Introduction 
The evolution of governance reforms in India must be situated within the broader global and domestic transitions in public administration. Inheriting its foundational structures from British colonial rule, India retained key institutional frameworks post-Independence in 1947, including the Parliament, Executive, Judiciary, and systems of law and order and revenue administration. Although these institutions provided a degree of continuity and stability, they gradually became mired in procedural rigidity, excessive centralization, and legal formalism. Mathur (2013) notes that the performance of the three core organs of governance, the legislature, executive, and judiciary, has drawn increasing public concern, particularly in their responsiveness to the rising aspirations of Indian citizens. In the early decades post-independence, India adopted a centralized, commandand- control model of economic and administrative governance. State officials wielded considerable discretion over the allocation of licenses, quotas, and permits, while the private sector remained underdeveloped and tightly regulated. This framework, while aligned with the nation-building ethos of the time, ultimately led to inefficiencies, corruption, and citizen disenchantment. The 1990s marked a watershed moment in India’s governance trajectory. With a balance-of-payments crisis and external pressures from international financial institutions such as the IMF and World Bank, India adopted neoliberal economic reforms centered on liberalization, privatization, and globalization (Ramesh Singh, 2013). These reforms fundamentally altered the state’s role from a direct provider of goods and services to a facilitator and regulator. A new governance discourse emerged, emphasizing accountability, transparency, efficiency, and citizen participation. This also marked the diffusion of New Public Management (NPM) ideas, which advocated for performance-based administration, managerial autonomy, and partnership with non-state actors. Simultaneously, the Tenth Five-Year Plan (2002–2007) explicitly identified governance as a key determinant of development outcomes, underscoring that economic growth could not be sustained without reforming the institutions

Libraries have an outstanding role in the advocacy of sustainability and green practices, now that the place of environmental awareness is on the rise. Green libraries provide a commitment, through sustainable architectural practices, efficient systems in energy saving, measures taken with environmental consciousness to preserve resources, and ways to conserve resources in the work they do. The libraries focus on ensuring they provide healthy indoor spaces and educate their communities on sustainability. Admittedly, it is through the adoption of these practices that libraries minimize their ecological footprint and provide a beacon of environmental responsibility. Green libraries are facilities that take ecologically friendly approaches in carrying out operations and programming in activities targeting environmental responsibility. Such libraries try their best to use methods that diminish energy consumption and lower resource use to move closer to sustainability at its core, which may have less of an impact on the environment. Green libraries have focused on recycling, reduction of trash, renewable sources of energy like solar panels, energy efficiency in lighting and space heating, sustainable building materials, and architectural style.

2. The Emergence of Green Libraries

The Green Library movement is relatively recent, gaining momentum in the late 20th and early 21st centuries. This movement arose from a growing recognition of the library's role in society as a community hub and educational institution. Libraries, traditionally seen as repositories of knowledge and culture, began to evolve in response to societal shifts towards environmental consciousness.

There is a real climate change, and human activity is its primary driver. Notably, worldwide average temperatures have been rising consistently since the beginning of the Industrial Revolution, posing a danger to life as we know it from climate change. For example, 2019 had record sea levels, melting ice, and unusually high global temperatures as a result of increased human activity. Regrettably, in spite of the fact that climate change is causing the environment to deteriorate more and more, insufficient worldwide pledges have been made to mitigate its effects. Thus, the necessity for green libraries became apparent. In India, green libraries are becoming more and more important as the country works toward achieving the Goals for Sustainable Development (SDGs). These libraries promote a comprehensive approach to environmentally friendly growth by serving as examples of social responsibility, environmental care, and economic success. Green libraries use eco-friendly construction materials, sustainable waste management practices, and renewable energy sources like solar power in their design. They clearly support climate resilience and drastically cut carbon footprints, which is in line with SDG 13 (Climate Action). Additionally, by fostering environmental literacy, lifelong learning for people of all ages, and inclusive and equal access to knowledge and educational resources, green libraries in India actively support SDG 4 (Quality Education). Additionally, by acting as green public spaces that improve urban livability and provide a haven from the bustle of city life while encouraging social cohesion and community participation, these institutions serve SDG 11 (Sustainable Cities and Communities).

Introduction

As we all know that the 21st century has witnessed the changing phenomenon of information and its communication resulting a dynamic transformation not only in the social structure but also in the perception of human mind.  Exchange of information and knowledge has empowered the human being and enabled them to achieve sustainable development. From paper- based society to paperless society, information has remained the most valuable commodity.

Web 2.0 speaks about the second version of web advancement and draft that aims to make it easier to communicate and safer to share information, as well as to make the web more interoperable and user-centered. Social networking sites, video-sharing sites, Wikis, blogs, and folksonomies are just a few of the web-based communities, hosted services, and apps that have grown and changed because of Web 2.0 ideas. (King and Brown, 2009; Wikipedia, 2010c). According to Birdsall (2007) web 2.0 is a social revolution since these tools have brought new changes in the society. According to O'Reilly (2005) the advent of Web 2.0 has revolutionized the way individuals and organizations interact with the internet, marking a significant shift from a static web experience to a dynamic, user-driven environment. This transformation is characterized by the emergence of platforms and tools that empower users not only to consume content but also to create, share, and collaborate on it. As a result, Web 2.0 has fostered a more participatory online culture, where users actively engage in the generation and dissemination of information.

Cardiomyopathies in acts can be classified broadly as Hypertrophic cardiomyopathy and non-hypertrophic cardiomyopathies. Usually, no alarming clinical signs are detected during routine examination in the preclinical stage except cardiac murmurs in some cats with HCM. This is because, that the cats are sedentary and excellent in hiding the signs of illness from the pet parents. Hence the onset is often acute with the sudden appearance of the clinical signs linked to congestive heart failure like severe dyspnoea, cardiogenic shock, aortic thromboembolism, arrhythmias and even syncope and death

Cats with CHF will be presented with severe dyspnoea, due to fulminant pulmonary oedema and or pleural effusion. The pleural effusion associated with CHF is usually a modified transudate, some cases it may be chylous .In echocardiography ,the size of the left atrium should be determined .If the LA size is normal ,then the dyspnoea may not be of cardiac origin .The presence of B-lines in the lung area in association with LA enlargement confirms cardiogenic pulmonary oedema. Stress, anaesthesia, I/V fluids and steroids leads to decompensation and fulminant pulmonary oedema. Thoracocentesis is will be helpful if there is dyspnoea due to significant pleural effusion. At least 300ml of effusion can be usually removed. The dyspnoeic cat is very fragile and should be handled carefully. Butorphanol may be given for anxiolytic effect. Oxygen administration is beneficial. Furosemide when given intravenously has an initial venodilator effect and should be repeated as required monitoring the sleeping respiratory rate (SRR). Addition of nitro-glycerine (vasodilator) reduces preload, decreases left atrial pressure and help in reducing pulmonary oedema. If the clinical signs are suggestive of cardiogenic shock or myocardial failure, Pimobendan I/V or Dobutamine CRI should be considered.

Introduction

Wound is a disruption to the epithelial integrity of the skin, extended in-depth to subcutaneous tissue and other body parts such as ligaments, muscles, blood vessels, nerves, and bone (Robson et al. 2001). An appropriate wound healing is essential for the restoration of disrupted anatomical continuity (Begum, 2000). We have observed increasing interest in research based on traditional medicines of the world in the recent era (Medina-Franco et al. 2013). Traditional and complementary medicine regains popularity not only in developing countries but also in developed countries. Common and known practices across the globe of traditional medicines include Herbal, Ayurveda, Siddha, Unani, Iranian, Islamic, Vietnamese, Chinese, Acupuncture, African and other pseudo-medical knowledge (Dorai 2012). According to World Health Organization (WHO), traditional medicine ‘the health practices, approaches, knowledge and beliefs incorporating plant, animal and mineral-based medicines, spiritual therapies, manual techniques and exercises, applied singularly or in combination to treat, diagnose and prevent illnesses or maintain well-being’. Saxena et al. (2013) reported that phytochemicals present in plants are liable for preventing disease and promoting health. Antibiotics used in the treatment of wound infections are now proved to have adverse effects in the human body and in pathogens where resistance is emerging. Attention has, therefore, turned towards extracting biologically active compounds from plant species having wound healing property (Pattanayak and Sunita, 2008).

Dirying in India has traditionally been the preserve of landless agricultural labourers and small and marginal farmers, who have maintained very small herd sizes. However, of late, with increasing consumer awareness regarding milk quality, there has been a marked increase in the number of large, well-organized dairy farms which cater to predominantly urban markets. Terms like clean milk production, organic milk, microbial load of milk etc. are being used more frequently while referring to milk quality. Larger, intensive dairy farms not only profit from the economies of scale by way of optimum utilization of land, labour and resources, but also benefit from the fact that it is easier and cost-effective to implement more efficient technologies like machine milking, manufacture of by products, chilling, packaging, bulk transport etc. Further, most of these farms are able to realize a premium price for their products on account of high quality and brand identity, thus leading to greater profitability.

As an interdisciplinary field, bioinformatics has grown gradually from molecular biology, with the development of various algorithms, databases, and other important tools that have helped to advance computational biology. Some important events in the history of bioinformatics might include the development of the first algorithms for sequence alignment and comparison, the creation of early databases such as GenBank and Swiss- Prot, and the development of software tools for molecular modeling and drug design. Other key milestones might include the sequencing of the first genomes, the development of high-throughput sequencing technologies, and the emergence of new areas of research such as systems biology and synthetic biology. By understanding the historical context of bioinformatics, students and researchers can gain a deeper appreciation for the current state of the field and the ongoing efforts to advance our understanding of the molecular mechanisms that underlie life.

Abstract

The knowledge of programming language(s) is necessary to solve biocomputational problems and also understand the data pattern. Computer programming is used to develop software to extract information from data which is very crucial while practicing bioinformatics. Programming language is a man-made, computer-understandable, artificial language, that is designed to instruct a machine, particularly a computer to get the desired output. This chapter briefly narrates the concept of algorithms, programming languages, and the historical perspective of the same.

Abstract

When only sequence data is available, homology modeling has become a useful tool for predicting protein structure. Protein structure is often more important than sequence data when evaluating protein function. Homology modeling, also known as comparative modeling, is based on the principle that two sequences that exhibit a high degree of identity or similarity will also share similar structures. This chapter explores the steps involved in homology modeling, including template selection, alignment, model building, refinement, and validation. The Ramachandran plot is a valuable tool for assessing the conformation and bond angles in a protein model, and we discuss its significance in the context of homology modeling. Ultimately, homology modeling is an effective method for predicting protein structure and has numerous applications in protein engineering, drug discovery, and other fields.

In the perspective of the accelerating national growth rate of 8% recorded at the end of the 10th Plan to a projected growth rate of 10% by the end of the 11th Plan, yielding an average GDP growth rate of about 9% it was appearing that the nation is going to have a strong footing of development. Such naturally grown innovation can be found undoubtedly novel and the idea can change their world of dreaming for a more prosperous life by bringing changes in socioeconomic pattern of trade and employment in rural areas with proper support from Government if India through the scheme like TePP.

Human Resource Management (HRM) is an essential function of every organization. Information Technology (IT) application has made such ‘human resource management’ function easy, to a great extent. Now a day, IT has been used widely across the organizations to perform different functions like, Recruitment, training, maintenance and development etc. Human Resource Information System (HRIS) is one of the latest contributions of IT to the area of human resource management, which is going to revolutionise management in 21st Century. Technology has brought changes in the existing working styles of organisations. By the introduction of HRIS, it enhances the efficiency of the organisation by changing the traditional way of working. In Human Resource Information Systems, many organizations use employee data in traditional ways. These can create conflict with the rights and interests of employees, with external stakeholders, and with society at large. The present paper discusses such issues. Other soft issues like, challenges and possible solutions are also discussed.

Symbolic systems provide logical reasoning and explicit knowledge representation, whereas sub-symbolic models offer learning, adaptation and pattern-recognition capabilities. This chapter explains how combining these approaches can create more accurate, adaptive and interpretable intelligent systems. It discusses rule-based systems, logic programming, ontologies, neural networks, fuzzy systems, evolutionary computation and swarm intelligence. Neural-symbolic, neuro-fuzzy, rule-augmented and ontology-aware architectures are examined, along with loose, tight and deep integration strategies. Applications in healthcare, cybersecurity, manufacturing and knowledge-based information systems demonstrate their practical potential. Challenges involving integration complexity, scalability, knowledge engineering, transparency and continuous updating are considered, together with future directions in human-centred hybrid intelligence.

9.1 Introduction

The objective of this chapter is to design an icloud and cayenne based perimeter monitoring system for agricultural field. Mobile app is designed to monitor the sensory data. The complete system comprises of two sections field device and mobile app. Field device comprises of NodeMCU, battery, motion sensors and laser sensors. The system is designed to monitor the agriculture field perimeter with motion and laser sensors, which are deployed at different locations of field. The sensory data is transmitted through NodeMCU and received at mobile app which can be accessed by authorized person. The same data can be accessed on webserver from anywhere in the world. Fig.9.1 shows a block diagram for a system. Table.9.1 shows the component list.

The Cellular technology (mobile phone) is becoming popular day by day with companies up with low price handsets and nearly one-fourth of the India’s population possess a mobile phone even in the rural areas. The Indian government has set a target of 500 million users by 2010; half of this, 250 million, has reached till 2007 (IANS). Keeping in view the scenario, messaging agricultural information through computers to the end users on mobile phone is a means, which will go a long way for the farmers to receive timely information. There are different media platforms through which farmer’s access information in India. This includes radios, television, print, person to person and so many others. However, with the rapid growth in technology, there is a strong belief that there is a need to extend the mobile phones’ use to agriculture sector.

As population explosion continues and the shortage of extension personnel becomes acute, the wisest proposition is to utilize the latest information and communication technology (ICT) to make information available to the common man. Radio Frequency Identification popularly known as RFID is a term used for a radio-enabled device that communicates with or interrogates a tag or smart label, which is embedded with a single microchip processor and an antenna. "This is an automatic identification method that relies on storing and remotely retrieving data using devices such as RFID tags or transponders (Mamdampur and Rajgoli, 2011)". This technology is similar in concept to a cell phone (Singh and Midha, 2008) which refers to the subset of automatic identification that uses radio waves to automatically identify bulk or individual items (Chavan, 2012).While the origin of RFID lie more than 50 years in the past, passive RFID technology is actually only in its infancy (Sarma, 2008).

Incentives are a powerful stimulus to transfer of technology. They can encourage researchers to get their results to market, a new career path for many of them. They can create a culture that attracts and retains entrepreneurial staff, scientists, students and technology transfer professionals (TTPs) that view the university as a career path and a vehicle for making a contribution to society. Working in a pro-entrepreneurship team of colleagues can also lead to getting people to think in terms of making a connection between their work and its application. Incentives can be short-term or long-term in nature, and can be tailored to individual or collective requirements. As it is likely to be challenging for universities to design incentives that cater to every researcher’s or TTP’s desire, they can design incentive programs to cater to various aspects of human. Incentives can be either financial and non-financial. These are needed to ensure that researchers and TTPs remain motivated, aligned with institutional goals, and committed to the long-term process of technology transfer and commercialization. Incentive programs serve several important purposes:

Abstract

The main aim of the article is to identify the strengths, weaknesses, opportunities and threats of current IPR system in context to Indian regime and also to understand overall planning as well as important tactics and means to use IP legal protection system to fully safeguard one’s legitimate rights and interests, obtain and maintain competitive edges, restrain competitors and seek optimal economic performance by selection of appropriate IP strategies. This article also proposes ways to select IP strategy based on BCG matrix and product mix.

The history of Patent law in India starts from 1911 when the Indian Patents and Designs Act, 1911 was enacted. The present Patents Act, 1970 came into force in the year 1972, amending and consolidating the existing law relating to Patents in India. The Patents Act, 1970 was again amended by the Patents (Amendment) Act, 2005, wherein product patent was extended to all fields of technology including food, drugs, chemicals and micro organisms. After the amendment, the provisions relating to Exclusive Marketing Rights (EMRs) have been repealed, and a provision for enabling grant of compulsory license has been introduced.

No society can ever desire to achieve a long-term goal of sustainable development unless it builds upon its own knowledge, traditions, ethical foundations and technological endowments. The knowledge of the people particularly in drought and flood prone regions, hill areas, tribal areas and other high risk environments, has to become a building block of new technological improvements. Knowledge happens when our expectations are belied, modified and sometimes confirmed. Because the asymmetry in our expectations is influenced by our access to resources, institutions, technology and cultural platforms, we get different kinds of knowledge, even when we confront similar situations Gupta (2005). In any community living close to nature, asymmetry in knowledge generation and its utilization is inevitable. The experts exist not just in our profession, but in every profession.

What is Indigenous Knowledge?

Indigenous knowledge (IK) is the local knowledge which is considered as the social capital of the poor. It is their main asset to invest in the struggle for survival, to produce food, to provide for shelter and to achieve control of their own lives. Indigenous knowledge is a cumulative body of knowledge, practices and manifestations maintained and developed by people with long histories of interaction with their natural environment. It forms the basis for local-level decision-making in agriculture, health, natural resource management and other activities, especially for the poor, and provides problem-solving strategies for communities (World Bank, 1998). IK is a tacit knowledge that is not easily codifiable and unique to a particular culture and society.

6.1. INTRODUCTION

All ecologist and biology researchers have to find out: (i) how reliable are the observed results? and (ii) what is the probability of difference between observed and expected results? The question of reliability is solved by estimating the confidence interval and the second question is addressed by the application of statistical tests for significance. Both these methods help us to draw conclusions on our observations, hence, may be grouped together as ‘inferential statistics’.

Referring back to the chapter on sampling, we may recall that it is usually not possible to calculate the ‘population parameter’ directly. Instead, we have to rely on estimates. Two types of estimates can be used, a point estimate and an interval estimate. A point estimate is a single numerical value of a sample statistic that is used to estimate the corresponding population parameter. For example, the sample mean, x , is used as an estimate of the population mean, μ Point estimates are not used widely because the value of some statistic, say mean, varies from sample to sample and we can’ t conclude with any degree of certainty that a single point estimate equals the population parameter. Therefore, an interval estimate is typically favoured. An interval estimate is a range of values within which the population parameter is likely to lie.

8.1. INTRODUCTION

The word ‘non-parametric’ means “not for any specific parameter”. For example, in the student’s t test we use the parameter ‘mean’. In the non-.parametric tests we check the randomness and trend of the pattern of distribution of a variable directly, without using a population parameter for comparing.

In contrast to the parametric tests, where many assumptions are made regarding the distribution of the parameter in the population (i.e. Gaussian features), here we do not make stringent assumptions about the population from which samples are drawn. These techniques are, therefore, also known as ‘distribution free’ tests.

We shall be discussing about 10 such non-parametric tests.

7.1. INTRODUCTION

The word ‘significance’ in statistics does not describe the strength of association. Statistical significance is simply related to the probability of the result being commonly or rarely encountered (If the probability of chance occurrence is low the result is likely to be determined by the set of circumstances under study and not by chance). If conclusions are to be drawn that a difference exists between two groups of subjects, then we have to ensure that they are equal in all respects except the one under test.

‘P’ values are used to assess the degree of dissimilarity between two (or more) sets of measurements. The ‘P’ value is the probability of obtaining a result as extreme as or more extreme than the one observed. The ‘P’ value is actually a measure of surprise and the smaller the value, the more surprising is the result. When ‘P’ value is between 0.05 and 0.01, the result is usually called statistically significant; when it is less than 0.01, it is usually called highly significant and if, values are lower than 0.005, then it is called very highly significant. Traditionally, the approach had been to indicate the level of significance by rounded off ‘P’ values e.g., P < 0.01. Now it has become a fashion to calculate the exact probabilities and thus arrive at a particular decision.

ABSTRACT

The domestic buffalo occupies an important niche in agricultural systems by providing milk, meat and draught power. Indian buffalo population which is about 1/3 of the cattle population contributes more than half of the total milk production of the country.  Several biological and socio-economic problems restricted the efficiency of buffalo production which needs careful and intensive research. Studies pertaining to reproduction are one of the important areas in buffalo research. The reproductive process in buffalo is complex in nature, which differs on many aspects with the cattle. There is a need to undertake separate strategies to understand buffalo reproduction to disseminate the information to the livestock owners and researchers.

The term bioinformatics was coined by Paulien Hogeweg in 1979 for the study of informatics processes in biotic systems. It was primarily used in genetic and genomic studies, particularly in those areas of genomics involving large-scale DNA sequencing. Bioinformatics involves application of information technology to store, organise and analyse the vast amount of biological data available in the form of sequences and structures of proteins (the building blocks of organisms) and nucleic acids (the information carrier). There are umpteen ways to define bioinformatics, mainly owing to its rapid evolutions.

Since the industrial revolution in the 1800s, automation got more advanced to efficiently handle sophisticated tasks and increase production. With increasing demands and shortage of labor across the globe, agriculture robots or commonly known as Agribots are starting to gain attention among farmers. Crop production decreased by an estimated 213 crores approx ($3.1 billion) a year due to labor shortages in the USA alone. Recent advancements in sensors and AI technology that lets machines train on their surroundings have made agrobots more notable. We are still in the early stages of an ag-robotics revolution, harnessing the full potential of the Internet of Things in agriculture, with most of the products still in early trial phases and R&D mode.

Information technology has heralded a new era of Communication System. It has revolutionized the whole commercial world. The mother earth looks like a global village where people sitting thousands of miles away can talk face to face, like people sitting across the table. Business men and consumers are using computer to create, transmit and store information in the electronic form. Traditional form of paper documents are being discarded for the reason that electronic method is Cheaper, easier to store, retrieve and communicate. Though these advantages are obvious but people were reluctant to transact business in electronic form due to lack of legal frame work, validating these transactions. All the paper transactions involved writing and signature to conclude them. These writings and signatures posed a great hurdle for electronic governance and electronic commerce for validating and enforcing them. The law of Evidence is based on paper made documents which should have been signature. Since electronic commerce eliminates the need for paper based transactions, hence to facilitate e-commerce the need for legal change has become an urgent necessity. International trade, though the medium of e-commerce, is growing by leaps and bounds for the past few years. Many countries have switched over from traditional paper based commerce to e-commerce. The instantaneous means of communications through internet have been a great menace to copy right in different areas David Teather from London has reported that the International Federation of the Phonographic Industry say that the market in year 2000 was worth $36.9 billion, a fall of 1.3 per cent on the previous year. The biggest decline in the sale of C.D. singles was 39% and globally it fell by 14%. The growth in popularity of Napster and to contain the damage. Napster is in the process of removing copyrighted material from its site.¹ But the powers of the computer are so great that the law enforcement agencies are facing a real challenge to contain its onslaught. Internet telephony is a common sight at cyber cafe, despite the fact that it is illegal.2 B.B. Nanda and R.K.Tewari observe that “ internet paedophilia, computer network break-ins, industrial espionage, Child pornography password sniffling, spoofling, telecommunications fraud, software piracy, e- mail bombing and spamming, and the availability of illicit or unlicensed products and services are offences already making themselves felt. Emerging problems include credit card fraud, cyber terrorism, cyber laundering and criminal use of secure internet communications. The huge growth of internet will breed cyber fraud with great ease especially in the area of share-holdings of companies.3 The present weak electronic system of payment without adequate safeguard is posing a serious risk for unauthorised withdrawals from banks and counter money laundering operations. Software piracy is a boom business and video and phonographic industries are sinking day by day globally.4 The UNCITRAL Model law provides for equal legal treatment of users of electronic communication and paper based communication. In pursuance of a declaration made ‘by Member Countries, the World Trade Organisation (WTO) is about to form a work programme to handle its work in this area including the formation of multilateral trade deals through the medium of electronic commerce. The paper discusses, briefly, the meaning of cyber space the origin and development of intemet and e commerce its uses and abuses. Certain provisions relating to Information Technology Act, 2000 have been briefly discussed to apprise oneself about its effectiveness in meeting the challenges posed by e commerce in different areas.

The term “information” has a diversity of meanings, from everyday usage to technical interpretations. Generally speaking, the concept of information is associated with knowledge derived from study, experience, or instruction. Technology, on the other hand, refers to the application of knowledge to the practical aims of human life, or to changing and manipulating the human environment. Technology includes the use of materials, tools, techniques and sources of power to make life easier or more pleasant and work more productive. Technology began to influence human endeavour as soon as people began using tools. Technology also started being used for managing information when the amount and variety of information grew to such vast proportions that the human brain could neither store nor process it efficiently.

Definition

The term Information Technology (IT) was coined by Jim Domsic of Michigan in November 1981. Domsic created the term to modernize the outdated phrase “data processing”. Information Technology is a general term that describes any technology that helps to produce, manipulate, store, communicate and/or disseminate information. Presumably, when speaking of Information Technology as a whole, it is noted that the use of computers and information are associated. “Information Technology” as defined by the Information Technology Association of America (ITAA), is “the study, design, development, implementation, support or management of computer-based information systems, particularly software applications and computer hardware.” IT deals with the use of computers and computer software to convert, store, protect, process, transmit and securely retrieve information.

The Indian Council of Agricultural Research is the apex body for co-coordinating, guiding and managing research and education in agriculture including horticulture, fisheries and animal sciences in the entire country with more than hundred and above ICAR libraries and fifty six state agricultural universities libraries spread across the country this is one of the largest national agricultural library network in the in the country under consortium of e-Resources in Agriculture. The Indian Council of Agricultural Research (ICAR) has contributed a lot towards strengthening of Agricultural Libraries via modern Information Technological (IT) tools. ICAR has sanctioned so many projects under National Agricultural Technology Project and National Agricultural Innovative Projects i.e e-Granth, CeRA, Krishiprabha, Krishikosh Agricat etc. for strengthening and development of agricultural libraries. These are useful to manage knowledge explosion and helpful in libraries to providing information effectively to the end user of society.

Higher educational institutions especially the agricultural universities and institutes have multifaceted mandate which includes teaching, research and extension. Scientific information is generated at rapid pace in the form of research papers, project reports, conference/Seminar proceedings, Theses/ Dissertations, books and so on. It is necessary to manage, preserve and share the intellectual output to the academic community for innovations and betterment of the society. Technological developments, open access and open archive movements have facilitated easy access to information. Open access literature available in public domain removes access as well as price barriers. Realizing the importance of preserving valuable digital and print material of an institution idea of developing institutional repositories was invigorated. It is online digital content free of cost and mostly free from restrictions of copyright and licensing. In other words, it is royalty free literature which can be applied to any digital content that are born digital or the older works digitized later in life. Researchers are not well aware of the various channels to enhance the visibility of their work such as scholarly journals and conferences. Further they don’t identify existing library provisions that could help them to share their work on different platforms due to lack of awareness about it. So there is need to create awareness among masses about the institutional repositories and its role in disseminating scientific output of an institution. Institutional repositories are the need of hour for to showcase the research output of an institution.

1. Introduction

There is an emergence of the concept of a Circular Economy as one of the transformational approaches toward sustainability, where greater emphasis is laid on rethinking and redesigning products and services for maximum resource efficiency. In contrast to the traditional linear model ("take, make, dispose"), CE emphasizes product reuse, recycling, and cascading with the clear ambition of closing the loop of product lifecycles through continuous recovery of resources. The key to this solution involves changing the paradigm, highly relevant to resolving pressing environmental issues facing the planet such as resource depletion, waste management, and climate change.

Conventionally regarded as information stores, libraries are increasing awareness of their potential to create an impact toward sustainable practices. Centres of information and meeting points for communities, libraries are at an advantageous position for leading by example in integrating the principles of CE into their system. This paper examines the current status of integrating the circular economy principles within library management and discusses a proposed conceptual framework that aims to guide libraries in adopting circular practices. The paper addresses the contribution that libraries might make to a more sustainable future by exploring the intersection between CE and library management through innovative practices and strategic plans.

I. PUBLIC POLICY CONCERNS

The working of the Trade Related Aspects of Intellectual Property Rights Agreement (TRIPS) Agreement, 1995 along with World Intellectual Property Organization (WIPO) and the jurisprudence developed for the last twenty years is a testimony to the fact that although TRIPS is geared to promote the protection of intellectual property rights internationally, yet some controversial public policy issues need to be addressed and solutions devised for addressing these public policy issues otherwise there is a possibility of seeing the demise of TRIPS Agreement or sidetracking it by some other methods which may not be conducive for maximizing the welfare of the international trading community. As all of us know that intellectual property and international trade are mutually inclusive and the minimum standards set forth in the TRIPS Agreement are economically value oriented. The trade offs among and between the members of the WTO need to be balanced on an even keel, otherwise the possibility of camaflouging the TRIPS Agreement and the attendant jurisprudence becomes real. The TRIPS Agreement addresses seven categories of IP rights such as; Copyright and related rights; Patents; Trademarks and Service marks; Geographical Indications; Undisclosed Information or Trade Secrets; Industrial Designs ; and Layout Designs of Integrated Circuits and read with other WIPO Treaties obligates the members of the World Trade Organization (WTO) to reduce distortions and impediments to international trade by taking into account the effective and adequate protection of intellectual property rights as well as the procedures for the enforcement should not become barriers to international trade. The TRIPS Agreement also recognizes the need to cater to the special needs of the developing and least developed countries.
