Livestock Population and it’s Economic Contribution

According to 18th Livestock census of India (2007), India has about 199.1 million cattle, which constitute 44.29 per cent of Asian and 12.7 per cent of the world cattle population. The current buffalo population is 105.34 million which accounts 57 per cent of Asian and 55 per cent of the world buffalos. The major output of the entire livestock sector is from the milk, which is the second most agricultural commodities next to paddy. According to the annual report of the Ministry of Agriculture and Cooperation, during 2006-07, the contribution of milk alone (Rs.1,44,386 crore) was higher than paddy (Rs.85,032 crore), wheat (Rs.66,791 crore) and sugarcane (Rs.28,488 crore). The value of output from meat group animals as per estimates of Central Statistical Organization (CSO) at current prices was Rs. 34, 310 crore during 2006-07. Total export earnings from livestock, poultry and related products were Rs.5,213.80 crore during 2006-07. Eighty percent rural households keep livestock for their subsidiary income, important for employment, livelihood, nutrition, constant flow of quick and fast income, reduces the vulnerability of agricultural production. Trends indicate that animal protein consumption would rise proportionately with increase in income. The 18th Livestock Census (2007) has placed the total livestock population at 529.698 million and total of poultry birds at 648.830 million.

The study was undertaken in the state of Odisha. The state lies in between 17^o-31’ to 22^o-27’ North latitude and 81^o-27 to 87^o-30’ East longitude. It is bounded by West Bengal in the north east, Jharkhand in the north, Chatisgarh in the west, Andhra Pradesh in the south and Bay of Bengal in the east. The main features of the state is appeared inTable 3.1.

Capacity Building is the improvement in an individual or organization’s facility or capability to produce and perform. Since the year 1950s, international organizations, governments, non-governmental organizations and communities use the concept of capacity building as part of “social and economic development “ in states and national plans. The Agriculture Sector in India occupies the centre stage to promote inclusive growth, enhance rural income and sustain food and nutritional security. To spur growth in this sector Government of India intends to follow massive Agricultural Production, reduction in wastage of produce, credit support to farmers and a thrust to the food processing sector. Indeed, Agriculture continues to be a way of life in our Country, it provides employment to around 60% of the work force and contributes almost 18% to our Gross Domestic Products (GDP). With more than 6 lakh villages, home to millions of farmers and farm workers, it is very difficult to visualize a prosperous India without Agriculture and Rural Development.

SWOT Analysis – Concept, origin and evolution
While working on a research project at the Stanford University sometime around 1960s to 1970s, Albert Humphrey developed an analytical tool to evaluate the strategic plans and find out why corporate planning failed. He coined this technique as SOFT analysis where –
• S stood for what things are Satisfactory at present,
• O denoted what Opportunities can be explored in the future,
• F meant the Faults in the present and
• T signified the Threats that could surface in the future.
While the majority agrees that SOFT is the predecessor of SWOT, some people believe that the concept of SWOT analysis emerged separately and has nothing to do with SOFT.
How SWOT evolved from SOFT?
The first mention of the term SWOT can be traced back to the Long Range Planning seminar held in Zurich in 1964. In this seminar Urick and Orr proposed the concept of SWOT analysis which was derived from SOFT by replacing the F for faults with W for Weaknesses. With its initial promotion in the Britain, the concept soon gained recognition among strategic planners and management consultants the world over. The new interpretation of SWOT, the way it is used these days, differs slightly from that of SOFT.

Introduction

In India the present population of over 1000 million, accounting for about 18 percent of the world’s population, is estimated to become 1.4 billion by 2025 and 1.7 billion by 2050 AD, needing annually about 380 Mt and 480 Mt food grains respectively (Yadhav 2008). This scenario along with the increasing industrialisation and urbanisation will place tremendous pressure on the shrinking natural resources. However, we still have the capacity to produce enough food to meet the basic requirements of the burgeoning population, but the moot question is whether, we can do so while maintaining our natural resources and preserving the bio diversity at the same time. Land are the basic natural resources which are essential for agriculture.

Introduction

Women empowerment is a global issue and it is the outcome of criticism and debates generated by the women’s movements / feminists. Empowerment is the process by which the powerless gain greater control over the circumstances of their own levels relating to both resources and ideology.

Empowerment means the ability to assert oneself; striving for upward mobility or attaining the psychological status of being powerful. Empowering of women is necessary for sustainable development of a community. Sustainability implies a state of balance and equilibrium in factors related to human life which can be social, political, financial, environmental and even spiritual. (B.K.Singh,2006).

Women empowerment often involves the empowered developing confidence in their own capacities. Empowerment, probably, the totality of the following or similar capabilities (social welfare,2010).

Abstract

Hills and mountains are an important agro-ecosystem, which have lagged  behind the plains in respect of agricultural development. The plains of India witnessed green revolution followed by white, yellow and blue revolutions, which not only increased production and productivity of food crops but helped in bringing about overall development that led to livelihood security in the rural India. The hills, however, remained technologically backward resulting in low agricultural productivity, which brought about livelihood insecurity in these areas. And this has happened despite the fact that a large number of top class institutions of the CSIR, ICAR, ICFRE, Atomic Energy 
Commission, GSI and BSI along with State Agricultural Universities have been present (in the region) and were engaged in developing technology relevant to agriculture and allied areas. However, these technologies did not reach to the end user i.e. the hill farmer for a variety of reasons. Therefore, technology development and dissemination have been accorded high priority by the state governments.

Abstract

Extreme weather conditions often cause considerable damage. Much of this damage can be mitigated if people are better prepared for impending disasters. Therefore, public authorities and private enterprises have been investing in Early Warning Systems (EWS). Environmental degradation and destruction of natural resources has been faced by humans and other organisms for hundreds of years. Some of these incidences have been caused by natural climatic and geologic processes and others by human activities. These natural disasters have been increasing over time due to factors such as urbanization, population growth, destruction of natural environment and climatic change. Biogenic and anthropogenic related environmental and natural resources degradation has direct economic and health impacts on affected regions. Land and water degradation as well as disasters such as floods and droughts have led to famine, hunger, disease, death and created many other problems. It is necessary, therefore, to keep focused on the ultimate goal of reducing disasters by all possible means. India must invest generously on infrastructure and resources for preparation of early warning systems and disaster preparedness.

Abstract

Agricultural produce, such as vegetables, flowers and some fruits capture higher market price if they can be produced ahead or later than the main crop season. The demand of such unseasonal products is particularly high in the fashionable markets of big cities. Good quality of the product is, however, an essential requirement to realise this price advantage. Modern technologies can pave the way to take the full advantage of high price realisation. Growing crops under protected covers is being popularised and the application of various approaches of greenhouse technology can further extend this advantage because it offers greater control over the production environment and timing of crops. There has been a consistent increase in area under greenhouse cultivation nationally and is turning out to be a useful technology for resource efficient agriculture. The types of greenhouse structures range from hi-tech climate controlled systems to very elementary trenches or solar greenhouses used in high altitude cold desert regions of the Himalayas. Greenhouse vegetable production on a commercial scale is a capital and labour intensive production system and requires proper planning for sustainable production. Higher yield, efficient resource use, earliness, off-season availability and superior quality is the hallmark of greenhouse grown vegetables. Greenhouse vegetable production can be done from very basic soil based planting to fully automated hydroponic or soilless systems. This production system requires specialised crops and cultivars which should meet the demand of high value markets.

Animal husbandry plays a vital role in the development of agriculture and is an integral component of rural economy especially in the hilly mountainous terrains of the country. Disasters, whether caused by unavoidable natural events or by avoidable, man-made events, always have been a part of human life. Hilly areas because of their geo-physical and climatic conditions are always prone to natural disasters like earthquakes, volcanic eruptions, cloud bursts and landslides etc. During the past few decades, disasters have killed millions of people and animals, adversely affecting the human and animal lives, resulting in substantial tangible and intangible losses in an unanticipated manner. Veterinary professionals by virtue of their strong scientific and technical competence play a pivotal role in human health by providing safe, wholesome and sound animal proteins which are valuable component in the prevention of malnutrition. Moreover, public health veterinarians are also actively concerned in protecting the environment by safe disposal of human and animal waste without adverse consequences. Thus, veterinarians always have a role to play in all stages of disaster mitigation and management; however the contribution of veterinarians will be most effective by integrating their expertise with other local, national and international groups and agencies involved in disaster management. In any country, funding for disaster relief should include veterinary management of disasters being recognized as a form of humanitarian assistance and a contribution to public health.

INTRODUCTION

Farming acts as the primary occupation of majority of the population in India. According to National Sample Survey Estimate, about 49% of the Indian population is dependent on agriculture and allied industries (GOI, 2014, CIA, 2012) making it the largest source of employment to the people of India. Although, being a second largest food producing country in the world (Sarkar, 2009), the contribution of agriculture to the GDP has been declining. The contribution of agriculture to Indian GDP has declined from 30% in 1991 to 15% in 2011-2012 to 13.7% in 2013 (Economic Survey. 2013-2014). This decline is also accompanied by a decline in the participation of people in Indian farming sector. In fact between 2001 and 2011 about 9 million people have quit farming, which is about 2 million more than the decline noted in the previous decade (GOI, 2011). This figure equates to about 2035 farmers quitting farming per day. The recent census (GOI, 2011) also highlighted that for the first time in four decades an absolute decline (about 7%) in the cultivators has been noted.

1. Introduction

Antheraea assamensis is lepidopteron insects of Assam which is commercially utilized for the heritage golden silk “muga”. Rearing of muga silkworm is one of the most significant traditional handloom industries restricted only to the North Eastern Region of India (N.E. India) and plays a major role in the rural economy.  Considering the ecological conditions, food plant distribution, presence of eco-types and species of diverse nature in co-existence, it is speculated that this region is a possible home of origin of Antharaea, from where radiations would have occurred (Neog et. al., 2010). Despite the fact that N.E. India is the original home of muga, earlier studies have shown that the population is declining due to depletion in genetic variability (www.cdfd.org.in/wildsilkbase/info_moths.php).

Intellectual property is a cluster of legally recognized rights associated with innovation and creativity, the works of the mind, as against physical products, land and other tangible resources. Even though it is intangible, intellectual property (IP) is often recognized as personal property, to be sold and traded like other forms of property. Under intellectual property law, owners are granted certain exclusive rights to various markets, machines, musical, literary, and artistic works; discoveries and inventions; and applications. But national laws normally don’t define ‘intellectual property’ as a single property right. Instead, ‘intellectual property’ is used as a convenient general term describing a range of distinct legal rights, relating to literary, artistic and scientific works; performances of performing artists; phonograms, and broadcasts; inventions in all fields of human endeavour; scientific discoveries; industrial designs; trademarks, service marks, and commercial names and designations; protection against unfair competition and all other rights resulting from intellectual activity in the industrial, scientific, literary or artistic fields.

SYNOPSIS

India has been conspicuous as one of the most malnourished nations, as every child out of two is malnourished. Moreover, the levels of under nourishment is substantially high among tribal communities. The present investigation has been made to examine the levels of food insecurity at the micro level in four regions identified in the tribal dominated areas of Maharashtra on the basis of macro level indicators. A comparison of food insecurity between the two communities reveals a high incidence of food insecurity among the tribal as compared to that of non-tribal. The nutritional status of tribal children is much lower than that of their non-tribal counterparts.

Abstract

Training is essential but expensive. Hence, training impact is a crucial measure. National Agricultural Research System (NARS), India employs about 30000 scientists. To effectively manage such huge scientific-capital, Indian Council of Agricultural Research (ICAR) establishedCentres for Advanced Faculty Training (CAFT) and National Academy of Agricultural Research Management (NAARM). CAFT train faculty of State Agricultural Universities (SAUs), while NAARM trains scientists of ICAR institutes and SAUs. Assessing impact of these training programmes becomes essential. Application of knowledge, skills and attitude (KSA) acquired during training back at job environment is training-transfer that addresses learning, behaviour and results levels of training impact. This chapter critically analyses training-transfer of NAARM and CAFT programmes, suggests empirical framework to enhance impact of NAARM and CAFT programmes and thus contributes to literature. Policy strategies suggested in this paper hold wider applicability.

Abstract

Stress can be due to both positive as well as negative experiences, which also forms a necessary part of our daily lives. If we consider an evolutionary standpoint stress was necessary for survival (i.e., imagine hunting large prey on which one’s entire tribe is dependent) and in our modern lives also stress is important as it motivates us for the fulfillment of tasks and changes. Pressure is felt from the environment during transition period ( like at the time of high school graduation) and in preparation for some events (like job interview). Although stress can be a motivation tool, too much stress or inability to cope up with stress can have an adverse effect on the health of an  individual. This chapter represents the study on stressors, various sources of stress, outcomes of stress, and various strategies which will help an individual to cope up with stress. The study is supported by case studies which helps in understanding the chapter more clearly.

Abstract

The paper examines some important issues of gender inequity in Agriculture. The issues are women’s contribution to agricultural GDP and their access to agricultural resources such as land, water, credit and technology. The paper also examines gender discrimination in agricultural wages. The paper is in three parts. The first part examines the contribution of women to agriculture in terms of time spent by women on activities and number of women engaged in productive agricultural activities with the help of the data from time use surveys and the National Sample Survey Organization’s Reports and the 2001 census. The second part of the paper then analyses Women’s poor access to land, water, credit and technology that reduces their productivity. The second part also elaborates how the women’s work is undervalued in the economy resulting in a huge amount of unpaid work in family agricultural enterprises and low wages in paid work. The third part explicitly elaborates the adverse consequences of such imbalance in terms of misallocation of resources to unsustainable agricultural production as against sustainable production.

In order to portray the conditions of the migrated rural youth in cities, who otherwise would have been practicing agriculture, a few case studies were conducted to know more about the migrated rural youth, their family background, reasons for migrating, satisfaction after migration, type of support given to the family at the villages, assets created at their village and in the cities, types of problems faced, opinion about the environment, and willingness to go back to their villages for continuing farming. The sample included migrated persons engaged in different jobs in Bangalore city as Hotel workers, Construction Workers, Auto Drivers / Taxi drivers, Security Guards, Garment workers and Vegetable/Fruit Vendors. From each category, five respondents were interviewed by using a simple questionnaire. Following are the case studies.

I. Case Studies on Migrated Rural Youth Working as Building Construction Workers

1. Case of Sri Krishnappa : Muttanna, V.L. Madhuprasad and D. Nanjappa

Sri. Krishnappa S/o Saranappa, aged 30 years from Surapur taluk, Yadagiri district had migrated to Bangalore as a construction labourer. He had completed his primary education and got married at an early age. He has two sons and  two daughters.  After marriage, he continued to live in a pucca house along with his parents, one brother and two sisters.  The family has two acres of dry land, and  farming is main occupation. Desire to earn more money by him and non  co-operation among members of his family are the reasons for Sri Krishnappa’s migration.

DEVELOPMENT OF WOMEN AND CHILDREN IN RURAL AREAS (DWCRA)

Objectives

  1.    To raise the income level of women poor households.

  2.    Formation of groups of 10-15 women in rural poor for developing of services.

DISTRICT RURAL DEVELOPMENT AGENCY (DRDA)

Objective

To professionalise the DRDA so that they are able to effectively manage the antipoverty programmes of the Ministry of Rural Development and interact effectively with other agencies.

Salient Features

•   The DRDA is visualized as a specialized agency capable of managing the anti-poverty programmes and to effectively relate these to the overall efforts of poverty eradication in the district.

•   The DRDA role will be to facilitate the implementation of the programmes, to supervise, oversee and monitor the progress, to receive and send progress reports and maintaining accounts of funds received for various rural development programmes.

•   DRDAs also need to develop synergies among different agencies for the most effective results.

6.1. INTRODUCTION

The word hypothesis is made up of two words Hypo + thesis = Hypothesis. ‘Hypo’ means tentative or subject to the verification and ‘Thesis’ means statement about solution of a problem.

The world meaning of the term hypothesis is a tentative statement about the solution of the problem. Hypothesis offers a solution of the problem that is to be verified empirically and based on some rationale. Hypothesis is the composition of some variables which have some specific position or role of the variables i.e. to be verified empirically. It is a proposition about the factual and conceptual elements. Hypothesis is called a leap into the dark. It is a brilliant guess about the solution of a problem. A tentative generalization or theory formulated about the character of phenomena under observation are called hypothesis. It is a statement temporarily accepted as true in the light of what is known at the time about the phenomena. It is the basis for planning and action in the research for new truth.

1.1. INTRODUCTION

Researchers interested in taking up research have initial difficultes in picking up a problem worth for investigation. At time they waste considérable amount of time in just thinking about the pros and cons of problems suggested by some ones or identified by himself/herself. It is basically due to misunderstanding about "what is research". Usual notion about research is that it must resuit in something spectacular or it must come up with a new discovery or theory. It must be pointed out that a study which brings forward new facts, or which demolishes or establishes a hypothesis or a theory or principal already in vogue, or which puts a variety of information in to order or system, or which prepares ground for further research is as valid as one which ends with a new discovery. The best research problem for researcher is one which arises from the researcher's own curiosity. The only thing is that researcher must know the tools which can handle the problems he proposed to take up. Before choosing for a problem for research one should as question to himself: is this problem really of interest to me?; Is it significant in the sense that it extends the frontiers of knowledge or fills an important gap in knowledge?; Can I handle this problem within the constraints of resources of money, time etc?; has this problem not been investigated by someone else? A good research proposai describes situation of problem, problem area, justification, methodology adopted for data collection, analysis, expected results and institution/ organisation that may use the outcome.

Abstract

Soil acidity poses a great problem for crop production due to very poor fertility status and nutrient imbalances in eastern and north eastern region and hence, it needs a special attention to address such acidity problems in relation to crop production. The integrated nutrient management system for the maintenance of soil fertility, sustainable agricultural productivity and improving profitability through the judicious and efficient use of mineral fertilizers especially secondary and micronutrients, organic matters, green manures, bio-fertilizers in acid soils. Rainwater harvesting, efficient storage of excess rainwater and subsequent uses as supplemental irrigation especially in the areas of rainfed situations as well as selection of crops and cropping systems in different acid soils region need to be developed. The management of secondary and micronutrients in acid soils can be made either by the addition of cost-effective lime or liming materials to counteract the abnormalities of soils by raising pH as the first step and subsequently by modifying agricultural practices and applying balanced fertilizers including limiting nutrients viz. S, B, Mo and Zn at optimal levels based on soil test values for maximum crop production.

Abstract

Never ending additional need of farmers have forced them to grow more cash crop along with crops used for the staple food. The prime crops as per the food habit, social need has to be produced in the respective locality. The micro planning for agricultural and food production has to be planned for different blocks of a district to meet above needs. The production planning has to be simulated first and programmed for trial production. After successful trail, the same has to be replicated in larger area. Mathematical model development approach is one of the solutions to predict the need of the people and plan production depending on the availability of the input materials like natural resources and other inputs. In addition to this food and nutrient security for the people living in those different areas are very important in present context. Global population is growing fast with 1.2% per annum. Feeding these people increases the responsibility of farmers for growing more crops without considering the soil health. Improper crop sequencing has resulted in imbalance in soil nutrient which results in unsustainable production of forth coming crops. 

Abstract
 
The word “sustain” is derived from the Latin verb ‘sustinere’(to keep in existence or maintain) and implies long-term support or permanence. The accepted definition of sustainable agriculture has proved to be elusive, given the extraordinary diversity and complexity of agricultural land use, and the perspective taken including producers, consumers, policy makers and workforces. Sustainable agriculture is defined as ‘the ability of farmland to produce food grain and other agricultural products to satisfy human needs indefinitely as well as having sustainable impacts on the broader environment and maintained equilibrium in productivity level’. That in other words, requires agriculture to avoid severe or irreversible damage to the endogenous or external ecosystem services upon which it depends, notably soil fertility, irrigation water, genetic variability and pollinating agencies and have acceptable impacts on the broader environment under the environmental stewardship.

Abstract 

Rainfed agriculture plays and will continue to play a dominant role in providing food and livestock for an increasing world population. Rainfed agriculture practiced on 80% of the world’ agriculture land area and generates about 70% of the world’s staple food including most of the food in poor communities in developing and least favoured areas. The most recent estimates have put global rainfed croplands at 1.75 billion ha (Bha) at the end of the last millennium, or about 5.5 times the irrigated area in the world . India ranks 1st among the countries that practice rainfed agriculture both in terms of extent 86 (mha) & value production. Agriculture water management deals with the administration of a key input to agricultural production & offers to hope that land and water use will be intensified .Scarcity of water resources and growing ofm competition for water many sectors reduces its availability for irrigation. Effective management of water for crop production in water scare area requires efficient approaches for increasing crop productivity and drought tolerance by genetic improvement and physiological regulation may be the means to achieve efficient & effective use of water. A single approaches would not be able to tackle the forthcoming challenge of producing more food and measures with engineering solutions (water saving ,irrigation method, deficit irrigation, proper deficit sequencing, modernization of irrigation system etc) and agronomic & soil manipulation (seed priming\ seedling age manipulation, direct or wet seeded rice. 

Abstract

Among the 29 Indian states, 14 are linked with 585 regulated mandis with electronic national agricultural market. Across the states, 7.35 million farmers with 53,163 commission agents are registered in these regulated mandis. Every year Government of India announces modified agricultural policies to safeguard the interest of the farming community. Amongst the policies, one of the mechanisms to protect the producers from price fluctuations is Minimum Support Price (MSP). While determining MSP, government takes into account cost of production, cost of living, as well as economic and socio-political factors. For the past two decades, it has been observed that one MSP graph is moving upward but still the farming community seems dissatisfied. The reasons behind MSP variation among states include offering bonus prices additionally with MSP by some states, due to variation in government procurement procedures and policies. As a result, MSP is playing an important role in manoeuvring of prices amongst the various state markets. MSP deviation provides chances for the private sector to take undue advantage and the farmers are adversely affected. The study analyses existence of deviation in mandi prices of staple food between two states from year 2007 to 2018. It will disclose whether centralized price system reduce the cost of government and aid the farmer to get fair valuation.

Introduction

The acute food shortage was a major challenge in confronting the development of the country after independence with rapidly increasing population. Massive financial assistance of credit and subsidy under various rural development programmes unveiled by government could not yield desired impact on poverty and unemployment. The benefits of farm research did not reach the resource poor farmers. Several researchers indicated that the devolution of democratic decision-making at the village level was lacking.

The major task of bridging the gap between farmers and the scientific knowledge is in the hands of extension workers who should act as “conveyer belts” in communicating appropriate scientific knowledge and skills already available to the farmer in a smooth and acceptable form and in securing the adoption of these improved techniques. They must assess the intentions prevailing in the minds of rural people, their relationships and interactions, their groups, their institutions, their organizations and the culture, which influence the behaviour at large. They need to understand their motives, reactions, receptivity to new ideas, hidden resources of rural people and social and cultural obstacles prevailing in the society with their active participation.

To elucidate the hidden facts from the well-knit social, cultural and behavioral patterns, a family of approach known as “Participatory Rural Appraisal (PRA)” techniques is widely employed to understand the existing farming situations, problems, and opportunities in the rural areas. PRA techniques can also be used in evaluation and impact assessment in agricultural and allied enterprises and projects that can indicate the success and failure to plan for better future.

Introduction

Animal husbandry has always been an integral part of Indian civilization and our country possesses rich biodiversity of animal genetic resources, which are spread over diverse agro-climatic regions. These resources have been developed by our ancestors over several generations and have acquired special attributes like remarkable adaptability to environment, management conditions and genetic resistance to most tropical diseases besides survival on poor quality of feed and fodder. In spite of multiple threats of change, replacement, degradation and extinction, this biodiversity of farm animals comprises of 30 well-described breeds of cattle, 10 of buffaloes, 20 of goats, 40 of sheep, 8 of camel, 6 of horses, 20 of poultry besides large number of variants of native ponies, pig, donkey, yak and mithun. This mega-diversity is not accidental, nor it is purely natural, rather, it is the outcome of thousands of years of deliberate selection and planned exposure to a range of natural conditions. Weeds can be considered a significant problem because they tend to decrease crop yields by increasing competition for water, sunlight and nutrients while serving as host plants for pests and diseases. Since the invention of herbicides, farmers have used these chemicals to eradicate weeds from their fields. Using herbicides not only increased crop yields but also reduced the labor required to remove weeds. Today, some farmers have a renewed interest in organic methods of managing weeds since the widespread use of agro-chemicals has resulted in purported environment and health problems. It has also been found that in some cases herbicides use can cause some weed species to dominate fields because the weeds develop resistance to herbicides. India has made impressive strides on the agricultural front during the past three decades. Much of the credit for this success should go to the several million small farming families that form the backbone of Indian agriculture and Indian economy. Policy support, production strategies, public investment in infrastructure, research and extension for crop, livestock and fisheries have significantly helped in increasing the agricultural productivity, food production and its availability. Notwithstanding these achievements, producing additional food with limited land, and providing economic access to food at the household level for ensuring food security would continue to be a major challenge for the nation. India has experienced considerable changes in the crop mix, yield and production since the inception of the Green Revolution. The Green Revolution phase displayed a high yield growth per unit of input. The first post-Green Revolution phase (from late-1960s to mid-1980s) was marked by the continued growth in returns from land through the intensification in use of chemical inputs and machine labour. The second post-Green Revolution phase (beginning the mid-1980s) was characterized by high input-use and decelerating productivity growth. It calls for an examination of the issues related to the trends in agricultural productivity, particularly with reference to individual crops in recent years. In the present paper, the temporal and spatial variations in the productivity status of major crops in India have been analyzed using the TFPG estimates. Some policy measures have also been suggested for sustaining TFP of the crops.

But, mere availability of food sometimes is not enough and it does not mean that everybody is having access to a fair share of it or that every one has an adequate diet (Oshaug et al., 1994). The need of food security was felt due to the gaps in food production and availability of sufficient food from domestic resources. Large proportion of the underfed population starves not because of general food shortage but due to the insufficient access to food supplies or insufficient income to purchase food.FAO (1999) estimated that there were 20.4 million undernourished people in India only).

Importance of maintaining food security over the world has been abundantly recognized since long. However, during 1974, FAO was called by the World Food Conference to establish a Committee on World Food Security so as to keep the world food situation under constant review and to suggest the strategies for rectifying the problems in problematic areas. Later, an International Undertaking on World Food Security was set up wherein member nations committed themselves to maintain food stocks for ensuring uninterrupted supply of foodgrains and to cope up with the problems of shortage in case of crop failure due to the natural calamities etc. Since then, the Committee on World Food Security monitors the implementation of the undertaking.

Post-harvest and food processing technology are commodity-and location-specific and it is done at home, village and/or cottage levels at small and large industrial scale. On-farm post-harvest storage and primary processing integrated with production technology help to generate more employment opportunities and additional income for rural people. Minimization of the post-harvest losses is an important means to increase per capita food availability. It also helps to generate more employment and income. Investment in post-harvest measures is more economical and time saving than in productivity to obtain the same amount of a particular commodity. Furthermore, post-harvest measures automatically add value to the raw commodities as they pass on their marketing channels. Adoption of postharvest technologies and value additive measures are very strong tools for rural and social development through employment and income generation. Development and adoption of efficient value addition practices will enhance national food supply and sustain food security even at the household level. Fruits and vegetables processing industries have a good deal of potential in serving the rural economy. First, it helps in generating more employment for rural people. It will also check mobility of rural masses towards urban areas in search of employment. Employment opportunities offered by agroprocessing industries are plenty to the farm population and entrepreneur seeking self-employment. Cottage scale units particularly offer self-employment opportunities. Traditionally women handle food and are familiar with skills of food processing. In order to improve the status of living of woman and rural food processing, low cost appropriate fruit and vegetable processing technologies offer excellent opportunities for production of processed foods. The improvement of status of socially backward and landless labor classes will be possible only through providing non-farm employment at their doorsteps. This will generate a sense of security and confidence amongst rural people for overcoming uncertainty in agricultural income and providing self-employment to the land-less labor. Political participation of women, on equal terms with men, at all levels of decision-making is essential to achieve the principles of equality, sustainable development, peace and prosperity. Participation is a development approach, which comprises the involvement of disadvantage segments of population in the design and implementation of policies concerning their wellbeing. To achieve gender equality by 2030 requires urgent action to eliminate the many root causes of discrimination that still curtail women’s rights in private and public spheres. Discriminatory laws need to be changed and legislation adopted to proactively advance equality. 49 countries still lack laws protecting women from domestic violence, while 39 bar equal inheritance rights for daughters and sons. Based on data from 87 countries, 1 in 5 women and girls under the age of 50 will have experienced physical and/or sexual violence by an intimate partner within the last 12 months. International efforts through UN are being encouraged throughout the world but are constrained by lack of national policy, cultural factors, social factors, religious factors, economical factors and role of gender base patriarchy. Secular and sustainable democracy prevails only when women experience benefits equally with their male counterparts. Creating adequate space in politics for women participation is essential to sustain real democracy and oblige mothers, wives, daughters and sisters and Gender Responsive Governance is the best strategy for this which embodies measures, attitudes and practices of different stakeholders, both men and women, at different levels of governance with a clear purpose to impact issues that foster women’s empowerment and promote gender equity and social justice. It is a process that promotes and sustains the ability of women to fully participate in the governance and development process, enhances their ability to raise critical questions about inequality and violence against them without fear and pressure.

Women work two-third of the world’s working hours, produce half of the world’s food yet 60% of the world’s hungry are women. They earn only 10% of the world’s income and own less than one per cent of the world’s property. It reveals deep-rooted gender disparity in human society. But I perceive the secondary agriculture an emerging area with vast opportunities for socio-economic transformation and women empowerment across the globe in a way that conventional agriculture doesn’t have. Secondary agriculture is less affected by climatic factors, relatively stable and more amenable to feminization because of off-field nature. If properly supported it could be an effective tool to promote women empowerment and narrow down gender disparity in rural areas. Secondary Agriculture is not a Secondary Sector economic activity and it broadly embraces to product development through agro-processing (food and nonfood), within the all enterprise classes of small or medium or large scale industry. Being entrepreneurial in nature it assures better remuneration and socio-economic security than primary agriculture. An orientation from production agriculture to product development is an essential pathway to sustainable women empowerment as it will lead to shift from subsistence farming to business farming. Later has the potential to contribute to a range of social and economic developments such as employment generation, income generation, poverty reduction and improvements in family nutrition, health and overall food security to the persons engaged in agri-business farming.

Abstract

Women Technology Park is a technology modulation and a training centre to show case livelihood technologies for women. The aim of Women Technology Park is to create awareness among rural farming community and give trainings of proven technology to reap maximum benefits from their existing resources. Its objective is to make them aware about “processing” that can enhance their income in multiple times. In this direction, the first ever Women Technology Park (WTP) of Jammu and Kashmir was sponsored by SEED division of Department of Science and Technology, Government of India and endorsed by Livestock Products Division FVSc, SKUAST-Jammu. It was inaugurated by Vice chancellor of SKUAST- Jammu at Deoli Village of Bishnah Block, Jammu and Kashmir. 12 groups of women were screened out and trainings were imparted to them for a week. More than 75 training cum awareness programs have been organized with more than 1500 beneficiaries. There are more than 50 beneficiaries who received start up grant in the form of goods essential for preparing livestock products and started up their own micro-enterprises and became self-reliant and set an example for other women to come up and take up processing of livestock products as profession to earn their livelihood.

With 40% of population below poverty line, our country faces the problem of quality life. The lack of access to and control over resources is said to be the cause of poverty. The central aim of enhancing economic productivity of India is to improve the overall welfare of those residing under poverty line. To combat poverty, ‘self help promotion’ is of recent paradigm that has attracted attention of all sections of population. As per the report of ILO, by the year 2050 about 33% of people in the developed countries and 19% in developing countries will be sixty years or older and most of them incidentally will be women. 2001 census reveals that unorganized labour account for more than 40% of the total work force and total employment in both sectors in our country is 397 crores. Out of the unorganized sector workers, 237 crores are employed in agriculture.

Women form half of our population. They have significant roles in overall development. Rural development concept in our country attaches more importance to women development. This chapter deals with the sample survey conducted on cotton, turmeric and castor seed farmers and RMC traders and Officials and recorded the awareness level about futures, user status, the reason for not using futures and perception about futures.

The research work was planned to understand the level of awareness of agri-commodity futures market among the farmers, RMC traders and Officials of Odisha. The methodology adopted for the awareness assessment was to collect related answers to the questions which helped to evaluate the level of awareness among the beneficiaries i.e. farmers, RMC traders and officials. Quantitative and qualitative data was collected from sample respondents. The study has been completed by collecting data from farmers, RMC traders and officials of Kalahandi and Kandhamal districts which are the highest producers of three sample commodities i.e. cotton, castor seed and turmeric in Odisha. The research was conducted with 150 farmers (50 each for cotton, turmeric and castor seed), 30 RMC traders and 30 RMC officials of Kalahandi and Kandhamal districts of Odisha.
