Furthermore, there has been much discussion about the effects of relying so heavily on petroleum-derived fuels on the environment, the economy, and energy efficiency [1]. According, high process costs, inadequate infrastructure, and other technological challenges impede the manufacturing of second- and third-generation biofuels [2]. The main role of enzymes and other microorganisms during fermentation is as a catalyst to speed up the process of turning saccharides into alcohol. In this kind of biofuel production, lignocellulosic and algal material make up the majority of the biomass used to produce ethanol. The biochemical variety of microalgae is employed in numerous biotechnological and commercial applications [3]. The use of non-usable biomass has been enhanced with each new generation, which lowers production costs and speeds up the manufacture of biofuels. A wide variety of biofuels, such as biogas, bioethanol, biohydrogen, and biodiesel, can now be produced thanks to the application of nanotechnology. In order to convert triglycerides into biofuels, two important chemical events must occur: trans-esterification and esterification [4]. The majority of the nano-catalysts needed to produce biofuel come from microbial fuel cells. Nanoparticles, nanosheets, and nanotubes are examples of these nanocatalysts [5]. The utilization of nanotechnology in the biofuel production process holds promise for enhancing the effectiveness of current procedures. Compared to the production of biofuels, the synthesis of nanoparticles is much more interesting due to the potential applications, challenges, and opportunities that it presents [6]. Here, we review the literature on the application of nanotechnology to improve bioenergy production from algae processing. The different kinds of nanoparticles, including metallic, magnetic, metal oxide-based, and carbon nanotubes that are utilised in the production of bioethanol and biodiesel are covered on this page. A focus is placed on the application of these nanomaterials and how they affect the extraction and transesterification of lipids [7]. This report aims to explore the application of GLP in ART and to thoroughly investigate its contribution to achieving successful outcomes in various ART procedures and across different animal species. Environmental concerns are also prevalent, given the potential toxicity of nanoparticles like zinc oxide and silver nanoparticles, which may disrupt soil microbial communities. Despite these challenges, future prospects for bioinoculants and nanoparticles are promising. Integrating these technologies into sustainable farming practices can reduce the reliance on synthetic fertilizers and pesticides, as seen in the use of Azospirillum brasilense encapsulated in chitosan nanoparticles to enhance drought tolerance in maize. Furthermore, the application of Pseudomonas putida encapsulated in alginate nanoparticles has effectively mitigated heavy metal stress in tomato plants. Precision agriculture, employing data analytics and remote sensing, can optimize the targeted delivery of bioinoculants and nanoparticles, maximizing crop productivity and nutrient uptake. However, comprehensive in vivo studies are essential to assess long-term efficacy and environmental impact under field conditions. Greenhouses are used for growing flowers, vegetables, fruits, transplants and varieties of certain crops in a controlled environment which is appropriate for the plants. The edible flowers are served in some good restaurants to grow them precise calculation is required. Sensor network can help to monitor and automate the activities in greenhouse. The objective of this chapter is to discuss the development of sensor nodes to monitor the growth of flower plants through XBee and internet of things. The system comprises of three sections- sensor nodes, local server and main server. Sensor nodes communicate to local server with XBee and then local server communicates the same data to main server through IoT.Fig.11.1 shows the generalized block diagram, sensor node is to be implemented on each flower pot and communicating to local and main server.

However, these data sources differ in spatial resolution, timing, quality and technical compatibility. This chapter introduces a computational framework for acquiring, harmonizing and analysing heterogeneous agricultural data. Preprocessing methods address noise, missing values and inconsistencies, while machine learning, deep learning and ensemble models identify useful environmental, spectral and temporal patterns. Applications include crop-health assessment, soil-moisture estimation, yield prediction and climate-resilience planning. Edge and cloud computing support scalability and real-time operation. Soil health determines agricultural productivity, resource efficiency and long-term sustainability. Green composites provide opportunities to reduce dependence on petroleum-derived materials while maintaining useful mechanical and functional performance. This chapter examines the fundamentals of green composites and the major challenges limiting their wider adoption. Important issues include poor interfacial bonding, nanoparticle dispersion, variability of natural fibres, mechanical and thermal limitations, processing difficulties, cost, scalability, and commercialization barriers. Nanoparticle reinforcement is explored as a means of improving tensile strength, stiffness, thermal stability, electrical conductivity, and barrier properties. A semiconductor is a substance, usually a solid chemical element or compound that can conduct electricity under some conditions but not others, making it a good medium for the control of electrical current. Its conductance varies depending on the current or voltage applied to a control electrode, or on the intensity of irradiation by infrared (IR), visible light, ultraviolet (UV), or X rays.

An external electrical field changes a semiconductor’s resistivity. Devices made from semiconductor materials are the foundation of modern electronics, including radio, computers, telephones, and many other devices. Semiconductor devices include the transistor, solar cells, many kinds of diodes including the light–emitting diode, the silicon controlled rectifier, and digital and analog integrated circuits. Solar photovoltaic panels are large semiconductor devices that directly convert light energy into electrical energy. In a metallic conductor, current is carried by the flow of electrons. In semiconductors, current can be carried either by the flow of electrons or by the flow of positively–charged “holes” in the electron structure of the material.

A fullerene is any molecule composed entirely of carbon, in the form of a hollow sphere, ellipsoid, or tube. Spherical fullerenes are also called buckyballs, and cylindrical ones are called carbon nanotubes or buckytubes. Fullerenes are similar in structure to graphite, which is composed of stacked graphene sheets of linked hexagonal rings; but they may also contain pentagonal (or sometimes heptagonal) rings.

The first fullerene to be discovered, and the family’s namesake, was buckminsterfullerene C₆₀, made in 1985 by Robert Curl, Harold Kroto and Richard Smalley. The name was homage to Richard Buckminster Fuller, whose geodesic domesit resembles. Fullereneshave since been found to occur (if rarely) in nature.

The discovery of fullerenes greatly expandedthe numberof known carbon allotropes, which until recently were limited to graphite, diamond, and amorphous carbon such as soot and charcoal. Buckyballs and buckytubes have been the subject of intense research, both for their unique chemistry and for their technological applications, especially in materials science, electronics, and nanotechnology.

3.1 Introduction

Optical sources are a key element in many fiber optic systems. This component converts the electrical signal into a corresponding light signal that can be injected into the fiber. Several factors such as wavelength, source output and spectral bandwidth are important when selecting light source to achieve the best performance of the sensor. The optical sources used for sensors range from hot filament lamps to semiconductor lasers. These sources can be placed into two groups - incoherent and coherent sources. The tungsten lamp and light-emitting diode (LED) are some of the incoherent sources while the lasers come in the category of coherent sources. The LED is normally preferred if the multimode fiber is used for the sensor. If the optical power requirement is high then the laser with multimode optical fiber is used. For the sensors based on interference phenomenon, coherent sources with single mode fibers are used. In the case of distributed sensing, short pulse high power lasers are used. In a laboratory demonstration experiment, a visible laser such as a simple He-Ne laser may be the preferred source while in commercial applications a compact and rugged source such as laser diode or an LED is preferred. Before using the source it is very essential to know its maximum power output, wavelength of emission, linewidth, radiation pattern and modulation bandwidth. The purpose of this chapter is to provide the physics of some of the light sources and their important operating characteristics that are used in sensors.

6.1 Introduction

This chapter describes the development of data logger of agricultural field parameter monitoring system with LabVIEW. The system comprises of two sections- Fields device and data logger. Field device comprises of Arduino, smoke detector (for sensing hazardous gases), soil moisture sensor, temperature sensor, humidity sensor, water level sensor, battery, display unit, 2.4 GHz RF modem. Data logger comprises of Arduino, display unit, 2.4 GHz RF modem, power supply, PC with LabVIEW. The system is designed to monitor the environment and agriculture field parameters. The field device is designed to collect all physical parameters and communicate it to the receiver end with LabVIEW. For establishing communication between two sections 2.4GHz RF modem is used, which can be replaced with any other modem also.Fig.6.1 shows block diagram of field device and Fig.6.2shows block diagram of data logger.Table.6.1 & Table.6.2 shows the component list required to develop the field device and data logger.

Despite the fact that it has a stark distinction of being a grain- surplus and food and livelihood insecure country. An inventory of over forty five million tonnes of wheat and rice in granaries remains ready for consumption. On the other hand over two hundred fifty million people generally go to bed partially hungry every day. There is a near consensus on the need to banish hunger but the realities on the ground remain that even at the risk of raising hopes the goal of food security may not be realized for generations.5 At home under the cover of food security the government is keeping millions of tonnes of food out of reach of the poor people.6 In fact India’s record breaking 200 plus million tonnes harvest is the result of steep fall in purchasing power of poor. The myth of surplus is based on sending hundreds of millions of human being hungry to their beds.7 Taken to its logical end we have abundance of food, surplus of hunger and scarcity of vision under the garb of food security.8

In a global, knowledge-based economy, Intellectual Property Rights (IPRs) are a key to the international competitiveness of both nations and firms. International competition in the traded goods increasingly contains a high degree of innovation. IPRs have thus; become a trade issue and a major component of the World Trade Organisation (WTO). Adequate IP protection at an international scale has become essential for appropriating global revenue streams to support investments in developing state of- the- art technology. Although the concept of intellectual property is very old, there appeared the need to harmonize laws to facilitate international trade and free flow of technology. This became very necessary because it was difficult to obtain sufficient protection in the other countries of the world, in view of the disparity in the laws in each country. As per World Intellectual Property Organisation (WIPO) definition, intellectual property refers to creations of the mind, inventions, literary and artistic works, symbols, names, images and designs used in commerce. Broadly, intellectual property is divided into two categories. The first category covers industrial property, which includes patents, industrial designs and trademarks, all of which have industrial applications. The other refers to copyright laws, which are applied to such things as literary, dramatic and artistic works; rights relating to performing artists, the production phonograms and rights of broadcasters in their radio and television programs.¹ Patented inventions have, in fact, pervaded every aspect of human life, from electric lighting and plastic, to ballpoint pens and microprocessors. During a time when the future of many industries seems uncertain, one industry in particular appears to be positioned for expansion and enduring success. This is the biotechnology industry, which according to some analysts will be a major driving force behind the new economy of the 21st century.2 This seemingly lofty prediction is based in large part on the immense promise offered by biotechnology. The innovations developed with biotechnological techniques promise to prolong and improve our lives and the world we live in by achieving advancements in health care, agriculture, food products and production, industrial processes and environmental preservation. Biotechnology is not a new science and it has existed in some form or the other for centuries. Biotechnology in one form or another has been part of human development since the dawn of agriculture. Human ingenuity has led to increased production and greater diversity and quality of livestock and varieties of crops. Today’s food crops and domestic animals embody the benefits of many generations of selection and breeding. However, the advent of genetics has opened exciting opportunities in this sector, because of its numerous applications, which range from improvement of human health and food production to reduction of environmental damage. These opportunities are also coupled with controversies that not only challenge the laws within which society functions, but also our ethical and religious beliefs.

Information technology has heralded a new era of Communication System. It has revolutionized the whole commercial world. The mother earth looks like a global village where people sitting thousands of miles away can talk face to face, like people sitting across the table. Business men and consumers are using computer to create, transmit and store information in the electronic form. Traditional form of paper documents are being discarded for the reason that electronic method is Cheaper, easier to store, retrieve and communicate. Though these advantages are obvious but people were reluctant to transact business in electronic form due to lack of legal frame work, validating these transactions. All the paper transactions involved writing and signature to conclude them. These writings and signatures posed a great hurdle for electronic governance and electronic commerce for validating and enforcing them. The law of Evidence is based on paper made documents which should have been signature. Since electronic commerce eliminates the need for paper based transactions, hence to facilitate e-commerce the need for legal change has become an urgent necessity. International trade, though the medium of e-commerce, is growing by leaps and bounds for the past few years. Many countries have switched over from traditional paper based commerce to e-commerce. The instantaneous means of communications through internet have been a great menace to copy right in different areas David Teather from London has reported that the International Federation of the Phonographic Industry say that the market in year 2000 was worth $36.9 billion, a fall of 1.3 per cent on the previous year. The biggest decline in the sale of C.D. singles was 39% and globally it fell by 14%. The growth in popularity of Napster and to contain the damage. Napster is in the process of removing copyrighted material from its site.¹ But the powers of the computer are so great that the law enforcement agencies are facing a real challenge to contain its onslaught. Internet telephony is a common sight at cyber cafe, despite the fact that it is illegal.2 B.B. Nanda and R.K.Tewari observe that “ internet paedophilia, computer network break-ins, industrial espionage, Child pornography password sniffling, spoofling, telecommunications fraud, software piracy, e- mail bombing and spamming, and the availability of illicit or unlicensed products and services are offences already making themselves felt. Emerging problems include credit card fraud, cyber terrorism, cyber laundering and criminal use of secure internet communications. The huge growth of internet will breed cyber fraud with great ease especially in the area of share-holdings of companies.3 The present weak electronic system of payment without adequate safeguard is posing a serious risk for unauthorised withdrawals from banks and counter money laundering operations. Software piracy is a boom business and video and phonographic industries are sinking day by day globally.4 The UNCITRAL Model law provides for equal legal treatment of users of electronic communication and paper based communication. In pursuance of a declaration made ‘by Member Countries, the World Trade Organisation (WTO) is about to form a work programme to handle its work in this area including the formation of multilateral trade deals through the medium of electronic commerce. The paper discusses, briefly, the meaning of cyber space the origin and development of intemet and e commerce its uses and abuses. Certain provisions relating to Information Technology Act, 2000 have been briefly discussed to apprise oneself about its effectiveness in meeting the challenges posed by e commerce in different areas.

The world will need a lot more food, and farmers will face serious pressure to keep up with demand. Agricultural robots can be used to increase the production yields for farmers in various ways.

3.1 Role of Robots in Agriculture

A challenging problem in Mechanical Engineering and robotics is the design of a mobile robot. The robot must successfully traverse through its environment, including rough terrain, grass, hills, etc. For correct positioning of the robot, the wheels of the robot must have good traction and never lose contact with the ground. For improved manoeuvrability the robot must also be able to rotate around a centre point as close to its centre of mass as possible. All of these factors have been considered in the design of a second generation outdoor de- mining robot.

A rectangular frame for the robot allows the easier positioning and accessibility of parts within the robot, which is useful in the development phase. Having the wheels up front helps the robot drive onto a slope. A circular frame for the robot would allow the robot to rotate around its true centre, such a frame, with the wheel axle running along the diameter of the frame would need support at the front and back of the robot.

If the solution/chemical is allowed to pour out too fast, the wall of the burette will not drain properly and some liquid may remain sticking to the surface of the walls. Moreover, excessive amount of chemical may be released/dropped during the experiment, particularly during the titration experiment wherein we need to know the exact amount of acid/base needed to get neutralization point. However, the commercialization of microalgal biodiesel has been hampered by various limitations, including low lipid productivity, inefficient harvesting techniques, and high production costs. Nanotechnology, with its ability to manipulate materials at the nanoscale, offers innovative solutions to enhance various stages of microalgal biodiesel production. From cultivation to processing, nanomaterials and nanodevices hold the potential to optimize efficiency, increase yields, and reduce environmental impacts. By improving light penetration, nutrient delivery, and CO2 utilization, nanotechnology-enabled systems enhance microalgal growth and lipid accumulation (Li et al., 2019; Cai et al., 2021b). Moreover, nanoscale structures facilitate the development of efficient harvesting methods, minimizing energy consumption and water usage. In biodiesel processing, nanocatalysts exhibit superior catalytic activity, enabling faster reaction times and higher yields in transesterification processes. Nanostructured membranes enhance the purification and separation of biodiesel, ensuring high-quality end products with minimal impurities. Despite these advancements, challenges such as scalability, cost-effectiveness, and environmental sustainability of nanotechnology-based microalgal biodiesel production persist (Zhao et al., 2018; Zhang et al., 2019). Introduction 
There are terrible consequences of climate change for the planet and all human endeavors. According to statistics provided by the Bureau of Social and Economic Affairs which indicate the rate of increase in global human population is frightening; by 2050 (Rebello et al., 2010), the population is expected to surpass 9.8 billion people. Thus, throughout the course of 30 years from now, the community will encounter several issues that will threaten the survival of the majority of living things on Earth. These issues include the shortage of energy, global warming, greenhouse effects, poisonous gas emissions, and abrupt changes in the environment. The usage of natural fuels as our primary source of energy has raised issues in international scientific organizations, which are working to address one of the key causes of these problems (Zhu et al., 2016). The one method to address the issue is to find an environmentally sustainable fossil fuel replacement that can meet the world’s expanding energy needs (Dincer et al., 2000). Biofuels are one of the viable options and it is an alternative to fossil fuels since they are affordable and harmless to the surroundings (Ma et al., 2014). Various countries around the world are utilizing them to partially substitute the consumption of natural fuels. For example, Brazil uses sugarcane, while parts of Asia and Europe primarily rely on palm oil for production. In the case of biofuels made from microalgae, the United States, Brazil, China, and Japan are the biggest producers. Currently, biofuel generation predominantly relies on three distinct generations of raw organic resources, as outlined by Zhu et al. (2016) and Brennan et al. (2016). These groups represent different sources and technologies utilized to produce biofuels on a global scale. Biofuels classified as first-generation are those derived from feedstocks that are suitable for human intake, such as wheat, sugarcane, maize, palm oil, and sugar beet. Biofuels classified as secondgeneration are derived from lignin and cellulosic feedstock, which consists of non-food crop portions including husks, stems, and leaves that are often thrown away (Kalnes et al., 2007 ; Naik et al., 2010 ; Zhu et al., 2016). However, these biofuel sources can partially fulfill the world’s energy demands. One method to overcome this limitation involves third-generation biofuels, which are generated by cultivating single-celled photosynthetic microorganisms capable of converting carbon dioxide and sunlight into biomass and lipid molecules used in biofuel production (Abomohra et al., 2017).

Introduction

Because of their tiny size and special qualities, such as a high surface area-to-volume ratio, catalytic activity, considerable crystallinity, adsorption capacity, and stability, nanoparticles (NPs) are useful in the generation of biodiesel (2). Because of their high potential recovery properties, metal oxide nanoparticles and carbon nanotubes are frequently used as nanocatalysts in the synthesis of biofuel and biodiesel (3, 4).This chapter critically evaluates the application of nanotechnology in the manufacturing and enhancement of biodiesel, addressing key challenges and potential advancements. Microalgae have been identified as a potentially useful feedstock for biodiesel production. The process of harvesting microalgae can be made much more efficient by employing a range of nanoparticles. Additionally, cost-cutting is facilitated by the recycling of nanomaterials and their incorporation into procedures including cell disruption, extraction, and harvesting. Furthermore, an array of nanocatalysts holds promise for enhancing the efficiency of biodiesel conversion (5). Classification of nanoparticles based on physical attributes as shown in (Fig.1). However, there is a growing emphasis on improving combustion efficiency and reducing harmful emissions in the engine industry and its associated fields. Several studies indicate that the introduction of nanoadditives into blends of diesel and biodiesel fuels has yielded significant results.

Through controlling the complex plant-microbe interactions to biotic and abiotic stresses, the reaction of nano bioinoculants is being performed using advanced omics-based studies. Great progress is being made in the development of smart delivery systems for precision agriculture, in conjunction with novel formulation methods such as layer-by-layer assembly and stimulus-response release. The use of sensors, drones, and AI-based systems opens up possibilities for targeted application and real-time monitoring. Though commercialization is picking up speed via new start-ups and businesses, costeffectiveness issues, farmer awareness, and an immature regulatory system continue to be a challenge. Looking at the future, promising directions for intelligent farming highlight the revolutionary significance of such beneficial microbes in shaping a more durable, productive, and sustainable future for agriculture in India.

Nanobioinoculants (NBIs) represent a transformative advancement in sustainable agriculture, combining nanotechnology with microbial inoculants to address critical challenges in soil health, nutrient use efficiency, and crop resilience. This chapter explores the mechanisms of action of NBIs, from their precise delivery systems and enhanced microbial-plant interactions to their role in stress mitigation and immune priming. Unlike conventional bioinoculants, NBIs leverage nanoscale carriers to improve microbial survival, enable controlled release, and enhance nutrient uptake, offering superior performance under diverse environmental conditions. We examine their ecological impact, field efficacy, and commercialization challenges while highlighting emerging trends such as AIdriven design and CRISPR-enhanced formulations. By integrating fundamental research with practical applications, this chapter underscores the potential of NBIs to revolutionize precision agrobiology, providing a sustainable alternative to chemical inputs.

Heavy metal contamination in soils and water is a risk to environmental health, agricultural production and human well-being. Conventional remediation methods are expensive and not particularly efficient, so nanobioinoculants are being accepted as a more sustainable solution for bioremediation of heavy metals. Combinations of nanoparticles and microorganisms work together to increase the removal or immobilization of toxic metals from contaminated environments. Nanobioinoculants provide advantage of the high surface area and reactivity of nanoparticles, alongside the metabolic diversity of microbes like bacteria, fungi, and actinomycetes. These microbes facilitate the heavy metal detoxification through the mechanisms such as biosorption, bioaccumulation, biotransformation, and nanoparticle assisted immobilization. Mostly microbial strains have metal tolerance and the ability of biofilm formation provides further protection and play a role in sequestration of the heavy metal. Nanoparticle integration with microbes increases their resilience to perform well in harsh conditions. With these advantages nanobioinoculants are found to be a sustainable and effective way of combating heavy metal contamination in the environment. The present chapter explores the synergetic action of nanotechnology and microbial inoculants, which is the role of nanobioinoculants in mitigating heavy metal pollution by sustainable

Green nanocomposites offer promising possibilities for biomedical applications because biodegradable matrices can be combined with nanoscale fillers to obtain specific functional properties. This chapter explores their applications in tissue engineering and drug delivery, with attention to materials such as chitosan, alginate, cellulose, and polylactic acid. It discusses the fundamentals of green nanocomposites, tissue-engineering applications, controlled drug delivery, toxicity, biocompatibility, regulatory considerations, and current limitations. Nanocomposite systems can provide useful mechanical, thermal, antimicrobial, antioxidant, and therapeutic characteristics while supporting more sustainable material development. 14.1 Introduction

The fast growing field of nanotechnology presents great potential to influence various sectors in the areas of energy, environment, agriculture, health care and consumer goods. To overcome the demanding need of nano-based applications, various strategies to synthesize nanoparticles have been attempted. The major focus is to synthesize nanoparticles of desirable properties such as shape, size and compositions. Various strategies have been employed to synthesize nanoparticles. Foremost among these are physical and chemical methods which include sol-gel technique, solvothermal synthesis, chemical reduction, laser ablation and inert gas condensation. But altogether they suffer from process limitations like difficulty in controlling experimental conditions, feeble reproducibility, polydispersity, costly instrumentation and recovery as well as energy intensive and eco-hazardous processes. However, various factors like cost, speed, efficiency, biocompatibility etc. are still not concerned. Thus, finding a balance between scalability, price and applicability is still a true challenge. These limitations can be potentially overcome by using biological methods for nanoparticle synthesis.

Fruits are important sources of vitamins, carbohydrates, fiber and sugar. A large variety of fruits are grown in India, of which mango, banana, citrus, guava, grape, pineapple and apple are the major ones. In India, grapes occupies fifth position amongst fruit crops with a production of 16.77 million tonnes from an area of 0.64 million ha (FAO, 2009). The total grape export from India during the year 2007-08 was 96,723 tonnes worth Rs 317.84 crores. (APEDA, 2009). Grape is an excellent source of many nutrients and phytochemicals, able to contribute to a healthy diet. Grapefruit is a good source of vitamin C and pectin fiber. The major varieties of grapes grown in India are Thomson seedless, Sonaka, Anab-e-Shahi, Perlette, Banglore blue, Pusa seedless, Beauty seedless etc. (NRCG, 2009). Red grapes are grown in large quantities, especially for wine and juice production. Grapes are used for making jam, juice, jelly, vinegar, wine, grape seed extracts, raisins, grape seed oil and some kinds of candy.

I. ROLE OF INTELLECTUAL PROPERTY

The international community has set itself the target of reducing the proportion of people below poverty line to half by 2015, along with associated specific targets for improving health and education and environmental sustainability. The Millennium Development Goals, adopted at various international fora, recognize the crucial importance of reducing poverty and hunger, improving health and education, and ensuring environmental sustainability. It is important to know whether and how intellectual property rights (IPRs) could play a role in helping the world meet these targets — in particular by reducing poverty, helping to combat diseases, enhancing access to education and contributing to sustainable development, protecting our cultural heritage, safeguarding the food security for the country. It is also necessary to deliberate whether and how they create obstacles to meeting those targets and, if so, how those obstacles can be removed.

There are strong views from both sides on the protection and enforcement of IPRs though there is no data to check these views objectively. Some argue strongly that IPRs are necessary to stimulate economic growth, which in turn, helps in poverty reduction. By stimulating invention and new technologies, IPRs help to increase agricultural or industrial production, promote domestic and foreign investment, facilitate technology transfer and improve the availability of medicines necessary to combat diseases. They are also of the view that there is no reason why a system that has worked for developed countries would not work for developing countries. Others argue equally vehemently the opposite. IPRs do little to stimulate invention in developing countries, because the necessary human and technical capacity may be absent there. In assessing these opposing arguments, it is important to remember the technological disparity between developed and developing countries as a group. What role the intellectual property can play to plug this gap is a serious subject for every developing nation? For this, it is also pertinent to know about the IPRs, the challenges they pose to the legal system in general and to the Indian legal system in particular, and their basic rationale to take a considered approach in their implementation.

6.1 Introduction

Perennial crops are crucial for maintaining food security, despite making up only 4.2–4.7% of all agricultural acreage (Kreitzman et al., 2020). The value of fruit and nut production reached a value of USD 823 billion globally in 2020, with the top five fruit crops being apples (87 Mt), oranges (78 Mt), grapes (77 Mt), mangoes (55 Mt), and apricots (41 Mt) (Statista, 2020). The tree nut business is growing quickly, although making up a smaller share of the world’s agricultural output. Global tree nut output is expected to reach 4.2 Mt in 2019–2020, with almonds, cashews, walnuts, hazelnuts, and pistachios accounting for 31%, 17%, 21%, 12%, and 14% of the nut market share, respectively (Serna, 2020).

Tree crops require a longer investment period before producing a commercial yield; sweet cherry takes three years to attain a commercial yield, while pistachio takes ten (Rezaei et al., 2019). High-density monocultures of cultivars chosen for their potential yield, fruit quality, and disease resistance are part of optimal tree crop production techniques. These monocultures are maintained under intensive, high-input farming systems (Simon et al., 2017). However, inadequate pollination can seriously impair the quantity and quality of these agricultural products, prompting for meticulous dedication to pollination research and management (Bosch et al., 2021; Forbes et al., 2019).

Effective pollination, and on the contrary, situations in which pollination is restricted or deficient, depend on both internal and external factors (Figure 7.1, Table 7.1). The period of stigma receptivity, the lifespan of the ovule, and the quality and availability of compatible, suitable pollen are all considered as intrinsic factors (Howlett et al., 2015). Agronomic methods pertaining to plant nutrition, orchard layout, pest and disease control, pollinator activity, pollen quality, and weather patterns and their effects on flowering synchrony are examples of extrinsic factors(Toledo-Hernandez et al., 2017). Hatfield and Prueger assert that pollination is one of the phenological stages that is most sensitive to temperature, and as such, it has a significant impact on productivity (Hatfield and Prueger, 2015). Climate has been shown to be a key factor in determining pollination success and production in crops including peaches, apples, and almonds.

The evolution of public administration in the digital age has been anything but linear. As governments worldwide grapple with waves of technological advancement, the boundaries between reform phases such as e-government, e-governance, digital government, and digital governance often blur. Transformations occur unevenly across sectors and regions, with older paradigms coexisting with or even outlasting newer innovations. As Dunleavy, Margetts, Bastow, and Tinkler (2006, p. 216) perceptively observe: “Defining periods in the evolution of any complex system, such as public management systems in advanced industrial countries, is tricky. New developments accumulate while older trends are still playing out and flourishing. Relatively established ideas move from leading-edge countries or sectors to implementation in previous laggard areas, even as the same ideas are being repudiated or reversed in the erstwhile pioneering locations. Moreover, a confusing welter of changes goes on simultaneously, amongst which it is difficult to distinguish ephemeral and hyped-up innovations from those that are fundamental and longerlasting”. This observation aptly captures the administrative reforms’ non-linear and layered character in the digital era. The coexistence of multiple reform paradigms ranging from early e-government initiatives focused on service delivery, to broader e-governance aimed at leveraging technologies for participatory governance, and finally to the strategic integration seen in digital governance illustrates how public sector innovation is cumulative and contested. Digital governance, in particular, cannot replace previous phases. Instead, it serves as their expansion and convergence, wherein technology, data, and citizen-centricity are embedded in policymaking, service design, and institutional accountability. India’s digital governance journey represents a transformative reimagining of public administration in the 21st century. The integration of Information and Communication Technologies (ICTs) into governance structures has enabled a paradigmatic shift from hierarchical, rigid, and often exclusionary bureaucratic systems to more responsive, transparent, participatory, and citizen-centric governance mechanisms (Bhatnagar, 2004; Madon, 2009; Singh, 2013; Rao et al., 2020). This shift aligns with global trends in public administration, where digitalization is seen as a means to enhance state capacity, citizen engagement, and administrative efficiency. India’s progress in this domain is evidenced by its improved performance in international indices. For instance, the United Nations E-Government Development Index (EGDI) 2022 places India 105th out of 193 countries, with notable improvements in the Online Services Index (OSI) and Human Capital Index (HCI), making it one of South Asia’s top digital governance performers despite a recalibrated drop in global ranking (UN DESA, 2022). In the Network Readiness Index (NRI) 2023, India stood at 65th among 134 countries, reflecting advancements in digital infrastructure, skills, and public digital platforms like Aadhaar and UPI (Portulans Institute, 2023). However, challenges persist, as highlighted by the ND-GAIN Index, which underscores India’s vulnerability due to digital inequality and climate-sensitive infrastructure (Notre Dame Global Adaptation Initiative, 2023). These performance indicators reflect a dual narrative: India is at the forefront of digital public innovation, yet its trajectory remains marred by barriers to inclusivity, last-mile service delivery, and institutional adaptability. The conceptual framework of digital governance in India encompasses key principles and mechanisms that collectively aim to bridge these gaps and foster a digitally empowered society and knowledge economy. Digital governance extends beyond mere e-Governance or ICT deployment; it refers to the strategic, integrated use of digital tools to transform governance models, improve service delivery, enhance transparency, and facilitate citizen
