Revolutionizing skin cancer detection
The diagnostic process for skin cancer is evolving. Physicians have in the past relied upon physical exams to be followed by scanning and biopsies taking anywhere between 15 days to return results. Although most abnormalities turn out to be non-cancerous, this is distressing to patients and contributes to healthcare costs. Additionally, certain growths that turn out to be cancerous remain undiagnosed since they have not been visible.
Breakthrough startup Damae Medical is set to reverse this process. The startup has developed an advanced probe that is able to take 3D images of the skin to unveil the full extent of abnormalities in real time. This enables doctors to diagnose in an instant, enabling improved personalized treatment. When an operation is required only diseased tissue is removed to prevent unnecessary treatments and improved outcomes in patients.
The Origins in the Institut d’Optique
The beginnings of Damae Medical can be traced to Palaiseau-based Institut d’Optique where in 2013 two photonics students envisaged potential in an emerging imaging tech. Together with the inventor himself in 2014, they cofounded Damae Medical by taking an exclusive license to the core family of patents held by three partner institutions. While this contract was beneficial in launching the company to an early growth spurt, in the long run created difficulty in exercising control. This was resolved by taking an equity-forcontrol purchase in 2019 by Damae to acquire the foundational patent

Technology transfer (TT) is entering a transformative phase shaped by globalization, digitization, and the growing role of start-ups in the innovation ecosystem. Traditional linear models of TT where inventions flowed from academic laboratories to industry through licensing are being replaced by dynamic, multi-directional, and collaborative frameworks. This chapter explores emerging trends that will define TT in the coming decades, including open innovation platforms, digital TT ecosystems powered by artificial intelligence (AI) and blockchain, the rise of entrepreneurial start-ups and spin-offs, internationalization of TT through cross-border collaborations, and sector-specific shifts driven by 5G, biotechnology, drones, and green energy. Drawing from global and Indian contexts, the chapter highlights how universities, governments, and industries can leverage these trends to build inclusive, resilient, and sustainable innovation ecosystems.
Three global shifts which will redefine TT
1. Digitization of knowledge: With AI, big data, and blockchain, knowledge and IP can be shared, tracked, and commercialized faster and more transparently.
2. Entrepreneurial ecosystems: Start-ups, incubators, and accelerators are replacing traditional firms as vehicles of commercialization, particularly in deep-tech and frontier technologies.
3. Globalization of innovation: Challenges such as pandemics, climate change, and food security require cross-border TT collaborations, making TT an instrument of both economic and geopolitical significance.

13.1 Challenges in the technology transfer process
Technology transfer (TT) is more complex and involves the complex interrelationships between universities, research institutes, the private sector, the state, and society. Though TT is all about translating research findings into purposeful solutions that can support the economy and society, it is not a linear process. The challenges can be described as legal, institutional, cultural, financial, policy, and human resource. All this is accompanied by bottlenecks that inhibit or decelerate the diffusion of promising technologies.
13.1.1 Legal and intellectual property challenges
The vital component of technology transfer is the proper management of intellectual property (IP), which is often the most challenging aspect.
• Ambiguities in IP ownership: During multi-institutional or shared funder research, ownership is quite controversial. As an example, when a government lab and a university collaborate on the project, there is ambiguity as to who would have the ultimate licensing authority over the technology: the university, the lab, or the funding agency. This kind of fight hinders commercialisation and scares off industry partners.
• Lengthy patent filing and prosecution timelines: In several jurisdictions, the filings, examination, and granting of a patent may take between three and five years or more. Such delay is not compatible with the rapid cycle of invention in other fields such as ICT or biotechnology, where patent claims may become invalid before they are granted.
• High costs of IP protection: International direct patenting, like under the Patent Cooperation Treaty (PCT), is costly and involves legal services, fees, and upkeep costs. These costs are excessively high, which cannot be easily compensated by universities and startups, and where technologies are not secured or limited to local markets.

Incentives are a powerful stimulus to transfer of technology. They can encourage researchers to get their results to market, a new career path for many of them. They can create a culture that attracts and retains entrepreneurial staff, scientists, students and technology transfer professionals (TTPs) that view the university as a career path and a vehicle for making a contribution to society. Working in a pro-entrepreneurship team of colleagues can also lead to getting people to think in terms of making a connection between their work and its application. Incentives can be short-term or long-term in nature, and can be tailored to individual or collective requirements. As it is likely to be challenging for universities to design incentives that cater to every researcher’s or TTP’s desire, they can design incentive programs to cater to various aspects of human. Nature.
12.1 Why incentives matter in this ecosystem
Incentives can be either financial and non-financial. These are needed to ensure that researchers and TTPs remain motivated, aligned with institutional goals, and committed to the long-term process of technology transfer and commercialization. Incentive programs serve several important purposes:
• Motivation: Incentives energize individuals to pursue innovation and commercialization, often over long- and uncertain-time horizons.
• Retention: By offering recognition, rewards, and career advancement opportunities, institutions can retain high-performing researchers and skilled TTPs.
• Alignment: Well-designed incentives ensure that the personal goals of stakeholders align with institutional and societal objectives.

A TTO fills the important intermediary position of linking research institution with industry so that innovations and new ideas can reach market. To be able to facilitate that effectively, the institutions must have well-defined R&D policies that include Sponsored R&D, Collaborative R&D, and Grant-in-Aid R&D. These ensure that the research remains properly managed, regulatory compliance assured and aligned with institutional priorities. This chapter has discussed about key policies that can help in successful operation of TTO while aligning institution’s mission and interests Various core policies that help in successful technology transfer include:
• Intellectual property policy
• Technology transfer policy
• Revenue sharing policy
• Startup/Spinout/Venture creation policy
• Conflict of interest/Conflict of commitment policy
Each policy has specific objectives. These policies collectively ensure a clear and consistent framework for technology commercialization.
11.1 Intellectual property policy
An IP policy is a formal document that provides guidelines for managing IP by an organisation. A strong IP policy build trust by ensuring efficiency and transparency. Other benefits of IP policy includes creation of environment to encourage innovation and commercialisation of IP. It also lays foundation to set out the rules for public-private partnerships while addressing issues among various stakeholders and ensures compliance. IP Policy is not law, but a proposed course of action.

Performance metrics and indicators
Traditionally, in the past, TTOs’ performance was measured in monetary terms, such as universities’ revenues derived through commercialization. The methodology, however, is prone to shortcomings, in light of the fact that various TTOs do not receive significant amounts of financial proceeds through their technology transfers. In addition, relying on income does not depict a TTO’s true potential, in light of the fact that it does not account for the total range of outputs of research and commercialization opportunities. Recognizing these limitations, academics have found innovative ways to measure TTO efficiency, such as monetary and non-monetary indicators. Financial indicators typically entail measurable outcomes such as number of signed licenses, income from licenses, royalties collected, equity income, and number of spin-offs or startups created. These are actual gauges of the economic returns from commercialization efforts, and in the majority of instances are used in the context of benchmarking the performance of a TTO in a comparative context, perhaps against peer institutions or industry averages. Non-financial indicators consist of royalty distributions to academics, having an integral role in encouraging academics to participate in commercialisation activity. By incorporating monetary and non-financial metrics, universities might have an enhanced, comprehensive evaluation system for their TTOs. Such evaluation is sure to ensure assessment extends beyond short-run monetary metrics and looks to incorporate several organization, institutional, and research-oriented determinants in driving successful technology transfer.

A TTO needs a planned budget of five years to sustain it in the long term. This involves budgeting the infrastructure, manpower, research, and outreach programs. The budgetary needs of a TTO will be based on the size and scope of the TTO and the maturity of the parent institution it caters to. The initial years will be focused on capacity development, the appointment of experts, and the establishment of processes of intellectual property management. The mature TTO will generate income through the returns of the licensing agreements and the collaborative efforts with the industry. Nevertheless, external funding through grants and government schemes plays a vital part, particularly in the initial years. The planned budget ensures long-term stability and development of the TTO.
9.1 Budgetary heads
9.1.1 Operational expenditure
Operational expenditure refers to the ongoing costs incurred by a TTO to maintain its day-to-day operations. This includes the cost of maintaining the office, including rent, power and utility bills, computer and network infrastructure, patent management cost, and administration charges. The filing and legal charges also fall within this category. The overheads will be a heavy burden if not planned with finances properly. A TTO has to be provided with a properly planned operational budget that covers the daily operational expenses. The operational expenses help the office perform effectively, sustain the employees, and effectively manage IP. The operational expenses that the budget normally covers include:

8.1 Key legal statutes and regulatory foundations
Various policy measures were also undertaken by the Government of India in due course of time. The Government of India enacted four science policies after gaining independence, i.e. Scientific Policy Resolution (1958), Technology Policy Statement (1983), Science and Technology Policy (2003) and Science Technology and Innovation Policy (2013). The 1983 Technology Policy Statement possessed a simple goal of creating indigenous technology and boosting efficient absorption and adaptation of imported technologies suited to the nation’s priorities and. The Technology Policy Statement of 1983 was followed up through the establishment of the Technology Information Forecasting and Assessment Council (TIFAC), an autonomous organization entirely owned by the Government of India under the Department of Science and Technology during 1988. TIFAC also offers some funding and supports development and commercialization of technologies through the home-grown technology scheme, among its other operations. The Technology Development Board Act (1995) was also a significant policy move of the government in the same direction. Also in recent times, the Government of India also unveiled its own National IPR Policy 2016 with the motto cum slogan “Creative India, Innovative India”. In addition, the policy is aligned to a number of other schemes of the Indian Government like “Make in India”, “Atal Innovation Mission”, “Start-Up India” and “Stand-Up India”, all aimed at encouraging creativity, innovation and entrepreneurship in the nation.

In today’s innovation driven economies, turning a great idea or new technology into something investors want to fund takes careful planning. This process is called investor readiness. which means making sure the idea works, has a market, and is presented in a way that makes investors feel confident. Therefore, Investor readiness means the preparedness of an innovation to attract and secure investment from potential investors. It has all the essential parameters in place that an investor would evaluate before deciding to invest. For inventors, this means showcasing innovation’s business potential, potential for growth, and the capability to provide a return on investment. Understanding investor readiness is important because it directly influences scalability and growth of invention. Even the most innovative ideas can struggle to find the financial benefits without showcasing business potential.
Why it is important to discuss investor readiness
Investor readiness is the state in which a technology, its value proposition, and its founding team are significantly prepared to engage with securing funding from potential investors. Without investor readiness, even high-potential innovations may fail to reach the market due to gaps in business clarity, legal assurance, or team maturity. TTOs play an important role in this process by acting as intermediaries between inventor and investors. Modern day TTOs are more inclined to prepare technologies and associated teams to attract investment. This expanded mandate of TTOs and brought in investor readiness. It requires a wellstructured approach focused on aligning academic innovations with investor expectations. TTOs help in creating this readiness by guiding researchers through commercial pathways, derisking technologies, and translating technical advancements into investment suitable.

Strategic partnerships and productive outreach play a crucial role for new technologies to successfully reach the market, drive growth, and strengthen a country’s global competitiveness, Outreach programs have various benefits, ranging from technology transfer awareness, communication of stakeholders, industry, government, to academy partnership promotions. These efforts help in establishing connections, communicating opportunities, and encouraging active engagement from key stakeholders. Outreach activities can be performed under two broad categories:
1. Written communication includes all communication which can be viewed, shared, or made accessible for a set of people in a passive manner. This includes reports, newsletters, guidance, and online content which provide insights of worth for stakeholders.
2. Human outreach includes all direct communication like c face-to-face or verbal form communication it included conferences, conventions, workshops, seminars and personal communication with industry leaders.
The type of outreach creates stronger, more personal connections. An effective outreach strategy usually combines both human and written outreach efforts. By following this strategy TTOs can expand and strengthen partnerships, and make it easier for research-led innovations to get transition from lab to market more effectively. This chapter explores key outreach models, strategic networking approaches, and proven practices for building impactful partnerships in technology transfer.

5.1 Technology readiness levels- Introduction
Technology readiness levels (TRLs) is measurement of the maturity level of a particular technology. These are based on a scale from 1 to 9, with 9 being the most mature technology. It is a map that shows whether a given technology is in a conceptual state or can be used in real-world applications and ensures innovations are thoroughly tested before being applied on a large scale. The TRL scale uses a set of questions designed to measure progress of a technology toward maturity. They help in reducing risks and improving efficiency. TRLs were initially designed in the 1970s for use by NASA to assess how prepared a technology was for space missions. Technology for space travel is always extremely sophisticated and with a high degree of risk. NASA required a system to assess systematically whether or not a new technology was ready to implement. By breaking down development into different levels, NASA was able to provide informed decisions on which innovations were ready to incorporate (figure 12). In due course, TRL proved to be so effective that other industries began to use it. Other entities like the European Space Agency (ESA), U.S. Department of Defense (DoD), BIRAC, DRDO and many other agencies have taken , to using TRL to guide R&D strategies. TRL helps in simplifying development, decreasing risks, and maximizing resource utilization.

4.1 Phases of technology transfer
To translate laboratory research into market ready product, it is important to understand steps or phases involved in this technology transfer process. The process typically includes six main phases, each with a different role (figure 9).
4.1.1 Research
Technology transfer begins with research, the critical stage of exploring and discovering novel knowledge, technologies, or innovations that may have potential commercial applications. The research phase can occur in academic institutions, research organizations, or private sector companies, often funded by public or private sources. Thorough research ensures that the technologies being transitioned are scientifically and technically robust, thereby increasing their potential for market success. Therefore, the research phase involves creating and evaluating new ideas, confirming their feasibility, and identifying IP prospects, all of which are key components of TT success.
4.1.2 Innovation disclosure
Innovation disclosure is the first formal step where the innovation is reported to the appropriate TTO or IP management team. This process ensures that the institution or organization recognizes the innovation and evaluates its potential for protection and commercialization. It includes following information:

The success of a TTO relies on a systematic approach encircling factors like assessment, valuation, marketing, negotiation, and post-transfer management (fi gure 8). This chapter covers the activities that are essential for the effective functioning of a TTO. 3.1 Technology assessment - A pillar of innovation commercialization
The process of transitioning an innovative technology to commercial reality requires a stringent and formal process known as technology assessment. This early stage is crucial as it determines the viability of an invention by analysing practicability of the invention as well as its uniqueness and the likelihood of it being adopted in the target markets. In the absence of this preliminary examination, the chance of technology’s potential being mismatched to the market can arise.
a) Scientific merit and technical feasibility
A key benchmark in assessing technologies involves the identification of
scientific validity and technical performance. An innovation’s viability depends on the fact that it complies with good scientific practice or the innovative application of a new paradigm that has empirically confirmable validity. It is important to determine whether the invention’s underlying mechanism can be reliably proven through established scientific practice. A working prototype allows for empirical testing in different conditions and serves as proof of practical application. In addition to that, scalability has to be tested critically. It often happens that innovations perform well in a controlled laboratory setting but lose efficiency or cost-effectiveness in the case of mass production. The viability of the implementation on a grand scale becomes a core concern in this phase of the evaluation.

The establishment of a technology transfer office is an important and complex process for an organization. It needs careful planning to ensure its long-term sustainability. Before establishing a TTO, it is essential to evaluate whether institution’s core mission includes research commercialization, and if the volume and quality of its research output justify the need for an inhouse TTO. For institutions that may not meet all criteria, those institutions can collaborate or outsource for TTO services. It is also important to decide about its operational scope, funding, management, and for what kind of issues the office should develop a policy. There is no “right” way to set up a TTO, but successful TTO does require considering some key issues. This chapter outlines key steps and considerations for establishing a TTO. It also explains what physical infrastructures are needed, manpower, outlines the responsibilities and powers of TTOs.
2.1 Evaluating the need for a TTO
Establishing a TTO is an important step for any research focused organization. But before initiating a planning process for a new TTO, the organization must review its relevance by considering a few fundamental points:

1. Is institution’s mission focused on “research commercialization” If an institute’s primary mission is education, or it does not support research it might not be justified to create a TTO. For such institutions, it usually makes better sense to seek alternative solutions to the occasional technology transfer without the expense of a formal office. But institutions with strong research commercialization focus, a TTO has the ability to contribute meaningfully to the mission. The Association of University Technology Managers (AUTM), USA has identified following key motivations for initiating academic technology transfer:

Introduction
Understanding the concepts of technology transfer, licensing, and commercialization is crucial as it plays an important role in understanding how scientific discoveries leads to generation of new technologies further making them the impactful solutions that benefit industries and society. In the context of Indian HEIs, this especially important because a large volume of impactful research often remains underutilized due to limited commercialization channels. This chapter explains the terminology, essential components of technology transfer, outlines its significance for the innovation ecosystem. It also outlines the evolution of India’s technology transfer ecosystem, and emphasizes while understanding its potential to boost India’s economy, encourage entrepreneurship, and strengthen global competitiveness. From initial idea to a market-ready product is complex and multiphased process. The stepwise process is shown in Figure 1. It highlights a structured pathway consisting of five core phases: Idea/Concept, Technology development, Intellectual Property (IP) rights, Technology transfer, and Technology commercialisation.
Phase 1: Idea/Concept stage
This process of technology transfer starts with the Idea/Concept phase, where an invention is created. Each phase plays an important role in transforming raw scientific knowledge into innovative solutions that benefit society and generate economic value. In this phase breakthrough ideas emerge, within labs. Researchers explore and develop initial proof-of-concept or prototypes to validate their ideas. At this stage, the focus is primarily on knowledge creation rather than commercialization. This pathway of technology transition is summarized in Figure 1.

This concluding chapter, “The Future ECG: Predicting a Vibrant Agricultural Heartbeat,” therefore adopts a global lens, acknowledging that the quest for accurate and timely monsoon forecasts is a shared endeavor with worldwide implications. Just as the electrocardiogram serves as a universal diagnostic tool for assessing the health of the human heart, the advancement of monsoon forecasting represents a collective effort to understand and predict the vital “ECG” of agriculture in all monsoon-dependent regions. Throughout this book, we have examined the scientific principles and evolving technologies underpinning monsoon prediction. In this final exploration, we will broaden our perspective to consider how the future of this field will impact agricultural practices and livelihoods on a global scale. The innovations in satellite technology, climate modeling, artificial intelligence, and data analytics that we’ve discussed in the context of the Indian monsoon hold immense potential for enhancing forecasting capabilities in every corner of the world where farmers rely on these seasonal rains. Imagine a future where international collaboration fosters the sharing of data and expertise, leading to a more comprehensive understanding of global monsoon dynamics. Farmers in diverse monsoon-affected regions could benefit from increasingly precise and localized forecasts, empowering them to make informed decisions about planting, irrigation, pest management, and harvesting. This enhanced predictability promises not only to improve yields and reduce risks but also to contribute to greater resilience against the impacts of climate change, which are increasingly affecting monsoon patterns worldwide. “The Future ECG” in this global context signifies a hopeful outlook, one where continued scientific progress translates into a more secure and prosperous future for all those whose lives and livelihoods are intricately linked to the monsoons. It is a vision of a globally vibrant agricultural heartbeat, sustained by the everevolving science of forecasting and the collective commitment to supporting monsoon-dependent communities worldwide.

Real-time crop monitoring for efficient climate guidance extends beyond monsoon-dependent regions and holds significant importance in a global agricultural context. While the fundamental technologies and principles remain similar, the specific applications and benefits are tailored to the diverse agricultural systems and climates worldwide.
10.1. Global Applicability Across Diverse Agricultural Systems
• Rain-fed Agriculture (Beyond Monsoons): In semi-arid and arid regions globally, where rainfall is scarce and unpredictable, real-time monitoring of soil moisture and plant stress through remote sensing and ground sensors is crucial for optimizing the limited water resources and implementing drought management strategies (Fig.10.1).
• Irrigated Agriculture: Even in systems relying on irrigation, real-time monitoring helps optimize water usage based on actual crop needs and prevailing weather conditions, preventing over-irrigation and conserving water, a critical resource globally.
• Temperate and High-Latitude Agriculture: In these regions, real-time monitoring can track temperature fluctuations, frost risks (as you researched previously), and the impact of shorter growing seasons on crop development, allowing for timely interventions like frost protection or adjustments to planting schedules.
• Tropical Agriculture: Beyond monsoons, tropical regions often face challenges like high humidity and pest/disease pressure. Real-time monitoring of leaf wetness and other microclimate factors aids in targeted pest and disease management, reducing the need for broad-spectrum applications.

The pursuit of a dependable and abundant harvest stands as the cornerstone of sustainable agriculture. However, this pursuit is increasingly challenged by the growing complexities and uncertainties of our changing climate. Chapter 9, “Harnessing Climate Intelligence for Assured Harvest,” delves into the critical role of climate analysis in navigating these challenges and securing predictable yields. This chapter outlines a strategic approach to achieving “assured harvest” by effectively leveraging “climate intelligence.” This intelligence encompasses a deep understanding of historical climate patterns, real-time weather monitoring, and future climate projections. By strategically analyzing this wealth of information, we can move beyond reactive measures towards proactive and informed decisionmaking across the agricultural lifecycle. Our strategy to harness climate intelligence for assured harvest will focus on several key pillars:
• Deciphering Climate Variability and Change: We will explore the nuances of both short-term weather fluctuations and long-term climate trends, identifying their specific impacts on crop growth, development, and potential losses. This involves understanding critical parameters like temperature, rainfall, humidity, solar radiation, and the frequency of extreme weather events relevant to specific crops and geographical regions.
• Assessing Climate-Related Risks: A crucial element of this strategy involves identifying and quantifying the risks posed by climate variability and change. This includes analyzing the probability and potential severity of events like droughts, floods, heatwaves, cold spells, and shifts in pest and disease patterns.
• Developing Climate-Smart Agricultural Practices: Armed with a robust understanding of climate risks, this chapter will explore a range of climatesmart agricultural practices designed to mitigate these risks and enhance resilience. This encompasses strategies related to crop selection, optimized planting and harvesting schedules, water management, soil health improvement, and integrated pest and disease management.
• Leveraging Technological Advancements: The power of climate intelligence is amplified by advancements in technology. We will examine the role of remote sensing, Geographic Information Systems (GIS), precision agriculture tools, and sophisticated weather forecasting systems

For nations where agriculture is intrinsically linked to the rhythms of the monsoon, the need for effective climate guidance and resilient farming practices is particularly acute. The preceding chapters have likely underscored the profound impact of climate variability, especially the unpredictable nature of monsoon patterns, on agricultural productivity and the livelihoods of millions. This chapter turns its attention to the essential infrastructure development and enabling policy frameworks required to empower farmers in monsoon-dependent countries to navigate the uncertainties of their climate and build lasting prosperity. Given the unique challenges and opportunities presented by monsoon climates, this chapter will specifically explore the development of infrastructure that supports climate-resilient agriculture in these regions. This includes a focused examination of:
• Specialized Weather Observation and Forecasting Infrastructure for Monsoon Monitoring: Emphasizing the need for advanced systems dedicated to accurately monitoring monsoon onset, intensity, spatial distribution, and predicting extreme events like heavy rainfall and prolonged dry spells, which are critical for timely agricultural decisions.
• Communication and Dissemination Infrastructure Tailored for Monsoon-Related Risks: Focusing on effective and accessible channels to deliver critical monsoon forecasts, advisories on managing water excesses and deficits, and information on appropriate cropping strategies during and between monsoon seasons, reaching even remote agricultural communities.
• Infrastructure for Enhanced Water Management in a Monsoon Context: Addressing the dual challenges of managing excess water during intense monsoon periods (including flood mitigation and drainage systems) and ensuring water availability during dry spells through efficient irrigation, water harvesting, and groundwater management infrastructure.
• Data Management and Analysis Focused on Monsoon-Driven Agricultural Systems: Highlighting the importance of analyzing historical and real-time data related to monsoon patterns and their impact on specific crops and regions to generate localized and timely agricultural guidance.

Characterized by seasonal reversals in wind direction and associated shifts in precipitation patterns, these systems are critical for agriculture, water resources, and overall socio-economic stability in many regions. However, the delicate balance of monsoon systems is increasingly threatened by climate variability, leading to significant disruptions and challenges, particularly in the form of severe droughts. Recent years have witnessed the devastating impact of drought in numerous monsoon-dependent regions across the world. In India, heavily reliant on the summer monsoon, failures have caused significant water shortages and poor crop yields, particularly in vulnerable regions like southeastern Maharashtra and Rajasthan. The consequences extend to groundwater depletion and increased irrigation demands. The impact of recent droughts is not limited to Asia. The African continent has also faced severe consequences. The Horn of Africa experienced a particularly devastating drought from October 2020 to 2023, resulting in widespread harvest failures, livestock losses, and displacement, marking the worst drought in four decades. West Africa has similarly suffered from frequent droughts causing crop failures, rising food prices, and exacerbating income inequality. South America, too, has experienced significant impacts. Argentina faced a severe drought in late 2022 and early 2023, halving wheat and soy harvests and impacting exports. In Uruguay, this drought led to a lack of access to drinking water for thousands. Brazil has seen harvest failures and reduced agricultural GDP due to drought, also threatening its hydroelectric power generation. In India, while facing drought in many areas, heavy monsoon rains have also caused catastrophic flooding. In July 2021, the coastal regions of Maharashtra experienced severe flooding affecting millions and causing hundreds of deaths. Major events like the 2022 Assam floods and the 2023 North India floods further exemplify the destructive potential of intense monsoon rainfall. Enabled by policy reforms, technological innovation, and infrastructural development, digital governance has become a cornerstone of the country’s public service delivery, transparency, and accountability. However, the ambitious expansion of digital governance has also encountered systemic and structural challenges that continue to hinder its full realisation. These challenges are not merely technological but are deeply embedded in socio-political, administrative, and economic contexts that define the Indian public administration landscape. While the progress has been notable, the sustainability and inclusiveness of digital governance remain contingent on the country’s ability to address these entrenched constraints. Despite substantial advances, several persistent challenges threaten the transformative potential of digital governance in India. Chief among them is the digital divide across rural-urban, gender, economic, and social lines, which inhibits equitable access to digital services. According to the National Family Health Survey (NFHS-5, 2019–21), internet usage in rural areas remains alarmingly low, with only 33% of women and 57% of men reporting regular access. Infrastructural constraints, human resource limitations, weak system interoperability, cyber-security threats, and concerns about data protection and digital rights compound these disparities. The post-2015 period has witnessed transformative initiatives under the Digital India Programme, including the proliferation of platforms such as Aadhaar, DigiLocker, Unified Payments Interface (UPI), and MyGov, among others (MeitY, 2022). While these developments have significantly enhanced service accessibility and administrative efficiency, they have simultaneously revealed critical gaps in digital infrastructure, policy coherence, data governance, and institutional capacities. In response, digital urban governance has emerged as a transformative paradigm, leveraging information and communication technologies (ICTs) to enable responsive, efficient, and inclusive urban administration. Digital technologies are increasingly embedded into urban governance structures and processes, from e-governance portals and grievance redressal apps to real-time traffic monitoring systems and digital financial tools. This shift is reflected in flagship national programmes such as Digital India, Smart Cities Mission, and the National Urban Digital Mission (NUDM), which aim to digitise public service delivery, enhance citizen engagement, and enable data-driven decision-making at scale (Ministry of Housing and Urban Affairs [MoHUA], 2021; MeitY, 2015). At the heart of this transformation is the creation of robust digital infrastructure such as Integrated Command and Control Centres (ICCCs), city data platforms, and open APIs combined with evolving institutional frameworks that promote interoperability, decentralisation, and cooperative federalism (Kapur & Joshi, 2021; NIUA, 2023). The chapter explores the evolution and current landscape of digital urban governance in India by first outlining the conceptual underpinnings of urban governance and then transitioning into the digital domain. It encompasses various applications from digital health, education, and financial inclusion to precision agriculture, market linkages, and entrepreneurial enablement, each designed to address long-standing structural inequities. Historically, rural regions have been perceived as passive recipients of policy support and welfare interventions. However, with the advent of digital technologies, these areas are increasingly positioned to become both demand drivers through rising incomes and service consumption and supply hubs, contributing to national productivity through digitally enabled livelihoods and enterprises. By enhancing access to essential services, improving the efficiency of traditional sectors such as agriculture and handicrafts, and facilitating diversification into non-farm activities like rural tourism and agri-processing, digital governance catalyzes rural transformation. However, the success of rural digital governance is contingent upon adopting a holistic and contextualized approach. One-size-fits-all digital interventions often fail to address the nuanced realities of rural economies. Effective rural technology deployment requires carefully diagnosing local needs, infrastructural capabilities, and livelihood profiles. In this regard, a participatory approach to technology selection and design grounded in the realities of rural life ensures greater relevance, uptake, and impact. Publicprivate partnerships (PPPs) play a pivotal role in scaling such initiatives, with governments providing scale and legitimacy while private actors contribute innovation, technical know-how, and financial investment.

India’s digital transformation over the past decade has emerged as a defining feature of its governance and developmental strategy, propelled by the ambitious Digital India initiative launched in 2015 by the Ministry of Electronics and Information Technology (MeitY). With a vision to transform India into a digitally empowered society and knowledge economy, the initiative seeks to harness the power of information and communication technologies (ICT) to make governance inclusive, efficient, transparent, and responsive. Digital India marks a paradigm shift in how public administration operates, embedding technology at the core of policy delivery, citizen engagement, and institutional coordination across sectors and tiers of government. Creating a robust and scalable digital infrastructure is at the heart of this transformation. Major projects like BharatNet aim to connect 2.5 lakh Gram Panchayats via high-speed optical fiber, of which over 1.5 lakh were connected by 2020. Simultaneously, establishing more than 3.7 lakh Common Service Centres (CSCs) has extended digital service delivery to rural and remote areas. These CSCs function as inclusive access points, offering health, education, agriculture, banking, and public utilities services in a culturally and linguistically localized format, catalyzing rural digital entrepreneurship and last-mile inclusion. India’s approach to digital governance extends beyond infrastructure to encompass citizen-centric digital services and platform-based public service delivery models. Platforms such as UMANG, eHospital, BHIMUPI, DigiLocker, eCourts, Tele-Law, and eWay Bills have simplified citizen interaction with the state, enhancing the ease of living and improving administrative efficiency. The Government eMarketplace (GeM) has transformed public procurement by making it more transparent, efficient, and accessible for small businesses and start-ups. The Jan Dhan–Aadhaar–Mobile (JAM) trinity has revolutionized welfare delivery by facilitating Direct Benefit Transfers (DBT) into verified bank accounts, eliminating intermediaries, and saving over ?1.7 lakh crore by 2020.

Digital infrastructure forms the bedrock of contemporary digital governance, unlocking scalable, secure, and inclusive public service delivery in India. It comprises high-speed broadband networks, State Data Centres, identity platforms, cloud systems, and institutional linkages essential for capturing, processing, storing, and transmitting data across government and citizen-facing services (Aapti Institute, 2024). Since the launch of the National e-Governance Plan (NeGP) in 2006, India’s efforts have focused on strategic infrastructure investments like State Wide Area Networks (SWANs), State Data Centres (SDCs), and Common Services Centres (CSCs) to decentralize digital access across states and districts (Ministry of Information & Broadcasting, n.d.-a). In this regard, digital governance’s legal and policy foundations are critical for establishing enabling conditions for its practical and equitable implementation. As highlighted by Sachdeva (2002), the transition to digital modes of governance requires not only the removal of outdated regulatory provisions but also enacting new laws on digital authentication, electronic records, data protection, cybercrime, and privacy. Additionally, procedural simplification through single-window systems, interoperability standards, and e-payment protocols is essential to reduce administrative friction and promote

In the Network Readiness Index (NRI) 2023, India stood at 65th among 134 countries, reflecting advancements in digital infrastructure, skills, and public digital platforms like Aadhaar and UPI (Portulans Institute, 2023). However, challenges persist, as highlighted by the ND-GAIN Index, which underscores India’s vulnerability due to digital inequality and climate-sensitive infrastructure (Notre Dame Global Adaptation Initiative, 2023). These performance indicators reflect a dual narrative: India is at the forefront of digital public innovation, yet its trajectory remains marred by barriers to inclusivity, last-mile service delivery, and institutional adaptability. The conceptual framework of digital governance in India encompasses key principles and mechanisms that collectively aim to bridge these gaps and foster a digitally empowered society and knowledge economy. Inheriting its foundational structures from British colonial rule, India retained key institutional frameworks post-Independence in 1947, including the Parliament, Executive, Judiciary, and systems of law and order and revenue administration. Although these institutions provided a degree of continuity and stability, they gradually became mired in procedural rigidity, excessive centralization, and legal formalism. Mathur (2013) notes that the performance of the three core organs of governance, the legislature, executive, and judiciary, has drawn increasing public concern, particularly in their responsiveness to the rising aspirations of Indian citizens. In the early decades post-independence, India adopted a centralized, commandand- control model of economic and administrative governance. State officials wielded considerable discretion over the allocation of licenses, quotas, and permits, while the private sector remained underdeveloped and tightly regulated. This framework, while aligned with the nation-building ethos of the time, ultimately led to inefficiencies, corruption, and citizen disenchantment. The 1990s marked a watershed moment in India’s governance trajectory. With a balance-of-payments crisis and external pressures from international financial institutions such as the IMF and World Bank, India adopted neoliberal economic reforms centered on liberalization, privatization, and globalization (Ramesh Singh, 2013). These reforms fundamentally altered the state’s role from a direct provider of goods and services to a facilitator and regulator. A new governance discourse emerged, emphasizing accountability, transparency, efficiency, and citizen participation. This also marked the diffusion of New Public Management (NPM) ideas, which advocated for performance-based administration, managerial autonomy, and partnership with non-state actors. Simultaneously, the Tenth Five-Year Plan (2002–2007) explicitly identified governance as a key determinant of development outcomes, underscoring that economic growth could not be sustained without reforming the institutions

As states move toward more digitized, networked, and citizen-responsive systems, drawing upon theoretical frameworks that help explain, interpret, and evaluate these complex dynamics becomes essential. Theories provide the conceptual scaffolding necessary for analyzing the design, implementation, outcomes, and unintended consequences of digital governance practices. At its core, a theory systematically explains a phenomenon or set of phenomena. It involves a coherent set of interrelated concepts, assumptions, and propositions that define causal relationships and offer predictive insights (Kerlinger, 2000). According to Prasad et al. (2017), theory represents a systematic grouping of interdependent concepts that offer a framework to organize existing knowledge, explain observable events, and predict yet-unobserved outcomes. Hollander (1967) adds that theories contain one or more functional statements or propositions that articulate relationships between variables to account for empirical realities. Central to any theory are concepts, the building blocks that articulate the causal linkages and assumptions within a conceptual system. When structured together, these elements form a deductive framework for reasoning and explanation. In sum, theory allows us to understand what is happening in digital governance and why, how, and with what implications. Digital governance, distinct from narrower terms like e-government or e-governance, is a multi-layered process involving the reconfiguration of power, the redesign of institutions, the engagement of diverse stakeholders, and the transformation of public value creation in a digitally mediated environment. It encompasses dimensions of public administration, information systems,

The evolution of public administration in the digital age has been anything but linear. As governments worldwide grapple with waves of technological advancement, the boundaries between reform phases such as e-government, e-governance, digital government, and digital governance often blur. Transformations occur unevenly across sectors and regions, with older paradigms coexisting with or even outlasting newer innovations. As Dunleavy, Margetts, Bastow, and Tinkler (2006, p. 216) perceptively observe: “Defining periods in the evolution of any complex system, such as public management systems in advanced industrial countries, is tricky. New developments accumulate while older trends are still playing out and flourishing. Relatively established ideas move from leading-edge countries or sectors to implementation in previous laggard areas, even as the same ideas are being repudiated or reversed in the erstwhile pioneering locations. Moreover, a confusing welter of changes goes on simultaneously, amongst which it is difficult to distinguish ephemeral and hyped-up innovations from those that are fundamental and longerlasting”. This observation aptly captures the administrative reforms’ non-linear and layered character in the digital era. The coexistence of multiple reform paradigms ranging from early e-government initiatives focused on service delivery, to broader e-governance aimed at leveraging technologies for participatory governance, and finally to the strategic integration seen in digital governance illustrates how public sector innovation is cumulative and contested. Digital governance, in particular, cannot replace previous phases. Instead, it serves as their expansion and convergence, wherein technology, data, and citizen-centricity are embedded in policymaking, service design, and institutional accountability. To fully understand the rise of digital governance, examining the broader historical trajectory of administrative reforms is important. Since the 1960s and 1970s, such reforms have consistently remained a focal point for both

By moving toward a multidimensional evaluation framework, we can prioritize relevance, diversity of contributions, and societal impact alongside citation metrics. Reforms could include:

• Promoting open-access journals that adhere to rigorous peer-review standards.

As global population levels continue to rise, with estimates suggesting we will surpass 9 billion people by 2050, the demand for sustainable and efficient agricultural practices has never been more urgent. These tools are now increasingly being applied to agricultural research, offering unprecedented opportunities for innovation. For example, AI-powered predictive models can help forecast crop yields, pest outbreaks, and weather

15.1. Equitable Publishing Practices
Access to academic publishing remains a significant challenge for researchers in developing countries. High article processing charges (APCs) for open-access journals often exclude underfunded institutions and individual researchers. Policy interventions are essential to create a more equitable publishing ecosystem.
15.1.1. Subsidies for Open Access Publishing
Governments and funding agencies should subsidize APCs for researchers from low-income and middle-income countries (LMICs). For instance, the Plan S initiative-backed by organizations like the European Science Foundation—aims to make all publicly funded research open access (Plan S, 2018).

The Sustainable Development Goals (SDGs) are a set of 17 interconnected goals established by the United Nations in 2015 as part of the 2030 Agenda for Sustainable Development. These goals aim to address global challenges, including poverty, inequality, climate change, environmental degradation, peace, and justice (Fig. 14.1).

The SDGs provide a universal framework to achieve a better and more sustainable future for all. Following is the list of the 17 SDGs

The current systems of journal rating and evaluation have long been criticized for their emphasis on narrow metrics, such as the journal impact factor (JIF), which often fail to reflect the broader contributions of academic work. Despite their widespread use, these systems frequently reinforce inequities within academia, marginalize underrepresented voices, and fail to prioritize the societal impacts of research (Fig. 13.1).
This chapter consolidates recommendations for reforming journal rating systems, emphasizing fairness, inclusivity, and societal impact. Drawing on existing literature and expert recommendations, we outline a comprehensive framework for designing a rating system that balances academic rigor with accessibility and relevance.
13.1. Revising Evaluation Metrics
The reliance on metrics such as JIF has perpetuated a cycle of prioritizing high-citation fields and well resourced institutions. Garfield (2006), the founder of the JIF, himself noted that it was never intended to serve as the singular measure of research quality, yet its dominance in academia persists. Critics argue that the JIF favors fields with inherently higher citation rates, sidelining disciplines such as the humanities, social sciences, and regional studies (Moher et al., 2018). Moreover, the JIF incentivizes salacious or sensational findings that attract citations, often at the expense of methodological rigor (Brembs et al., 2013). To address these issues, scholars have proposed alternative evaluation metrics that prioritize broader dimensions of impact. For example, the Leiden Manifesto (Hicks et al., 2015) outlines ten principles for responsible research evaluation,

National journals play a crucial role in the dissemination of regionally relevant research, particularly in specialized fields such as agricultural sciences. These journals act as accessible platforms for researchers, practitioners, and policymakers to share findings, innovations, and solutions tailored to local contexts. Strengthening national journals is essential for fostering knowledge exchange, promoting inclusivity in scientific communication, and addressing the unique challenges faced by different regions (Fig. 12.1).
This chapter explores strategies for improving the quality, visibility, and credibility of national journals, with examples from countries across the globe, including those outside North America and Europe. Local factors such as climate, soil type, cropping systems, and socioeconomic conditions influence the challenges faced by farmers and the solutions that are most effective. National journals provide a vital medium for addressing these region-specific issues, enabling researchers to publish studies that may not align with the broader focus of international journals. Furthermore, these journals often cater to the immediate needs of local policymakers, extension workers, and educators, ensuring that research findings are translated into actionable outcomes.

Predatory journals undermine the integrity of academic publishing by charging exorbitant fees without providing rigorous peer review. These deceptive entities exploit the academic community, especially targeting early-career researchers, those from underfunded institutions, and scholars in developing countries. By prioritizing profit over quality, predatory journals erode trust in the research ecosystem, dilute scientific knowledge, and tarnish the reputation of genuine academic endeavors (Fig. 11.1).
This chapter delves into the multifaceted challenges posed by predatory journals and outlines comprehensive strategies for researchers, institutions, and policymakers to combat their pernicious effects.
11.1. Understanding Predatory Journals
Predatory journals are characterized by their lack of transparency, absence of editorial rigor, and aggressive solicitation of authors. They often masquerade as legitimate open-access journals but fail to adhere to the ethical standards of scholarly publishing. Unlike reputable journals, which uphold rigorous peer-review processes to ensure the validity and originality of research, predatory journals accept articles with minimal or no scrutiny. This results in the dissemination of low-quality or even fraudulent research, undermining the credibility of academic literature.
Several red flags can help researchers identify predatory journals. These include:

These metrics, while useful, often reduce the multifaceted nature of scholarly impact into single numerical values, potentially oversimplifying and distorting the evaluation process. The reliance on these metrics creates a feedback loop wherein highly ranked journals attract more submissions, increasing their citation counts and reinforcing their dominance. This system can marginalize smaller or niche journals that publish

The dominance of Europe and North America in agricultural research publishing is evident from the distribution of international journals in agriculture and allied disciplines. Approximately 75% of these journals originate from these regions. Breaking this down further:
• Europe accounts for 43.6% of international journals, with leading contributors including the United Kingdom (14.1%), the Netherlands (8.5%), Germany (6.2%), France (4.3%), Italy (3.5%), and other European countries (7.0%).
• North America contributes 31.4%, with the United States alone publishing 28.5% and Canada accounting for 2.9%.

In the evolving landscape of agricultural sciences, integrative research models have emerged as a cornerstone for addressing complex, multifaceted challenges. These models bridge the gap between theoretical frameworks and their practical applications, ensuring that innovations are not just conceptual but also actionable and impactful. This chapter delves into the essence of integrative research models, highlighting their significance, successful case studies, and strategies to foster their adoption and effectiveness in agricultural progress.
8.1. The Need for Integrative Research Models
Agriculture today is at the nexus of critical global challenges, including climate change, food security, biodiversity loss, and resource scarcity. Traditional, siloed research approaches often fall short in addressing these interconnected issues. Integrative research models offer a paradigm shift by combining insights from diverse disciplines such as agronomy, ecology, economics, data science, and social sciences. To excel in agricultural sciences, leaders must embody a diverse range of qualities that enable them to inspire teams, foster innovation, and drive impactful research. These qualities include:

In the world of academic publishing, Article Processing Charges (APCs) have emerged as a significant barrier, particularly for researchers from countries with limited resources like India. These charges, often levied by open-access journals to cover the costs of peer review, editing, and dissemination, have created a financial divide that impedes equitable access to scholarly communication. This chapter delves into the multifaceted challenges posed by APCs and outlines potential solutions to address the inequities they perpetuate (Fig. 6.1).
6.1. The Burden of Article Processing Charges
The financial burden of APCs is disproportionately felt by researchers in developing nations. Many prestigious open-access journals charge APCs ranging from $1,000 to $5,000 or more per article. For researchers in high-income countries, these charges might be manageable, supported by robust institutional funding or grants. However, for their counterparts in countries like India, where research funding is limited and often tied to modest institutional budgets, such costs are prohibitive. The disparity in income and currency exchange rates further amplifies this challenge. A charge of $2,000, for instance, could equate to several months’ salary for a researcher in India, compared to a fraction of that amount for a researcher in the United States or Europe.
