ABSTRACT

The concept and nature of intellectual property have undergone a paradigm shift during the last few decades. The importance of effective IPR governance has attracted the attention of its stakeholders. Hence, this paper focuses on the role of IPR governance and management practices for improving the quality of relationships among stakeholders besides documenting current and future trends of IPR governance and management.

INTELLECTUAL PROPERTY RIGHTS – AN INTRODUCTION

Intellectual property rights refer to the privileges granted by the government to any individual or organization for creative prowess. In recent years, such rights have gained immense importance. The laws in existence for protection and enforcement of these rights are meant to foster innovation and for regulating the use of inventions.

Introduction

Indigenous peoples established distinct systems of knowledge, innovation and customary practices from their centuries old interactions with the local biodiversity and environment, relating to the uses and management of local natural resources. Today, this knowledge is looked as an important resource for research and development in different areas such as pharmaceuticals, agriculture, veterinary, jewelry, fashion and cosmetic products. This has led to rampant exploitation of such knowledge disregarding the customary practices and rules of indigenous peoples holding and preserving such knowledge as well as the biodiversity and natural resources. As a consequence, the traditional knowledge is under threat of being misappropriated or lost.

ABSTRACT

With the rapid innovation in Information and Communication Technologies (ICTs), the libraries and information centres have gone through tremendous changes or facing transformation. In this digital era, libraries are facing heavy technological pressure to serve their users on their satisfaction level. Library and information professionals are also struggling more to implement these cutting-edge technologies for learning, research, and information for their users. Therefore, the library and information centres have now been trying to adopt and implementing various emerging or cutting-edge technologies in housekeeping activities as well as in its services. In this paper, an effort has been made to evaluate some of the cutting-edge technologies in libraries’ point of view. An overview is also made to evaluate the concept, advantages and disadvantages of cutting-edge technologies.

ABSTRACT

Recent advances in Information and Communication Technologies (ICTs) have changed the way we live, learn and interact.  They have transformed the way knowledge is produced, processed, retrieved and transferred between different stakeholders. The innovative ICT applications are dominating and driving the development scholarship and thinking in agriculture sector. The increasing availability and use of the Information and Communication Technologies offers the Extension System and all its stakeholders/partners an undeniable opportunity to redefine the way it provides information and interacts with farmers. ICTs are not just a new tool for information dissemination; it is empowering and changing the very culture of society’s information-seeking behavior. And Extension must change, too.

Cytauxzoonosis is an emerging tick-borne disease of domestic cats and wild felids caused by the protozoa of the genus Cytauxzoon. The common clinical findings in affected cats are similar to other hemoparasitic infections namely anorexia, depression, anemia, vomiting, icterus, and high fever. The first reporting of feline cytauxzoonosis with four fatal cases was done by Wagner in Missouri, USA in the year 1976.

Bobcats (Lynx rufus) are recognized as the natural wild reservoir of Cytauxzoon felis with prevalence reaching up to 100% in some enzootic areas (Zieman et al., 2017). This infection is highly fatal in domestic cats with 97% mortality without treatment (Meinkoth and Kocan, 2005). However, subclinical infection in some cats has also been evidenced i.e., they were infected with C? felis but did not display the acute clinical signs of the disease before diagnosis (Brown et al., 2010 and Rizzi et al., 2015).

Several other wild felids apart from bobcats and domestic cats have been found to be affected by fatal or nonfatal Cytauxzoon sp. infection. These include lions, jaguar, cougars, pumas, ocelots, Iberian lynx, meerkats, European wild cats and Asiatic wild cat, panthers, and tigers (Jakob and Wesemeier, 1996; Rotstein et al., 1999; Yabsley et al., 2006; Andre et al., 2009; Filoni et al., 2012 and Furtado et al., 2017).

Dashboards play a crucial role in the fields of Machine Learning and Artificial Intelligence by providing a visual and interactive interface through which complex data, model outputs, and performance metrics can be easily understood and monitored. In data-driven environments, where vast amounts of information are processed continuously, dashboards serve as an essential bridge between technical systems and human decision-making. They transform raw data and analytical results into meaningful visual representations, enabling users to interpret insights quickly and effectively. In the context of Machine Learning and Artificial Intelligence, dashboards are used at multiple stages of the workflow. During data exploration and preprocessing, dashboards help visualize trends, patterns, and anomalies in datasets, allowing data scientists to make informed decisions about feature selection and data cleaning. Solution: The summary statistics of the data using MS – excel can be obtained / analyzed through following steps:

Step 1: Open Excel sheet and feed the data as given in Fig. 8.1.

Reliable artificial intelligence depends on accurate, timely and multidimensional livestock data. This chapter examines the transition from manual record-keeping to sensor-based systems that capture physiological, behavioural, production and environmental information. Data sources include wearable devices, IoT monitoring networks, computer-vision systems and environmental sensors. Their applications include monitoring health, welfare, movement, feeding and productivity. The chapter also considers the integration of heterogeneous datasets and persistent challenges involving missing values, noise, interoperability, scalability and system reliability. By connecting data generation with intelligent analysis, it emphasizes that robust acquisition protocols and dependable infrastructure are essential for developing effective, evidence-based and responsive livestock-management systems.

Introduction

Data Mining is a complex subject that describes a type of database application used to search large amounts of data for patterns using specific tools. Advanced statistical methods and tools such as classification, association rule mining and cluster analysis search large volumes of data for previously unknown relationships within the data. Data Mining can be used to decipher trends in a wide variety of fields such as computer science, the marketing and advertising of goods, services or products, artificial intelligence research, biological sciences and high-level government intelligence. Data mining is a logical process that is used to search through large amounts of information in order to find important data.

Livestock farms generate large quantities of physiological, environmental, behavioural and production data through sensors, IoT devices and management records. Raw information must be processed before it can support dependable analysis. This chapter explains data cleaning, missing-value treatment, noise reduction, anomaly detection, integration, normalization, transformation and dimensionality reduction. It also discusses feature extraction, categorical encoding, variable transformation and temporal-feature analysis. Machine learning, AutoML, Python, R and other analytical platforms are introduced as tools for preparing livestock datasets. Applications include disease prediction, yield improvement and movement monitoring. The chapter concludes by examining scalability, data quality, privacy and ethical challenges in intelligent livestock analytics.

Healthcare artificial intelligence depends on the quality, fairness and reliability of the data used for model development. This chapter examines the characteristics of healthcare data and explains how incomplete, inconsistent or unrepresentative datasets can produce inaccurate and discriminatory clinical outcomes. It identifies sampling, demographic, measurement, historical, institutional and annotation biases and discusses strategies for mitigating them at the data, algorithm and evaluation stages. Model robustness across different populations and clinical environments is also considered. Particular attention is given to explainable AI, human oversight, continuous auditing and interdisciplinary collaboration as essential components of trustworthy, equitable and clinically dependable healthcare systems.

Data visualization is the graphical representation of information and data. By using different visual elements like charts, graphs and maps. Data visualization tool provides easy way to see the understand the data and related trend/pattern.

1. There are multiple tools available for data visualization using which we can perform data visualization.

2. In python we can use a library called “matplot” for data visualization.

3. Python based plotting library “matplotlib” enables us to produce 2D as well as 3D graphics i.e. charts/graphs.

Financial data visualization is the process of turning financial information into visual formats like charts, graphs, and dashboards. It helps finance teams interpret large datasets quickly, spot patterns or anomalies, and make betterinformed business decisions. Data visualization in finance is a craft of transforming complex financial numbers into accessible visual forms. Visual formats such as charts, graphs, dashboards, maps, and interactive displays serve as lenses through which data becomes visible and understandable. Finance practitioners navigate risk profiles, asset performance, expense trends, cash flows, and portfolio behavior more effectively when raw inputs become visual stories. Creation of visual representations hinges on careful selection of chart types, scaling, color, and annotation. Communicating precise meanings through visuals demands an understanding of data relationships, temporal changes, distributions, and comparisons.

Introduction

Individual bits or “bytes” of “raw” biological data (e.g. the number of individual plants of a given species at a given location) do not by themselves inform the human mind. However, drawing various data together within an appropriate context yields information that may be useful (e.g. the distribution and abundance of the plant species at various points in space and time). In turn, this information helps foster the quality of knowing (e.g. whether the plant species is increasing or decreasing in distribution and abundance over space and time). Evolution of Computer technology and advent of database concept have provided enormous opportunities to the  scientist, researchers and managers of diverse field  to create, manipulate integrate, link and analyse their data in order to generate information and knowledge. The research projects involving exploration, survey and collection of data, generally create database to maintain and analyze the data.  Almost in every sphere of life and industry this database concept/technology is used in one form or other.  Scientists and researchers of life sciences realized the importance of the database and used this technology to develop databases of different types/groups of living organisms. The database technology has eased the difficulty in designing, developing and maintaining the complex information systems.

Databases

A database is a collection of information that is organized so that it can easily be accessed, managed, and updated. Databases can be classified according to types of content: bibliographic, full-text, numeric and images and by their application area, for example: accounting, music compositions, movies, banking, manufacturing, or insurance. The term database may be narrowed to specify particular aspects of organized collection of data and may refer to the logical database, to the physical database as data content in computer data storage or to many other database sub-definitions.

Abstract

Biological databases that are composed of a large collection of digital nucleic acid sequences, protein sequences, or other polymer sequences stored on a computer, which is made available to the research community worldwide using web servers. The vast amount of information generated in molecular biology is analyzed, curated, tabulated, and arranged in databases. There are different types of biological databases, based on their contents. Besides, the database management system, a program to manage the databases, can be of two types: distributed DBMS and relational DBMS. This chapter briefly narrates the importance and purpose of biological databases.

Deep learning enables automated analysis of agricultural images for crop classification, disease detection, weed identification, yield prediction and soil monitoring. This chapter examines Convolutional Neural Networks, Recurrent Neural Networks and Vision Transformers applied to imagery collected by satellites, drones and ground-based sensors. These models automatically identify patterns and features that conventional methods may overlook. Integration with precision agriculture can improve decision-making, increase crop productivity and reduce resource waste. Challenges include shortages of annotated datasets, limited interpretability and high computational requirements. Transfer learning, data augmentation, edge computing and real-time processing are discussed as approaches for enabling practical deployment in remote and resource-constrained agricultural environments.

Traditional livestock diagnosis is often reactive and may identify disease only after clinical symptoms become visible. This chapter introduces deep-learning methods for automated health monitoring, early disease detection and predictive analytics. Models analyse images, videos, body temperature, heart rate, activity patterns and historical health information. Convolutional neural networks extract visual features and classify diseases, while LSTM networks identify patterns in time-dependent physiological and behavioural data. Multimodal fusion improves the reliability of predictions by integrating different data sources. IoT-connected systems can generate real-time warnings and support timely intervention. The chapter compares deep learning with conventional approaches and evaluates accuracy, recall, false-negative rates and practical deployment.

5.1. INTRODUCTION

Mean and standard deviation summarizes the salient features of a data set. But they do not describe adequately the full characteristics of the data. For an adequate description of the characteristics of a data set, a convenient method is to plot a frequency distribution curve. Such curve is constructed by first drawing a frequency polygon, which may then be smoothened to a frequency curve, indicating the distribution. The frequency curve or distribution of specific biological variables generally has a specific form and plays a very important role in statistical theory and practice. It is customary to describe a curve in terms of its symmetry or assymmetry and its flatness or peakedness.

3.1. INTRODUCTION

In this chapter, we will study the measures of central tendency which is a numerical method to explain the data in brief. We can see examples of summarizing a large set of data in day to day life like average marks obtained by students of a class in a test, average rainfall in an area, average production in a factory, average income of persons living in a locality or working in a firm etc.

One of the most important objectives of statistical analysis is to get one single value that describes the characteristic of the entire mass of data. Such a value is called the central value or an ‘average’ or the expected value of the variable. This single value is the point of location around which individual values cluster and, therefore, called the measure of location. Since this single value has a tendency to be somewhere at the center and within the range of all values it is also known as the measure of central tendency. The purpose of computing an average value for a set of observations is to obtain a single value which is representative of all the items.

Dispersion is the extent to which values in a distribution differ from the average of the distribution. To quantify the extent of the variation, there are certain measures namely:

Range and Quartile deviation measure the dispersion by calculating the spread within which the values lie. Mean Deviation and Standard Deviation calculate the extent to which the values differ from the average.

The design of the experiment includes (i) planning of the experiment (ii) obtaining the relevant information from it regarding the statistical hypothesis under study and (iii) making a statistical analysis of the data. Design of experiment may be defined as the logical construction of the experiment in which the degree of the uncertainty with which the inference is drawn may be well defined. It may also be redefined as the choice of treatments, the method of assigning treatments to experimental units and arrangement of experimental units in varies patterns to suit the requirement of particular problems, are combined known as the design of experiment.

1. Introduction

The term "sustainable development" was originally used in a 1953 article by Joseph L. that was published in Land Economics. The notion was employed to depict the degree or pace at which an environmentally friendly resource is employed for a particular objective while guaranteeing its long term availability. Organizational dynamics, social interactions, and cultural norms all change with the times. These changes are making environmental problems worse and bringing up questions about pollution and the requirement for a safe natural environment. They are being caused by changing human behavior and population expansion (Kami?ska, 2021; Gaffar et al., 2021). Organizations have been forced to review their approaches to dealing with these urgent environmental issues as a result of the increased awareness. Academic libraries have been particularly well-positioned to implement eco friendly practices because they are service-oriented establishments to adopt eco-friendly practices in their operations (Pangail, 2017).

With the advancement of mobile technology, the usage of mobile application has increased significantly which leads to change the life style of common people. Library is also not an exception in this context. Library and Information Science Professionals have started to incorporate the changes from the beginning of ICT advancement with an idea “library should be within thumb of people”. Mobile application plays vital role to fulfil the objective of library. Most of the library has started or planning to start the service to its user with various services effectively. But, the process to provide library service through mobile application is not satisfactory till date. No too much usage of libraries mobile apps can be seen; even which mobile applications are in use, most of them are almost inactive form.

But the various recent surveys show us the tremendous growth of the usage of mobile application among people. According to Google, (2017) the user survey shows that mobile can fast-track time to purchase by 20% through facilitating efficiencies in decision-making and enhanced team collaboration, particularly with more complex purchases.

Abstract

Training is essential but expensive. Hence, training impact is a crucial measure. National Agricultural Research System (NARS), India employs about 30000 scientists. To effectively manage such huge scientific-capital, Indian Council of Agricultural Research (ICAR) establishedCentres for Advanced Faculty Training (CAFT) and National Academy of Agricultural Research Management (NAARM). CAFT train faculty of State Agricultural Universities (SAUs), while NAARM trains scientists of ICAR institutes and SAUs. Assessing impact of these training programmes becomes essential. Application of knowledge, skills and attitude (KSA) acquired during training back at job environment is training-transfer that addresses learning, behaviour and results levels of training impact. This chapter critically analyses training-transfer of NAARM and CAFT programmes, suggests empirical framework to enhance impact of NAARM and CAFT programmes and thus contributes to literature. Policy strategies suggested in this paper hold wider applicability.

1. Introduction

With the advent of globalization and subsequent economic liberalization, the focus of Indian agriculture is shifting from “subsistence” to “commercial” mode, where farming is viewed as a “business” rather than “life-support” system of poor farmers. Enabling farmers “decision-making” capacity is a primary driver of success in the market-oriented agriculture. This “commercial focus” has brought tremendous changes in the “nature” and “mode” of extension work. On the other hand, extension work organizations in developing countries like India, are being impacted by sharp decline in public sector funding, rapid technological innovations especially in the Information and Communication Technologies (ICTs), and the shift to a knowledge-based workforce. These developments created new opportunities for the extension workers to perform the information dissemination, capacity building and technology application more effectively. 

ABSTRACT

Mandarin Orange (Citrus reticulata Blanco.), known as ‘Suntala’ to the local populace, is a major cash crop and was once a pride of Darjeeling hills. It is grown in approximately 930 ha with an annual production of 148.224 metric tones and annual turnover of Rs. 25 crores approximately. Since early 1970s, orange orchards in the Darjeeling hills started to be unproductive inflicting huge economic loss showing severe citrus decline. Gradually the malady assumed alarming proportions and threatening the cultivation of the crop. The major causes for the bottleneck of the citrus industry in Darjeeling hills  is  the heavy incidence of insect pests, diseases and nutritional deficiencies.

4.1 Introduction

The objective of this chapter is to design a mobile app for agricultural field automation with Blynk app. Mobile app is designed to control the water management in field as per requirement. The complete system comprises of two sections sensor node and mobile app. Sensor node comprises of Node MCU, Power supply, LCD, Relay board, soil sensor and Ultrasonic sensor. The system is designed to establish control and communication with specific agricultural field to take sensory data from soil and ultrasonic level sensor and control the PUMP IN motor and PUMP OUT motor with the help of mobile app.Fig.4.1 shows a block diagram for a system to control specific agricultural field with mobile app and IoT modem.

ABSTRACT

Future is the era of ICT (Information Communication Technology) which is equally applicable in the field of Agriculture. Farmers database will be an important part of ICT which is required for smooth functioning of various agricultural activities like Farmer’s Trainings, Demonstrations, Crop monitoring, Support to farmers, implementation of various government schemes etc.  This software records farmers Name, Phone number, Sex, Category (SC/ST/Gen),  Number of dependents, Annual agricultural income, whether fully or partially dependent, Land holding size,  Major crops, Village, Block, Sub-division, Land situation (Plains/ Low Hills/ Mid Hills/ High Hills), Soil Reaction, Soil type, (Highly Acidic/Moderately /acidic/Neutral/Alkaline/Highly Alkaline), NPK status, Irrigation facility and information regarding Cattle. From the above record various reports can be generated according to the needs of the scientific personnel. For example soil scientist will have record of soil pH & NPK status of different farmers across the district. Scientist can filter the database to get farmers of a particular soil type to conduct training;

5.1 Introduction

The chapter describes the development of local web server on the laptop, to control the actuator from the server. Web server is used as remote control for the system. The system is designed to control water pump with respect to the soil sensor values. It comprises of NodeMCU, soil sensor, LCD, two relay boards for pump in and out the water from field.

The Central Nervous System not only consists of the Brain but also involves the Spinal cord.

The spinal cord is responsible for conveying information from the Brain to the rest of the body via the peripheral nervous system. The spinal cord can be divided into 4 functional segments.

It is important to note that the motor and sensory function of the pelvic limbs are not only controlled by the Lumbo-Sacral plexus but also involve the Thoraco Lumbar segments (T3-L3) of the spinal cord. It is important to understand not only the neuroanatomy, but also the functional anatomy before approaching a neurological patient.

Digital dairy farming integrates IoT, artificial intelligence, machine learning, big-data analytics, cloud computing, sensors and automation to improve herd management. This chapter explains how wearable devices and monitoring systems support early disease detection, welfare assessment, milk-yield analysis and precision feeding. Automated milking, feeding and other operations reduce manual labour, improve consistency and lower operating costs. The architecture of smart dairy systems—including sensors, wireless communication and decision algorithms—is examined alongside environmental and economic benefits. Barriers include high initial investment, limited digital skills, poor rural connectivity and cybersecurity risks. Future developments may include AI-enabled autonomous dairy farms and interconnected, sustainable agricultural ecosystems.

ABSTRACT

In the recent years, the notion of ‘digital divide’ has been widely researched and has attracted much debate and speculation for its economic, social and political consequences. Existing studies reveals, the gap that exists between those who have access to ICTs and those who do not create exclusion, endanger social integration and hamper economic growth. The digital divide has many dimensions and can be categorized as global, regional and national. At national level, there is no single divide, but multiple divides: for instance; within countries, between men and women, young and elderly, rich and poor and most importantly rural and urban. The present paper is mainly focused on India and tries to explore the problem of digital divide mainly in rural-urban India. In the context of present paper, digital divide essentially means teledensity, mobile and Internet divide between the rural and urban areas. The paper reveals that obstacles such as illiteracy, lack of skills, infrastructure,  and investment in rural areas must be tackled if India is to diminish the gap of digital divide. At the government front, it should put thrust towards: connectivity provision, content creation, capacity augmentation, core technologies creation and exploitation, cost reduction, competence building, community participation and commitment to the deprived and disadvantaged which would definitely help in bridging digital divide.

1. Introduction

In the era of digital technology, libraries have expanded their role beyond their initial role as storage facilities for physical material. Libraries have become essential in providing access to electronic resources and promoting lifelong learning due to the emergence of e-learning. E-learning refers to the use of digital technology to access learning materials outside of a traditional classroom setting. E-learning is emerging as a powerful influence in higher education, with a presence on nearly every campus and a growing number of college and university courses. The environment is characterized by growth and dynamism, where fluidity and change are the social, institutional, and technological norms (Mishra & Gupta 2019).

Technology has revolutionized education, turning it into e-learning and internet based learning. This evolution provides individuals with the opportunity to have more freedom, convenience, and the ability to work virtually. Libraries must modify their resources and services to meet the emergence of e-learners. Introduction 
Digital governance in India has made remarkable strides over the past two decades, transitioning from isolated digitisation projects to an integrated, citizen-centric governance ecosystem. Enabled by policy reforms, technological innovation, and infrastructural development, digital governance has become a cornerstone of the country’s public service delivery, transparency, and accountability. However, the ambitious expansion of digital governance has also encountered systemic and structural challenges that continue to hinder its full realisation. These challenges are not merely technological but are deeply embedded in socio-political, administrative, and economic contexts that define the Indian public administration landscape. While the progress has been notable, the sustainability and inclusiveness of digital governance remain contingent on the country’s ability to address these entrenched constraints. Despite substantial advances, several persistent challenges threaten the transformative potential of digital governance in India. Chief among them is the digital divide across rural-urban, gender, economic, and social lines, which inhibits equitable access to digital services. According to the National Family Health Survey (NFHS-5, 2019–21), internet usage in rural areas remains alarmingly low, with only 33% of women and 57% of men reporting regular access. Infrastructural constraints, human resource limitations, weak system interoperability, cyber-security threats, and concerns about data protection and digital rights compound these disparities. The post-2015 period has witnessed transformative initiatives under the Digital India Programme, including the proliferation of platforms such as Aadhaar, DigiLocker, Unified Payments Interface (UPI), and MyGov, among others (MeitY, 2022). While these developments have significantly enhanced service accessibility and administrative efficiency, they have simultaneously revealed critical gaps in digital infrastructure, policy coherence, data governance, and institutional capacities. India’s digital governance journey represents a transformative reimagining of public administration in the 21st century. The integration of Information and Communication Technologies (ICTs) into governance structures has enabled a paradigmatic shift from hierarchical, rigid, and often exclusionary bureaucratic systems to more responsive, transparent, participatory, and citizen-centric governance mechanisms (Bhatnagar, 2004; Madon, 2009; Singh, 2013; Rao et al., 2020). This shift aligns with global trends in public administration, where digitalization is seen as a means to enhance state capacity, citizen engagement, and administrative efficiency. India’s progress in this domain is evidenced by its improved performance in international indices. For instance, the United Nations E-Government Development Index (EGDI) 2022 places India 105th out of 193 countries, with notable improvements in the Online Services Index (OSI) and Human Capital Index (HCI), making it one of South Asia’s top digital governance performers despite a recalibrated drop in global ranking (UN DESA, 2022). In the Network Readiness Index (NRI) 2023, India stood at 65th among 134 countries, reflecting advancements in digital infrastructure, skills, and public digital platforms like Aadhaar and UPI (Portulans Institute, 2023). However, challenges persist, as highlighted by the ND-GAIN Index, which underscores India’s vulnerability due to digital inequality and climate-sensitive infrastructure (Notre Dame Global Adaptation Initiative, 2023). These performance indicators reflect a dual narrative: India is at the forefront of digital public innovation, yet its trajectory remains marred by barriers to inclusivity, last-mile service delivery, and institutional adaptability. The conceptual framework of digital governance in India encompasses key principles and mechanisms that collectively aim to bridge these gaps and foster a digitally empowered society and knowledge economy. India’s digital transformation over the past decade has emerged as a defining feature of its governance and developmental strategy, propelled by the ambitious Digital India initiative launched in 2015 by the Ministry of Electronics and Information Technology (MeitY). With a vision to transform India into a digitally empowered society and knowledge economy, the initiative seeks to harness the power of information and communication technologies (ICT) to make governance inclusive, efficient, transparent, and responsive. Digital India marks a paradigm shift in how public administration operates, embedding technology at the core of policy delivery, citizen engagement, and institutional coordination across sectors and tiers of government. Creating a robust and scalable digital infrastructure is at the heart of this transformation. Major projects like BharatNet aim to connect 2.5 lakh Gram Panchayats via high-speed optical fiber, of which over 1.5 lakh were connected by 2020. Simultaneously, establishing more than 3.7 lakh Common Service Centres (CSCs) has extended digital service delivery to rural and remote areas. These CSCs function as inclusive access points, offering health, education, agriculture, banking, and public utilities services in a culturally and linguistically localized format, catalyzing rural digital entrepreneurship and last-mile inclusion. India’s approach to digital governance extends beyond infrastructure to encompass citizen-centric digital services and platform-based public service delivery models. Platforms such as UMANG, eHospital, BHIMUPI, DigiLocker, eCourts, Tele-Law, and eWay Bills have simplified citizen interaction with the state, enhancing the ease of living and improving administrative efficiency. The Government eMarketplace (GeM) has transformed public procurement by making it more transparent, efficient, and accessible for small businesses and start-ups. The Jan Dhan–Aadhaar–Mobile (JAM) trinity has revolutionized welfare delivery by facilitating Direct Benefit Transfers (DBT) into verified bank accounts, eliminating intermediaries, and saving over ?1.7 lakh crore by 2020.

Digital infrastructure has emerged as the foundational pillar for transforming governance systems in the 21st century, particularly in developing countries like India that aspire to harness digital technologies for inclusive growth and efficient public service delivery. Defined broadly, digital infrastructure encompasses the integrated ecosystem of hardware, software, connectivity networks, data centers, cloud platforms, and institutional frameworks that enable the generation, storage, transmission, and utilization of digital information (Verdecchia, Lago, & de Vries, 2022; Clark, Marin, Ardic Alper, & Galicia Rabadan, 2025). In the context of governance, such infrastructure provides the critical backbone for digital public goods, service delivery platforms, and real-time decision-making systems. India’s strategic thrust towards digitalization since the early 2000s, and particularly after the launch of the Digital India programme in 2015, reflects an ambitious attempt to leverage digital infrastructure not merely as a technological upgrade but as an instrument of governance reform, economic empowerment, and social equity (Ministry of Information & Broadcasting, n.d.-a). Digital infrastructure forms the bedrock of contemporary digital governance, unlocking scalable, secure, and inclusive public service delivery in India. It comprises high-speed broadband networks, State Data Centres, identity platforms, cloud systems, and institutional linkages essential for capturing, processing, storing, and transmitting data across government and citizen-facing services (Aapti Institute, 2024). Since the launch of the National e-Governance Plan (NeGP) in 2006, India’s efforts have focused on strategic infrastructure investments like State Wide Area Networks (SWANs), State Data Centres (SDCs), and Common Services Centres (CSCs) to decentralize digital access across states and districts (Ministry of Information & Broadcasting, n.d.-a). Ancient Gurus in ancient Gurukulas used to impart knowledge to their pupils through oral teaching. The Gurus themselves were treasure troves of knowledge, without the need to refer to hard and soft copies, and online resources. How interesting it is to note we are right now in a nostalgic phase, that takes us back to those ages, when disciples were taught, learned and accumulated oceans of knowledge through oral and moving libraries, which were in the form of their revered Gurus. It is truly fascinating how history has flair to repeat itself. The long-driven transition from paperless back to paperless, that is, from oral instruction through palm leaves through copper plates through virtual paper through electronic to digital libraries is as arduous as it is fascinating. Hence the million dollars question … where to from here – Digital Library, whither thou goest?

In the last decade, digitalization has transformed every aspect of life and society, changing almost every area of our day-to day lives. Not just that; the rate of change that is happening is astonishing and only going to accelerate further. The past few years have been characterized by changes in every walk of life and libraries are no exceptions. Certainly there have been profound changes in the ways we approach and manage libraries and provide basic library services such as bibliographic control, document delivery, presentation, and physical facilities for reading.  The evolution of traditional interlibrary loan services into a full range of document delivery services, new avenues for document acquisions and delivery from traditional methods to “high tech” with the most efficient pathway defined by the user within desired cost and time parameters have set new standard for library resources and services management.

The impact of a disaster may be confined to specific areas or widespread and could last for an extended duration, often requiring assistance from external sources to address the aftermath (International Federation of Red Cross and Red Crescent Societies [IFRC], n.d.). These events can arise from naturally occurring phenomena, such as earthquakes, tornadoes, or floods, as well as man-made occurrences, including industrial accidents (e.g., accidental toxic spills or nuclear power plant events) or acts of terrorism (e.g., bombing or poisoning) (United Nations Office for Disaster Risk Reduction [UNDRR], n.d.). Disasters typically result in significant harm to infrastructure, loss of life, displacement of people, and severe economic consequences.
