tool for studying the earth’s environment. 

Because most GISs can correct for radial distortion, aerial photographs are an excellent data source for many types of projects, especially those that require spatial data from the same location at periodic intervals over a length of time. Typical applications include land use surveys and habitat analysis.

Remote sensing is the art and science of recording, measuring, and analyzing information about a phenomenon from a distance. Humans with the aid of their eyes, noses, and ears are constantly seeing, smelling, and hearing things from a distance as they move through an environment. Thus, humans are naturally designed to be remote sensors. In order to study large areas of the Earth’s surface geographers use devices known as remote sensors. These sensors are mounted on platforms such as helicopters, planes, and satellites that make it possible for the sensors to observe the Earth from above.

Definition
Remote sensing can be defined as any process whereby information is gathered about an object, area or phenomenon without being in contact with it. Our eyes are an excellent example of a remote sensing device. We are able to gather information about our surroundings by gauging the amount and nature of the reflectance of visible light energy from some external source (such as the sun or a light bulb) as it reflects off objects in our field of view. Contrast this with a thermometer, which must be in contact with the phenomenon it measures, and thus is not a remote sensing device.

DISTRICT RURAL DEVELOPMENT AGENCY (DRDA)

Objective

To professionalise the DRDA so that they are able to effectively manage the antipoverty programmes of the Ministry of Rural Development and interact effectively with other agencies.

Salient Features

•   The DRDA is visualized as a specialized agency capable of managing the anti-poverty programmes and to effectively relate these to the overall efforts of poverty eradication in the district.

•   The DRDA role will be to facilitate the implementation of the programmes, to supervise, oversee and monitor the progress, to receive and send progress reports and maintaining accounts of funds received for various rural development programmes.

•   DRDAs also need to develop synergies among different agencies for the most effective results.

•   The Chairman Zilla Parishad would be the chairman of the governing body of the DRDA.

Rural development is utilization, protection and enhancement of the natural, physical and human resources to make long-term improvements in rural living conditions. It involves provision of jobs and income opportunities while maintaining and protecting the environment of rural areas.

General Definition

1)     It is based on an operational approach with practicalities with the people covering maximum end users for maximum economic return.

2) Definition by Axinn

R.D. is a process of change among the rural people through change in environment, technology institutions and attitude to eliminate the poverty and improve the way of life.

3) Definition by Miller

R.D. is based on the following components

a)     Development of human resource - It includes the development of rural people by providing education to the rural children and employment to rural youth, socio-economic condition of village can be improved.

b)     Expansion of physical resources - Construction of infrastructures like roads, schools, colleges, post office, bank etc will improve the rural condition.

c)     Extension of communit’s control over the resources.

OBJECTIVE OF EXTENSION EDUCATION

Objective

Objectives are expression of the ends towards which our efforts are directed.

The objective of extension is to develop the rural people economically, socially and culturaly by means of education. Overall, these objectives are divided into 4 types they are :

a)   Material objective

b)   Educational objective

c)   Social and cultural objective

d)   Developing leadership objective

a) Material objective

According to National Commission on Agriculture (1976). Agriculture extension aims at improving the efficiency of human capital, an effort to rapidly increase the rate of agricultural production. It also seeks to import necessary skill to farmer to understand the improved agricultural operation and improve the their own income, own resource and also the money value.

b) Educational objective

Extension education also aims at development of individual to change in behaviour by identifying their knowledge, skill, attitude and action. It aims at increasing the knowledge of people to analyse their past, present and expected future situation, to become aware of problem identification, solution and also realising their felt and unfelt need.

Extension

Extension is that type of education which is stretched out to people in rural areas far and near, beyond the limits of education institutions to which the formal type of education is usually confined.

Education

Education is a process of bringing about desirable changes in the behaviour of human being.

Formal education: The hierarchically structured, chronologically graded ‘education system’, running from primary school through the university and including, in addition to general academic studies, a variety of specialised programmes and institutions for full-time technical and professional training.

Informal education: The truly lifelong process whereby every individual acquires attitudes, values, skills and knowledge from daily experience and the educative influences and resources in his or her environment - from family and neighbours, from work and play, from the market place, the library and the mass media.

Non-formal education: Any organised educational activity outside the established formal system - whether operating separately or as an important feature of some broader activity - that is intended to serve identifiable learning clientele and learning objectives.

During the last 21 years, the scientists and scholars of the M.S. Swaminathan Research Foundation (MSSRF) have been working on the design and implementation of projects which could have a large extrapolation domain in respect of imparting a pro-nature, pro-poor, pro-women and pro-sustainable livelihood orientation to technology development and dissemination. I would like to write about a few of the MSSRF initiatives, which have now become state, national and global programmes.

Mahila Kisan Sashaktikaran Pariyojana: Strengthening the role of women in agriculture

MSSRF initiated the Mahila Kisan Sashaktikaran Pariyojana in the Vidarbha region of Maharashtra in 2007 for empowering women farmers, including the widows of farmers who had committed suicide, in areas related to enhancing the productivity, profitability and sustainability of small-scale rain-fed farming. The empowerment measures incorporated access to technology, credit, inputs and market.

Mamata Banerjee has raised the important issue of land use and acquisition for public, political, professional and media debate. With increasing population pressure on land, this issue deserves careful consideration and rational discussion. The Singur dilemma in a wider sense relates to both land use policy and norms of compensation for land acquired by government for non-farm purposes. Land conflicts are also spreading in other parts of our country, as far example where land is needed for establishing Special Economic Zones (SEZs). The Maharashtra Government has wisely adopted the policy of holding a referendum to seek the views of farmers and others who will be dispossessed of their land for meeting the needs of SEZs. Pro-active consultations will help to avoid difficulties later. Water conflicts are also affecting important irrigation projects. Land conflicts are likely to do the same and may affect the balanced growth of the primary, secondary and tertiary sectors of the economy. How can we deal with this situation in a manner which leads to a win-win outcome for all the stakeholders ?

Mahatma Gandhi mentioned to those who wanted to serve rural India that their most useful contribution would be in linking brain with brawn.  Only such a combination of intellect and labour can lead to sustainable advances in the productivity and profitability of agricultural holdings.  West Bengal’s Bidhan Chandra Krishi Vishwavidyalaya (BCKV), almost four decades old, is a fitting example of such work.  It has helped the development of two more universities in the State, namely, West Bengal University of Animal & Fishery Sciences and the Uttar Banga Krishi Viswavidyalaya.  It is important that these three universities function like a consortium of educational institutions mandated to help in achieving agricultural advance, agrarian prosperity and rural transformation in the State.

Livestock and livelihoods are intimately related in our country.  The ownership of livestock is more egalitarian than that of land.  Similarly, West Bengal is full of fish ponds.  It is important that cultivation of crops like rice is done by adopting integrated pest management procedures, so that the water in which fish is cultivated does not get polluted with pesticides.

Livestock and livelihoods are intimately linked in our country.  Mixed farming involving crop-livestock as well as sometimes fish integration has been both a way of life and a means to sustainable livelihoods.  Also, the ownership of the livestock is more egalitarian than that of land.  That is why in our ancient culture, livestock has been given a pride of place in the area of spiritual veneration and natural resources conservation.  Maharashtra is rich in its livestock resources and has also a long coastline with a wide range of living aquatic resources.

The crop-livestock integrated farming system provides an opportunity for promoting organic farming and restoration of soil health, and thereby of an ever-green revolution leading to an enhancement of productivity in perpetuity without associated ecological harm.  It also strengthens household nutrition security.  The country as a whole has over 500 million farm animals.  However, grazing land has been reduced to less than 5 per cent of the arable land area.  Village common property resources, which used to provide fodder and shelter to farm animals, have been overexploited.  Consequently, our farm animal productivity is very low.

India’s Northeast region — one of natural beauty and cultural richness — is both a mega-biodiversity area as well as a “hot-spot” for genetic erosion. The rural population is around 82 per cent and depends largely on agriculture and allied sectors for work and income security. The forests harbour 8000 out of the 15,000 species of flowering plants occurring in the country. Of about 1300 species of orchids reported from India, the Northeast has the highest concentration with about 700 species. The species richness is highest in Arunachal Pradesh where over 5000 flowering plants occur and the lowest in Tripura with 1600 species. Bamboo is the lifeline of the Northeast and 63 out of 136 species found in India occur in this region. Sadly, however, 25 species of bamboo fall under the rare and endangered category. The region is also home to the eri and muga silkworms. The yak and the mithun are unique animals which are threatened by the spread of non-edible invasive species like Lantana, Eupatorium and Mekenia. The cultural diversity of this region is well known, with 225 tribes out of 450 in the country living here.
