1. Bibliometric

Bibliometrics is the application of quantitative techniques to analyze the volume, the movement, the frequency and the characteristics, etc of published documents and the related activities. Alan Pritchard was first to use the word “Bibliometrics” in an article “Statistical Bibliography or Bibliometrics” published in the 1969 issue of the “Journal of Documentation”. He defines Bibliometrics as “the application of mathematical and statistical methods to books and other media of communication.” In a later article, Pritchard explained Bibliometrics as the “metrology of the information transfer process and its purpose is analysis and control of the process”. Bibliometrics is a set of methods used to study or measure texts and information (Wikipedia, 2011).

E-publishing and information accessing have become easy and convenient mainly because of Internet and the World Wide Web technologies. Most digital libraries were developed in the past by taking up projects based on specific disciplines and then developed into full-fledged digital libraries. The inter-networking communication links, low cost storage solutions, powerful desktops, workstations, servers and multimedia hardware and software technologies are now available for initiating the Digital Library projects in India. Development in ICT (Information Communication technology) have brought about the merger of the computing, information, Communication, entertainment, mass media industries thereby providing a means of exchanging information in the digital format used by computers.

ABSTRACT

ICT has seen its vertical as well as horizontal growth in various domains, be it rural livelihood sectors and governance. India is well poised to take the benefits of ICT to the common man. There has been consistent progress in addressing the challenges that exists - be it infrastructure or social barriers. The India Development Gateway (InDG) initiative is in response to limitations that exist at the social front. InDG facilitates rural empowerment through provision of relevant information products and services that respond to the real and strategic needs of the rural communities, in their local languages.

ABSTRACT

Jharkhand state is endowed with vast and rich natural resources. It’s 80 per cent population resides in 32,620 villages and depends mainly on agriculture and allied activities for their livelihood. Rural population in Jharkhand still suffers from several ailments, weakness and constraints which come in the way of the use of ICT for agricultural development. Low level of literacy, poor socio-economic status, low penetration of extension services, language barrier, lack of electricity, etc., are some of the problems due to which  the farmers are unable to access the latest techniques in farming through different ICT services and are using the traditional knowledge and techniques which yields very less.

ABSTARCT

The  Himalayan Institute Hospital Trust (HIHT) has been working in the agriculture field since, 1999. At present, it is focusing on a Research-based project on the cultivation of Aromatic/ Medicinal plants aiming to promote Medicinal and herbal cultivation and increase the income and participation of community. Initially the grant -in-aid is being provided to some farmer groups in  Shilogi village of Tehri District and  Malethi village in Pauri District.  These farmers came forward and offered their land for research work. The project supported the community through both, backward and forward linkages. Rural Development Institute, HIHT, is facilitating the whole operation, from choosing the coordinators to the advisory agencies. RDI is trying to make sure a proper people (especially poor) friendly delivery mechanism through village Resource Centre.

ABSTRACT

Information and Communication Technologies (ICTs) are for everyone and that does not mean for urban or rural communities. Recent developments in the fields of information and communication technology are indeed revolutionary in nature. By definition, Information and Communication Technologies (ICTs) are a diverse set of technological tools and resources to create, disseminate, store, bring value-addition and manage information. Knowledge thereby becomes the fundamental resource for all economic and developmental activities in the knowledge society, of which rural poor form an equal part. The process of synthesis of knowledge possessed across communities with the global pool of knowledge and with the scope for further enrichment provides the genesis for information sharing.

ABSTRACT

Agricultural growth is a catalyst for broad based economic development in most of the low-income countries. Over the last few decades, the share of agriculture in GDP has steadily declined in India from over 50 per cent in the 1950s to 18.5 per cent in 2006-07. The role of extension personnel in this juncture has become immense and there is a mammoth task ahead in the era of contract farming, organized retailing and market led extension. Information and Communication Technology (ICT) is an umbrella that includes all technologies for the communication of information.  It caters for individualized instruction and the contents could be easily updated and expanded.

Probably since the beginning of agriculture, farmers have recognized the value of rows of trees/ shrubs planted in the farm (called as Agroforestry) which offers environmental protection, crop and livestock production and reduce the soil health hazards. The role of agroforestry is immense in the undulating terrains like North East India, rain fed area like Central India or the problem soils in general. Even though research and extension work is on the way to increase the trees out side the forest, the information and knowledge on best tree + crop combination is either scarce or limited to regions in the form of research articles, books or  journals. The recent scope of Information and Communication Technology (ICT) and its applicability due to its easy, fast and any where accessibility have opened the window of opportunity towards the scientific agroforestry and farm forestry developments. One such means of ICT is through the availability of useful databases and websites on agroforestry.

Communication is now one of the central issues in developing societies. Knowledge expansion, information technology and technology dissemination are the three very important dimensions of any development system be it agriculture, industry and whatever. Revolutionary changes in communication policies, techniques and strategies are needed in order to make information is a fundamental right to the poor rather than making communication a privilege enjoyed by the rich and powerful. Transfer of agricultural technology generally aims at speedy diffusion of novel agricultural information from the place of invention to the place of adoption. In the current Information and Communication Technology (ICT) era, human dependency on computer and allied modern electronic gadgets for executing day to day activities is inevitable. All fields are being influenced by the interventions of ICT and agriculture is in no way an exception to it.

ABSTRACT

The concept of the Kissan Call Centres-KCCs (Farmers’ Call Centres-FCCs)) was a logical outcome of the Government of India’s (GOI’s) commitment to leverage the ICT for overcoming the constraints of distance and time in providing new generation extension services to the farmers of the country by facilitating their direct virtual contact with the agricultural extension and expert personnel. The study on KCC has shown that farmers in the age group of 29 to 48 years are the biggest user group of KCC helpline. In terms of academic background, farmers with a minimum exposure of six to seven years to formal schooling (86%) seek to utilize the KCC support and relatively inexperienced farmers with less than 10 years of experience are more likely (47.5%) to call the KCC. The scope to enhance awareness and access among women farmers to the KCC helpline is huge as their current levels of participation are negligible. As regards the performance of KCCs, 84% of the farmers who called the KCCs expressed overall satisfaction from the advice provided through the helpline.

1. Introduction

With the advent of globalization and subsequent economic liberalization, the focus of Indian agriculture is shifting from “subsistence” to “commercial” mode, where farming is viewed as a “business” rather than “life-support” system of poor farmers. Enabling farmers “decision-making” capacity is a primary driver of success in the market-oriented agriculture. This “commercial focus” has brought tremendous changes in the “nature” and “mode” of extension work. On the other hand, extension work organizations in developing countries like India, are being impacted by sharp decline in public sector funding, rapid technological innovations especially in the Information and Communication Technologies (ICTs), and the shift to a knowledge-based workforce. These developments created new opportunities for the extension workers to perform the information dissemination, capacity building and technology application more effectively. 

Abstract

The study was conducted in Tumkur district which is considered as a very progressive district with 7230 SHG’s. It has 11 taluks out of which Tumkur taluk was selected for the study. Within this taluk, a cluster of 7 SHG’s were considered for the study. The results show that more than three fourths of Stree Shakthi group members came to know about the Stree Shakthi Programme through anganawadi workers (92.5%) followed by news papers (7.5%). It is also interesting to note that 87.5% reported that to a great extent their attitude changed about bringing up their children without discrimination, sending their daughter to school compulsorily and growing vegetables in their backyard. Further results reveal that SSP is changing the attitude of rural setting. Family problems, cast and religion, lack of encouragement in the family, political problem were the major constraints in SHG as perceived by the members.  Still SSG has made some qualitative changes in the lives of the rural people.

Abstract

Farm women are the backbone of Indian agriculture. They contribute more to food production and family income in terms of skilled and entrepreneurship than is generally known or accepted. Thus the governmental efforts to reach the development goals may be jeopardised by not taking into account the women’s contribution to agriculture. In this age of scientific development farm women have not participated to the extent they are expected in agriculture because they are not recognized as tangible contributors to agricultural development. They always remained as invisible workers in spite of their pivotal role and remain silently behind all the efforts of men. Very few scientific and empirical investigations have been made to examine the actual participation of farm women in crop production and dairy production activities. Taking the above situation into consideration, four minuscule studies were conducted in Bangalore, Mysore, Mandya and Chamarajanagar districts of Karnataka to know the level, extent and nature of participation of women in home, farm and livestock production activities.

The progress and prosperity of a nation depends to a large extent on well trained and disciplined youth. The youth of today are the adults of tomorrow and farm families of the future. More than half of the India’s population is below 35 years of age. Majority of these young people live in village where they do not have adequate opportunities for vocational training and formal schooling. This vast youth population has limitless energy and enthusiasm. The proper chanalization of this energy for constructive work can make India one of the most developed and prosperous nations of the world. Youth are the future of India, it is therefore, essential to harness them in an organized manner to build up the backbone of the country. If they are given good training they grow up as individuals-physically, mentally and morally capable of playing their full part as adult members of our welfare society.

Youth, defined as those who belong to the age group of 13-35 in the National Youth policy 2003 of India, is considered to be the most vital segment of the population. Across the globe youth is being treated as an asset for a country’s development and enormous investment is being made to develop the human capital. The challenge of nations like India with ‘Youth Bulge’ in their population is to channelize the energy into positive and creative development process. Youth in the 21st Century aspires for a just global order,  They are looking for democratic process in all spheres of life, whether it is education, employment or decision making.  The issues and concerns of youth are fast changing in tune with the technological innovations.

The major impact of the two important components of the Karnataka Watershed Development Programme (KWDP) viz farming system intensification and watershed treatment will be on land-based enterprises and land owners, although to a certain extent landless families would also benefit from the increased labour demand through intensification of agriculture. To ensure growth with equity among all the stakeholders in the project, it is imperative to have practical, market-driven, complementary and supplementary income generating activities for weaker sections of the community, including SCs, STs, women, landless persons, families below the poverty line and other vulnerable groups in project districts.  Hence, it is imperative to raise the status of landless families above the poverty line.  The SHGs are to be encouraged to take up viable enterprise and to enhance their fund mobilization by regular savings, investment in viable income generating activities and in time repayment of the loan taken.  The IGAs are meant mostly for the landless and asset less stakeholders in the watersheds.

Switching over to alternate production systems, or adoption of modern production practices are far beyond the scope of Scheduled Caste and other vulnerable farmers due to their poor resource base and economic conditions

The agricultural production systems are largely dependent on rainfall, vagaries of climate, and biophysical environment including market dynamics. Continuously, threatened livelihood systems lead to low income generation, insecurity in food production, and compels to live in below poverty line (BPL).
 
The basic approach of agricultural extension focuses on reach to small, marginal/rural women/rural youth. It also includes strengthening and up-scaling of on-going extension reforms, provision of quality manpower and promotion of commodity based farmers organizations and thrust on market-led extension.

The National Development Council had visualised an overall growth rate of 10 per cent for the XI Five-Year Plan for which agriculture sector has to contribute a growth rate of about 4.1 per cent as against 1.7 per cent. Hence, there is a need for vibrant, dynamic and innovative approaches to be adopted for agricultural extension in order to achieve the targeted growth rate.

During the last 21 years, the scientists and scholars of the M.S. Swaminathan Research Foundation (MSSRF) have been working on the design and implementation of projects which could have a large extrapolation domain in respect of imparting a pro-nature, pro-poor, pro-women and pro-sustainable livelihood orientation to technology development and dissemination. I would like to write about a few of the MSSRF initiatives, which have now become state, national and global programmes.

Mahila Kisan Sashaktikaran Pariyojana: Strengthening the role of women in agriculture

MSSRF initiated the Mahila Kisan Sashaktikaran Pariyojana in the Vidarbha region of Maharashtra in 2007 for empowering women farmers, including the widows of farmers who had committed suicide, in areas related to enhancing the productivity, profitability and sustainability of small-scale rain-fed farming. The empowerment measures incorporated access to technology, credit, inputs and market.

Abstract

Water is an indispensable natural resource for sustaining the environment, supporting life and responsible for sustainable agricultural growth and development wherein agricultural sector is the major user of the water resource. The integrated management of water resources could only be possible through adoption of efficient and optimum use of irrigation water, which could only be ensured by judicious and economic use of irrigation potential whatsoever created to increase crop production. The integrated water resources management also includes the concept of rainwater management that has got an immense important on the way to develop the rainfed farming system. Previously, rainfed agriculture was associated primarily with conservational land treatments to check soil erosion and land degradation. But in the areas of medium to heavy rainfall, there is ample scope of tapping excess rain water through suitable water harvesting structures constructed for this purpose for its subsequent uses as irrigation or to apply lifesaving irrigation to the crops which should also come under the purview of water management for crop production.

Abstract

Biological drainage relies on vegetation, rather than engineering mechanisms to remove excess soil water through evapo-transpiration. It is often considered attractive because it requires only an initial investment in site development (planting of a “bio-drainage crop”) and (potentially) returns a benefit when the bio-crop is harvested for fodder, wood or fibre. Presently about one-third of the world’s irrigated area faces the threat of waterlogging. Considering long-term viability of bio-drainage, the systems would be subjected to the same scrutiny as other plant-based biological systems with regards to nutrient and salt-balance and soil considerations. Moreover, large-scale adoption of bio-drainage crops could include considerable tracts of land and socio-economic considerations.

Abstract

The increase incidence of plant diseases have created challenging troubles in commercial agriculture and posed economical threats to both conventional and organic farming systems. To combat these problems there has been indiscriminate use of the synthetic chemicals that created different types of environmental and toxicological problems. Therefore attention has been directed towards exploitation of plant products or phytoextracts as novel chemotherapeutants in plant protection. Numerous botanical pesticides have been used globally and more has been discovered in due course of time. Pyrethroids, neem, etc are well established commercially as botanical pesticides and recently some essential oils of higher plants have also been used as antimicrobials as they are safe and widely accepted by the consumers. Use of phytoextracts may thus offer a new source of antibacterial, antifungal and antiviral agents against microorganisms. Botanical pesticides are best fitting for organic food production in industrialized countries and can plays greater role in the production and post-harvest protection of food products in developing countries.

Abstract

Access to reliable and affordable irrigation is one of the most important enablers to increase agricultural productivity and income for farmers. An innovative Manual Axis Tracking Solar Pump model and its utility in providing affordable irrigation has been discussed in this paper. The proposed Manual Axis Tracking Solar Pump can increase output on an average 8%-12% more than fixed panel and is much cheaper than automated tracking. This paper deliberates upon the technical features that make the Manual Axis Tracking Solar Pump an advantage over its nearest competitor, the diesel pump. Government of India has already introduced various subsidy-based solar pump schemes and most of them are not popular because of low discharge issue. The low discharge issue can be solved by this proposed optimum tilt-based Manual Tracking Solar Pump, whose sustainable market penetration is suggested through various strategies in the paper, supported by case studies. The proposed entrepreneurship model not only opens a new era of agricultural business but also helps to reduce the GHG emissions.

Abstract

Trade Related Agreements on Intellectual Property Rights (TRIPS) widely affects the agricultural sector which is largely unorganised in India. At the same time this sector remains the bread winner for majority of the population of the country. The Intellectual Property Rights (IPRs) affect the extensive and intensive margins in agricultural trade. This paper draws attention of enterprises in the field of agricultural biotechnology which has genetic modification (GM) as one of its core activity. GM is of benefit in terms of value additive features but also of great concern for the community in conservation of biodiversity. Food & Agricultural Organisation (FAO), being aware of the pitfalls of implementing IPRs in agriculture, constituted an expert panel to study the issues pertaining to the sector. They came up with very clear directives to the FAO on the course of action. This paper aims to focus on this area to identify the micro-level dynamics of IPRs in agriculture and its effects on the rural enterprises in India. The impact of IPRs and its ramifications, the issues of agricultural productivity and its future trajectory, are to be understood from the perspective of an entrepreneur’s policy decisions. This will lead to identification of policies that would help in harnessing IPRs for the growth of Indian agriculture.

Abstract

This paper studies the role and status of Indian Agricultural Market Intelligence System (IAMIS) in improving the economic returns of agri-sector in India. Marketing intelligence makes agricultural marketers, including agri-entrepreneurs, aware and updated and reduces risk in decision making. India produced 275.112 million tonnes of food grains in 2016-17 and the projected requirement is 311million tonnes in 2030. Income of farmers has increased at a CAGR of 10.61% and number of farmers has declined at a CAGR of -0.25% from 1993-94 to 2014-15. Acreage remains stagnant. Given this background, to exploit full potential of agricultural production, market intelligence has a great role. The DES and Department of Food with their 435 market information systems (MIS) units transmit daily information through public media. The essential prerequisite of ensuring farmers’income is that they need credible information about “likely price situation”. Agriculture Marketing Intelligence System (AMIS, 2011) has emerged with the aim to provide services in agriculture and allied sectors. ICAR (1991) took initiatives under World Bank to assist National Agricultural Innovation Project (NAIP) and Export Market Intelligence Cell (EMIC) was set up in Tamil Nadu with ten State Agricultural Universities. This paper uses globally available price forecasting models (ARIMA, GARCH, etc.)on 20 crops to provide an idea of the existing status and policies in agricultural market intelligence.

Introduction

Fisheries sector, a sunrise sector in India, has recorded a faster growth than that of crop and livestock sectors (Kumar et al., 2006). The sector contributes to the livelihood of a large section of economically-underprivileged population of the country. It has been recognized as a powerful income and employment generator as it stimulates growth of a number of subsidiary industries and is a source of cheap and nutritious food besides being a foreign exchange earner (Ayyappan and Krishnan, 2004).

With the changing composition pattern, emerging market forces and technological developments, it has assumed added importance in India. It is undergoing rapid transformation and the policy support, production strategies, public investment in infrastructure, and research and extension for fisheries have significantly contributed to the increased fish production. Particularly, after the mid-1980s, the development of carp polyculture technology has completely transformed the tradition backyard activity into a booming commercial enterprise. The aquaculture in the East Godavari delta region prospered with good yields and export driven demand. The paddy belt of the area rapidly converted into aquaculture hotspot owing to high economic benefits. But in recent years the dwindling of aquaculture and frequent losses caused and forced the farmers to withdraw from the once profit driven occupation. Apart from economic analysis, the motive behind this investigation is to find the efficiency of the farmers and the determinants. This will be useful in finding the lacunae in existing system of culture and will address necessities for shifting to new alternative.

Introduction

Programme for self-employment of the poor has been an important component of the anti-poverty programmes implemented through government initiatives in the rural areas in India. The Swarnjayanti Gram Swarozgar Yojana (SGSY) is the major ongoing programme for the self-employment of rural poor at present. The programme was started with effect from 01.04.1999 after restructuring of Integrated Rural Development Programme (IRDP), and allied programmes namely Training of Rural Youth for Self Employment (TRYSEM), Development of Women and Children in Rural Areas (DWCRA), Supply of Toolkits in Rural Areas (SITRA) and Ganga Kalyan Yojna (GKY) and Million Well Scheme (MWS). Govt. of Orissa have launched ‘Mission Shakti’ programme in 2001 with an aim to have at least three lakh WSHGs by the end of 2008. By the end of March 2008, 3.73 lakh WSHGs have been formed under Mission Shakti (Annon, 2007-08). SGSY has contributed substantially in carrying forward the Mission Shakti activities in the state. A study was conducted by the Center for Management and Development, Thiruvananthapuram for concurrent evaluation of the implementation of the SGSY. It was established that the performance of SGSY in Assam, M.P., Orissa, West Bengal and Bihar was the lowest among the major states (Anon, 2002-03). SGSY is implemented in a very deterministic and top down manner, ignoring the participatory approach that is envisaged in the design. Good governance for poverty alleviation programme seems to be more of rhetoric than reality (Shylendra and Bhirdikar, 2005). The Ministry of Rural Development, Govt. of India has set guidelines for successful implementation of the scheme within the framework of targets under each head. As per the guidelines, all the states are directed to fulfill the targets. After 10 years of implementation of the scheme, an evaluation of the programme in district level and state level is in dire need. Hence, it is attempted to evaluate the physical and financial achievement of the SGSY programme operated at Orissa.

Introduction

India is the second largest producer of fruits and vegetables in the world. Fruits and vegetables are the reservoir of vital nutrients. Being highly perishable, 20-40% of the total production of fruits and vegetables goes waste from the time of harvesting till they reach the consumers. It is, therefore, necessary to make them available for consumption throughout the year in processed or preserved form and to save the sizeable amount of losses. At present, about 2% of the total produce is processed in India mainly for domestic consumption. The most alarming situation is the post harvest losses of fruits and vegetables worth approximately Rs. 18,500 crores per annum. Fruits and vegetables have great potential for value addition and diversification to give a boost to food industry, create employment opportunities and give better returns to the farmers.

Post harvest management of fruits and vegetables plays a significant role in achieving the target of nutritional security to the ever-growing population as well as to meet the requirement of processing industry and export trade.  With the advent and development of food consciousness amongst the consumers, to elaborate food standards, codes of hygienic practice, are necessary to maintain the quality of the food products.

Introduction

Ration formulation is a process by which different feed ingredients are combined in a proportion necessary to provide the animal with proper amount of nutrients needed at a particular stage of production. It requires the knowledge about nutrients, feedstuffs and animal in the development of nutritionally adequate rations that will be eaten in sufficient amounts to provide the level of production at a reasonable cost. The ration should be palatable and will not cause any serious digestive disturbance or toxic effects to the animal.
 
Different species, strains or classes of animals have different requirements for energy (carbohydrates and fats), proteins, minerals and vitamins in order to maintain its various functions like maintenance, reproduction, egg production, milk production and/or growth.
  
Least-cost ration formulation for non-ruminants is being prepared by  linear computer programming. For ruminants the approach used is to maximize the use of roughage, then, concentrate is used to supply the deficient  nutrients to meet the requirement of the animals. It should be remembered that rations for ruminants are formulated on dry matter basis due to wide variations in moisture content of feeds especially roughage.

Introduction

India is blessed with varied agro-climatic conditions. This enables India to grow almost all types of horticultural crops namely fruits, vegetables, potato, tropical tuber crops and mushroom; ornamental crops; medicinal and aromatic plants, spices and plantation crops like coconut, cashew, cocoa, tea, coffee and rubber, in one region or the other throughout the year. India has now a prominent place in world horticulture scenario. Starting from low ebb during first five year, horticulture sector got a boost in 8th plan onwards as a means of diversification to agriculture. Horticulture today, is not merely a means of diversification as envisaged during 80s, but forms an integral part of food, nutrition, economic and employment security. As a result of proper policy initiatives, India is the second largest producer of the fruits and vegetables in the world contributing about 10 per cent to world fruits and 13.8 per cent to vegetable production. Adoption of horticulture crops in production, both by small and marginal farmers, has brought nutritional security and livelihood security in many regions of the country, e.g. Maharashtra, Karnataka, Andhra Pradesh and Kerala and improved overall socioeconomic conditions of the people e.g. Jharkhand and West Bengal.

Introduction

Vermicompost is an organic manure (bio-fertilizer) produced as the vermicast by earth worm feeding on biological waste material and plant residues. This compost is an odorless and clean organic material containing adequate quantities of N, P, K and several micronutrients essential for plant growth. Vermicompost is a preferred nutrient source for organic farming. It is eco-friendly, non-toxic, consumes low energy input for composting and is a recycled biological product. Earthworms are soil invertebrates well known for their contribution to soil transformation and turnover, by breaking down of organic material. The effect of earthworms on soils can take three main forms: effects on biological, physical, or chemical soil properties and processes. These can operate eother directly or indirectly.
 
Farmers are aware that earthworms are generally beneficial.  However, few are familiar with the important species they have on their land and the amount or number of earthworm required for their soil is also a big question to them. It is important that farmers must identify and familiarize with the species of earthworms so that they can be utilized for the purpose of vermicomposting.

Introduction

The productivity of pulses in India has remained stagnant over the past several decades. In the case of pigeonpea, which a major pulse crop in India, it has been hovering around 700 kg ha-1 for the last five decades. Uttar Pradesh (UP) occupies 9.14% (2.16 million ha) of the total area under pigeonpea in the country (23.63 million ha). Poor crop management practices adopted by the farmers, non-availability of quality seed of improved varieties, damage by insect pests and diseases and drought are some of the factors responsible low productivity in pulses. In a recent review, Maruthi Shankar et al. (2004) identified shortage of quality seed as one of the major constraints for increasing pigeonpea production in India. The genetically pure seed alone can increase productivity by 10-15% (Saxena, 2006).

Despite release of several improved varieties of pigeonpea, local landraces dominate the cultivation of pigeonpea in the country. Timely availability of quality seed of improved varieties at affordable price remains one of the major concerns in pigeonpea cultivation. Most of the farmers procure their pigeonpea seed from local traders or rely on their ‘own-saved’ seed.

Introduction

The process of agricultural modernization has produced three distinct types of agriculture. These are industrialized, green revolution and low-external input and unimproved (Chambers et al. 1989) . The industrialized and the green revolution agriculture have been able to respond to the technological package, producing high input, high output systems of agriculture. Most agricultural systems in the industrialized countries count as high external input systems save for the relatively small number of organic farmers (Pretty 1995) . In the countries of the Third World, high-external input systems are found in the large irrigated plains and deltas of South, Southeast and East Asia, and parts of Latin America and North America, but also in patches in other regions. In the industrialized countries farmers modernized by introducing machinery, replacing labour, specializing operations and changing practices to ensure greater production. In the green revolution areas the success lay in agricultural scientists breeding new varieties of stable cereals that matured quickly, and use of inorganic fertilizers, pesticides, machinery, credit and water regulation.

Home to the largest population of poor in the world, India has been a natural candidate for experimenting with micro finance as a tool for poverty alleviation. With a nationalized formal banking sector that has emphasized rural and developmental banking for several decades now, India’s involvement with small credit targeted primarily at the rural poor is hardly new. Micro-credit, in the sense of small loans to the poor, is of ancient origin in India. Micro-Finance has, in recent times, come to be recognised and accepted as one of the new development paradigms for alleviating poverty through social and economic empowerment of the poor, with focus on empowering women. Experiences of different anti-poverty and other welfare programmes within the country and elsewhere, have shown that the key to its success lies in the participation of community based organisations at the grassroot level. People’s participation in credit delivery, recovery and linking of formal credit institutions to borrowers through the intermediation of Self Help Groups (SHGs) have been recognised as a supplementary mechanism for providing credit support to the rural poor. Poor people need micro-credit for various and different purposes. It may be to meet the major household expenses, emergency needs or even basic livelihood support.

Introduction

The word ‘Extension’ was first coined in U.S.A. in the mid-part of the nineteenth century, to connote extension knowledge of improved practices in agriculture and home economics from Land Grant Colleges to the farmers and their families in their fields and homes. The literary meaning of Extension is ‘Ex’-out; Tensio’-to stretch i.e. Extension means stretching out. Extension, in the context of rural community development, means educating rural people and it implies production of changes in human behaviour -in terms of attitude, knowledge and skill. Extension is often misconceived as disbursement of subsidies and providing certain material incentives; it is certainly not.

There are several conventional extension techniques approaches and tools for transfer of any farm -related technologies, be it any enterprise, crop or their mix. Extension teaching aids are broadly classified as:

8.1 Introduction

The objective of this chapter is to develop a smart control for site-specific management of fixed irrigation system with Blynk app. Mobile app is designed to control the water management in field. The complete system comprises of two sections field device and mobile app. Field device comprises of Arduino, Node MCU, Power supply, LCD, Relay board, soil moisture sensor, temperature & humidity sensor, water level sensor, motor1, motor2. The system is designed to establish control and communication with specific agricultural field to take sensory data from the sensors and control the PUMP IN motor and PUMP OUT motor with the help of mobile app. Fig.8.1 shows a block diagram for a system.

9.1 Introduction

The objective of this chapter is to design an icloud and cayenne based perimeter monitoring system for agricultural field. Mobile app is designed to monitor the sensory data. The complete system comprises of two sections field device and mobile app. Field device comprises of NodeMCU, battery, motion sensors and laser sensors. The system is designed to monitor the agriculture field perimeter with motion and laser sensors, which are deployed at different locations of field. The sensory data is transmitted through NodeMCU and received at mobile app which can be accessed by authorized person. The same data can be accessed on webserver from anywhere in the world. Fig.9.1 shows a block diagram for a system. Table.9.1 shows the component list.

Role of Agriculture in Livelihood Systems

For the developing countries like India, where a majority of families, in both the farm and non-farm sectors, derive their livelihoods from agriculture, sustainability of agriculture cannot be discussed or even defined in isolation of the issue of livelihoods. Livelihood is defined as adequate stock and flow of food and cash with an individual or a family to meet its basic needs. Livelihood security then means secured ownership of, or access to, resources and income-earning activities, including reserves and assets to offset risks, ease shocks and meet contingencies. There are four principal ways of acquiring livelihoods by the rural households. First is the production-based livelihood. A large proportion of the small and marginal farmers gain livelihoods through production on small pieces of land. For these households, availability or access to inputs and improved methods of production are quite critical for their livelihoods. Second is the labour-based livelihood. Most of the small landholders and landless rural households derive livelihoods by selling their labour. For their livelihoods, demand for labour, wage rates and prices of food are the critical factors. Third is the exchange- or market- based livelihood. Those rural households which produce surplus food and non-food agricultural products or non-farm goods earn their livelihoods by selling these surpluses in the market. The marketing system for these products and relative prices of what they sell and what they buy, affect their livelihoods. The fourth set of livelihoods is transfer-based entitlements. The households without any income-earning asset or able-bodied person to work depend for their livelihoods on transfers from the government or other social organizations. Government’s social security and food assistance programmes are relevant for this group of rural households in fulfilling their livelihood requirements. The rural livelihood systems in the developing countries thus encompass a broad range of factors and depend on several macro sub- systems of the economy.

Food security means access by all people at all times to enough food for an active healthy life (Reuntlinger, 1985; World bank, 1986; FAO, 1989). But now-a-days, food security is used differently at national, regional and household level. At regional and national levels, it is related to regional and national balances between availability and need whereas at household level, it is related with food production resources, income available for purchases and assistance sufficient to meet the aggregate needs of all household members.

Availability of food alone may not guarantee access due to poor distribution or lack of purchasing power as co-existence of aggregate food self sufficiency and widespread malnutrition and hunger do exist. As per Chen and Kates, 1994, food security includes combination of criteria as:

Food security problem has multiple dimensions that range from ensuring the food supply at global, country and local levels to create its effective demand round the year. The ultimate goal of an effective food security policy is to provide individuals with adequate dietary requirements through availability and accessibility of food, which are necessary conditions for nutritional well being. The level of food security existing in a country, however is a complex interactions, operating at different levels from the macro to the micro level. The components of the system would include international trade and macro policies, the agricultural sector, the market economy, consumption pattern, the micro economy or household income, urban-rural differentiation and gender issues, etc.

Food insecurity is a complex issue having several dimensions such as, poverty, unemployment, famine, gender discrimination, inequity, starvation, food and nutritional practices, for human growth, natural calamities and so on. Poverty has been recognized globally both as a cause and consequence of food insecurity. In the mid 1980s, 72 per cent of the world’s poor and 66 per cent of the world’s extremely poor lived in the Asia-Pacific region. In this region, 272 million people would suffer from chronic malnutrition during the next decade i.e. in the year 2010. In Asia-Pacific region, India alone has 204 million undernourished people, which is quite alarming when compared with neighbouring countries like China, which has only 164 million undernourished people despite being much populous than India. World Health Organization (WHO) report (1998) points out that health expectancy is more important than life expectancy. The impact of poverty and malnutrition on health has widened the gap between the rich and the poor.

India is more an agrarian economy, wherein about 50 percent of people directly depend on agriculture for employment. Like other developing nations, however, this country is facing some of the challenges like food insecurity, agricultural backwardness and unsatisfied farming community. Though green revolution in 1970s had brought much relief in this direction, liberalized trade polices since mid 1990s created new and complex issues, especially for small and marginal farmers. Also, since recent years the contribution of agriculture to GDP is declining, indicating that there is growth is shifting away from agriculture to industrial and service sectors. The rural-urban migration, primarily due to the poor employment absorption capacity of our traditional agricultural system, lower productivity, changing life styles, etc. is increasing at alarming rate. In spite of all these, the disparity persists within the society and across the region. Such inequalities, as measured through income distribution, consumption pattern and spending of the income, pose a big challenge, as the gaps are widening with the passage of time. Inadequate purchasing power among the poorer communities leads to undernourishment, which in turn affects their productive capacity. Even though huge food grain stocks are distributed among the needy, considerable proportion of the population lack economic access to such food, and have to rely upon the cheap and insufficient food.

Introduction

The availability of food depends on the production and distribution while the access to food is determined by an individual’s purchasing power. Thus, the food security in the framework of economic welfare is the situation in which the lowest income strata has a near zero probability of being vulnerable to famine and in terms of calorie it requires a near zero probability of falling below the poverty line (Rentlinger and Selousky, 1978). Therefore, food security concerns every sovereign country, especially the developing and poor nations, owing to its profound implications for their socio-politico-economic stability and which co-exists with international diplomacy. According to 1998 annual report of International Food Policy Research Institute (IFPRI), about 73 million people would be added to the world’s population every year between 19952020 increasing it by 32 percent to reach at 7.5 billion. Much of the population growth is expected to occur in the developing countries mainly in India where the population is expected to increase by 36 percent to touch at 1.27 billion by 2020 and is likely to overtake China by 2035. Therefore, meeting the food and nutrition needs of growing and urbanized population with rising incomes will have profound implications for agricultural production and food security of the country and Himachal Pradesh is no exception.

The right to food is the most fundamental among the human rights. Food production, distribution and consumption is an important issue for developing countries. The dimensions of food problem in Asia have been changing since the food crisis of sixties and seventies. The lesson of those years is well-learnt, and attaining self-reliance in food came to be recognized as a key goal of development. Most of the Asian countries have been suffering with many problems such as slow growth rate in cereal production, large share of agriculture in the gross domestic product, weak infrastructure, low purchasing power and massive rural poverty which had made the South Asia region as a whole food deficit (Plumb, 1998).The possibility of impending world food crisis looms largely from increasing pressure on national agricultural sector to meet the demands triggered by rising population, growth in people’s income and change in expenditure and consumption pattern (Ghosh, 2001).

Mass Communication

The term ‘mass communication’ was coined at the end of the 1930s. The term ‘mass’ denotes great volume, range or extent (such as of people or production), while ‘communication’ refers to the giving and taking of meaning, the transmis- sion and reception of messages.

The term ‘mass’ was first formally defined by Herbert Bhumer (1939) as a new type of social formation in modern society, by contrasting it other formations, es- pecially the group, crowd and public.

Gerbner’s (1967) definition of mass communication is hard to beat. He defined it as social interaction through messages.

Mass communications comprise the institutions and techniques by which special- ized groups employ technological device (press, radio, films etc.) to disseminate symbolic content of large, heterogeneous and widely dispersed audience.

What is Remote Sensing?

Remote sensing means sensing the objects that are far away from the reach of our senses. It is a tool to identify the characteristics of an object without having any direct contact over it.

In other words, it can be defined as, science of acquiring information about earth’s surface viz., land cover, oceans & coastal, agriculture, forestry, geographical mapping etc, through sensing, energy emission and processing, analysing and recording reflected images.

How does it Work?

Remote sensing process involves interaction between radiation emitted from the object and the target of focus. This can be explained by the use of imaging system that follows seven elements. However, it should be noted at this point that remote sensing not only uses imaging system but also uses non-imaging sensors and sens- ing of emitted energy.

Abstract

World Economic forum (WEF) which evaluated 149 countries on four parameters including economic participation and opportunity, educational attainment, health and survival, and political empowerment, said that it would take 108 years to close the overall gender gap. That means the economic opportunity gap-based on participation, pay and advancement in the workforce-remains the area that is going to take the longest time to close. Globally, women are paid less than men. Women in most countries earn on average only 60 to 75 per cent of men’s wages. Contributing factors include the fact that women are more likely to be wage workers and unpaid family workers; that women are more likely to engage in low-productivity activities and to work in the informal sector, with less mobility to the formal sector than men. India’s inequality crisis hurts girls and women the most. An Oxfam report on inequality published in January 2019 revealed that in the workplace, women still receive 34% less wages than their male counterparts for the same work. In J&K, incidences of domestic violence, dowry, etc are rampant. State Women Commission J&K receives 1600-1700 domestic violence cases every year, majority cases being from the Kashmir Valley. Men’s silence, insensitivity and indifferences with regards to gender equality practices need to be the focus theme of the time. The fight for gender equality cannot be fought by women alone. Men have a key role to play in demanding and supporting this societal shift by being a part of the movement.

Abstract

Gender Budgeting was first introduced in 1985 and is being implemented globally by more than 50 countries to ensure gender equality goals. India took initial steps towards analysing the gender gap through “Towards Equality” a Report of the Committee on the Status of Women by the Government of India in 1974. Gender based resource allocation in the country was seen from 1990s onwards in the Eighth Five Year Plan (1992-97) when for the first time gender perspective and the need to ensure definite flow of funds from general developmental sectors to women was emphasised upon. Women constitute 49% of human population in India so it is extremely important that the untapped gender potential is recognized, reorganised and utilized efficiently & effectively to attain a leading position in S&T sector. India has expanded her R&D base immensely since the turn of the 21^st century. Consequently there has been 10 times enhancement in enrolment of women in S&T disciplines in institutions of higher education since 1989-90. Department of Science and Technology has taken many steps in recent past to strengthen the ecosystem to empower women in S&T domain, particularly by enabling over 4000 of them who had a break in career, primarily due to familial responsibilities, to make a dignified comeback. Several Role Models, who have shown their mettle and made a mark in the chosen field, are emerging and engaging & encouraging the young, Gen Next girls.

Abstract

Women entrepreneurship means the process in which women initiate a business, gather all resources, undertake risks, face challenges, provides employment to others and manage the business independently. Where women population hovers around 50% of the total human population in the world so entrepreneurship by them plays a key role in the development of economy of both developed and developing nations. The problems faced by women entrepreneurs are heavy work load, irregular payment, lack of work guarantee and no maternity benefits, health problems, marketing, financial liberty and being away from home. A different culture is required to promote, motivate and develop sustainable infrastructure for fostering women entrepreneurship. Often, an entrepreneur has to go through a complex set of procedures and formalities to start a business, which not only create irritations and delays but frustrate her efforts until she is exhausted. An urgent need, therefore, is to simplify procedures and formalities. Part of the problem is one of attitudes, which are built on regulatory roles rather than developmental roles. All training and financial agencies need to be gender sensitive. The time has come for an effort to inculcate a spirit of enterprise, self-dependence, creativity, and high goals among women in developing nations. Hence, entrepreneurship must be made part and parcel of the education curriculum.

Abstract

Women play a critical and potentially transformative role in agricultural growth in developing countries but they face persistent obstacles and economic constraints limiting their potential inclusion in agriculture. The feminization of agriculture is determined by two major factors, first compared to men, women have much poorer access to and control over productive resources and they have inadequate access to public services, such as training, extension and credit. Women farmers often lack the know-how and the confidence to use the improved technology and most of the new technologies. The reason being most of these advancements are aimed at male specific end users. Giving support to rural women is a way of breaking the vicious cycle that leads to rural poverty so there is need to cut the drudgery of women farmers and make their efforts worthwhile and economical. Development strategies should consider rural women as the epicenter, paying special attention to their social skills both within and without agriculture sector. In terms of equity, women overall have lower awareness of AAS than men do, indicating the importance of targeting women in communications efforts. More trainings are required to generate interest and motivate farm women to learn about the AAS and use it. Closing the gender productivity gap could increase agricultural output in by a significant amount. Increased production would also imply increased food availability and reductions in undernourishment. Integrating Gender and Agriculture within Agricultural Extension System empowers families, helps women to contribute to household incomes, increases productivity & reduces gender gaps in agriculture.

Abstract

Livestock sector plays an important role in rural livelihood, employment and income generation and is a preferred entrepreneurial area for women and unemployed youths. There are enormous enterprises to venture in livestock sector such dairy, poultry, sheep rearing, goatry, piggery, fisheries, hatcheries, processing, organic dairy, organic poultry, value added products, feed and fodder products, pet-vet consultancy and clinic etc. Women constitute about 69% of workforce engaged in livestock sector right from rearing of animals to production and product development activities. Market oriented milk & milk product production as well as poultry production will be key livestock activities to generate income on a steady daily basis for resource poor households. Livestock-based enterprises are pathways out of poverty for many people in developing countries like India, for whom animals are source of nourishing foods and regular incomes. With demands for milk, meat and eggs rising fast in many developing countries, the raising marketing of animals and animal products also allows many people to take advantage of the new growth opportunities in this sector. The projection of human population in India shows an increasing trend with alarming rate which in turn increases the demand for food especially of animal origin.

It is an organized set up to provide micro credit to the rural women on the strength of the group savings without insisting on any collateral security for the purpose of encouraging them to enter in to entrepreneurial activities and for making them enterprising women (Gurumoorthy, 2000).

Puhanzhendi and Badatya (2002) find that the SHG programme has a positive social impact.

Rajamohan (2003) stated that SHG is a medium for the development of saving habit among the women.

Jeyasudha (2004) reported that eradication of poverty and the ushering in of speedy socioeconomic progress is the goal with which the developmental programmes are being implemented through a multipronged strategy, reaching out to the most disadvantaged sections of the society. She placed the concept of rural development at the top of agenda in national policies of developing countries of Asia, Africa and Latin America. The developed countries have also recognized this need and have directed their efforts towards meeting the basic needs of the poorest people in developing countries.
