This also helps in conveying the features of rural products. Information and Communication Technologies (ICTs) are for everyone and that does not mean for urban or rural communities. Recent developments in the fields of information and communication technology are indeed revolutionary in nature. By definition, Information and Communication Technologies (ICTs) are a diverse set of technological tools and resources to create, disseminate, store, bring value-addition and manage information. ABSTRACT

The role of community radio has been conceptualized as an important and powerful tool for informing, educating, entertaining and influencing the masses. Community Radio Station at KVK, Barh, Patna has brought about useful contributions to the farmers of surrounding villages and broadcasting different programmes related to agriculture, health, hygiene, nutrition and entertainment in the local language. Present study was carried out to see the impact of organic farming related talks. We found it a very effective tool to communicate with small and marginal farmers of surrounding villages for delivering useful information related with agriculture and organic farming.

Introduction

The concept of communication for development emerged with the Modernization theory, which developed its roots after World War II. Wilbur Schramm and Daniel Lerner, the two major proponents of this theory opined that the major obstacle to development was the psychology of the undeveloped citizens. The communication models under modernization paradigm observed communication process as the transfer of message from sender to receiver (Lasswell, 1948). It was found that communication theories like two step-flow, diffusion theory, or the early extension approaches were quite harmonious with the top-down modernization theory. After the Modernization paradigm, an another theory of communication for development emerged named as Dependency theory. Dependency theorist like Jean Servaes (1996) criticized the broadcasting and other mass-media systems as they tended to support modernization and were anti-development; also they were inclined to promote the political agenda. Solution to underdevelopment of third world countries require major changes in media structure that were dominated by commercial principles & foreign interests into media structures which are self-reliant and community oriented (Servaes, 2002). In 1970s scholars such as Paulo Freire and Nora C. Quebral started pleading in favour of bottom up development theories which led to evolution of a new development paradigm called the multiplicity paradigm. This paradigm conceptualised the basic idea that development is integral, multidimensional and dialectic process which can differ from one society to another (Okigbo and Eribo, 2004). Multiplicity paradigm led to emergence of a new form of communication called participatory communication.

Comprehensive tables provide a comparative overview of which metric is more suitable for various disciplines and global regions. The assessment of academic journals plays a critical role in research evaluation, academic promotions, and funding decisions. Two prominent journal-ranking systems, JCR and SJR, serve as benchmarks for these purposes. JCR, managed by Clarivate Analytics, primarily focuses on citation frequency over a two-year window. Conversely, SJR, developed by SCImago using Scopus data, incorporates a prestige-weighted citation approach over a three-year period (Fig. 3.2). Several of our Indian Scientific Journals are not covered by JCR. As more than 80 per cent Journals are from Europe and North America. The CLARIVATE covers only few Indian Journals most of which are published by Central Government Agencies

Concept of uncertainty

Uncertainty refers to a scenario in which a person is unsure of what will happen, i.e. when all possible outcomes of events are unknown, and neither the likelihood nor the outcomes are known. Uncertainty cannot be quantified; however, risk may be quantified using probability principles.

Farming is a financially hazardous profession. Farmers face an ever-changing panorama of possible pricing, yield, and other outcomes that affect their financial returns and overall well-being on a daily basis. Because the effects of decisions or events are frequently unknown until long after they occur, the outcomes may be better or worse than planned. When aggregate crop output or export demand fluctuates dramatically, for example, farm prices can swing dramatically, and farmers may see returns that are significantly below their expectations (Bairwa et al., 2013).

The farmer’s socio-economic conditions continue to be poor. The job availability and opportunities are also very poor in rural areas and are declining with time. There are several instances of despair amongst farmers due to heavy burden of loan, which they took for procuring inputs for crop production. In majority of the cases loan is still borrowed from the local moneylenders on a very high rate of interest, as it is convenient and simple for them. The despair arises due to non-payment of loan in the event of crop failure or market crash for that crop, for which he had taken loan. The reason for crop failure may be adverse climatic conditions or pest attack, which could not be managed due lack of know-how and non-availability of good quality agro-chemicals. Report about the presence of spurious pesticide and fertilizers in the market are quite common in media. Farmers meet unfair treatment in the market while procuring inputs and marketing their produce. The market is uncertain and several times the farmers are not able to meet even the variable cost of production.  There is no other option left except ploughing back the crop in the field. The majorities of our farmers are small and marginal and unable to bear such losses on one hand and government doesn’t have a contingency plan to help the poor farmers on other hand. Even if it provides some help it doesn’t reach the affected farmers.

Introduction The primary mission of extension services is to facilitate desirable changes in human behaviour through educational means. These changes can encompass various aspects, including knowledge, skills, attitudes, understanding, goals,actions, and confidence. Effective communication is the cornerstone of an extension worker’s role. Their responsibility extends beyond merely informing farmers about improved practices; they are tasked with ensuring that the results of research and field trials are practically applied by farmers. Nevertheless, extension workers often encounter perplexing questions in their line of work.

Most of the scientific research studies –except few descriptive survey research studies–will have one or more hypotheses to be tested as a part of study. Hypothesis is a prediction intended to be tested in a research study (Aron, Coups, and Aron, 2012). Hypothesis is the guide which directs the purpose and process of research by indicating the dependent and independent variables to be observed, extraneous variables to be controlled and the active variables to be manipulated.

5.1. INTRODUCTION

The word ‘probability’ means “reasonable likelihood of happening of an event”. In biology it is difficult to predict an outcome with absolute certainty. Probability helps us to estimate the occurrence of relative frequency of any (biological) event and is an accepted measure of uncertainty.

Reliability deals with the dependency, consistency, stability, predictability and accuracy of the research data. In our day to day life, when we say that a person is reliable then it means his behaviour is predictable, his behaviour (the way he behaved in past, he is behaving now and the way he will behave in future) will be consistent and he is dependable. On other hand an unreliable person’s behaviour is unpredictably variable and he cannot be depended upon.

Term ‘Scientific research’ is too broad to be explained by using one or two definitions. One should go through the different expert views about scientific research in order to internalize the concept of scientific research. In essence a scientific research is characterized by its rigor, testability, replicability, precision, confidence, objectivity, generalizability and parsimony.

Research: Uma Sekaran (2006) defined research as an organized, systematic, data-based, critical, objective, scientific inquiry or investigation into a specific problem, undertaken with the purpose of finding answers or solutions to it.

The concept of Self Help Group (SHG) has its roots in rural areas and it has been mooted along the rural poor to improve their living conditions. Though it is applicable to both men and women in our country, but it has been more successful among women and they can start economic activities for improving their livelihoods through SHG movement. Self Help Group (SHG) is a small voluntary association. It is informal and homogenous group of not more than twenty members. SHGs consist of maximum 20 members because any group having more than 20 members has to be registered under Indian legal system. That is why, it is recommended to be informal to keep them away from bureaucracy, corruption, unnecessary administrative expenditure and profit motive. In fact, it is a home grown model for poverty reduction which simultaneously works to empower and shape the lives of its members in a better way. Groups are expected to be homogenous so that the members do not have conflicting interest and all the members can participate freely without any fear. SHG movement has triggered off a silent revolution in the rural credit delivery system in India. SHGs have proved as an effective medium for delivering credit to rural poor for their socio-economic empowerment. In the development paradigm, SHG and micro-finance has evolved as a need-based programme for empowerment and alleviation of poverty to the so far neglected target groups (women, poor, deprived, etc.).

Entrepreneurship: the Concept and Definitions

Entrepreneurship is the capability to improve, arrange and continue a business enterprise, along with any of its uncertainties to make a profit. We can say an example of entrepreneurship is the starting of a new business, a new venture with some challenges and specific objectives.

Meaning of Entrepreneur

An entrepreneur is defined as one person who has the ability and desire to establish, administer and succeed in a startup venture along with the risk entitled to it, to make profits. The best example of entrepreneurship is the starting of a new business venture. Entrepreneurs are often known as a source of new ideas or innovators and bring new ideas in the market by replacing old ones with a new invention.

According to Cole (1949), an Entrepreneur represents an individual or a group of individuals, who conceive, initiate and maintain for a sufficiently long period a social institution which produces economic goods or to put it differently.

Entrepreneurial Communication: It should have some unique features. The way one teacher talk with a student, the way one official personnel talk with an individual, like them one entrepreneur should communicate with their customer to uplift of their enterprise. So this type of communication differs from the general communication.

It is the scholastic and theoretical exercise that configures the operational definition and text of entire research work. The conceptual inputs, axiomatic inputs, logic of discourses and the pursuit knowledge come together to frame the theory in compliance and in congruence with the set of objectives and research designs spelt out in the research process.

3.1 Definition of Farmer, Farm, and Farming System

A farmer is a person engaged in agriculture, raising living organisms for food or raw materials. The term usually applies to people who do some combination of raising field crops, orchards, vineyards, poultry, or other livestock. A farmer might own the farm land or might work as a laborer on land owned by others. In most developed economies, a “farmer” is usually a farm owner (landowner), while employees of the farm are known as farm workers (or farmhands). However, in other older definitions a farmer was a person who promotes or improves the growth of plants, land or crops or raises animals (as livestock or f ish) by labor and attention. Over half a billion farmers are smallholders, most of whom are in developing countries, and who economically support almost two billion people. Globally, women constitute more than 40% of agricultural employees.

A farm is an area of land where livestock (animals) are raised and crops (plants) are grown for use as food, fiber, and fuel. The people who own and work on the farm are called farmers.

The term ‘Webometrics ’ (Bajorneborne & Ingwersen, 2001) was coined for content analysis , search engine performances, quantitative analysis of web related phenomena, links, and web technology analysis from an information science perspective.

1. Introduction

Cattle are one of the important livestock species of the country which forms an integral part of Indian agriculture since ages. Human progress depends on the utilisation of animals and natural resources in a balanced way. Cow, in particular, is considered as a part of the family in India. Cattle have been of the utmost importance for the sustenance of agriculture, nutrition supply and religious practices in India. Frequent references on cattle farming are found in Indian mythological books and historical writings regarding their utilization in agriculture as draught power, milk production and source of manure. Approximately 200 million Indians are involved in livestock farming, including around 100 million dairy farmers. Roughly 80% of bovines in the country are low on productivity and are reared by small and marginal farmers. Most of the local cows are managed on a low input and low output system for production of milk for the household nutritional requirement and sale surplus milk to dairy co-operatives or local milk sellers. Poor genetic makeup of Indian livestock is the main reason for their lower productivity as compared to the recorded potential of animals in temperate climate. With the change in food consumption pattern due to urbanization, increase in health awareness, reduced requirement of draught animal power due to mechanisation, etc., the demand for milk and milk products have increased many folds.

“Curriculum” is seen often as a critical issue during discussions on quality of agricultural education, being considered variously as content, as product and as process. It is easy to make the assumption that a common understanding of curriculum, but in practice this is far from the case, with a host of definitions, approaches and ideological standpoints. Even though a dialogue on curriculum theory is well established, there is still a strong tendency in practice to understand curriculum as a list of content, often developed in considerable detail, that students should be taught.

Concepts

The concepts of development communication has now been adopted by almost all the countries of the third world. It is all about to inform, motivate and influence all sectors and levels of peoples of a developing country to use unfamiliar ideas, skills and instruments, thus adding the long neglected social component without which the process of development remain dormant. Thus importance of communication as a tool to motivate and persuade people for eliciting positive response to various developmental ideas grow manifold.

The evolution of the term ‘ development’ has had a fascinating history about itself. In its broadest sense ‘ development’ tends to be umbrella under which several phenomena - varying from human and spiritual development to economic and community development, as well as technological development have become related. Defining ‘development’ is not an easy talk. It has been interpreted in various ways by sociologists, economists and development planners. They defend the term according to their own frame of reference. Modernization, social change and enhancing quality of life are often used in one way of the other in explaining the term. In all cases development suggest some amount of improvement, self-reliance, uplift and progress as also awareness and self-awareness to some extent.

The eminent communication scholar, Everett M. Rogers, has development this process of thinking about development in this book communication and development critical perspectives (1976), as under “Development as a widely participatory process of social change in a society, intended to bring about both social and material advancement (including greater equality freedom and other valued qualities) for the majority of the people through their gaining greater control over their environment.

The new paradigm of development does not envisage the role of communication as that of magic multiplier of development, however, it is certainly envisaged to play a facilitate role in the process of development.

Understanding the concepts of technology transfer, licensing, and commercialization is crucial as it plays an important role in understanding how scientific discoveries leads to generation of new technologies further making them the impactful solutions that benefit industries and society. In the context of Indian HEIs, this especially important because a large volume of impactful research often remains underutilized due to limited commercialization channels. This chapter explains the terminology, essential components of technology transfer, outlines its significance for the innovation ecosystem. It also outlines the evolution of India’s technology transfer ecosystem, and emphasizes while understanding its potential to boost India’s economy, encourage entrepreneurship, and strengthen global competitiveness. From initial idea to a market-ready product is complex and multiphased process. The stepwise process is shown in Figure 1. It highlights a structured pathway consisting of five core phases: Idea/Concept, Technology development, Intellectual Property (IP) rights, Technology transfer, and Technology commercialisation.
Phase 1: Idea/Concept stage
This process of technology transfer starts with the Idea/Concept phase, where an invention is created. Each phase plays an important role in transforming raw scientific knowledge into innovative solutions that benefit society and generate economic value. In this phase breakthrough ideas emerge, within labs. Researchers explore and develop initial proof-of-concept or prototypes to validate their ideas. At this stage, the focus is primarily on knowledge creation rather than commercialization. This pathway of technology transition is summarized in Figure 1.

Whenever we design a scientific study it is designed in a specific contextual background to solve one or another scientific problem. Subsequently it also involves a set of variables/phenomenon operating in a particular context, set of relationships among these variables and the conditions under which they operate. Certainly, to address an unsolved scientific problem we need to carry out research by employing well defined research methodology and have an idea about possible outcomes.  For example when a extension scientist is asked to study the impact of a novel programme, he needs to understand the background and the context under which the programme was introduced, what are the developmental inputs given under the programme, to whom, when (variables), with what purpose (context), what kind of impact he/she is supposed to investigate (presumed relationship), what methods he is going to use to investigate the impact of developmental programme (research methodology) and what are the possible outcomes of the investigation and how programme interventions are related to the outcome (relationship).

For achieving the inclusive and sustainable development of the tribal communities in the selected areas we believe that imparting technical know-how of improved agricultural practices, development of vocational skills among rural resource-poor schedule tribes and ensuring the availability of quality technological input material will be instrumental. Considering these facts, in order to enhance the livelihood of the tribal communities in the selected district of Bihar this intervention project was designed with the following objectives.

3.1. Theoretical background of FPOs

Farmers Producer Organization is a people based organization having both the outlook of cooperation and business. In this context the theories of collective action, group formation, social learning cooperation etc are very much pertinent here.

3.1.1 Collective action

Collective action is visible in FPCs. Collective action is defined as action taken mutually by a group of people to augment their status and achieve a common goal. Over the past two decades analytic philosophers have been investigating the nature of collective action in the sense of acting together.

Large Language Models have fundamentally changed natural language processing and expanded the role of artificial intelligence across software engineering, healthcare, education, business and scientific research. This concluding chapter synthesizes the major technological, operational and societal themes addressed throughout the book and develops a roadmap for next-generation AI models. It considers the continuing evolution of model architectures, training methodologies, multimodal capabilities, real-time inference and specialized applications. At the same time, future AI development must address privacy, fairness, transparency, accountability, security, computational cost and environmental sustainability. The chapter emphasizes that LLM development cannot be viewed solely as a race toward larger models; future systems must also become more efficient, adaptable, interpretable and responsible. Emerging directions include self-improving systems, real-time reasoning, multimodal intelligence, domain-specific models and increasingly autonomous AI agents. Lifecycle governance, continuous evaluation and human oversight will remain essential as models become more deeply integrated into society. The roadmap therefore calls for collaboration among researchers, developers, industry, policymakers and users to create AI systems that combine technological capability with safety, sustainability, human values and social responsibility.

The Asia-Pacific region, particularly the rural areas within CMCs, faces severe climate change impacts, including frequent natural disasters, rising temperatures, and sea-level rise, which threaten agriculture, livelihoods, and food security. Climate- resilient rural development (CRRD) is crucial for mitigating these vulnerabilities, addressing challenges such as agricultural dependency, limited infrastructure, governance gaps, financial constraints, and socio-cultural barriers. Key approaches like climate-smart agriculture, strengthened infrastructure, innovative start-up ecosystems, enhanced access to climate information, and inclusive policies empower rural communities to adapt and thrive. Stakeholders—governments, international organizations, the private sector, and local communities—play complementary roles in driving resilience through policy, funding, technology, and grassroots innovation. Sensitising all stakeholders across countries to mainstream climate change aspects and its impact on livelihoods, among all departments and the information dissemination by these departments to the public and relevant stakeholders regarding the climate change effects needs to be a continuous process. A sustainable and healthy food system is one which can provide food and nutrition security for all, in an economical way which is socially and environmentally sound for future generations. Underutilized indigenous and traditional crops can support and strengthen the existing food system, as they are in particular economical and friendly with the environment. Several underutilized indigenous and traditional crops are nutrient dense and adapted to marginal conditions, suggesting that they could be used to champion sustainable and resilient agriculture and food systems for smallholder farmers residing in these environments. The mainstreaming of underutilized indigenous and traditional crops and foods should be recognized for their attributes to make them desirable and to conserve them. In this regard, the fact that value chains for underutilized indigenous and traditional crops are poorly developed at present has created many opportunities to diversify the current food systems. This will create a new employment, market and distribution opportunities.It will also help to combat poverty. It will be if the smallholder farmers and women in rural areas are given the opportunity to utilize underutilized indigenous and traditional crops and re-enter the manistream system. Whenever human beings come together and interact, there are bound to be conflicts. It is the struggle between individuals or groups or organizations for values, status, power or scare resources, that creates tension and frustration. It cannot be totally eliminated, it has to be managed. Positive conflicts sometimes lead to innovations or new directions of thinking in the Research and Development (R&D) environment. But negative conflicts mainly breed unproductiveness, a climate of distrust and suspicion, antagonism, and neglect of organizational goals. Conflict arises due to one of the three reasons : unacceptability, uncertainty and incomparability of alternatives. The problem of unacceptability arises when the most preferred alternative is not found to be acceptable. Uncertainty arises when the individual faces problem to select one from the alternatives. The incomparability dilemma is a situation where the decision maker does not have standards to compare alternatives. Modern managers must be equipped to deal with different types of conflict and devise strategies to resolve them. This chapter deals with conflicts at individual level, at group level or at organizational level, their resolution through negotiation or collaboration, models and methods for managing conflicts, etc in details. A conflict is a fight or a clash of interest, opinion, or even principles. Conflict can never be eliminated from the society; as there are different reasons of conflict. It may vary from personal, racial, class, caste, political, international and many more.

Conflict in a group often follows a specific course. Routine group interaction is first disrupted by an initial conflict within the group. It is often caused by internal differences of opinion, disagreements between its members, or scarcity of resources available to the group. Some of the common sorts of conflicts are:

• Organization conflict is discord caused by opposition of needs, values, and interests between people working together.
• Role conflict involves incompatible demands placed upon a person in a manner that makes accomplishing both troublesome.
• Social conflict is the struggle for supremacy or autonomy between social classes.
• Conflict of interest is involvement in multiple interests which could possibly corrupt the motivation or decision-making.

India is one of the few countries in the world, which has contributed richly to the international livestock gene pool. Small animal particularly sheep and goat biodiversity in India is characterized by high degree of endemism in different agro climatic regions, and has led to the development of various breeds/strains that are well adapted to specific set of environmental conditions. These breeds have generally been named after their place of origin and some based on their prominent characteristics. Indigenous sheep and goat contribute greatly to the agrarian economy, especially in areas where crop and dairy farming are not economical, and play an important role in the livelihood of a large proportion of small and marginal farmers and landless laborers. Sheep and Goat rearing and production has been the important source for sustainable livelihood of the rural people mainly in arid, semi-arid and temperate regions of India as it serves their various needs and provides an unceasing source of income round the year.

8.1 Introduction

Conservation agriculture (CA) is an approach to regenerative agriculture and land management practices based on three interlinked principles: (1) continuous minimum mechanical soil disturbance using no-tillage or reduced tillage based crop cultivation, (2) maintenance of permanent soil cover using crop residues and cover crops and (3) diversification of cropping system using economically, environmentally and socially adapted crop rotation including legume crops and cover crops coupled with other complementary agronomic management practices (FAO, 2014).

In India, self employment has been recognized as an essential force of development in rural areas. It has emerged as a strategy designed to improve the socio-economic life and mainly focuses on extending the benefits of development to the poorest in the rural areas improving their standard of living and self-realization. SHGs in India are integrating the low income segments with rest of the rural community by ensuring them a better contribution in a more equitable share in the benefit of developments. These Groups are not only speeding up economic growth, but also providing jobs and improving the quality of rural life towards self-reliance. Self-employment needs a very wide ranging and comprehensive set of performance, relevant to all aspects of rural economy and covering rural people including skilled, unskilled and landless labours and artisans of Rural India. The Rural Indians put their entrepreneurial skills in all the rural development performance  but their economic status has not improved to the expected level. They have much potential, despite they are ignorant of converting their skills into reality.
