Climatic factors like increase in temperature, carbon dioxide (CO₂) concentration, moisture, and other factors directly or indirectly affect agriculture, which have been elaborately dealt in previous chapters. Climate change causes weather variability that may result in low production, hike in price of agricultural commodities including food grains, vegetables, fruits, meat, egg and milk. It is now realised that climate resilient agriculture (CRA) will be imperative to reduce the vulnerability of agriculture to the climate change.

Agriculture and Food Security

Food security refers to a situation when people gain physical and access to enough food to meet the dietary requirements for a healthy life for all times. A household can have food security when all the members lead a hunger free life. It is estimated that nearly 800 million people in the world go to bed hungry every night. Food security exists when all people, at all times, have physical and economic access to sufficient, safe and nutritious food that meets their dietary needs and food preferences for an active and healthy life (World Food Summit, 1996). This definition gives rise to four dimensions of food security: availability of food, accessibility (economically and physically), utilization (the way it is used and assimilated by the human body) and stability of these three dimensions.

Climate and Agriculture

Soil, climate and water are three basic requirements of a crop to be grown in a particular region. Climate affects the temperature trends, seasons, length of the growing season, amount of sunlight and the seasonality of sunlight etc. A change in climate may cause recurrent droughts, floods and weather extremities that would affect the agricultural production, human livelihoods, health and biodiversity. The relationship between agriculture and climate is complex as it is dependent on climate and also plays a contributing role in emission of greenhouse gas (GHG). Greenhouse gases include carbon dioxide, nitrous oxide, methane, chlorofluorocarbons (CFCs), hydro-chlorofluorocarbons (HCFCs), hydro-fluorocarbons (HFCs), per fluorocarbons (PFCs) etc. , which play a significant role in climate change.

Climatic Factors and Crop Growth

Crop growth depends on internal and external factors. Internal factors are mostly genetic or hereditary factors which include high yielding ability, resistance to lodging, tolerance to adverse conditions such as drought, flood and salinity, tolerance to insect pests and diseases, and grain quality. The external factors include climate, edaphic, biotic, physiographic and socio-economic factors.

Modern agriculture requires certain precise information on pattern of rainfall, temperature, occurrence of drought and flood etc. for formulating required strategy for crop production. It also requires knowledge about agro-climatic conditions of the region for deciding a planned cropping pattern. Therefore climatic classification and delineation of agro-climatic zones would be imperative for a country or state.

Weather and climate have profound influence on agriculture of a region. There are some differences between these two terms. Weather describes the state of the lower atmosphere of a place with respect to temperature, precipitation, wind direction, wind speed, humidity, cloudiness and pressure etc. over a short period of time. The short term variations over minutes to days are indicated as weather of a location. It says whether the atmosphere is hot or cold, rainy or dry, sunny or cloudy, still or cyclonic and so on usually for period of 24 hours. The weather may vary from place to place and from time to time due to difference in temperature, cloudiness, humidity, rain and other events of atmosphere. It may be sunny at one locality, but rainy at another locality.

The Asia-Pacific region, particularly the rural areas within CMCs, faces severe climate change impacts, including frequent natural disasters, rising temperatures, and sea-level rise, which threaten agriculture, livelihoods, and food security. Climate- resilient rural development (CRRD) is crucial for mitigating these vulnerabilities, addressing challenges such as agricultural dependency, limited infrastructure, governance gaps, financial constraints, and socio-cultural barriers. Key approaches like climate-smart agriculture, strengthened infrastructure, innovative start-up ecosystems, enhanced access to climate information, and inclusive policies empower rural communities to adapt and thrive. Stakeholders—governments, international organizations, the private sector, and local communities—play complementary roles in driving resilience through policy, funding, technology, and grassroots innovation. Sensitising all stakeholders across countries to mainstream climate change aspects and its impact on livelihoods, among all departments and the information dissemination by these departments to the public and relevant stakeholders regarding the climate change effects needs to be a continuous process. The Imperative for Regional Collaboration Climate change poses a transboundary threat that no single nation can address in isolation. In CMCs, rural populations, often dependent on agriculture and natural resources, are disproportionately vulnerable. For instance, Assam, India, faces rising temperatures and frequent floods, threatening 86% of its agriculture-dependent rural population. Similarly, Bangladesh, a climate change hotspot, grapples with salinization and cyclones that disrupt rural livelihoods. Regional collaboration offers a pathway to pool resources, share expertise, and develop scalable solutions. Climate-resilient rural development is a critical priority for CMCs, given their vulnerability to climate change impacts such as floods, droughts, cyclones, and rising temperatures. Similarly, India's National Mission for Sustainable Agriculture promotes climate-smart farming techniques like zero-tillage and drought-resistant seeds (MoAFW, India 2023). The vulnerability of agriculture and livelihoods in the Member Countries of the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) poses a significant threat to achieving climate- resilient rural development. CIRDAP includes 15 member countries: Afghanistan, Bangladesh, Fiji, India, Indonesia, Iran, Laos, Malaysia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, and Vietnam [CIRDAP, 2023]. ]. In many Asian countries, agriculture is still practiced using traditional methods that do not incorporate climate data or modern techniques. While Chapter 2 focused on how abiotic (non-living) factors like weather directly influence crops, this chapter explores the impact of biotic (living) factors that interfere with crop growth, development, and yield. Critically, we will also examine how meteorological conditions play a significant role in the prevalence, spread, and severity of these interferences. Biotic interferences refer to the detrimental effects of living organisms on cultivated crops, leading to reduced yield, quality, or even complete crop failure. The three main categories are pests, diseases, and weeds (Fig. 3.1).

Pests are organisms, primarily insects and mites, but also nematodes and some vertebrates, that directly damage crops by feeding on them, laying eggs in them, or transmitting diseases.
