Introduction 
The demand for alternative energy sources is on the rise as a result of global apprehensions regarding the swift exhaustion of fossil fuels, escalating energy usage, and significant environmental challenges (Lijó et al. 2019). Microalgae are regarded as highly favorable raw materials for upcoming energy sources, thanks to their various advantages, including rapid growth rates, elevated lipid contents and resistance to a variation of pH, temperature, light intensity, and salinity (Goswami et al. 2022; Zhang et al. 2022; Wang et al. 2019; Das et al. 2011). As per a recent evaluation of the lipid production efficiency of microalgae biomass, numerous nations could derive their transport fuel (~30%) from microalgae biomass grown on non-agricultural areas (Moody et al. 2014). Apart from their higher lipid production efficiency in contrast to earthly raw materials, microalgae consist of lipids, polysaccharides, pigments, proteins, and nucleic acids, making them versatile raw materials for a range of finalized outcomes, including nutrients, pharmaceuticals, biofuels, and bioplastics (Tang et al. 2020; Kim et al. 2016; Moody et al. 2014; Sharma et al. 2011). Additionally, microalgae are appealing for their efficient sequestration of CO2 during photosynthetic growth (Vargas-Estrada et al. 2020). In contrast to landbased oilseeds, microalgae can be cultivated in freshwater and contaminated or saline locations, eliminating the requirement for substantial nitrogen fertilizer application (Sharma et al. 2022; Rashid et al. 2019; Lam and Lee 2012). The positive attributes of microalgae as raw materials have prompted substantial research endeavours aimed at the commercialization of microalgal biofuels. Regrettably, microalgal biorefineries continue to encounter various technological and economic challenges (Khoo et al. 2020). In essence, nanotechnology involves the invention, creation, and utilization of resources at the nanoscale. Precisely, nanomaterials engineering explores the synthesis and designing of artificial or adorned nanoparticles to drive technological progress and enable applications that would otherwise be impractical. Nanomaterials possess surface areas hundreds of times greater than their weights, significantly enhancing their physico-chemical attributes (Husen and Siddiqi 2014; López-Serrano et al. 2014). Currently, nanotechnology-driven developments, with diverse potential features, have emerged as a burgeoning trend in various industries, including drug delivery, food industry, catalysis, coatings, agriculture, bioremediation, cosmetics, and materials science (Malik et al. 2023). Nanoparticle engineering offers practical and potential solutions to address the problems that arise at different phases of the microalgal biorefinery procedure. For instance, diverse nanomaterials have been proposed as ways to enhance transformation efficacy and the quality of green diesel. The distinctive capabilities of nanoscience and nanomaterial engineering exert a substantial impact on the commercial feasibility of microalgae derived products, including bioactive compounds, oils, lipids, and biofuels (Kumar et al. 2020; Milano et al. 2016). Nanoparticles have the capacity to boost intracellular fatty acid synthesis and complete microalgal biomass, leading to substantial reductions in production expenses. The presence of nanomaterials enhances the efficiency and speed of the microalgae harvesting, and the recoverability and reusability of these materials contribute to improved production efficiency.

1. Introduction: Setting the Stage for GLP in Artificial Insemination
Artificial Insemination (AI) stands as a cornerstone technology in modern animal agriculture, playing a pivotal role in the genetic enhancement of livestock across a diverse range of species. This technique, particularly prevalent in cattle and swine, allows for the widespread dissemination of superior genetic traits from carefully selected sires, leading to significant improvements in productivity, such as increased milk yield in dairy cattle and enhanced growth rates in beef cattle. Beyond genetic advancement, AI offers considerable advantages in disease management by mitigating the risks associated with natural mating, thereby controlling the transmission of reproductive tract infections. Furthermore, AI provides economic benefits to livestock producers by reducing the need to maintain live bulls, which require substantial resources, and by offering access to a broader spectrum of genetics than would be feasible through natural service alone. The application of AI is not limited to traditional livestock; it is increasingly employed in the breeding of horses and smaller ruminants, as well as in the management of pet populations, indicating its growing importance in animal reproduction across various sectors. The expanding scope of AI underscores the necessity for robust quality control measures to ensure its efficacy and safety across different animal species and production systems. The success of any AI program is intrinsically linked to the quality of the semen used, making the operational standards of AI laboratories paramount. Optimal conception rates rely on semen with high viability, motility, and morphological integrity, which can be compromised by inadequate handling and unsanitary 130 Concepts of Good Laboratory Practices (GLP) conditions during collection, processing, storage, and insemination. Poor semen management can lead to reduced fertility and the potential spread of diseases, thereby undermining the benefits of AI. To ensure consistent and successful outcomes, standardized procedures throughout the AI process are essential, providing a framework for optimizing techniques and minimizing the risk of errors. In this context, Good Laboratory Practices (GLP) emerges as a critical quality paradigm. Defined as a managerial quality control system, GLP encompasses the organizational processes and the conditions under which non-clinical health and environmental safety studies are planned, performed, monitored, recorded, archived, and reported. While traditionally applied to the safety testing of chemicals and pharmaceuticals, the core principles of GLP, with their emphasis on systematic processes, controlled conditions, and rigorous data management, hold significant relevance for ensuring the quality and reliability of operations within animal AI laboratories. The genesis of GLP regulations in response to concerns about the integrity and consistency of scientific data further underscores its fundamental importance in any laboratory setting where the trustworthiness of results is paramount. This report aims to provide a comprehensive analysis of the GLP paradigm within the context of animal AI laboratories. Its objectives include defining GLP and its core principles, investigating the specific application of these principles in the various stages of animal AI, exploring the benefits and challenges associated with GLP implementation, reviewing relevant regulatory guidelines and standards across different regions, analyzing the impact of GLP adherence on AI techniques and outcomes, identifying effective data representation strategies, comparing the operational differences between GLP and non-GLP compliant laboratories, and discussing emerging trends and future perspectives on the role of GLP in advancing the field.

Remote sensing and Geographic Information Systems provide spatial information for monitoring crops, land, soil and water resources. This chapter introduces their fundamental principles and explains developments involving satellites, UAVs, hyperspectral sensors, thermal imaging and cloud-based geospatial platforms. Analytical techniques include vegetation indices, time-series analysis, spatial modelling and artificial intelligence. Applications cover crop-health monitoring, yield forecasting, irrigation planning, drought assessment, pest and disease identification and soil-resource management. Integration with IoT, automation and other digital technologies improves the timeliness and resolution of agricultural information. These tools support evidence-based decisions responding to food-security, climate-change and natural-resource sustainability challenges.

Bipolar plates (BPPs) are essential components of proton exchange membrane fuel cells, performing functions related to gas distribution, current collection, thermal management, water management, and cell separation. This chapter examines conventional and advanced materials used for BPPs, with particular emphasis on nanoparticle-enhanced composite systems. The incorporation of nanoparticles can improve electrical and thermal conductivity while reducing weight and supporting environmental sustainability. Materials, synthesis and fabrication techniques, and additive manufacturing approaches are discussed. The chapter also considers cost and scalability because these factors influence the wider commercialization of fuel-cell technologies. Nanoparticle-reinforced composites are presented as promising lightweight alternatives for sustainable energy applications.

What is Nanotechnology? Answers differ depending on who you ask, and their background. Broadly speaking however, nanotechnology is the act of purposefully manipulating matter at the atomic scale, otherwise known as the “nanoscale.” Coined as “nano-technology” in a 1974 paper by Norio Taniguchi at the University of Tokyo, and encompassing a multitude of rapidly emerging technologies, based upon the scaling down of existing technologies to the next level of precision and miniaturization. Taniguchi approached nanotechnology from the ‘top-down’ standpoint, from the viewpoint of a precision engineer.

Foresight Nanotech Institute Founder K. Eric Drexler introduced the term “nanotechnology” to the world in 1986, using it to describe a ‘bottom-up’ approach. Drexler approaches nanotechnology from the point-of-view of a physicist, and defines the term as “large-scale mechano synthesis based on positional control of chemically reactive molecules.” In the future,“ nanotechnology” will likely include building machines and mechanisms with nanoscale dimensions, referred to these days as Molecular Nanotechnology (MNT).

8.1 Introduction

Interferometric or phase modulated sensors have received special attention because these are much more sensitive than intensity modulated sensors and can be used over a much larger dynamic range. The sensors rely on the interferometric technique. Generally, the sensor employs a coherent light source such as a laser and two single mode optical fibers. Light is split and coupled into both the fibers. If the measurand perturbs the optical properties of one of the fibers relative to the other, a phase shift occurs. The change in phase can be measured very precisely. For the measurement a sophisticated electronic processing equipment is needed. Thus the interferometric sensors are expensive compare to intensity modulated sensors. There are four kinds of interferometer configurations: Mach-Zehnder, Michelson, Fabry-Perot and Sagnac interferometers. The Mach-Zehnder, Michelson and Sagnac interferometers are the two beam interferometers while in the case of Fabry-Perot interferometer multiple beam interference occurs. In this chapter we shall first describe interference phenomenon and then different kinds of fiber optic interferometers. In the end we shall describe a number of sensors based on interference phenomenon or phase modulation.

Technology transfer is an important commercial tool for leveraging and optimizing the value of intangible assets in the present era of globalization which has deepen the process of integration of the economic resources including the free movement of goods, merchandise, services, capital and intellectual property rights. This economic integration is facilitated by a legal framework of World Trade Organization (WTO) under various agreements including the Trade Related Aspects of Intellectual Property Rights (TRIPS). There are other International Institutions i.e., World Intellectual Property Organization (WIPO), World Customs Organizations (WCO) and United Nations Conference on Trade and Development (UNCTAD) to regulate and provide guidance for the protection and enforcement of IPRs. The present global economy is geared and triggered by knowledge and almost 80 % of the global wealth comes from knowledge based intangible assets and helps optimization of the limited global resources. Technology transfer is a tool for leveraging the value of IPRs and also for sharing knowledge around the world. Knowledge is weightless and in today’s era, knowledge is driven by Information and Communication Technology (ICT) which adds to productivity in all aspects of economic life.

The term “Technology transfer” broadly connotes transfer of knowledge from one legal entity to another legal entity within and outside the national territories of the legal owner of the Patent holder at a consideration, known as license fees or technical fees or royalty. This may happen as a part of Foreign Direct Investment (FDI) or as a part of pure technological collaboration. In other words, Transfer of Technology (TOT) and Technology Commercialization allows the transfer of the technology by a patent holder to a user for further development and exploitation of the technology into new products, processes, applications, material or services. Patent provides an exclusive right to the patentee to exclude others from using an invention without his consent and the technology transfer is the process to include the licensee as the legal user without infringing the rights of the patentee. The exclusive right granted to a patentee is the right to prevent others from making, using, selling, or distributing the patented invention without his permission. The technology transfer allows the user to use the patented technology with the consent of the patent holder.

The increase in population and global industrialization has led to environmental pollution, which is a significant threat to the health of the ecological system. Different measures are recommended to remediate polluted areas effectively. The applications of nanotechnology in medicine, cosmetics, sports, textiles, and pharmaceuticals have increased over the years. Another approach to remediate the adverse effects of pollutants on the environment is by utilizing nanotechnology for contaminant remediation. Biogenic nanoparticles are tiny particles produced by biological entities such as fungi, bacteria, yeast, and algae. These biogenic nanoparticles are efficient in removing pollutants like heavy metals, pharmaceutical waste, dyes, and hydrocarbon waste.

Due to rising water demands, rigid health regulations, and xenobiotic pollutants, traditional wastewater treatment technologies cannot provide safe water. The present era necessitates innovative approaches to wastewater treatment technologies and improved water resource conservation and management materials. By utilizing innovative nanomaterial, nanotechnology guarantees a continuous provision of potable water and contributes to the preservation of water sources. Nanomaterials expedite rapid processes for the purification, conservation, and reuse of wastewater, complementing other enduring industrial methods. 

Introduction 
India’s urban transition is among the most significant in the world, both in scale and complexity. With over 34% of the population residing in urban areas as of 2018 and projections indicating that nearly half the nation will be urban by 2047, the quality of urban governance will decisively shape India’s developmental trajectory (United Nations, 2018). Urban areas are expected to contribute over 70% of the GDP by 2030. However, cities face multifaceted governance challenges ranging from infrastructure deficits and environmental stress to inadequate service delivery and institutional fragmentation (NITI Aayog, 2021). In response, digital urban governance has emerged as a transformative paradigm, leveraging information and communication technologies (ICTs) to enable responsive, efficient, and inclusive urban administration. Digital technologies are increasingly embedded into urban governance structures and processes, from e-governance portals and grievance redressal apps to real-time traffic monitoring systems and digital financial tools. This shift is reflected in flagship national programmes such as Digital India, Smart Cities Mission, and the National Urban Digital Mission (NUDM), which aim to digitise public service delivery, enhance citizen engagement, and enable data-driven decision-making at scale (Ministry of Housing and Urban Affairs [MoHUA], 2021; MeitY, 2015). At the heart of this transformation is the creation of robust digital infrastructure such as Integrated Command and Control Centres (ICCCs), city data platforms, and open APIs combined with evolving institutional frameworks that promote interoperability, decentralisation, and cooperative federalism (Kapur & Joshi, 2021; NIUA, 2023). The chapter explores the evolution and current landscape of digital urban governance in India by first outlining the conceptual underpinnings of urban governance and then transitioning into the digital domain. It analyses the role of urban digital infrastructure and the institutional architecture that supports it, highlighting the coordinated efforts under NUDM to build an open, interoperable, and citizen-centric digital ecosystem across India’s 4,400+ towns and cities (MoHUA & MeitY, 2021). Fuels are essential to human existence and account for 70% of the world’s energy use. The demand for fossil fuels is rising daily due to the ongoing global population boom and has now reached a crisis point. The world’s current reserves cannot keep up with the projected 40% rise in demand between 2010 and 2040 [1]. According to Energy Information Administration (EIA) statistics, the world’s fossil fuel sources will run out in fewer than 50 years [2]. In addition, burning fossil fuels and living in an industrialised environment have released large amounts of carbon dioxide (CO2), carbon monoxide (CO), sulphur dioxide (SO2), nitrogen oxides (NOx), as well as a significant number of potentially toxic compounds into the atmosphere. This has severely degraded the natural resources that are currently available, including fossil fuels. The human and natural ecology have suffered significant damages as a result of the effects of global warming in recent years [3]. As a result, cutting CO2 emissions is crucial to preventing the negative effects of global warming. Therefore, there has been a greater focus on the improvement of CO2 capture and sequestration systems to significantly lower CO2 emissions from a variety of sources, including vehicle exhaust emissions and industrial flue gas [4] . Fuel production needs to be sustainable in terms of the environment and the economy, meaning it needs to be able to reduce CO2. It is critical to find inexpensive, sustainable, and clean energy options in order to handle the current circumstances. Currently, several traditional renewable energy sources, such as solar, biofuels, hydroelectric, geothermal, or wind are being used with varying degrees of success and detriment. Biofuels are sustainable and renewable energy sources that have emerged as a superior alternative to traditional fossil fuels in energy production. Biofuels have a lot of potential because they are abundant environmentally favourable renewable resources and their production is expanding globally, even though they are still more expensive than fossil fuels [5]. Researchers are actively investigating biomasses as a means of obtaining energy from renewable sources. It is commonly known that through a process called photosynthesis, plants can transform sun energy into chemical forms. Microalgae are fast-growing microorganisms that develop 100 times quicker than terrestrial plants. Their photosynthetic efficiency is also higher (10–50 times greater than terrestrial plants) among biomasses [6]. In less than a day, they can double their biomass. Unicellular microalgae, in contrast to plants, do not divide substantial amounts of biomass into supporting structures like stems or roots, which are costly to create energetically and frequently challenging for harvesting and processing to produce biofuel. Furthermore, they have the ability to adapt to harsh aquatic environments and economically absorb helpful substances. Moreover, 1 kg of microalgae biomass is produced by microalgae cells that fix 1.8 kg of CO2 and have a 50% carbon content [7]. Microalgae can be grown on terrain that is inappropriate for food production because of their high total yield and hence small land use footprint [8]. Microalgal species including Scenedemus sp., Chlorella sp., and Botryococcus sp.; are common, easier to grow than other species and may have higher lipid contents [9].

It is commonly acknowledged that the swift rise in urbanization and population expansion is the primary reason for the increasing consumption of fossil fuels, which ultimately results in the exhaustion of fuels generated from petroleum. Globally, the scarcity of fossil fuels poses a significant challenge. Furthermore, there are significant worries about the negative impacts of the heavy reliance on petroleum-based fuels on the economy, energy and the environment conservation. Consequently, extensive research has been dedicated to identifying alternative sources that can mitigate the dependence on fossil fuels [1]. Biofuels have garnered worldwide attention as a potential substitute for fossil fuel-derived fuels, given their distinctive qualities [2]. Utilizing a variety of plant sources, including sugarcane, corn, soybeans, vegetables, palm oil, and Jatropha (often used in Africa), biofuel production is progressing on almost every continent. Bioethanol is successfully used as a biodiesel in addition to gasoline for otto-cycle engines in nations like the USA and Brazil [3]. Conversely, biodiesel represents a significant category of biofuel capable of partially or fully replacing diesel obtained from fossil fuels. Biodiesel is made via a process called trans-esterification that uses renewable biolipids [4]. Biodiesel can be produced from oil that comes from nonedible agricultural seeds or kernels [5]. Furthermore, edible oils from plants such as sunflower, palm, and soybean are used as feedstocks to produce biodiesel [6]. In the field of biofuel research, nanotechnology and nanomaterials have proven to be useful instruments for improving output quality at a reasonable cost. Algae stands out prominently in discussions about biofuel production due to concerns related to food resources. Types of biofuels and their sources are represented in the (Fig.1). The use of crops and plants yielding food is considered unsuitable for prioritizing biofuel production due to potential disruptions in food supply. Notably, various algal species vary in their production capacity. The utilization of nanoparticles (NPs) is advantageous in biofuel synthesis due to their unique characteristics, including a substantial surface area to volume ratio, adsorption capacity, high crystallinity, and stability. This distinguishes them from competing sources as better possibilities [7]. In the process of creating biofuels, metal oxide nanoparticles and carbon nanotubes are widely used as nano-catalysts because of their extra characteristics that allow for their high potential recovery [8]. The overall procedure for producing biodiesel on a small scale and for experimental purposes using algae are shown in the (Fig.2).

1. Introduction:- Understanding Good Laboratory Practices (GLP)
1.1 Definition and Core Principles of GLP
The Organisation for Economic Co-operation and Development (OECD) defines Good Laboratory Practice as “a managerial quality control system that governs the organizational process and the conditions under which non-clinical health and thus, environmental safety studies are well planned, executed/ performed, vigilantly monitored, properly recorded, reported, and finally archived”. This definition highlights that Good Laboratory Practices (GLP) is a comprehensive framework focused on ensuring the quality and integrity of the entire study lifecycle, rather than dictating the scientific validity of the research itself. The primary goal of GLP is to ensure process integrity and data traceability, which are essential for the regulatory acceptance of safety data for a variety of products. These products include pharmaceuticals, pesticides, cosmetics, veterinary drugs, food additives, feed additives, and industrial chemicals, all of which undergo non-clinical testing to assess their potential health and environmental risks. It is important to note that GLP principles specifically apply to these non-clinical studies and exclude research involving human subjects. The OECD Principles of GLP are internationally recognized and serve as the basis for GLP regulations in numerous countries worldwide. These principles outline the responsibilities of key personnel involved in non-clinical studies, including test facility management, the study director, study personnel, and quality assurance personnel. Furthermore, they establish minimum standards concerning the suitability of facilities and equipment to perform studies, as well as the necessity for comprehensive Standard Operating Procedures (SOPs) to guide all aspects of laboratory operations. The core principles of GLP encompass a wide range of elements critical to ensuring the quality and integrity of laboratory studies. These OECD principles of Good Laboratory Practices (GLP) include: the proper organization team and personnel staff members within the testing facility, the well establishment of a robust quality assurance programme, the better suitability and proper maintenance of various necessary facilities, the efficient management of apparatus, materials, and reagents, the characterization and control of test systems, the handling of test and reference items, the development and adherence to Standard Operating

Biosensor technology is a powerful alternative to conventional analytical techniques, harnessing the specificity and sensitivity of biological systems in small, low cost devices. Despite the promising biosensors developed in research laboratories, there are not many reports of applications in agricultural monitoring. The authors review biosensor technology and discuss the different bio-receptor systems and methods of transduction. The difference between a biosensor and a truly integrated biosensor system are defined and the main reasons for the slow technology transfer of biosensors to the market place are reported. Biosensor research and development has been directed mainly towards health care, environmental applications and the food industry. The most commercially important application is the hand-held glucose meter used by diabetics. The agricultural / veterinary testing market has seen a number of diagnostic tests but no true biosensor systems have made an impact.

Introduction 
The evolution of governance reforms in India must be situated within the broader global and domestic transitions in public administration. Inheriting its foundational structures from British colonial rule, India retained key institutional frameworks post-Independence in 1947, including the Parliament, Executive, Judiciary, and systems of law and order and revenue administration. Although these institutions provided a degree of continuity and stability, they gradually became mired in procedural rigidity, excessive centralization, and legal formalism. Mathur (2013) notes that the performance of the three core organs of governance, the legislature, executive, and judiciary, has drawn increasing public concern, particularly in their responsiveness to the rising aspirations of Indian citizens. In the early decades post-independence, India adopted a centralized, commandand- control model of economic and administrative governance. State officials wielded considerable discretion over the allocation of licenses, quotas, and permits, while the private sector remained underdeveloped and tightly regulated. This framework, while aligned with the nation-building ethos of the time, ultimately led to inefficiencies, corruption, and citizen disenchantment. The 1990s marked a watershed moment in India’s governance trajectory. With a balance-of-payments crisis and external pressures from international financial institutions such as the IMF and World Bank, India adopted neoliberal economic reforms centered on liberalization, privatization, and globalization (Ramesh Singh, 2013). These reforms fundamentally altered the state’s role from a direct provider of goods and services to a facilitator and regulator. A new governance discourse emerged, emphasizing accountability, transparency, efficiency, and citizen participation. This also marked the diffusion of New Public Management (NPM) ideas, which advocated for performance-based administration, managerial autonomy, and partnership with non-state actors. Simultaneously, the Tenth Five-Year Plan (2002–2007) explicitly identified governance as a key determinant of development outcomes, underscoring that economic growth could not be sustained without reforming the institutions

The transformation of governance through digital means represents one of the most consequential shifts in contemporary public administration. Digital governance or e-governance entails strategically applying information and communication technologies (ICTs) to enhance the accessibility, efficiency, transparency, and responsiveness of government functions and public service delivery. In India, this digital shift has accelerated over the past two decades, driven by imperatives to modernise the state apparatus, promote inclusive development, and meet the rising expectations of a digitally literate citizenry. A complex interplay of demographic diversity, federal administrative structures, and asymmetries in socio-economic development shapes India’s trajectory toward digital governance. The proliferation of mobile devices, growth in internet penetration, and public investments in digital infrastructure have enabled a gradual shift from paper-based systems to platform-based governance. Concurrently, global paradigms such as open government, digital inclusion, and citizen-centric innovation, captured in international indices like the UN E-Government Development Index and the World Bank’s GovTech Maturity Index, have influenced national aspirations and strategy formulation. However, these technological and global catalysts can only be transformative when embedded within a coherent legal and policy framework that ensures institutional legitimacy, citizen trust, and systemic accountability. In this regard, digital governance’s legal and policy foundations are critical for establishing enabling conditions for its practical and equitable implementation. As highlighted by Sachdeva (2002), the transition to digital modes of governance requires not only the removal of outdated regulatory provisions but also enacting new laws on digital authentication, electronic records, data protection, cybercrime, and privacy. Additionally, procedural simplification through single-window systems, interoperability standards, and e-payment protocols is essential to reduce administrative friction and promote

Digital governance in India has made remarkable strides over the past two decades, transitioning from isolated digitisation projects to an integrated, citizen-centric governance ecosystem. Enabled by policy reforms, technological innovation, and infrastructural development, digital governance has become a cornerstone of the country’s public service delivery, transparency, and accountability. However, the ambitious expansion of digital governance has also encountered systemic and structural challenges that continue to hinder its full realisation. These challenges are not merely technological but are deeply embedded in socio-political, administrative, and economic contexts that define the Indian public administration landscape. While the progress has been notable, the sustainability and inclusiveness of digital governance remain contingent on the country’s ability to address these entrenched constraints. Despite substantial advances, several persistent challenges threaten the transformative potential of digital governance in India. Chief among them is the digital divide across rural-urban, gender, economic, and social lines, which inhibits equitable access to digital services. According to the National Family Health Survey (NFHS-5, 2019–21), internet usage in rural areas remains alarmingly low, with only 33% of women and 57% of men reporting regular access. Infrastructural constraints, human resource limitations, weak system interoperability, cyber-security threats, and concerns about data protection and digital rights compound these disparities. The post-2015 period has witnessed transformative initiatives under the Digital India Programme, including the proliferation of platforms such as Aadhaar, DigiLocker, Unified Payments Interface (UPI), and MyGov, among others (MeitY, 2022). While these developments have significantly enhanced service accessibility and administrative efficiency, they have simultaneously revealed critical gaps in digital infrastructure, policy coherence, data governance, and institutional capacities. Nanotechnology has become a highly influential field in science, showcasing diverse applications and promising trends over the past few years. Nanoscience has been a source of inspiration for material science researchers, encouraging the exploration of innovative methods to synthesise novel structures with significant properties and applications(Kolahalam et al. 2019). Nanoparticles are the core of nanotechnology, with “nano” denoting sizes smaller than a billionth of a hair, specifically below 100 nm (Volath et al. 2008).The focus on small-sized nanoparticles (1–100 nm) has become a global research priority attributable to their remarkable applications in physical, chemical, and biological sciences (Jeevanandam et al., 2018). The term “nanotechnology” was coined by Nobel Prize-winning physicist Richard Feynman in his renowned 1959 lecture titled “There’s Plenty of Room at the Bottom.”(Boverhof et al., 2015).Feynman proposed the advanceof smaller devices down to the molecular scale, asserting that it was not the laws of nature but rather the lack of appropriate equipment and approaches that limited progress in working at atomic and molecular scales(Clunan et al., 2014). In recent times, nanotechnology has transitioned into a mainstream and crucial innovation. When materials are manipulated at the nanoscale, their properties undergo significant transformations, leading to remarkable applications in physics, space science, chemistry, medicine, energy renewal, healthcare, environmental science, mechanics, electronics, civil engineering, optics, and more [Figure. 1](Mourdikoudis et al., 2018; Joshi et al., 2008; Suresh Kumar et al., 2019); AarthyePandian et al., 2019).

Agriculture has progressed from labour-intensive traditional practices through mechanization and the Green Revolution to precision agriculture and Agriculture 5.0. This chapter traces that historical development and identifies limitations associated with conventional farming, including inefficient resource use, environmental degradation and weak adaptability. It explains how GPS-guided machinery, sensors and precision technologies prepared the foundation for intelligent systems. Artificial neural networks, deep learning and fuzzy logic now process data from IoT devices, UAVs and satellites to support automated irrigation, crop monitoring and soil analysis. The chapter emphasizes that integrating human knowledge with computational power is increasingly essential for global food security, sustainability and climate resilience.

The growing demand for sustainable materials has encouraged the development of green composites based on bio-based polymers and renewable reinforcements. This chapter explores advanced carbon nanomaterials, including graphene, graphene oxide, carbon nanotubes, carbon nanofibers, and carbon quantum dots, as functional reinforcements for green composites. It discusses their synthesis, functionalization, incorporation into biopolymer and bio-based matrices, and influence on mechanical, electrical, thermal, and barrier properties. Particular attention is given to green synthesis approaches using biomass-derived resources, surface modification, dispersion, environmental considerations, scalability, cost, and life-cycle assessment. The chapter also considers future opportunities for multifunctional and commercially viable sustainable nanocomposites.

Two-dimensional nanomaterials have expanded the possibilities for designing advanced green composites with tailored multifunctional properties. This chapter focuses on MXenes and nanosilicates, including laponite, montmorillonite, and halloysite, as important alternatives and complements to graphene-based nanomaterials. Their integration into green composite matrices can influence mechanical strength, thermal stability, barrier characteristics, surface functionality, and other performance parameters. The chapter examines the development of advanced green composites based on these nanomaterials and considers their potential for sustainable material design. Particular attention is given to the relationship between nanoscale structure, matrix interaction, and composite performance, highlighting opportunities for multifunctional and environmentally responsible material systems.

Modern agriculture prioritizes intensive crop production in a sustainable manner to meet the growing demand for food. However, the increasing prevalence of biotic stresses such as fungal, bacterial, and viral pathogens, along with insect pests and nematodes, poses a serious threat to agricultural productivity. Conventional pest management practices, rely heavily on synthetic chemicals, that have raised concerns due to environmental toxicity, pest resistance, and health risks. Consequently, scientific community is shifting their focus to ecofriendly alternatives to ensure agricultural sustainability. Plant growth-promoting microorganisms, as bioinoculants have gained widespread recognition for their potential to enhance plant development and reduce the harmful effects of agrochemicals. Despite their promise, the field application of bioinoculants remains limited due to poor shelf-life, rapid degradation and instability under field conditions. The integration of nanotechnology with microbial inoculants, referred to as nanobioinoculants, offers an innovative and sustainable solution to these limitations through the development of smart products, and efficient delivery systems. This chapter highlights the functional synergy between nanomaterials and bioinoculants, integration strategies, mechanisms of action, and their role in managing biotic stresses. 5.1 Introduction

Evanescent field absorption spectroscopy is a powerful well-established laboratory technique for chemical analysis. The technique utilizes the evanescent wave penetration at the boundary between two dielectric media in conditions of attenuated total reflection (ATR). One of the media, a thin slab-shaped non-absorbing crystal, is called a waveguide, while the other medium of lower refractive index is the absorbing sample being studied. At each reflection at the boundary of the crystal and the sample, the penetration of the evanescent wave of the guided ray into the absorbing sample gives rise to a reduction of the power propagating in the crystal. The degree of absorption depends on the amplitude of the evanescent field in the sample medium and the number of reflections within the waveguide. The former increases dramatically for incident angles approaching the crystal-sample critical angle while the latter increases with the decrease in the thickness of the waveguide. The number of reflections can also be increased by increasing the length of the waveguide. Thus, to achieve maximum absorption, an unclad optical fiber is well suited for evanescent wave absorption spectroscopy. This is because, unlike the crystal waveguide, the narrow core diameter of the fiber provides a large number of reflections per unit length. Further, the use of an optical fiber to transmit light to a section of its core in contact with an absorbing sample offers the possibility of remote sensing or in-line analysis. These advantages, together with the benefits of simplicity, reliability, flexibility and relatively low cost have motivated a number of research groups all over the world to investigate evanescent wave spectroscopy at the surface of an unclad optical fiber. Digital infrastructure has emerged as the foundational pillar for transforming governance systems in the 21st century, particularly in developing countries like India that aspire to harness digital technologies for inclusive growth and efficient public service delivery. Defined broadly, digital infrastructure encompasses the integrated ecosystem of hardware, software, connectivity networks, data centers, cloud platforms, and institutional frameworks that enable the generation, storage, transmission, and utilization of digital information (Verdecchia, Lago, & de Vries, 2022; Clark, Marin, Ardic Alper, & Galicia Rabadan, 2025). In the context of governance, such infrastructure provides the critical backbone for digital public goods, service delivery platforms, and real-time decision-making systems. India’s strategic thrust towards digitalization since the early 2000s, and particularly after the launch of the Digital India programme in 2015, reflects an ambitious attempt to leverage digital infrastructure not merely as a technological upgrade but as an instrument of governance reform, economic empowerment, and social equity (Ministry of Information & Broadcasting, n.d.-a). Digital infrastructure forms the bedrock of contemporary digital governance, unlocking scalable, secure, and inclusive public service delivery in India. It comprises high-speed broadband networks, State Data Centres, identity platforms, cloud systems, and institutional linkages essential for capturing, processing, storing, and transmitting data across government and citizen-facing services (Aapti Institute, 2024). Since the launch of the National e-Governance Plan (NeGP) in 2006, India’s efforts have focused on strategic infrastructure investments like State Wide Area Networks (SWANs), State Data Centres (SDCs), and Common Services Centres (CSCs) to decentralize digital access across states and districts (Ministry of Information & Broadcasting, n.d.-a). Rural digital governance refers to the strategic use of information and communication technologies (ICTs) to enhance service delivery, improve livelihoods, and foster participatory development in rural areas. It encompasses various applications from digital health, education, and financial inclusion to precision agriculture, market linkages, and entrepreneurial enablement, each designed to address long-standing structural inequities. Historically, rural regions have been perceived as passive recipients of policy support and welfare interventions. However, with the advent of digital technologies, these areas are increasingly positioned to become both demand drivers through rising incomes and service consumption and supply hubs, contributing to national productivity through digitally enabled livelihoods and enterprises. By enhancing access to essential services, improving the efficiency of traditional sectors such as agriculture and handicrafts, and facilitating diversification into non-farm activities like rural tourism and agri-processing, digital governance catalyzes rural transformation. However, the success of rural digital governance is contingent upon adopting a holistic and contextualized approach. One-size-fits-all digital interventions often fail to address the nuanced realities of rural economies. Effective rural technology deployment requires carefully diagnosing local needs, infrastructural capabilities, and livelihood profiles. In this regard, a participatory approach to technology selection and design grounded in the realities of rural life ensures greater relevance, uptake, and impact. Publicprivate partnerships (PPPs) play a pivotal role in scaling such initiatives, with governments providing scale and legitimacy while private actors contribute innovation, technical know-how, and financial investment.

Agricultural robotics addresses labour shortages, production demands, environmental concerns and the need for greater operational precision. This chapter examines unmanned aerial vehicles, autonomous ground machines, robotic manipulators, greenhouse robots and livestock systems. Enabling technologies include multimodal sensors, computer vision, navigation, control systems and artificial intelligence. Applications extend from land preparation, sowing and crop monitoring to weeding, spraying, irrigation, harvesting and post-harvest processing. Emerging approaches such as reinforcement learning, digital twins, swarm coordination and soft robotics are also explored. Technical reliability, high investment, connectivity, labour displacement and data ownership remain important barriers. Future development must prioritize accessible, affordable and farmer-oriented automation platforms.

The demand for lightweight, high-performance, and environmentally responsible materials is particularly strong in automotive, aerospace, and defence applications. This chapter examines biomass-derived green nanocomposites as potential materials for lightweight systems and energy-storage-related applications. It discusses material fundamentals, design requirements, sector-specific performance expectations, material systems, and performance benchmarks. Green processing and circular economy integration are considered alongside current technological challenges and strategic research gaps. Biomass-derived resources provide opportunities to reduce dependence on non-renewable feedstocks while developing functional composite materials. The chapter emphasizes the need to balance lightweight design, mechanical and functional performance, manufacturing feasibility, sustainability, and end-of-life considerations for demanding engineering applications.

Nanomaterials have emerged as promising candidates for revolutionizing sensing and detection technologies, offering unprecedented capabilities in sensitivity, selectivity, and miniaturization. The current chapter provides a concise overview of recent advancements in the utilization of nanomaterials for sensing and detection applications. It encompasses a diverse range of nanomaterials, including nanoparticles, nanotubes, and nanowires, each exhibiting unique properties that enable enhanced performance in sensing applications. The integration of nanomaterials into sensing platforms has demonstrated remarkable progress in various fields, such as environmental monitoring, healthcare diagnostics & security applications.

Different basic as well as advanced laboratory equipment need to be used in a laboratory while conducting experiments. Many of them like pH meter, laminar air-flow hood, viscometer, thermometer, magnetic stirrer, microwave ovens, incubators, sand-bath, water-bath, oil-bath, etc. are the basic and simple equipment which require to be used routinely while conducting experiments in a laboratory. However, basic knowledge of their operation, handling procedure, when to be used, how to be used, and more importantly what not to be done with it, etc. are essential for keeping them in serviceable condition as well as for the accuracy/precision in their operation. In this chapter, we will discuss about some of the routinely used laboratory equipment along, while some other sophisticated equipment will be discussed in other chapters.

pH Meter

A pH meter measures exactly the H+ concentration of a solution; thus indicates acidity or alkalinity of a solution with greater precision. Actually, it measures the difference in electrical potential between a pH electrode and a reference electrode, and display the results converted into the corresponding pH value. Electrode is the key part (rod-like structure, usually made of glass) of a pH meter, having a bulb at the bottom containing a sensor. The pH meters range from simple and inexpensive pen-like devices (portable/pocket pH meter) to complex and expensive laboratory instruments with computer interface (Figure 5.1).

Frequent calibration of a pH meter using the solutions of known pH (standard solution of pH 4.01, 7.00, 10.01, Figure 5.2), generally before each use, ensures the accuracy of the instrument. For very precise work the pH meter should be calibrated before each measurement. For normal use calibration should be performed at the beginning of each day. This is necessary because the glass electrode does not give a reproducible measurement over a longer period of time.

(2017), theory represents a systematic grouping of interdependent concepts that offer a framework to organize existing knowledge, explain observable events, and predict yet-unobserved outcomes. Hollander (1967) adds that theories contain one or more functional statements or propositions that articulate relationships between variables to account for empirical realities. Central to any theory are concepts, the building blocks that articulate the causal linkages and assumptions within a conceptual system. When structured together, these elements form a deductive framework for reasoning and explanation. In sum, theory allows us to understand what is happening in digital governance and why, how, and with what implications. Digital governance, distinct from narrower terms like e-government or e-governance, is a multi-layered process involving the reconfiguration of power, the redesign of institutions, the engagement of diverse stakeholders, and the transformation of public value creation in a digitally mediated environment. It encompasses dimensions of public administration, information systems,

Nano-bioinoculants are revolutionizing modern agriculture, empowering farmers with an innovative and environment-friendly approach to crop cultivation. This chapter delves into the fascinating world of these tiny technological breakthroughs that work seamlessly with nature to significantly enhance crop yields in a sustainable manner. Their remarkable ability to deliver essential nutrients directly to plants, fortify crops against drought and diseases, and minimize the reliance on harmful chemicals will be highlighted. 14.1 Introduction

In this chapter we shall describe various simple and easy to fabricate fiber optic sensors. Most of these sensors are based on intensity modulation. Intensity modulated optical fiber sensors have been extensively studied in comparison to sensors based on other modulation techniques. This is because of their several advantages such as simplicity, reliability, flexibility and relatively low cost. Intensity modulated sensors make use of multimode fibers. Multimode fibers have large core and high numerical aperture that make the coupling of light into the fiber easier. The large core is also better suited to propagate high power laser beams. Further, the plastic-clad fused silica multimode fibers are available. Plastic-clad silica multimode fibers have an additional advantage. Their plastic cladding can be removed easily permitting access to the core. The evanescent field in the unclad part has been used for various kinds of chemical and biochemical sensors (see chapter 5). Above all, these fibers are cheap. This chapter is devoted to simple and easy to make both intrinsic and extrinsic type sensors. Sensors utilizing bare-ended fibers have also been described.

Global agricultural sector moves toward sustainability and resource efficiency, bioinoculants represent a transformative innovation. Bioinoculants (microbial inoculants) are preparations containing beneficial microorganisms such as bacteria, actinomycetes, fungi, and cyanobacteria that, when applied to seeds, seedlings, or plants, and soil, enhance nutrient availability, promote plant growth, and improve soil fertility. In the context of modern agriculture’s ecological challenges, such as soil degradation, overuse of agrochemicals, and climate variability, microbial inoculants offer a sustainable, cost-effective, and environmentally friendly alternative. However, their effectiveness is often limited by environmental stresses, short shelf life, and inconsistent field performance. Nano-bioinoculants address these limitations through the integration of nanotechnology into microbial formulations. This innovative approach improves microbial viability under field conditions, increases interaction efficiency with plant roots, and enables controlled nutrient release, leading to improved crop performance. Plant growth, soil fertility, and stress resistance are strengthened by inoculation using nanoparticles, nano-based biofertilizers, and biopesticides. Their application is particularly relevant in India, where diverse agro-climatic zones and smallholder farming systems demand low-input, high-efficiency solutions. 6.1 Introduction

There are a variety of intrinsic and extrinsic fiber-optic sensors which use absorption spectroscopy indirectly for the detection of various chemical species. These include pH, metal ions, oxygen in water etc. In such sensors a suitable reagent is immobilized on a solid support. The support can be the core of the fiber or some optical material attached at the end of the fiber. Further it is optically transparent to allow transmission of the light signal from the interface and should remain inert to the chemical reaction being analyzed. The analyte (or the chemical species) when comes in contact of the reagent affects the absorption properties of the reagent. In other words, in these sensors, the reagent acts as a chemical transducer for analytes that are not directly measurable by optical techniques. Following conditions for the use of reagents in sensors must be met:

7.1 Introduction

There are numerous wavelength dependent phenomena that may be used to modulate the wavelength of incident light source. These are wavelength dependent absorption, luminescence, dispersion, interference and scattering. Wavelength modulated sensors use a broadband source, a wavelength modulator or measurand (i.e. analyte), a form of spectrometer (using prisms, gratings or interference filters), a detector (single photodiode or array) and signal processing unit. Silicon photodiode is cheap and can be used for detection but it limits the detection wavelengths to the region 400 to 1050 nm. The sensitivity or the resolution of the wavelength modulated sensor depends on the characteristics of the detector, the inherent resolution of the spectrometer, mechanical stability of the modulation unit and the spectrometer, and the capability of the signal processing unit. However, wavelength modulated sensors do not require any form of referencing like intensity modulated sensors. In intensity modulated sensors, loss in intensity occurs due to connectors and splices, microbending, mechanical creep and misalignment of light sources and detectors due to environmental effect. Further the fluctuations in light source can affect the performance of the sensor. Thus, for intensity modulated sensors one needs referencing to cancel out these losses. In some intensity modulated sensors two wavelengths are used. One wavelength is used to cancel out all of the losses while the second is used to sense the measurand.

Wavelength detection is relatively easy if the spectral changes result from changes in chemical indicator dyes, fluorescence, phosphorescence, or black-body radiation. In these cases the incident and emitted wavelengths are far apart and therefore detection is easy. If the spectral change occurs due to mechanical movement, then the wavelength filtering mechanisms must have sufficient resolvable spectral points. The reasons for using fluorescence in the fiber optic sensors are well known. Fluorescence is intrinsically more sensitive than absorbance and is more flexible in that a great variety of analytes and physical parameters are known to change the emission of particular fluorophores. The fluorescence based sensors utilize the change in the intensity, lifetime or colour of fluorescence as the affected parameter by the measurand. That means, any interpretable observation of fluorescence can be made the basis of a sensor. In this chapter we shall first describe luminescence phenomenon and then various physical and chemical fiber optic sensors based on wavelength modulation and fluorescence phenomenon.

I. INTRODUCTION

Nations are growing with pace in technology and technological advancements. Till the end of 20th century development was the priority of entire planet earth but in the ending of the 20th century it was realized by almost all countries that development cannot go alone but it has to have the social, economic and environmental concerns. It was realized by the United Nations in Rio Conference on Environment and Development, 1992 that there is need of sustainable development. Now in 21st century the technological advancements are needed to be utilized for saving the planet earth from the curse of climate change and global warming reducing the carbon emissions across the entire planet earth. The argument in this paper is based on, how far technological advancements and technology transfer, by developed countries to developing countries can be facilitated in reduction of the carbon emission and greenhouse gases, through legally binding norms? How there should be synergy in between technologies reducing carbon emission and IPR issues?

The term nanotechnology, buzzword of present day science owes its origin from the Greek word ‘nano’ literally meaning dwarf. When it is expressed in terms of dimension one nanometer equals to one billionth of a meter (1nm = 10-9 m). A nanometer is a thousandth of a thousandth of a thousandth of a meter, about 60,000 times smaller than a human hair in diameter or the size of a virus, a typical sheet of paper is about 100,000 nm thick, a red blood cell is about 2,000 to 5,000 nm in size, and the diameter of DNA is in the range of 2.5 nm. Therefore, nanotechnology deals with matter that ranges from one-half the diameter of DNA up to 1/20 the size of a red blood cell.
