We will delve into the key global weather parameters – think of these as the vital signs of our planet’s atmosphere – such as the overall distribution of temperature across latitudes and altitudes, the major global pressure belts that drive air movement, and the resulting large-scale wind systems that circulate heat and moisture around the globe. These parameters, born from the interplay of solar radiation, the Earth’s spherical shape, and its continuous rotation, are the primary drivers of our planet’s diverse climates. Beyond these fundamental parameters, this chapter will illuminate the fascinating world of teleconnections. Imagine the atmosphere and oceans as an intricate network, where events in one distant region can have a ripple effect on weather patterns thousands of kilometers away. Teleconnections represent these long-range linkages, acting as the “threads” that connect seemingly disparate weather phenomena. We will explore prominent examples like the El Niño- Southern Oscillation (ENSO), which has profound impacts on rainfall and temperature across the Pacific and well beyond, including potential influences on the Indian monsoon – a topic likely of particular interest given your previous research. Similarly, we will examine phenomena such as the North Atlantic Oscillation (NAO), influencing weather across Europe and North America, and the Madden-Julian Oscillation (MJO), a traveling wave of thunderstorms in the tropics that can affect global circulation. For those interested in agricultural meteorology, the understanding of global weather parameters and teleconnections is paramount. These largescale patterns and their interconnections play a critical role in shaping regional climate variability, influencing the onset and intensity of droughts and floods – events you’ve extensively researched – and impacting crop yields and water availability. By grasping these global drivers, we can enhance our ability to forecast seasonal weather patterns, anticipate potential climate-related risks to agriculture, and develop more informed strategies for long-term agricultural planning and adaptation in a changing world. This chapter aims to provide you

Monsoons are vital atmospheric circulations that govern the climate and livelihoods of vast populations across the globe. Characterized by seasonal reversals in wind direction and associated shifts in precipitation patterns, these systems are critical for agriculture, water resources, and overall socio-economic stability in many regions. However, the delicate balance of monsoon systems is increasingly threatened by climate variability, leading to significant disruptions and challenges, particularly in the form of severe droughts. Recent years have witnessed the devastating impact of drought in numerous monsoon-dependent regions across the world. In India, heavily reliant on the summer monsoon, failures have caused significant water shortages and poor crop yields, particularly in vulnerable regions like southeastern Maharashtra and Rajasthan. The consequences extend to groundwater depletion and increased irrigation demands. The impact of recent droughts is not limited to Asia. The African continent has also faced severe consequences. The Horn of Africa experienced a particularly devastating drought from October 2020 to 2023, resulting in widespread harvest failures, livestock losses, and displacement, marking the worst drought in four decades. West Africa has similarly suffered from frequent droughts causing crop failures, rising food prices, and exacerbating income inequality. South America, too, has experienced significant impacts. Argentina faced a severe drought in late 2022 and early 2023, halving wheat and soy harvests and impacting exports. In Uruguay, this drought led to a lack of access to drinking water for thousands. Brazil has seen harvest failures and reduced agricultural GDP due to drought, also threatening its hydroelectric power generation. Furthermore, the Amazon rainforest has been affected by intensifying droughts, leading to increased tree mortality, a higher risk of forest fires, and significant impacts on biodiversity and local communities due to drastically reduced river levels. Recent years have witnessed the dual impact of extreme weather events in numerous monsoon-dependent regions. In India, while facing drought in many areas, heavy monsoon rains have also caused catastrophic flooding. In July 2021, the coastal regions of Maharashtra experienced severe flooding affecting millions and causing hundreds of deaths. Major events like the 2022 Assam floods and the 2023 North India floods further exemplify the destructive potential of intense monsoon rainfall. The African continent also experiences significant flooding during its monsoon seasons. In 2024, West and Central Africa, including countries like

The rhythm of life for a significant portion of the world‘s population is intrinsically linked to the cyclical patterns of monsoons. These seasonal winds, predominantly experienced within the tropics between 20° North and 20° South latitude, dictate not only the climate but also the agricultural productivity across vast regions spanning South Asia, East Asia, Africa, Australia, and the Americas. This dependence is starkly highlighted by the fact that a considerable proportion of the world‘s arable land relies solely on rainfall, with monsoons being the primary source of this vital resource. In India alone, for instance, nearly half of the agricultural land is rainfed, a figure indicative of the broader reliance on monsoonal patterns in many other nations within these regions. Agriculture, the primary source of livelihood for many in these monsooninfluenced areas, remains heavily dependent on the timely arrival and consistent behavior of these rains. The delicate dance between the monsoon and agricultural cycles has shaped cultural practices, economic structures, and societal well-being for centuries. It is estimated that a substantial percentage of global agricultural production is reliant on monsoonal rainfall, underscoring the profound impact these weather systems have on food security and economic stability worldwide. The variability of monsoons – in terms of onset, intensity, duration, and spatial distribution – directly translates into fluctuations in crop yields, impacting everything from local food supplies and farmer incomes to national economies and international trade. Beyond the economic implications, the social vulnerability associated with monsoon variability cannot be overstated. Communities that depend on rainfed agriculture are particularly susceptible to the vagaries of the monsoon. Delayed or weak monsoons can lead to widespread crop failures, resulting in food shortages, economic hardship, and even migration. Conversely, excessively heavy rains can cause devastating floods, destroying crops, infrastructure, and livelihoods. Therefore, understanding, monitoring, and, crucially, forecasting the behavior of monsoons is not merely an academic exercise but a critical necessity for ensuring the prosperity and resilience of a significant portion of the global population. This book endeavors to delve into the intricate the need for Effective Climate Guidance i.e. 'ECG' of these monsoons, exploring the complex interplay of factors that govern their behavior and highlighting the advancements in forecasting that

The climate crisis has emerged as one of the most pressing issues of our time, threatening the very foundations of our planet and its inhabitants. The scientific consensus is clear: human activities, particularly the emission of greenhouse gases, are significantly contributing to the rising global temperatures, devastating natural disasters, and unpredictable weather patterns. As the world grapples with the challenges posed by climate change, a critical question arises: is it a compromise or a compulsion to act? The climate crisis is a complex and multifaceted issue, requiring a comprehensive and collective response. On one hand, there are those who advocate for a compromise, suggesting that economic growth and development can be balanced with environmental concerns (Fig. 2.1). This approach emphasizes the need for gradual and incremental changes, allowing countries and industries to adapt to new regulations and technologies. Proponents of this view argue that a compromise is necessary to avoid economic disruption, ensure energy security, and promote international cooperation. Fig. 2.1. Eco-evolutionary feedback by carbon cycling traits, in response to climate change On the other hand, there are those who insist that the climate crisis demands a compulsion to act, requiring immediate, drastic, and collective action. This perspective emphasizes the urgent need to reduce greenhouse gas emissions, transition to renewable energy sources, and protect vulnerable communities from the impacts of climate change. Advocates of this view argue that the window for action is rapidly closing, and that anything less than a concerted and emergency response will condemn future generations to a catastrophic and unlivable world. The science unequivocally supports the latter perspective. The Intergovernmental Panel on Climate Change (IPCC) has warned that in order to limit global warming to 1.5°C above pre-industrial levels, global carbon emissions must reach net-zero by 2050. This requires a 45% reduction in emissions by 2030, and a complete phase-out of fossil fuels by 2050. The consequences of inaction are stark: more frequent and intense natural disasters, sea-level rise, water scarcity, food insecurity, and mass migration (Fig. 2.1).

As we look to the future, climate crisis is looming large and it is essential to address several aspects of climate-resilient agriculture. One of the critical areas that require attention is scaling up climate-resilient agricultural practices. This involves promoting and supporting the adoption of climate-resilient agricultural practices, such as conservation agriculture, agroforestry, and climate-smart agriculture, among small-scale farmers and rural communities. There is vast scope for upgrading traditional technologies making best use of modern technologies. To achieve this, there is a need:
• To increase funding and investment in climate-resilient agriculture. This can be achieved through a combination of government funding, private sector investment, and international aid. The funding should be used to support research and development, technology transfer, and capacity building, as well as to provide financial incentives to farmers to adopt climate-resilient agricultural practices.
• Strengthening international cooperation is also critical for promoting climate-resilient agriculture. This involves sharing knowledge, expertise, and resources among countries, as well as collaborating on research and development, technology transfer, and capacity building. International cooperation can also help to promote policy and institutional reforms that support climate-resilient agriculture.
• Promoting climate information and early warning systems. This involves providing farmers and rural communities with accurate and reliable climate information, as well as early warning systems that can help them prepare for and respond to climate-related disasters. Climate information and early warning systems can be provided through a range of channels, including mobile phones, radio, and television.
• Supporting climate-resilient agricultural research and development is also critical for promoting climate-resilient agriculture. This involves investing in research and development that focuses on improving crop varieties and animal breeds, developing new technologies and practices, and improving our understanding of the impacts of climate change on agriculture. Research and development can also help to identify and promote climate-resilient agricultural practices that are suitable for different regions and contexts.
• Promoting policy and institutional reforms is also essential for supporting climate-resilient agriculture. This involves promoting policies and

Agricultural meteorology, a discipline that has traditionally focused on understanding the relationships between weather and climate, and agricultural productivity, is at a critical juncture. The increasing vulnerability of agricultural systems to climate change, coupled with the need for sustainable and resilient agricultural practices, necessitates a fundamental transformation of agricultural meteorology. To support the development and implementation of climate resilient agriculture (CRA) practices, agricultural meteorology must be reoriented as a super speciality discipline. This requires a comprehensive overhaul of the discipline, including its curriculum, research focus, and practice. The reorientation of agricultural meteorology as a super speciality discipline is essential to provide the necessary expertise and knowledge to support CRA practices. This includes developing and applying cutting-edge technologies, such as precision agriculture, remote sensing, and machine learning, to support agricultural decision-making. However, the current state of agricultural meteorology is not equipped to meet the demands of CRA. The discipline faces several challenges, including a lack of interdisciplinary approaches, inadequate emphasis on practical skills, and limited focus on climate change and sustainability (Fig. 8.1). To address these challenges, essential reforms are necessary to reorient agricultural meteorology as a super speciality discipline. This chapter will discuss the essential reforms required to transform agricultural meteorology, including reforms in curriculum, research, practice, and policy. By implementing these

The concept of climate-resilient agriculture encompasses a range of approaches, including climate-smart agriculture, conservation agriculture, and agroforestry. These approaches recognize that agricultural development and growth are inextricably linked to climate change, and that farmers, policymakers, and other stakeholders must work together to promote climate-resilient agriculture practices. The dynamics of development and growth engineering in the context of climate-resilient agriculture are complex and multifaceted. They involve understanding the interactions between climate change, agricultural productivity, and rural livelihoods, as well as the role of institutions, policies, and technologies in promoting climate-resilient agriculture practices. Several driving factors are influencing the dynamic development of climate-resilient agriculture (Fig. 7.1). These include:

• Inclusive coordination and collaboration among stakeholders, including farmers, researchers, policymakers, and private sector actors.
• Investment in climate information and early warning systems, as well as climate-resilient agriculture research and development.
• Support for capacity building and extension services, enabling farmers to access and adopt climate-resilient agriculture practices.
• Agricultural insurance and risk management mechanisms, enabling farmers to manage climate-related risks and uncertainties. By understanding the driving factors and governance requirements for climate-resilient agriculture, policymakers, researchers, and practitioners can work together to promote dynamic development and growth in the agricultural sector, enhancing food security, sustainability, and climate resilience.

The pressing issues of climate crisis, food security, water scarcity, soil degradation, and biodiversity loss have highlighted the need for a fundamental transformation of the way we produce, process, and distribute food. It is in this context that the concept of transcending technologies and food for all has emerged as a critical imperative for achieving sustainable food systems. The notion of transcending technologies refers to the development and deployment of innovative solutions that go beyond the limitations of current agricultural practices and technologies. This involves harnessing the potential of cutting-edge technologies such as artificial intelligence, blockchain, the Internet of Things (IoT), and biotechnology to create more efficient, sustainable, and resilient food systems. By leveraging these technologies, it is possible to optimize crop yields, reduce waste, improve resource allocation, and enhance the overall sustainability of agricultural practices. However, the concept of transcending technologies is not solely focused on the development of new technologies. Rather, it emphasizes the need for a holistic and integrated approach to food production, processing, and distribution. This involves recognizing the intricate relationships between food systems, ecosystems, and human societies, and working to create a more equitable, just, and sustainable food culture. The goal of achieving food for all is closely tied to the concept of transcending technologies. Despite the fact that the world produces enough food to feed every person, millions of people around the globe continue to suffer from hunger and malnutrition. This is a stark reminder that the challenge of feeding the world’s population is not simply a matter of producing more food, but also of ensuring that everyone has access to nutritious and sustainable food. In order to achieve this goal, it is essential to address the complex web of factors that contribute to food insecurity, including poverty, inequality, conflict, and environmental degradation. This requires a multifaceted approach that involves governments, international organizations, civil society, and the private sector working together to create a more just and equitable food system. In this chapter, we will explore the concept of transcending technologies and food for all in greater depth, examining the latest innovations and trends in

Regenerative agriculture is a transformative approach to farming that prioritizes soil health, biodiversity, and ecosystem services, while also increasing crop yields and promoting sustainable agricultural practices. This holistic method of farming is designed to regenerate the health of the entire ecosystem, rather than just focusing on maximizing food production alone. By adopting regenerative agriculture practices, farmers can improve soil fertility, enhance water quality, and promote biodiversity, ultimately leading to more resilient and productive farming systems. Regenerative agriculture involves being highly attentive to the needs of the soil, crops, and ecosystem as a whole. Alert farming requires farmers to be vigilant and responsive to changes in weather patterns, soil moisture levels, and crop health, making adjustments as needed to optimize crop yields and minimize environmental impact. This approach involves using advanced technologies, such as precision agriculture and data analytics, to monitor and manage farm operations in real-time, enabling farmers to make data-driven decisions and respond quickly to emerging challenges. The benefits of regenerative agriculture are numerous. Not only can it improve crop yields and promote sustainable agricultural practices, but it can also enhance ecosystem services, support biodiversity, and contribute to climate change mitigation efforts. By adopting regenerative agriculture practices, farmers can play a critical role in creating a more sustainable food system, one that prioritizes the health of both people and the planet .
4.1 Climate Smart Agriculture (CSA) versus Regenerative Agriculture (RA)
Climate-Smart Agriculture (CSA) and Regenerative Agriculture (RA) are two approaches (Fig. 4.1) to sustainable agriculture that share some similarities, but also have distinct differences

The world’s population is projected to reach 9.7 billion by 2050, putting unprecedented pressure on the agricultural sector to produce more food while minimizing its environmental footprint. However, the increasing frequency and severity of climate-related disasters, such as droughts, floods, and heat waves, pose significant challenges to agricultural productivity and food security. To address these challenges, farmers, policymakers, and agricultural experts must adopt innovative approaches that integrate climate science, agricultural meteorology, and cutting-edge technologies to generate actionable farming intelligence. Climate science and agricultural meteorology provide critical insights into the complex relationships between weather patterns, climate variability, and agricultural productivity. By incorporating these disciplines into farming practices, farmers can enhance crop yields, reduce climate-related risks, promote sustainable agriculture, and improve decision-making. Understanding weather patterns and climate trends enables farmers to optimize planting dates, irrigation schedules, and harvest times, leading to improved crop yields and reduced losses. Access to accurate and reliable climate information helps farmers anticipate and prepare for climaterelated disasters, minimizing damage to crops and livestock. Climate science and agricultural meteorology also inform farmers about the most effective strategies for reducing greenhouse gas emissions, conserving water, and maintaining soil health. The integration of climate science, agricultural meteorology, and cutting-edge technologies is revolutionizing the agricultural sector. Artificial intelligence (AI) algorithms analyze large datasets, including climate information, soil moisture levels, and crop health, to provide insights on optimal farming practices. Internet of Things (IoT) sensors and connected devices monitor weather patterns, soil conditions, and crop health in real-time, enabling farmers to respond promptly to changing conditions. Geographic Information Systems (GIS) mapping and spatial analysis help farmers understand the spatial distribution of climate-related risks and opportunities, informing decision-making at the farm level (Fig. 3.1).

The climate crisis is one of the most pressing issues of our time, with farreaching consequences for global agriculture, ecosystems, economies, and societies as extreme weather events, shifting rainfall patterns, and rising temperatures threaten crop yields and food security. However, the climate crisis is not a new phenomenon. Its roots can be traced back to the Industrial Revolution, when human activities such as8 burning fossil fuels, deforestation, and land-use changes began to release large amounts of greenhouse gases into the atmosphere. In the 1960s and 1970s, scientists began to sound the alarm about the potential consequences of human-induced climate change. The first climate models were developed, and researchers such as Roger Revelle and Charles David Keeling began to track the rising levels of carbon dioxide in the atmosphere. The 1980s saw the establishment of the Intergovernmental Panel on Climate Change (IPCC), which has since become the leading international body for assessing climate change science.
1.1 Climate Crisis
Despite these early warnings, the climate crisis has continued to worsen. The past decade has seen a proliferation of extreme weather events, from heat waves and droughts to floods and storms. The year 2024 was the hottest on record, with global temperatures averaging 1.55°C above pre-industrial levels (Fig. 1.1). The consequences of climate change are already being felt, from melting glaciers and sea-level rise to devastating wildfires and water scarcity.

The rapid pace of technological innovation, coupled with mounting environmental challenges and shifting societal expectations, is fundamentally reshaping the landscape of sustainable food production. In this chapter, we explore the future outlook of this dynamic field by examining emerging trends in weather intelligence, the transformative potential of innovations in artificial intelligence (AI), the Internet of Things (IoT), and data integration, as well as the evolving policy and ethical considerations that underpin sustainable agriculture. The integration of advanced technologies with traditional agronomic practices has led to the development of data-driven systems that not only forecast weather with greater accuracy but also optimize crop management, resource utilization, and risk mitigation. As we look toward the future, the convergence of these disciplines promises to usher in a new era of resilient, efficient, and environmentally conscious food production systems. We begin by outlining the current landscape and identifying key trends that are driving change. The discussion then transitions into an exploration of cuttingedge innovations in AI, IoT, and data integration that are revolutionizing weather intelligence. Subsequent sections address the policy frameworks and ethical dilemmas accompanying rapid technological adoption in agriculture, before concluding with a vision for future research directions and strategic planning. Finally, the chapter suggests additional topics—such as blockchain for supply chain transparency and urban vertical farming—to ensure a holistic view of sustainable food production in a rapidly changing world.
12.1 Emerging Trends in Weather Intelligence and Food Production
Over the past decade, advancements in sensor technologies, communication networks, and computational algorithms have revolutionized weather forecasting and climate monitoring. These breakthroughs are not only critical for predicting weather events but also serve as the foundation for proactive decision-making in agricultural management. High-resolution satellite imagery and remote sensing techniques now provide granular data about atmospheric conditions, soil moisture levels, and crop health (Fig.12.1).

Early Warning Systems (EWS) have evolved from simple, rudimentary alert mechanisms into complex, multi-hazard, data-driven networks that play a critical role in disaster risk management and climate adaptation. In today’s rapidly changing climate, timely and accurate information is essential not only for saving lives but also for protecting livelihoods, reducing economic losses, and enhancing community resilience. The application of EWS varies significantly by region, geography, type of disaster, and across diverse sectors such as agriculture, aquaculture, horticulture, animal husbandry, fisheries, and allied sciences. Global initiatives - led by organizations such as the United Nations - aim to ensure that every person, particularly the most vulnerable, is equipped with lifesaving early warnings by 2027 (Fig.11.1). Complementary partnerships, such as that between the World Meteorological Organization (WMO) and the Food and Agriculture Organization (FAO), further strengthen these systems by integrating cutting edge forecasting with actionable advisories for critical sectors. A particularly groundbreaking effort is the United Nations’ Early Warnings for All (EW4ALL) initiative, launched in 2022 by UN Secretary General António Guterres, which seeks to provide comprehensive early warning coverage for hazardous weather, water, and climate events to every person on Earth. Underpinning these global efforts is Weather Intelligence - a transformative approach that harnesses advanced data analytics, real time monitoring, and machine learning techniques to refine forecasts and deliver precise, context specific alerts. By integrating diverse data streams and tailoring

In an era defined by rapid technological advancements and an ever-changing climate, the need for precise, adaptive, and actionable weather intelligence has never been greater. As global weather patterns become more erratic and extreme events increasingly disrupt lives and livelihoods, the integration of real-time field response into weather intelligence systems represents a transformative opportunity. Just as companies like Google and Tesla leverage real-time user inputs to continuously update their software, refine artificial intelligence (AI) models, and provide timely road-and-traffic guidance, weather intelligence systems that are continuously refined by feedback from farmers, fishermen, and other local stakeholders offer the promise of dynamic, “live” insights that can revolutionize agricultural practices and community resilience (Fig.10.1). This chapter delves into the critical importance of collecting and synthesizing feedback from those who are on the frontlines of weather impacts. It explores the methodologies and benefits of integrating real-time field data into weather intelligence systems, drawing parallels to the iterative processes observed in hightech industries. In doing so, we highlight how these innovations can maximize

The content presented in this chapter is exploratory and reflects emerging trends in integrating weather intelligence with decision support systems. The term “weather intelligence” is introduced as a framework, with ongoing research expected to further refine and expand upon these ideas as technologies evolve. In an era where climate variability and extreme weather events increasingly threaten global food systems, the integration of advanced decision support systems (DSS) with what we are now calling weather intelligence has emerged as a transformative paradigm. This chapter explores how food production— encompassing agriculture, fisheries, and animal husbandry—can harness integrated weather intelligence to inform real-time crisis management, strategic planning, and risk mitigation. The discussion is exploratory in many respects, as the concept of weather intelligence represents an innovative framework that challenges traditional forecasting methods and decision support tools (Fig. 9.1). Drawing on multidisciplinary research and practical case studies, we examine the building blocks of decision support systems tailored to food production. We then discuss the integration of weather intelligence into crisis response and strategic planning, highlighting both established risk mitigation approaches and emerging tools designed to anticipate and respond to extreme weather events. By contextualizing these developments within the broader scope of sustainable food production, this chapter offers an in-depth analysis and a forward-looking vision for decision support and response management in a rapidly changing climate.

Remote sensing and Geographic Information Systems (GIS) have emerged as critical tools in modern agriculture and weather intelligence. Their integration has revolutionized how we monitor, analyze, and manage not only food production but also urban development, natural resource conservation, and climate adaptation. In this chapter, we explore the fundamentals of remote sensing, the use of diverse sensing technologies (including satellite imagery, radar, LiDAR, and thermal imaging), and the incorporation of advanced data analytics and machine learning. This complex interplay of natural and anthropogenic forces calls for the incorporation of a broader array of variables and larger datasets into forecasting systems. In this context, embracing Weather Intelligence as a dedicated field of study and application in agricultural and allied sciences becomes not only desirable but essential. This chapter aims to detail the evolution and current state of these integrated approaches, discuss their potential applications across various agricultural sectors, and outline strategies for precision decision making. While much of the content is exploratory in nature, it provides a conceptual framework for future research

Agriculture has long served as the backbone of human civilization, enabling societies to grow and prosper. For generations, farmers have relied on experience, traditional practices, and historical weather data to inform decisions about crop cultivation and livestock management. Yet these conventional methods often left operations vulnerable to unpredictable environmental conditions. Today, the integration of the Internet of Things (IoT) is transforming agriculture by shifting the approach from reactive management to proactive, data-driven decision making. Modern IoT systems deploy a network of interconnected sensors that continuously capture critical environmental parameters such as soil moisture, temperature, humidity, light intensity, and nutrient levels. These sensors provide granular, real-time data that is transmitted to centralized analytics platforms where it can be processed and visualized. The resulting insights empower farmers, aquaculturists, and animal husbandry professionals to optimize every aspect of their operations — enhancing yields, reducing waste, and increasing sustainability. This chapter explores the deployment and impact of IoT in agricultural and allied systems. It provides detailed technical discussions on sensor networks, communication protocols, and power management; illustrates how real-time data integration with advanced analytics transforms decision making; and presents in-depth case studies from initiatives such as John Deere’s precision agriculture systems, Microsoft FarmBeats, and regional projects like SmartAgriHubs. Moreover, the chapter delves into the formidable challenges of IoT deployment, including those faced by underdeveloped regions—and concludes with a look at emerging trends and a synthesis of the future vision for agriculture.
6.1 The Role of IoT in Modern Agriculture
6.1.1 Revolutionizing Data Collection
The most significant impact of IoT in agriculture is its transformation of data collection. Traditional methods relied on periodic field observations, manual sampling, and regional weather reports that provided only a snapshot of environmental conditions. In contrast, IoT devices continuously monitor the microclimate across a farm. With sensors distributed throughout fields, livestock facilities, and aquaculture systems, farmers can now capture real-time data on temperature, humidity, soil moisture, light intensity, and more (Fig.6.1).

This chapter integrates case studies, scientific examples, and policy perspectives to illustrate how AI and ML can transform agricultural weather intelligence. The discussion spans from advanced predictive models in developed nations to emerging applications in technology-limited regions, while also addressing the urgent need for resilient crisis management systems in the face of natural and human-caused conditions. Advanced scientific techniques can not only optimize food production and resource management but also play a critical role in recovery efforts during times of crisis. Agriculture is intrinsically linked to the natural world—a domain defined by fluctuating weather patterns, seasonal shifts, and unpredictable environmental factors. Today, Artificial Intelligence (AI) and Machine Learning (ML) are revolutionizing how we analyze and predict weather patterns, and their applications in agriculture are far-reaching (Fig. 5.1). From forecasting crop yields and fishery conditions to managing plantations and monitoring livestock health, these technologies are creating a paradigm shift in agricultural weather intelligence. Scientific organizations worldwide are leveraging AI and ML to refine predictive models, enable multi-variate analysis, and provide advanced warning systems for extreme events such as droughts, tsunamis, earthquakes, and even crises caused by human-made conflicts. Emerging nations with rapidly growing technological capabilities stand to benefit immensely from these innovations, tailoring solutions to local challenges while contributing to global food security and crisis resilience.

Agriculture has long been intertwined with weather, where accurate forecasts are essential for planning everything from planting schedules to irrigation management, harvesting, and market timing. Over the decades, statistical methods have evolved from simple empirical models to sophisticated tools that integrate vast amounts of historical data, real-time observations, and remote sensing information (Fig. 4.1).
This chapter provides an in-depth exploration of the statistical techniques that underpin modern agricultural forecasting. In doing so, it examines their applications across various agricultural domains—including staple crops, fisheries, livestock, and horticulture/plantation systems—while also addressing the challenges and uncertainties inherent in weather prediction. Furthermore, the chapter discusses how the rise of big data and artificial intelligence (AI) is reshaping traditional approaches, particularly in the context of food production and agricultural resilience.

Agriculture has long been at the mercy of the weather, and in today’s datadriven world, harnessing meteorological information is more critical than ever. Weather intelligence—the process of collecting, analyzing, and disseminating weather data—supports decision-making in diverse fields such as aviation, transportation, emergency management, and especially agriculture (Fig 3.1). This chapter explores how advanced data acquisition methods and robust database management techniques underpin agricultural weather intelligence. It covers the variety of data sources available, details strategies for integrating and ensuring the quality of vast datasets, and examines the forecasting techniques that transform raw data into actionable insights for precision forecasting and decision making in food production. Weather describes the state of the atmosphere at a specific time and place. It is the sum of short-term atmospheric conditions such as temperature, humidity, precipitation, wind, and visibility. In contrast, climate refers to the long-term average of weather patterns over a period of decades or more. Understanding this distinction is crucial for agriculture, as farmers and allied sector professionals must respond to immediate weather events (such as sudden frost or heavy rainfall) while also adapting to long-term climatic trends (like gradual temperature increases or shifting precipitation patterns).

In today’s rapidly evolving world, food production is at the confluence of tradition and innovation. While age-old farming practices have sustained civilizations for millennia, the modern era demands an unprecedented level of precision and foresight. Weather intelligence—the practice of integrating detailed meteorological data with advanced analytics and decision support systems— is revolutionizing food production, from agriculture and fisheries to animal husbandry (Fig. 1.1). This chapter lays the foundation for understanding how accurate and timely weather data underpins food security, economic sustainability, and environmental stewardship. It further highlights global themes addressing the growing demand for food in any nation with a burgeoning population, the challenges of climate change, and the increasing frequency of extreme weather events. This introduction also outlines the objectives and structure of this book, which aims to empower decision makers with the knowledge needed to navigate a world where climate and food production are inextricably linked.
1.1 Context & Importance
1.1.1 The Changing Face of Food Production
Food production has always been sensitive to the whims of nature. Historically, farmers relied on folklore, seasonal patterns, and local wisdom to guide planting and harvesting cycles. With growth and development of atmospheric sciences from 19th century, farmers started depending upon weather forecasts in planning and management of agricultural production systems. However, with the advent of climate change, environmental degradation, and increasingly unpredictable

Digital governance in India has made remarkable strides over the past two decades, transitioning from isolated digitisation projects to an integrated, citizen-centric governance ecosystem. Enabled by policy reforms, technological innovation, and infrastructural development, digital governance has become a cornerstone of the country’s public service delivery, transparency, and accountability. However, the ambitious expansion of digital governance has also encountered systemic and structural challenges that continue to hinder its full realisation. These challenges are not merely technological but are deeply embedded in socio-political, administrative, and economic contexts that define the Indian public administration landscape. While the progress has been notable, the sustainability and inclusiveness of digital governance remain contingent on the country’s ability to address these entrenched constraints. Despite substantial advances, several persistent challenges threaten the transformative potential of digital governance in India. Chief among them is the digital divide across rural-urban, gender, economic, and social lines, which inhibits equitable access to digital services. According to the National Family Health Survey (NFHS-5, 2019–21), internet usage in rural areas remains alarmingly low, with only 33% of women and 57% of men reporting regular access. Infrastructural constraints, human resource limitations, weak system interoperability, cyber-security threats, and concerns about data protection and digital rights compound these disparities. The post-2015 period has witnessed transformative initiatives under the Digital India Programme, including the proliferation of platforms such as Aadhaar, DigiLocker, Unified Payments Interface (UPI), and MyGov, among others (MeitY, 2022). While these developments have significantly enhanced service accessibility and administrative efficiency, they have simultaneously revealed critical gaps in digital infrastructure, policy coherence, data governance, and institutional capacities. For instance, the rural-urban digital divide, disparities

With over 34% of the population residing in urban areas as of 2018 and projections indicating that nearly half the nation will be urban by 2047, the quality of urban governance will decisively shape India’s developmental trajectory (United Nations, 2018). Urban areas are expected to contribute over 70% of the GDP by 2030. However, cities face multifaceted governance challenges ranging from infrastructure deficits and environmental stress to inadequate service delivery and institutional fragmentation (NITI Aayog, 2021). In response, digital urban governance has emerged as a transformative paradigm, leveraging information and communication technologies (ICTs) to enable responsive, efficient, and inclusive urban administration. Digital technologies are increasingly embedded into urban governance structures and processes, from e-governance portals and grievance redressal apps to real-time traffic monitoring systems and digital financial tools. This shift is reflected in flagship national programmes such as Digital India, Smart Cities Mission, and the National Urban Digital Mission (NUDM), which aim to digitise public service delivery, enhance citizen engagement, and enable data-driven decision-making at scale (Ministry of Housing and Urban Affairs [MoHUA], 2021; MeitY, 2015). At the heart of this transformation is the creation of robust digital infrastructure such as Integrated Command and Control Centres (ICCCs), city data platforms, and open APIs combined with evolving institutional frameworks that promote interoperability, decentralisation, and cooperative federalism (Kapur & Joshi, 2021; NIUA, 2023). The chapter explores the evolution and current landscape of digital urban governance in India by first outlining the conceptual underpinnings of urban governance and then transitioning into the digital domain. It analyses the role of urban digital infrastructure and the institutional architecture that supports it, highlighting the coordinated efforts under NUDM to build an open, interoperable, and citizen-centric digital ecosystem across India’s 4,400+ towns and cities (MoHUA & MeitY, 2021). Complementing this are the

In India, where nearly 65% of the population resides in rural areas, the imperative to leverage digital tools for inclusive growth has never been more critical. Rural digital governance refers to the strategic use of information and communication technologies (ICTs) to enhance service delivery, improve livelihoods, and foster participatory development in rural areas. It encompasses various applications from digital health, education, and financial inclusion to precision agriculture, market linkages, and entrepreneurial enablement, each designed to address long-standing structural inequities. Historically, rural regions have been perceived as passive recipients of policy support and welfare interventions. However, with the advent of digital technologies, these areas are increasingly positioned to become both demand drivers through rising incomes and service consumption and supply hubs, contributing to national productivity through digitally enabled livelihoods and enterprises. By enhancing access to essential services, improving the efficiency of traditional sectors such as agriculture and handicrafts, and facilitating diversification into non-farm activities like rural tourism and agri-processing, digital governance catalyzes rural transformation. However, the success of rural digital governance is contingent upon adopting a holistic and contextualized approach. One-size-fits-all digital interventions often fail to address the nuanced realities of rural economies. Effective rural technology deployment requires carefully diagnosing local needs, infrastructural capabilities, and livelihood profiles. In this regard, a participatory approach to technology selection and design grounded in the realities of rural life ensures greater relevance, uptake, and impact. Publicprivate partnerships (PPPs) play a pivotal role in scaling such initiatives, with governments providing scale and legitimacy while private actors contribute innovation, technical know-how, and financial investment.

India’s digital transformation over the past decade has emerged as a defining feature of its governance and developmental strategy, propelled by the ambitious Digital India initiative launched in 2015 by the Ministry of Electronics and Information Technology (MeitY). With a vision to transform India into a digitally empowered society and knowledge economy, the initiative seeks to harness the power of information and communication technologies (ICT) to make governance inclusive, efficient, transparent, and responsive. Digital India marks a paradigm shift in how public administration operates, embedding technology at the core of policy delivery, citizen engagement, and institutional coordination across sectors and tiers of government. Creating a robust and scalable digital infrastructure is at the heart of this transformation. Major projects like BharatNet aim to connect 2.5 lakh Gram Panchayats via high-speed optical fiber, of which over 1.5 lakh were connected by 2020. Simultaneously, establishing more than 3.7 lakh Common Service Centres (CSCs) has extended digital service delivery to rural and remote areas. These CSCs function as inclusive access points, offering health, education, agriculture, banking, and public utilities services in a culturally and linguistically localized format, catalyzing rural digital entrepreneurship and last-mile inclusion. India’s approach to digital governance extends beyond infrastructure to encompass citizen-centric digital services and platform-based public service delivery models. Platforms such as UMANG, eHospital, BHIMUPI, DigiLocker, eCourts, Tele-Law, and eWay Bills have simplified citizen interaction with the state, enhancing the ease of living and improving administrative efficiency. The Government eMarketplace (GeM) has transformed public procurement by making it more transparent, efficient, and accessible for small businesses and start-ups. The Jan Dhan–Aadhaar–Mobile (JAM) trinity has revolutionized welfare delivery by facilitating Direct Benefit Transfers (DBT) into verified bank accounts, eliminating intermediaries, and saving over ?1.7 lakh crore by 2020.

In the context of governance, such infrastructure provides the critical backbone for digital public goods, service delivery platforms, and real-time decision-making systems. India’s strategic thrust towards digitalization since the early 2000s, and particularly after the launch of the Digital India programme in 2015, reflects an ambitious attempt to leverage digital infrastructure not merely as a technological upgrade but as an instrument of governance reform, economic empowerment, and social equity (Ministry of Information & Broadcasting, n.d.-a). Digital infrastructure forms the bedrock of contemporary digital governance, unlocking scalable, secure, and inclusive public service delivery in India. It comprises high-speed broadband networks, State Data Centres, identity platforms, cloud systems, and institutional linkages essential for capturing, processing, storing, and transmitting data across government and citizen-facing services (Aapti Institute, 2024). Since the launch of the National e-Governance Plan (NeGP) in 2006, India’s efforts have focused on strategic infrastructure investments like State Wide Area Networks (SWANs), State Data Centres (SDCs), and Common Services Centres (CSCs) to decentralize digital access across states and districts (Ministry of Information & Broadcasting, n.d.-a). Building on the foundation laid by the National e-Governance Plan, the Digital India Mission—initiated in December 2015—elevated infrastructure development to a national policy priority by integrating platforms such as

The proliferation of mobile devices, growth in internet penetration, and public investments in digital infrastructure have enabled a gradual shift from paper-based systems to platform-based governance. Concurrently, global paradigms such as open government, digital inclusion, and citizen-centric innovation, captured in international indices like the UN E-Government Development Index and the World Bank’s GovTech Maturity Index, have influenced national aspirations and strategy formulation. However, these technological and global catalysts can only be transformative when embedded within a coherent legal and policy framework that ensures institutional legitimacy, citizen trust, and systemic accountability. In this regard, digital governance’s legal and policy foundations are critical for establishing enabling conditions for its practical and equitable implementation. As highlighted by Sachdeva (2002), the transition to digital modes of governance requires not only the removal of outdated regulatory provisions but also enacting new laws on digital authentication, electronic records, data protection, cybercrime, and privacy. Additionally, procedural simplification through single-window systems, interoperability standards, and e-payment protocols is essential to reduce administrative friction and promote

The integration of Information and Communication Technologies (ICTs) into governance structures has enabled a paradigmatic shift from hierarchical, rigid, and often exclusionary bureaucratic systems to more responsive, transparent, participatory, and citizen-centric governance mechanisms (Bhatnagar, 2004; Madon, 2009; Singh, 2013; Rao et al., 2020). This shift aligns with global trends in public administration, where digitalization is seen as a means to enhance state capacity, citizen engagement, and administrative efficiency. India’s progress in this domain is evidenced by its improved performance in international indices. For instance, the United Nations E-Government Development Index (EGDI) 2022 places India 105th out of 193 countries, with notable improvements in the Online Services Index (OSI) and Human Capital Index (HCI), making it one of South Asia’s top digital governance performers despite a recalibrated drop in global ranking (UN DESA, 2022). In the Network Readiness Index (NRI) 2023, India stood at 65th among 134 countries, reflecting advancements in digital infrastructure, skills, and public digital platforms like Aadhaar and UPI (Portulans Institute, 2023). However, challenges persist, as highlighted by the ND-GAIN Index, which underscores India’s vulnerability due to digital inequality and climate-sensitive infrastructure (Notre Dame Global Adaptation Initiative, 2023). These performance indicators reflect a dual narrative: India is at the forefront of digital public innovation, yet its trajectory remains marred by barriers to inclusivity, last-mile service delivery, and institutional adaptability. The conceptual framework of digital governance in India encompasses key principles and mechanisms that collectively aim to bridge these gaps and foster a digitally empowered society and knowledge economy. Digital governance extends beyond mere e-Governance or ICT deployment; it refers to the strategic, integrated use of digital tools to transform governance models, improve service delivery, enhance transparency, and facilitate citizen

The evolution of governance reforms in India must be situated within the broader global and domestic transitions in public administration. Inheriting its foundational structures from British colonial rule, India retained key institutional frameworks post-Independence in 1947, including the Parliament, Executive, Judiciary, and systems of law and order and revenue administration. Although these institutions provided a degree of continuity and stability, they gradually became mired in procedural rigidity, excessive centralization, and legal formalism. Mathur (2013) notes that the performance of the three core organs of governance, the legislature, executive, and judiciary, has drawn increasing public concern, particularly in their responsiveness to the rising aspirations of Indian citizens. In the early decades post-independence, India adopted a centralized, commandand- control model of economic and administrative governance. State officials wielded considerable discretion over the allocation of licenses, quotas, and permits, while the private sector remained underdeveloped and tightly regulated. This framework, while aligned with the nation-building ethos of the time, ultimately led to inefficiencies, corruption, and citizen disenchantment. The 1990s marked a watershed moment in India’s governance trajectory. With a balance-of-payments crisis and external pressures from international financial institutions such as the IMF and World Bank, India adopted neoliberal economic reforms centered on liberalization, privatization, and globalization (Ramesh Singh, 2013). These reforms fundamentally altered the state’s role from a direct provider of goods and services to a facilitator and regulator. A new governance discourse emerged, emphasizing accountability, transparency, efficiency, and citizen participation. This also marked the diffusion of New Public Management (NPM) ideas, which advocated for performance-based administration, managerial autonomy, and partnership with non-state actors. Simultaneously, the Tenth Five-Year Plan (2002–2007) explicitly identified governance as a key determinant of development outcomes, underscoring that economic growth could not be sustained without reforming the institutions

This transformation, enabled and accelerated by Information and Communication Technologies (ICTs), is not merely technical, but deeply institutional, cultural, and political. As states move toward more digitized, networked, and citizen-responsive systems, drawing upon theoretical frameworks that help explain, interpret, and evaluate these complex dynamics becomes essential. Theories provide the conceptual scaffolding necessary for analyzing the design, implementation, outcomes, and unintended consequences of digital governance practices. At its core, a theory systematically explains a phenomenon or set of phenomena. It involves a coherent set of interrelated concepts, assumptions, and propositions that define causal relationships and offer predictive insights (Kerlinger, 2000). According to Prasad et al. (2017), theory represents a systematic grouping of interdependent concepts that offer a framework to organize existing knowledge, explain observable events, and predict yet-unobserved outcomes. Hollander (1967) adds that theories contain one or more functional statements or propositions that articulate relationships between variables to account for empirical realities. Central to any theory are concepts, the building blocks that articulate the causal linkages and assumptions within a conceptual system. When structured together, these elements form a deductive framework for reasoning and explanation. In sum, theory allows us to understand what is happening in digital governance and why, how, and with what implications. Digital governance, distinct from narrower terms like e-government or e-governance, is a multi-layered process involving the reconfiguration of power, the redesign of institutions, the engagement of diverse stakeholders, and the transformation of public value creation in a digitally mediated environment. It encompasses dimensions of public administration, information systems,

The evolution of public administration in the digital age has been anything but linear. As governments worldwide grapple with waves of technological advancement, the boundaries between reform phases such as e-government, e-governance, digital government, and digital governance often blur. Transformations occur unevenly across sectors and regions, with older paradigms coexisting with or even outlasting newer innovations. As Dunleavy, Margetts, Bastow, and Tinkler (2006, p. 216) perceptively observe: “Defining periods in the evolution of any complex system, such as public management systems in advanced industrial countries, is tricky. New developments accumulate while older trends are still playing out and flourishing. Relatively established ideas move from leading-edge countries or sectors to implementation in previous laggard areas, even as the same ideas are being repudiated or reversed in the erstwhile pioneering locations. Moreover, a confusing welter of changes goes on simultaneously, amongst which it is difficult to distinguish ephemeral and hyped-up innovations from those that are fundamental and longerlasting”. This observation aptly captures the administrative reforms’ non-linear and layered character in the digital era. The coexistence of multiple reform paradigms ranging from early e-government initiatives focused on service delivery, to broader e-governance aimed at leveraging technologies for participatory governance, and finally to the strategic integration seen in digital governance illustrates how public sector innovation is cumulative and contested. Digital governance, in particular, cannot replace previous phases. Instead, it serves as their expansion and convergence, wherein technology, data, and citizen-centricity are embedded in policymaking, service design, and institutional accountability. To fully understand the rise of digital governance, examining the broader historical trajectory of administrative reforms is important. Since the 1960s and 1970s, such reforms have consistently remained a focal point for both

While evaluating Indian Journals of Agricultural and Allied Sciences, comprehensive and inclusive databases with many characteristics listed below should be adopted so as to ensure equal focus and benefit from international exposure:
• The database should have regional and multi-lingual journals with proper translation or abstracting, interdisciplinary research output, more and new journals/technical reports/official scientific documents/conference proceedings etc, open access for smaller journals to ensure readily accessible cutting-edge research in agriculture
• The database should provide more nuanced metrics that value realistic impact and localized research contributions considering immediate practical applications
• The database should include a wide range of journals across diverse disciplines, including agriculture, forestry, veterinary sciences, and environmental science with more inclusion of regional and specialized journals, providing access to a broader spectrum of agricultural research
• The database should emphasis on journals from developing regions, which often publish research addressing local agricultural challenges. This diversity helps in showcasing research contributions from regions/countries with significant agricultural economies
• The database of agriculture-related journals should overlap with other related fields viz., environmental science, biology, and social sciences, reflecting the interdisciplinary nature of agriculture. This helps researchers access a more comprehensive set of resources

The advancement of agricultural sciences depends on systems that are fair, inclusive, and innovative. The rating of agricultural journals requires unique considerations due to the interdisciplinary and regionally diverse nature of agricultural research. By addressing structural inequities, prioritizing accessibility, and fostering leadership, the global agricultural research community can ensure its continued relevance in solving the most pressing challenges of our time (Fig. 17.1).
This book has explored the multifaceted issues facing agricultural sciences, offering a comprehensive roadmap to create systems that uphold the highest standards of equity, innovation, and collaboration.
17.1. Reforming Journal Ratings
A key pillar of advancing agricultural sciences lies in the reform of journal rating systems. Current systems often rely heavily on impact factors, a metric that, while useful, is not comprehensive. By moving toward a multidimensional evaluation framework, we can prioritize relevance, diversity of contributions, and societal impact alongside citation metrics. Reforms could include:
• Incorporating qualitative assessments of journals, such as their contributions to underrepresented research areas or regions.
• Promoting open-access journals that adhere to rigorous peer-review standards.

The final chapter of this exploration into agricultural sciences casts a forward-looking lens on the opportunities and challenges that lie ahead. As global population levels continue to rise, with estimates suggesting we will surpass 9 billion people by 2050, the demand for sustainable and efficient agricultural practices has never been more urgent. Emerging challenges, such as climate change, biodiversity loss, soil degradation, and water scarcity, coupled with rapid technological advancements, are reshaping the landscape of agricultural research and publishing (Fig. 16.1).
This chapter delves into how the integration of advanced technologies, the promotion of open-access publishing, and global cooperation can revolutionize agricultural sciences. It also highlights the importance of equity, innovation, and adequate funding in driving this transformation.
16.1. Advanced Technologies and Their Transformative Potential
In the past decade, advanced technologies like artificial intelligence (AI), machine learning (ML), and big data analytics have become central to scientific inquiry. These tools are now increasingly being applied to agricultural research, offering unprecedented opportunities for innovation. For example, AI-powered predictive models can help forecast crop yields, pest outbreaks, and weather

Policy plays a critical role in shaping the future of agricultural sciences. It determines the resources allocated to research, the inclusivity of publishing practices, and the extent of global collaboration (Fig. 15.1).
This chapter outlines actionable policy recommendations to support equitable publishing, strengthen research infrastructure, and encourage global partnerships. Furthermore, it delves into the importance of fostering interdisciplinary research and emphasizes why agricultural sciences need to continue gaining momentum in the face of global challenges.
15.1. Equitable Publishing Practices
Access to academic publishing remains a significant challenge for researchers in developing countries. High article processing charges (APCs) for open-access journals often exclude underfunded institutions and individual researchers. Policy interventions are essential to create a more equitable publishing ecosystem.
15.1.1. Subsidies for Open Access Publishing
Governments and funding agencies should subsidize APCs for researchers from low-income and middle-income countries (LMICs). For instance, the Plan S initiative-backed by organizations like the European Science Foundation—aims to make all publicly funded research open access (Plan S, 2018).

The Sustainable Development Goals (SDGs) are a set of 17 interconnected goals established by the United Nations in 2015 as part of the 2030 Agenda for Sustainable Development. These goals aim to address global challenges, including poverty, inequality, climate change, environmental degradation, peace, and justice (Fig. 14.1).
14.1. Sustainable Development Goals (SDGs)
The SDGs provide a universal framework to achieve a better and more sustainable future for all. Following is the list of the 17 SDGs
1. No Poverty: End poverty in all its forms everywhere.
2. Zero Hunger: End hunger, achieve food security, improve nutrition, and promote sustainable agriculture.
3. Good Health and Well-Being: Ensure healthy lives and promote well-being for all at all ages.

The current systems of journal rating and evaluation have long been criticized for their emphasis on narrow metrics, such as the journal impact factor (JIF), which often fail to reflect the broader contributions of academic work. Despite their widespread use, these systems frequently reinforce inequities within academia, marginalize underrepresented voices, and fail to prioritize the societal impacts of research (Fig. 13.1).
This chapter consolidates recommendations for reforming journal rating systems, emphasizing fairness, inclusivity, and societal impact. Drawing on existing literature and expert recommendations, we outline a comprehensive framework for designing a rating system that balances academic rigor with accessibility and relevance.
13.1. Revising Evaluation Metrics
The reliance on metrics such as JIF has perpetuated a cycle of prioritizing high-citation fields and well resourced institutions. Garfield (2006), the founder of the JIF, himself noted that it was never intended to serve as the singular measure of research quality, yet its dominance in academia persists. Critics argue that the JIF favors fields with inherently higher citation rates, sidelining disciplines such as the humanities, social sciences, and regional studies (Moher et al., 2018). Moreover, the JIF incentivizes salacious or sensational findings that attract citations, often at the expense of methodological rigor (Brembs et al., 2013). To address these issues, scholars have proposed alternative evaluation metrics that prioritize broader dimensions of impact. For example, the Leiden Manifesto (Hicks et al., 2015) outlines ten principles for responsible research evaluation,

National journals play a crucial role in the dissemination of regionally relevant research, particularly in specialized fields such as agricultural sciences. These journals act as accessible platforms for researchers, practitioners, and policymakers to share findings, innovations, and solutions tailored to local contexts. Strengthening national journals is essential for fostering knowledge exchange, promoting inclusivity in scientific communication, and addressing the unique challenges faced by different regions (Fig. 12.1).
This chapter explores strategies for improving the quality, visibility, and credibility of national journals, with examples from countries across the globe, including those outside North America and Europe. Case studies of successful initiatives are included to illustrate best practices for empowering local publishing platforms, with a particular focus on non-English publications.
12.1. The Importance of National Journals in Agricultural Sciences
Agricultural sciences are inherently context-dependent. Local factors such as climate, soil type, cropping systems, and socioeconomic conditions influence the challenges faced by farmers and the solutions that are most effective. National journals provide a vital medium for addressing these region-specific issues, enabling researchers to publish studies that may not align with the broader focus of international journals. Furthermore, these journals often cater to the immediate needs of local policymakers, extension workers, and educators, ensuring that research findings are translated into actionable outcomes.

Predatory journals undermine the integrity of academic publishing by charging exorbitant fees without providing rigorous peer review. These deceptive entities exploit the academic community, especially targeting early-career researchers, those from underfunded institutions, and scholars in developing countries. By prioritizing profit over quality, predatory journals erode trust in the research ecosystem, dilute scientific knowledge, and tarnish the reputation of genuine academic endeavors (Fig. 11.1).
This chapter delves into the multifaceted challenges posed by predatory journals and outlines comprehensive strategies for researchers, institutions, and policymakers to combat their pernicious effects.
11.1. Understanding Predatory Journals
Predatory journals are characterized by their lack of transparency, absence of editorial rigor, and aggressive solicitation of authors. They often masquerade as legitimate open-access journals but fail to adhere to the ethical standards of scholarly publishing. Unlike reputable journals, which uphold rigorous peer-review processes to ensure the validity and originality of research, predatory journals accept articles with minimal or no scrutiny. This results in the dissemination of low-quality or even fraudulent research, undermining the credibility of academic literature.
Several red flags can help researchers identify predatory journals. These include:

These systems, designed to evaluate and rank academic journals based on various metrics, play a pivotal role in shaping research priorities, funding allocations, and academic career trajectories. However, despite their importance, many journal rating systems are criticized for lacking transparency and ethical rigor (Fig. 10.1).
This chapter explores these shortcomings, focusing on potential biases embedded in current systems and proposing solutions to enhance their transparency and fairness.
10.1. Role of Journal Rating Systems in Academic Publishing
Journal rating systems serve as gatekeepers in the academic publishing ecosystem. They influence where researchers choose to publish their work, how institutions evaluate scholarly output, and how funding agencies allocate resources. Metrics such as impact factor, h-index, and SCImago Journal Rank (SJR) are commonly used to rank journals. These metrics, while useful, often reduce the multifaceted nature of scholarly impact into single numerical values, potentially oversimplifying and distorting the evaluation process. The reliance on these metrics creates a feedback loop wherein highly ranked journals attract more submissions, increasing their citation counts and reinforcing their dominance. This system can marginalize smaller or niche journals that publish

Global agricultural research, an essential field in ensuring food security and sustainable development, is heavily influenced by the academic and publishing ecosystems in Europe and North America. 9.1. Dominance of Europe and North America in Agricultural Research
Publishing
The dominance of Europe and North America in agricultural research publishing is evident from the distribution of international journals in agriculture and allied disciplines. Approximately 75% of these journals originate from these regions. Breaking this down further:
• Europe accounts for 43.6% of international journals, with leading contributors including the United Kingdom (14.1%), the Netherlands (8.5%), Germany (6.2%), France (4.3%), Italy (3.5%), and other European countries (7.0%).
• North America contributes 31.4%, with the United States alone publishing 28.5% and Canada accounting for 2.9%.

In the evolving landscape of agricultural sciences, integrative research models have emerged as a cornerstone for addressing complex, multifaceted challenges. These models bridge the gap between theoretical frameworks and their practical applications, ensuring that innovations are not just conceptual but also actionable and impactful. This chapter delves into the essence of integrative research models, highlighting their significance, successful case studies, and strategies to foster their adoption and effectiveness in agricultural progress.
8.1. The Need for Integrative Research Models
Agriculture today is at the nexus of critical global challenges, including climate change, food security, biodiversity loss, and resource scarcity. Traditional, siloed research approaches often fall short in addressing these interconnected issues. Integrative research models offer a paradigm shift by combining insights from diverse disciplines such as agronomy, ecology, economics, data science, and social sciences. This approach not only enhances the depth of understanding but also ensures that solutions are holistic and sustainable (Fig. 8.1).
One of the primary drivers for adopting integrative research models is the increasing complexity of agricultural systems. Modern agriculture is no longer

The G20 Chief Science Advisers Roundtable (G20-CSAR), initiated under India’s G20 Presidency, is a flagship program aimed at fostering collaboration and enhancing access to scholarly scientific knowledge. This effort emphasizes the synergy of scientific expertise, ensuring that innovations and advancements are not only accessible but also utilized effectively to address pressing global concerns, such as climate change, public health, sustainable development, and digital transformation. Through this platform, India seeks to promote open science, equitable knowledge-sharing, and stronger international cooperation in research and development.
7.1. Qualities of Effective Leaders in Agricultural Sciences
To excel in agricultural sciences, leaders must embody a diverse range of qualities that enable them to inspire teams, foster innovation, and drive impactful research. These qualities include:
7.1.1. Strong Communication Skills
Effective leaders in agricultural sciences must be adept at communicating complex scientific concepts to diverse audiences. Whether engaging with fellow researchers, policymakers, farmers, or the general public, they must tailor their messages to ensure clarity and relevance. Strong communication skills are also essential for securing research funding, building partnerships, and advocating for science-based policies.

In the world of academic publishing, Article Processing Charges (APCs) have emerged as a significant barrier, particularly for researchers from countries with limited resources like India. These charges, often levied by open-access journals to cover the costs of peer review, editing, and dissemination, have created a financial divide that impedes equitable access to scholarly communication. This chapter delves into the multifaceted challenges posed by APCs and outlines potential solutions to address the inequities they perpetuate (Fig. 6.1).
6.1. The Burden of Article Processing Charges
The financial burden of APCs is disproportionately felt by researchers in developing nations. Many prestigious open-access journals charge APCs ranging from $1,000 to $5,000 or more per article. For researchers in high-income countries, these charges might be manageable, supported by robust institutional funding or grants. However, for their counterparts in countries like India, where research funding is limited and often tied to modest institutional budgets, such costs are prohibitive. The disparity in income and currency exchange rates further amplifies this challenge. A charge of $2,000, for instance, could equate to several months’ salary for a researcher in India, compared to a fraction of that amount for a researcher in the United States or Europe.

Increased importance of research publications, impact factor and citations as metrics in evaluating science and assessing the quality of research is driving unethical practices too in research and publications. Adding to that, limited access to research publications, exuberant subscription charges, heavy article processing charges and several other transboundary science and technology issues are further dividing the scientific community which is severely impacting the progress of the Nation (Pathak, 2025). The National Academy of Agricultural Sciences (NAAS) journal rating system serves as a cornerstone for researchers in India, particularly in the domain of agricultural sciences. Its significance lies in providing an accessible and systematic framework for evaluating the quality and relevance of academic journals. This chapter explores avenues for enhancing the NAAS journal rating methodologies to ensure greater accuracy, inclusivity, and ethical rigor in the assessment process. By integrating global best practices, incorporating diverse metrics, and addressing emerging challenges in the academic publishing landscape, the proposed framework aims to make NAAS ratings more robust and globally competitive. To enable universal access to scholarly scientific literature, under Aatmanirbhar Bharat it would be appropriate to strengthen our own Indian Journals to compete globally in the long run. In this regard, NAAS rating of Agri-journals has been a progressive step and NAAS should continue to upgrade its evaluation mechanism. The Professional Association of Agricultural Societies (PAAS) and NAAS partnership in upgrading of publications in Indian society journals should be encouraged.

Since its founding in the early 2000s, Scopus - which describes itself as a “source-neutral abstract and citation database curated by independent subjectmatter experts” — has been recognized as one of the top research indexes. At the time of writing this blog post, Scopus includes over 25,100 titles from 5,000 publishers, spanning 240 academic disciplines - with a staggering 76.8 million core records. Scopus encompasses research across scholarly disciplines but consists primarily of science and technology articles (Fig. 4.1).
There are many benefits to having journals added to the Scopus database. In addition to its extensive content coverage encompassing virtually all subjects, Scopus is known for its high level of academic rigor, including an annual journal re-evaluation process, which it requires as “an incentive for journals to maintain their high content quality.”
Scopus also provides a wide range of metrics for indexed content, including
• Journal-level metrics such as Citescore, which both publishes an annual impact score and gives monthly updates on how things are currently shaping up for each of the indexed titles via the CiteScore Tracker
• Article-level metrics such as PlumX, which analyzes how readers are responding to content in the broader online context (i.e., via tweets, blogs, Wikipedia references, etc.)
• Author-level metrics such as the h-index, which aims to provide an objective measure of the overall impact of individual authors’ publication histories.

Journal Citation Reports (JCR) and SCImago Journal Rank (SJR) are widely used metrics for evaluating journal impact. While JCR is based on Web of Science and emphasizes high-impact journals, SJR uses Scopus data, offering broader geographic and disciplinary coverage. This chapter evaluates their relative strengths and weaknesses, focusing on their applicability across disciplines and geographies. Multiple trends also impact research landscapes across the globe (Fig. 3.1).
Comprehensive tables provide a comparative overview of which metric is more suitable for various disciplines and global regions. The assessment of academic journals plays a critical role in research evaluation, academic promotions, and funding decisions. Two prominent journal-ranking systems, JCR and SJR, serve as benchmarks for these purposes. JCR, managed by Clarivate Analytics, primarily focuses on citation frequency over a two-year window. Conversely, SJR, developed by SCImago using Scopus data, incorporates a prestige-weighted citation approach over a three-year period (Fig. 3.2). Several of our Indian Scientific Journals are not covered by JCR. As more than 80 per cent Journals are from Europe and North America. The CLARIVATE covers only few Indian Journals most of which are published by Central Government Agencies
