The rapid adoption of Large Language Models requires organizations to manage not only model performance but also ethical, regulatory, operational and lifecycle risks. This chapter presents an integrated perspective on governance, optimization and lifecycle management of LLMs. It examines governance principles based on fairness, accountability, transparency, human-centered design and responsible AI. Regulatory developments and policy gaps are considered alongside the challenges of auditing opaque models, controlling hallucinations and establishing accountability across organizations and jurisdictions. The chapter also explores optimization methods such as pruning, quantization, model compression, instruction tuning, LoRA and QLoRA to improve efficiency while maintaining useful capabilities. Lifecycle management extends from data collection and model design through training, evaluation, deployment, monitoring, updating and eventual decommissioning. Real-world cases demonstrate the importance of continuous testing, feedback, security controls and governance throughout the model lifecycle. Emerging threats, including prompt injection, data poisoning, misinformation, privacy leakage and malicious use, further emphasize the need for coordinated oversight. The chapter ultimately advocates a lifecycle-based governance framework combining technical optimization, regulatory compliance, ethical safeguards and continuous monitoring

Decision Support Systems convert farm data into recommendations that improve livestock productivity, health and sustainability. This chapter explains data-driven, model-driven and knowledge-based systems and their principal components: data management, analytical models and user interfaces. Technologies such as IoT, artificial intelligence, machine learning and cloud computing support applications in feed optimization, disease prediction, reproductive management, milk production and animal-welfare monitoring. Dairy and poultry examples demonstrate how DSS can reduce operational costs and strengthen farm decisions. Implementation challenges include inadequate data quality, high costs, limited technical expertise and maintenance requirements. Future systems are expected to integrate blockchain, robotics, Edge AI and increasingly autonomous management technologies.

Evaluation is a systematic process of determining the merit, worth, effectiveness and value of a programme through the collection, analysis and interpretation of relevant information. In agricultural extension, evaluation provides a structured basis for understanding whether programmes are achieving their intended objectives and how their implementation can be improved. This chapter introduces the fundamental concepts, purposes, types and criteria of programme evaluation and explains its role in accountability, decision-making, learning and programme development. It discusses formative and summative evaluation and examines approaches such as objective-based, process-oriented, theory-based and participatory evaluation. The chapter also introduces important principles governing credible evaluation, including impartiality, independence, transparency, competency, participation and pragmatism. Particular attention is given to the role, competencies and credibility of evaluators. Theories of evaluation, programme theory, social science theory, Utilization-Focused Evaluation, Values-Engaged Evaluation, Empowerment Evaluation and Theory-Driven Evaluation are also examined, providing a theoretical foundation for evidence-based agricultural extension evaluation.

1. Country Profile
 
Trinidad & Tobago comprises two islands with Trinidad being by far the larger of the two. They have a combined land area of 5,130 sq. km with Trinidad being 4,825 square kilometer. Over 95 per cent of the population of 1.3 million lives in Trinidad. Tobago’s affairs are, for the most part, administered separately through the Tobago House of Assembly, and therefore, the description of it’s extension system is reported separately.

The CSO report (CSO, 2004) listed Trinidad as having approximately 18,142 farmers who are mostly male (85 per cent) and average age of 52 years. These farmers farm on 84,900 hectares of arable land. The majority of this land (72.5 per cent) is under crop cultivation. While most of this land is dedicated to Sugarcane production, tree crops and vegetable cultivation are also important commodities. The rest of the farmland is used for Livestock (10.6 per cent), mixed farming (16.3 per cent) and some small amount of fisheries production. The majority of farms (63 per cent) are less than 5 hectare in size with 22  per cent being less than 0.5 hectare. Agriculture is mainly rain- fed but increasing amounts of farmland are being irrigated. Trinidad has six months of dry season (January-June) and an annual rainfall of 2010.9 mm of rain.

11.1 Introduction

The application of greenhouse in agriculture is vast. Greenhouses are used for growing flowers, vegetables, fruits, transplants and varieties of certain crops in a controlled environment which is appropriate for the plants. The edible flowers are served in some good restaurants to grow them precise calculation is required. Sensor network can help to monitor and automate the activities in greenhouse. The objective of this chapter is to discuss the development of sensor nodes to monitor the growth of flower plants through XBee and internet of things. The system comprises of three sections- sensor nodes, local server and main server. Sensor nodes communicate to local server with XBee and then local server communicates the same data to main server through IoT.Fig.11.1 shows the generalized block diagram, sensor node is to be implemented on each flower pot and communicating to local and main server.

Abstract

Extension education as a subject field as well as extending services to clients is found to be associated with the bio-production system and some service areas where the actual stakeholders are not a part of the specified field of knowledge and technology. Taking the example of a bio-production system like agriculture, horticulture, fishery, animal and veterinary science, sericulture, forestry, etc. - paradoxically contrasting to an industrial production system, in which actual practitioners (farmers) do not come to respective institutions where the S & T inputs in the respective fields are generated and disseminated. There lies the necessity and importance of extension in order to reach them with appropriate S & T inputs which can boost up the production and productivity of crops and lands. This is particularly necessary for meeting the food, feed, fiber requirement of the ever-increasing human and animal population as well as to maintain seed reserve. Improvement of bio-production systems in terms of their production and productivity is largely dependent on public (government) funds and efforts are being made to improve these sectors through a different extension program. Since independence through different projects and programme, like, IAAP, IADP, HYVP, IRDP, Training & Visit, IVLP, NAIP, NATP, and many others have been launched. But there was criticism that these projects were not managed efficiently to yield the expected outcome.

Predictive analytics estimates future health risks and outcomes, while prescriptive analytics recommends appropriate interventions and resource-allocation strategies. This chapter explains how statistical models, machine learning and healthcare data can support disease-risk assessment, prognosis and personalized treatment. Applications involving cardiovascular disease, diabetes, cancer, chronic-disease management and early-warning systems are examined. The integration of clinical, genomic, lifestyle and electronic health-record data is discussed alongside survival analysis, disease-progression modelling and treatment-response prediction. The chapter also addresses bias, fairness, transparency, privacy, regulation and interoperability. Future developments involving real-time analytics, IoT-enabled monitoring and precision medicine illustrate the transition toward proactive, preventive and data-driven healthcare.

Precision agriculture depends on information collected through ground sensors, satellites, IoT systems and other connected devices. However, these data sources differ in spatial resolution, timing, quality and technical compatibility. This chapter introduces a computational framework for acquiring, harmonizing and analysing heterogeneous agricultural data. Preprocessing methods address noise, missing values and inconsistencies, while machine learning, deep learning and ensemble models identify useful environmental, spectral and temporal patterns. Applications include crop-health assessment, soil-moisture estimation, yield prediction and climate-resilience planning. Edge and cloud computing support scalability and real-time operation. Integrating multiple data sources can improve model accuracy, robustness and the practical usefulness of intelligent farming systems.

Soil health determines agricultural productivity, resource efficiency and long-term sustainability. Conventional laboratory and field-assessment methods provide valuable information but can be time-consuming and difficult to scale. This chapter presents a computational approach combining soil sensors, remote sensing and historical agronomic records. Indicators such as moisture, nutrients, pH and organic matter are processed using data-cleaning and feature-extraction techniques. Random Forest, Support Vector Machine and neural-network models estimate soil-quality parameters and identify degradation patterns. Explainable artificial intelligence improves the transparency and usefulness of predictions. Integration with edge computing enables real-time soil evaluation and supports targeted fertilization, efficient irrigation and sustainable soil-management decisions.

Climate change affects livestock through heat stress, water scarcity, unstable feed supplies, altered disease patterns and extreme weather. This chapter examines how artificial intelligence supports climate-smart and sustainable animal husbandry. Machine learning, predictive analytics and IoT-enabled monitoring can optimize feeding, detect disease, assess welfare and improve the use of water, energy and other resources. Intelligent technologies can also assist in reducing greenhouse-gas emissions and developing adaptive production strategies. The chapter evaluates the contribution of AI to productivity, climate resilience and environmental responsibility while addressing problems such as insufficient data, limited infrastructure, implementation costs and ethical concerns. Future integration with sustainable agricultural frameworks is also discussed.

Traditional livestock diagnosis is often reactive and may identify disease only after clinical symptoms become visible. This chapter introduces deep-learning methods for automated health monitoring, early disease detection and predictive analytics. Models analyse images, videos, body temperature, heart rate, activity patterns and historical health information. Convolutional neural networks extract visual features and classify diseases, while LSTM networks identify patterns in time-dependent physiological and behavioural data. Multimodal fusion improves the reliability of predictions by integrating different data sources. IoT-connected systems can generate real-time warnings and support timely intervention. The chapter compares deep learning with conventional approaches and evaluates accuracy, recall, false-negative rates and practical deployment.

Abstract

The livelihood security of hill people is closely associated with hydrology of the region. The Himalayas possesses one of the largest reserve resources of freshwater in the form of snow and ice, thereby supporting livelihoods of millions of people. The physiographic constraints of the region restrict irrigation development with the result that, majority of cultivated area remains rainfed. Climate change is also a serious issue concerning hill economy. Its impact on livelihood security is dictated, among other things, through change in hydrology. In addition to highlighting hydrological issues, suggestions are offered on how to deal with water related issues to livelihood enlargement and protection.

Abstract

The paper presents findings of a field study to determine the agricultural and socio-economic impact of climate change on the mountain farmers’ apple economy. The study investigates the positive and negative effects of climate change on mountain farmers’ economy. It revealed how mountain farmers in a valley were forced to abandon apple farming which destroyed their farm economy and at the same time how same climate change brought new economic opportunities. The study findings also indicate that opportunities brought by climate change seem to have a time scale. This research attempts to piece together evidence and aims to enhance our understanding of climate change impacts as observed by farming communities at very local levels. The growing threat of global warming and its effects and prevailing obscurities about the future of agriculture are all addressed in this investigation.

Resistance of some plants against a pathogen is due to their belonging to taxonomic groups which are outside the host range of the pathogen. Such resistance is called non host resistance. It is attributed either to genes for resistance (R genes) against the avirulence genes of the pathogen (true, race specific, cultivar-specific, or gene-for-gene type resistance), or to the plants escaping or tolerating pathogen infection due to various reasons (apparent resistance). There are two kinds of true resistance: partial (also called quantitative, polygenic, or horizontal resistance) and R gene resistance (also called race specific, monogenic, or vertical resistance). Several examples of true resistance attributable to, biochemical underpinning or genetic transformation of host plants of major fruit crops viz., apple, pear, apricot, plum, cherry, almond, mango, grapes, banana, citrus, papaya, guava and pomegranate against important plant pathogens are known. Much greater efforts need to be invested, however, for incorporating resistance to diseases in horticultural species because of their huge relevance to socio-economic well being of farming community of the hill regions. The effort in this chapter will be towards synthesizing information which officials of the administrative and development departments can use for drafting plans and policies for promoting protection and up gradation of livelihoods of hill farmers.

The interventions for women empowerment was perhaps started intensively since fourth plan period. Subsequently many more initiatives are taken for the total all round development of women in this country.

A. 4^TH FIVE YEAR PLAN (1969-1974)

Farmers Training and Education Programme

It was for the first time in the 4^th Five Year Plan that an effort was made by Ministry of Agriculture to address the training and extension needs of women farmers with new and improved technology through “Farmers Training and Education Programme”, in which a network of 150 Farmers Training Centers were established to close the visible gap between the recommended package of practices and the farm women’s knowledge and skills about them. In this programme, a linkage of the supply of production inputs with improved technical training, supported by Farm Radio Broadcast and Functional Literacy was provided. The unique feature of this programme was that for the first time, a cognizance of women’s participation in agriculture was taken. The experience of the programme had shown that the states which gave due importance to this programme, especially in terms of curriculum planning and syllabus formulation (based on true status and needs of women farmers), achieved very good results. It was, this programme, which focused many issues that had to be categorically considered while planning and implementing agriculture support programmes for women farmers.

Introduction

In a technology that consistently maintains a fantastic development curve with capabilities doubling up year-to-year, freezing the hardware specification is not easy or very meaningful. GIS (not geography) owes to its genesis and progress to the developments in information technology front. It may be asserted that any and all upgrade in the hardware industry will only add to its own ability to effectively process more and more data and handle more complex routines. The personal computers of today are seen to be adequate to run typical GIS software. A reference hardware specification is discussed here. GIS software development is an involved process but then the software developers have made good use of hardware capabilities available and have released upgrades consistently. Hardware developments are such that they defy a static spcification. However a reference specification as on 2009. An overview of various software packages used in the past as well as present is attempted. ESRI released a new version in 2002 and claimed that their ArcGIS is an “integrated collection of GIS software products for building a complete GIS that enable users to deploy GIS functionality wherever it is needed, in desktops, servers, or custom applications; over the Web; or in the field.” The details are discussed below. While a number of software overviews are available, this text is not aimed at providing a tutorial to any of the software packages nor do the comparisons made are to promote any particular software. Similarly, it is presumed that the reader is familiar with the hardware elements and functionality. Lot of information about the software packages are available on their respective web sites and the reader is exhorted to look for current, additional and in depth information required in the pages. A brief discussion on Liveware or human resource can be found at the end of the chapter.

ABSTRACT

With the developing world still depending on agriculture to a great extent and rural people depending on it for their livelihood, it comes as no surprise that family farms have been the focus of development in recent times. Family farms have been legacy for most of the farmers and along with it being principal livelihood option for many, the increasing need of agricultural extension services for these farms become more important. But at the same time, the huge gap between the number of famers or farm households and the extension personnel is a reality. And to bridge this gap, Information and Communication Technologies (ICTs) can play a significant role. Another purpose it serves is making agriculture attractive to the young people engaged in farming, mostly by compulsion. ICTs like web portals, mobile phones and social media are the most popular and most widely used and can enhance the interaction among researchers, extension personnel and farmers. The youth today are hooked to the internet and their 1^st major activity on the web is social networking. Also, mobile phones are the most popular form of ICTs as has been proven by the sheer number of subscribers worldwide. And these tools, used appropriately, can change the whole structure of agricultural communication. ICTs can be an important part of communication strategies, connecting the youth to peers and professionals. It is true that the ‘apps won’t plough the fields’ but they will definitely help the youth do the job better. ICTs can prove to be a great catalyst in engaging agricultural community in family farms making agriculture attractive and sustainable again.

Establishment of databases and data warehouse; knowledge discovery from database/data warehouse (KDD) and development of the mechanism of dissemination of knowledge on information networks as per requirements of user groups is gaining importance now a days. Since there is a large number of data collection agencies and equally diverse resources for which the information is collected, it is easy to visualize the heterogeneity of information. The problem is compounded by the fact that there are no common standards that are applied in data collection. Designing data warehouses to integrate the collected information poses a formidable challenge to any data warehouses architect. In order to use the information for planning and decision-making level, data have to be integrated and aggregated properly.

In Cyprus the National Agricultural Research System is mainly under the authority of the Ministry of Agriculture, Natural Resources and Environment (MANRE). One of its departments, namely the Agricultural Research Institute (ARI), is the only recognized public institution engaged exclusively in applied agricultural research, covering the wider domain of crop and animal production. Another department of the MANRE, the Department of Agriculture (DA) has as its main mission the development of the agricultural and livestock sector through the education and guidance of the farmers, the planning and the implementation of development programmes. 

1. Prelude

Indian agriculture has experienced spectacular changes in the recent period, manifesting large-scale commercialization and diversification. They broadly include cultivation of new crops and varieties, increase in the share of area under cash crops, large scale spread of livestock activities and fisheries, pursuance of high tech in the areas of aquaculture, bio-technology, horticulture, processing etc. India currently is the second largest food producer. If we look critically the resources available with the country we can say it has the potential to be the world’s number one producing over 600 million tons of food products.

It may be Just like ATMs or modern plasma TV set which are developed as information kiosk and the information are made available to the users. Users can also follow the method of application of any technology through seeing of clippings at touch screen kiosk. In the touch screen kiosks, information is made accessible in the form of images, voice, video, graphics and texts. A large number of touch screen kiosks have been established by Indian railway, government offices, Banks and private companies where by touch of finger users can get access to various services (G2C and B2C) offered by the organization or company.

Mention about the Great Himalayan river of Vedic Period (10000-8000 BC) is found in ancient Indian literature. The river called as ‘Saraswati’ in India and ‘Hakra’ in Pakistan, was flowing with full majesty through Thar Desert around 6000 BC and dried up during 3000 BC due to climatic and tectonic changes in Himalayan region. The relict of this lost river is still found as palaeochannels in this region. Large numbers of archaeological sites of Harappan civilization occur along the dry river bed. 

Abstract

Land degradation is defined as human induced or natural process that negatively affects the lands to function effectively. It is temporary or permanent lowering of the productive capacity of land (UNEP, 1992). Several definitions of land degradation have been suggested by different authorities to express the degree of deterioration in potential of land in terms of physical, chemical and biological aspects. It has both environmental and economic consequences. The information on land degradation is needed for a variety of purposes such as to improve productivity levels in degraded lands through reclamation programmes, rational land use planning and also to bring more areas under cultivation.

Introduction

Agriculture contributes to 29.93% of India's GDP with a share of 27% of the world's agriculture production. India is ranked 6th in the world. In Rajasthan significant portion of economy of is agrarian. The agriculture sector of the state accounts for 22.5% share of agriculture in GSDP which is estimated to 18.39% in 2009-10. About 80% of the total population resides in rural area and largely dependent on agriculture as the source of their livelihood. The hot arid region of western Rajasthan occupies 61% of the total geographical area and 39.51% population of the state. During the last four decades the burgeoning human and livestock population and increased societal demands for land based products led to  significant expansion and intensification of agriculture by putting even marginal lands under plough, excessive exploitation  of ground water and importing of surface water for irrigation.

Population of Rajasthan as per Census 2011 is 68,621,012 persons which is much higher than census 2001 that records 56,507,188. It includes 12 districts of Rajasthan. Western Rajasthan covers about 61% area of the total geographical area and 39.51% population of the total population of the Rajasthan. The growth rate of population is much higher than that of the Rajasthan State. In the census 1981 Western Rajasthan had registered a phenomenal increase of 35.48 per cent over 1971 population. Regional pattern of growth rate in western Rajasthan shows that extreme hot arid region district (Barmer) is on top having 32.55 per cent growth rate whereas Indira Gandhi Canal Region (Ganganagar) district has least population growth of 10.06 per cent only. In 1981, the average urban growth rate had been 54.52 per cent. In 2001, the rural density of population was 83 persons per sq. km.

Abstract

The paper presents an approach of selecting suitable areas for artificial groundwater recharge structures through remote sensing and integrated terrain analysis by statistical method. The study area “Ayyar basin” is an aquifer system of gneisses and charnockite litho-units in Tiruchirappalli district, Tamil Nadu. The area has witnessed a steady decline in groundwater table. Hence, the scope for artificial groundwater recharge was studied in this area with the help of Tamil Nadu State Council for Science and Technology (TNSCS&T).

As rural populations decrease, so does the agricultural work force. In Europe and North America, agriculture now represents about 5% of the work force. In Africa and Asia, it is expected that the number of agricultural workers will have decreased from nearly 70% of the population in the 1980s to barely 50% by 2015 (Crop life International, 2010). The events of the past few years have highlighted the vulnerability of global food security to major shocks – both in the global agricultural markets and in the world economy. The food price crisis and the ensuing economic crisis reduced the purchasing power of large segments of the population in many developing countries, severely curtailing their access to food and thus undermining their food security. “We estimate that in 2012 there will be over a million children suffering from severe acute malnutrition – what’s important to know is that malnutrition can kill,” UNICEF’s Director of Emergency Programmes, Louis-Georges Arsenault, said in a news release. “We need more resources to really scale up our response before it becomes too late and too many lives are lost.” Sahel and other regions in the Horn of Africa are facing severe food crisis (UN, 2012). In such a condition, to feed the hungry mouths of the world, agriculture needs to be more modern and decisions should be information and knowledge based and not instinct-based. Information and communication technology has a great role to play here.

Extension is that type of education which is stretched out to people in rural areas far and near, beyond the limits of education institutions to which the formal type of education is usually confined.

Education

Education is a process of bringing about desirable changes in the behaviour of human being.

Formal education: The hierarchically structured, chronologically graded ‘education system’, running from primary school through the university and including, in addition to general academic studies, a variety of specialised programmes and institutions for full-time technical and professional training.

Informal education: The truly lifelong process whereby every individual acquires attitudes, values, skills and knowledge from daily experience and the educative influences and resources in his or her environment - from family and neighbours, from work and play, from the market place, the library and the mass media.

Non-formal education: Any organised educational activity outside the established formal system - whether operating separately or as an important feature of some broader activity - that is intended to serve identifiable learning clientele and learning objectives.

Introduction

Although both maps and aerial photos present a “bird’s-eye” view of the earth, aerial photographs are NOT maps. Maps are orthogonal representations of the earth’s surface, meaning that they are directionally and geometrically accurate (at least within the limitations imposed by projecting a 3-dimensional object onto 2 dimensions). Aerial photos, on the other hand, display a high degree of radial distortion. That is, the topography is distorted, and until corrections are made for the distortion, measurements made from a photograph are not accurate. Nevertheless, aerial photographs are a powerful tool for studying the earth’s environment. 

Because most GISs can correct for radial distortion, aerial photographs are an excellent data source for many types of projects, especially those that require spatial data from the same location at periodic intervals over a length of time. Typical applications include land use surveys and habitat analysis.

1. Brief Basic Information on Country and Agrarian Status

Peru is the third largest country in South America with 1,285,215 square-meters and in general, there are three well defined regions: the Coast (11 per cent of the territory), the highlands (30 per cent of the territory) and the jungle (59 per cent of the territory). Peru is characterized by the high variability of agro-ecosystems ranging from Deserts in the Coast, lowlands, hills, high mountains, and rainforest in the Jungle. Each region has different agro-climatic conditions, infrastructure and enterprise development. The total cultivable land area is 54,76,977 hectares that is equivalent to 4.3 per cent of the national territory. The coast has 8,70,200 hectares of irrigated land (no rain-fed land because of lack of rain in the coast) and has the best conditions for cultivation of export crops. The highlands have 28,33,800 hectares of cultivable land, 70 per cent of them is under rain-fed condition and the total of the 17,73,000 hectares of cultivated land under rain-fed conditions1 . Land property has undergone a process of changes in the last 40 years.

Abstract

Entrepreneurship essentially involves economic and dynamic activities, risk- assuming and idea generation that help in developing, organising and managing a business opportunity for profits. Entrepreneurship in agriculture is not merely confined to farm activities but also involves activities interlinked and interdependent with core and peripheral agricultural activities. Impediments in the pathway of agricultural entrepreneurship in West Bengal are characterised by fragmented landholding, low financial resources and thereby debt stickiness & dependence on short-term agricultural loan. Though disbursements of short-term credit have increased substantially, the rate of increase is low. For most farmers, insurance for financial or crop crisis is unheard or have hardly any implication. The paper tries to explain the performance of various agricultural insurance schemes in terms of coverage and the benefits being delivered in India and in West Bengal. The paper analyses whether the recipients consider the schemes as an effective risk mitigation tool or merely a habit of credit-dependence in West Bengal through a diffusion model. The paper concludes with the focus on possible entrepreneurial opportunities that may offer more customised agri-insurance policies, where regional disparities could be considered and individual interests be given little more importance.

Abstract

Out of 1.37 billion populationof India 67 % lives in rural areas whose major source of income is agriculture and allied activities (World Population Review, 2019). In simple words, the livelihood of this vast majority is closely related to rural enterprises. Fostering rural entrepreneurship may be affected by several issues, infrastructure being one of them. This paper attempts to examine the relationship between infrastructure investment by the state and rural entrepreneurship in India, with ‘Gross Fixed Capital Formation’ and ‘Agriculture, Forestry, and Fishing, Value Added’ considered as proxy variables. Time series econometrics is compiled with the data collected from World Bank Database for the period of 1961-2017. The study has established evidence in support of greater investment in infrastructure enhancing rural entrepreneurial opportunities in India.

Rice is the major staple food for more than 70 percent of the Indian population. India cultivates more than 4,000 varieties and hybrids of rice to cater to varied consumer preferences. A portion of the total cultivated rice is also used for processed products like snacks, savouries and bakery items. India was the largest exporter of rice in 2015-16 followed by Thailand, Vietnam and Pakistan. Rice production forecast is higher at 105 MMT in 2016/17 compared to 2015/16 production of 103 MMT (India Grain and Feed Annual, 2016). Rice milling is the oldest and the leading agro processing industry of the country. Paddy grain is milled either in raw condition or after parboiling, mostly by single hullers of which over 82,000 are registered in the country. Further, over the years, there has been a steady growth of improved rice mills in the country. Most of these have capacities ranging from 2 tons /hr to 10 tons/ hour. At present, it has a turnover of more than 25,500 crore per annum. It processes about 85 million tons of paddy per year and provides staple food grain and other valuable products required by over 60% of the population. Though, rice milling is a wide spread business undertaken in India, commercializing value added products is now gaining customer attraction paving way to merge milling and value addition under a single roof. The desirability of the working population to get foods, particularly rice based products in RTE and RTC forms has thrown a positive approach to new and emerging entrepreneurs to take up a venture in commencing rice based food processing industry.

Soybean (Glycine max) is also known as the wonder bean or miracle bean or “golden grain” due to its diversified applicability. Soybean has an important place in world’s oilseed cultivation scenario, due to its high productivity, profitability and vital contribution towards maintaining soil fertility. The crop also has a prominent place as the world’s most important seed legume, which contributes 25% to the global vegetable oil production, about two thirds of the world’s protein concentrate for livestock feeding and is a valuable ingredient in formulated feeds for poultry and fish. The major soybean producing nations are United States, Brazil and Argentina. These three countries dominate in global production, accounting for 80% of the world’s soybean supply. Global production of soybean has grown at a CAGR of 2.78% from 215.69 million metric tons in 2004-05 to 283.79 million metric tons in 2013-14.

India stands 5^th in global production of soybean. In India, soybean cultivation started in early 1970s, but it has emerged as number one among oilseed crops covering around 11 m ha area with total production of around 11.5 m tons. At present, the average productivity of soybean is about 1.3 tons/ha and it can be easily doubled in near future. Production of soybean in India is dominated by Maharashtra and Madhya Pradesh which contribute 89% of the total production. Rajasthan, Andhra Pradesh, Karnataka, Chhattisgarh and Gujarat contribute the remaining 11% production.

About 85% of world’s soybeans are processed annually into soybean meal and oil. Approximately 98% of soybean meal is crushed and further processed into animal feed with the balance used to make soy flour and proteins. Of the oil fraction, 95% is consumed as edible oil; the rest is used for industrial products such as fatty acids, soaps and biodiesel.

Developments in both hardware and software sectors of computer science raised high expectations and strong vision to solve number of problems in all sectors of economy. Introduction of personal computers (PC) in 1970’s created vision of paperless offices, simplified computing, automated process control, management information system, expert system etc. Initially, it had greater impact on agricultural research and development in developed countries in the form of Information and Communication Technology (ICT). Growth of companies with promises to provide specialist software to farmers and growers during 1980’s is a clear indicator of the high expectation and visualization of ICT in the field agricultural research and development. A review of agricultural software availability and use has been made by an international team in 1997 called FARMSOFT. This review covered on eight countries viz. Belgium, France, Germany, Israel, Italy, Portugal, Spain and The Netherlands. It was found that in 1996 out of 1315 software related to agriculture, 39% were in category of management, 26% were in category of animal husbandry, 8.9% in category of crop production, 7.0% in category of machinery and process control, 0.1% in category of irrigation and 19% in others category. Comparison of change in software inventory in 1996 with respect to 1994 revealed that there is around 15% growth in the agricultural software development. The higher positive growth was in the category of management software (38.40%) followed by animal husbandry (10.45%) and others (10.44%). However, highest negative growth was observed in the category of irrigation (-163.15%) followed by crop production (-53.85%) and machinery and process control (-30.95%). This indicates that overall agricultural software inventory was growing but while growth in the software related to agricultural management was sufficiently high, there was sharp decline in categories of irrigation and crop production. This change in pattern may be attributed to saturation of software and bottlenecks due to limitation of related technological innovations, socio-economic adoption and infrastructural facilities.

Fisheries represent an important and fast growing food production sector in India that contributes more than 1% to the National GDP and 4.7% to the agricultural GDP. With an annual production of about 7 million tonnes from marine and inland waters, the country is the 3rd fish producer in the world and the 2nd largest producer of inland fish, next only to China. With a coastline of 8,129 km and EEZ of 2.02 sq km, our marine fish production is to the tune of 2.95 million tonnes. Similarly, the inland fisheries resources comprising 29,000 km of rivers, 0.3 million ha of estuaries, 0.19 million ha of backwaters and lagoons, 3.15 million ha of reservoirs, 0.2 million ha of floodplain wetlands. 0.72 million ha of upland lakes and 2.34 million ha of ponds and tanks produce 3.76 million tonnes annually. Annual export earnings from fish and shellfish are about Rs.8.357 crore, accounting for nearly 20% of the agricultural export. Fish is a health food that is relatively cheap and affordable to the poor. Fisheries and aquaculture provides income, food and livelihood to more than 14 million people directly or indirectly. The annual per capita availability of fish in the country is 9 kg that sustains the domestic market price of fish and the sector has registered an impressive overall annual growth rate of over 4% over the years, with growth in some farming activities going beyond 5%. However, stagnating growth in marine and inland capture fisheries is a cause of concern.

Expert system can be defined as a tool for information generation from knowledge. Information is either found in various forms or generated from data and/or knowledge. Text, images, video, audio are forms of media on which information can be found, and the role of information technology is to invent, and devise tools to store and retrieve this information. Statistical information is a good example of information generated from data while advises generated by an expert system is a good example of information generated from knowledge.

At the beginning, the concentration was mainly on textual information. Information technology used for textual information ranged from paper archiving tool to the sophisticated electronic computer software tools such as data base management systems, and hypertext tools. Images were very difficult to be included in an information system just few years ago till the scanners technology has been advanced together with the invention of the optical storage devises which have the capacity to store hundreds of mega bytes. This technology has enabled the developers to include images in their systems. Input peripherals to capture video and audio information have been also commercialized and are now available in the market. Storage of audio and video would be impossible unless large storage media were invented.

ABSTRACT

Indian farming community is facing a multitude of problems to maximize crop productivity. In spite of successful research on new agricultural practices concerning crop cultivation, the majority of farmers is not getting upper-bound yield due to several reasons. One of the reasons is that expert/scientific advice regarding crop cultivation is not reaching farming community in a timely manner. It is true that India possesses a valuable agricultural knowledge and expertise. However, a wide information gap exists between the research level and practice. Indian farmers need timely expert advice to make them more productive and competitive. In this paper, we made an effort to present a solution to bridge the information gap by exploiting advances in Information Technology (IT). We propose a framework of a cost-effective agricultural information dissemination system (AgrIDS) to disseminate expert agriculture knowledge to the farming community to improve the crop productivity. Some of the crucial benefits of AgrIDS are as follows. It is a scalable system which can be incrementally developed and extended to cover all the farmers (crops) of India in a cost effective manner. It enables the farmer to cultivate a crop with expertise, as that of an agricultural expert, by disseminating both crop and location specific expert advice in a personalized and timely manner. With AgrIDS, the lag period between research effort to practice can be reduced significantly. Finally, the proposed system assumes a great importance due to the trend of globalization, as it aims to provide expert advice which is crucial to for the Indian farmer to harvest different kinds of crop varieties based on the demand in the world market.

1. AN OVERVIEW OF RWANDA’S SOCIO-ECONOMIC SETTING

Rwanda is a small landlocked country located in East Africa covering a total surface area of 26,338 km². It lies about 120 km south of the Equator and is bordered by Uganda in the North, Tanzania in the east, Burundi in the south and the Democratic Republic of Congo in the West. According to the national official statistics, the total population is approximately 8,200,000 people, with women accounting for 55 per cent of the people. The country’s population density is 505 people per km², making it one of the most densely populated countries in Africa (National Institute of Statistics, 2002). Since the turn of the millennium, the annual growth rate of the population has been 2.9 per cent and it is believed that by the year 2020, the country will have an estimated population of 20 million, thus exerting pressure on the limited land resources. It is also important to note that most people (64 per cent), those living in abject poverty, reside in rural areas of the country (Government of Rwanda, 2008).

6.1 Introduction

This chapter describes the development of data logger of agricultural field parameter monitoring system with LabVIEW. The system comprises of two sections- Fields device and data logger. Field device comprises of Arduino, smoke detector (for sensing hazardous gases), soil moisture sensor, temperature sensor, humidity sensor, water level sensor, battery, display unit, 2.4 GHz RF modem. Data logger comprises of Arduino, display unit, 2.4 GHz RF modem, power supply, PC with LabVIEW. The system is designed to monitor the environment and agriculture field parameters. The field device is designed to collect all physical parameters and communicate it to the receiver end with LabVIEW. For establishing communication between two sections 2.4GHz RF modem is used, which can be replaced with any other modem also.Fig.6.1 shows block diagram of field device and Fig.6.2shows block diagram of data logger.Table.6.1 & Table.6.2 shows the component list required to develop the field device and data logger.

The importance of food security and its management world over has been recognized long back. The World Food Summit in 1974, called in response to the persistent and widespread under-nutrition and the future role of agriculture, stressed upon establishment of committee to review and recommend location specific action plan in sensitive areas. Asserting that every man, woman and child has the inalienable right to be free from hunger and malnutrition in order to develop their physical and mental faculties, an international undertaking on world food security was set up in which member nations committed to maintain food stocks to ensure routine and emergency food supplies (in case of crop failure, natural disaster, etc.). Monitoring the implementation of such undertaking has since then become the responsibility of the Committee on World Food Security.

Agriculture provides unique solution to various developmental issues including poverty and hunger. World Development Report (2008) reveals that the agricultural growth has significantly contributed to the decline in poverty world over (as in China and Latin America). Though the non-agriculture sector pays more dividend, and grows steeply, the capital generated, however benefits a few (mostly urban areas) thus leading to uneven distribution of income. Whereas, the development of agriculture, which employs most of the rural population, is expected to benefit a large section of the population simultaneously and uniformly. It is in this context that this report predicts agriculture as a vital development tool for achieving Millennium Development Goal that calls for halving by 2015 the share of people suffering from extreme poverty and hunger.

The world’s population is expected to grow from 6 billion people in 2000 to 7.5 billion people in 2020. Availability of land for farming is on the decline, and water for agriculture and other uses is increasingly scarce. Together these and other forces will challenge the capacity of the world’s food production system. The world has experienced an unprecedented increase in population during the past century, with a billion people added every decade during the last three decades alone. Dramatic shifts in production and consumption of food have accompanied this population explosion, including a surge in grain production, a spectacular rise in meat production and consumption, and the emergence of an increasingly vital role for international trade (Fig. 1). High-yielding varieties of wheat and rice swept across much of Asia during the 1970s and early 1980s, easing fears of imminent famine. Cereal yields have risen more modestly in recent years, but they have still outstripped gains in other crops such as cassava, potatoes, and beans.

Goats provide multiple products like chevon, milk, skin, fibre, manure and transport. Pashmina occupies a prime position among animal fibres for its firmness, warmth, durability, lightness, softness and ability to absorb dyes and moisture compared to mohair and/or wool for being free from modulation and crimps. Pashmina is highly valued fibre for manufacturing quality apparels. It has recorded its name in the Guinness Book of World Records for being costliest cloth in the world after trade ban of most precious natural fibre Shahtoosh (King of fibre) of small Tibetan Antelope known as Chiru. In India, two recognized pashmina breeds are Changthangi and Chegu. Changthangi is native to high altitude areas (3700 to 4500m) in Ladakh region of Jammu and Kashmir reared by a pastoralist nomads Changpas whose population is 1,96,000 (LADHC, 2006). The Chegu breed is distributed in cold-arid trans-Himalayan mountain ranges from Himachal Pradesh to Uttaranchal at an altitude of more than 3000 m (Thakur et al., 2006).

4.1 INTRODUCTION

Database management system is a computer program to store, search, manipulate retrieve and give the result. Vast amount of spatial data are available and it is necessary to arrange them, store them for retrieval and analysis. Attribute data adds intelligent to GIS. Without database, a GIS will be just a Cad software. Cad softwares do not have database. GIS softwares have their own databases besides it has the potential to link with external database like Oracle, MS Access, MS Excel, Informix, INGRESS, Sybase and dbase. The data available in paper has to be digitally stored in a proper order. Previously the data were stored in a a flat file format where the data was stored without any structure. But to search and retrieve and analyse the database, database structures were developed. There are of 4 types of database structures namely Hierarchical, Network, Relational database and Object orientation.

Tables are made of rows and columns. Rows represent a map feature. Columns represents characteristic of map feature. Row is called a record or a tupule column is a field or an item. Table 4.1 is a table where rows 1, 2 and 3 represent the locations with the soil types. A column soil type represents various soil types.
