Imagine the air around us. Even though we can’t see it, air has weight. Atmospheric pressure is essentially the force exerted by the weight of the air molecules above a particular point on the Earth’s surface. Think of it like this: Imagine you’re at the bottom of a swimming pool. The water above you presses down, and you feel that pressure. Similarly, the atmosphere, a giant ocean of air, has layers of air molecules, and their weight presses down on everything below, including us.
• Definition: Atmospheric pressure is defined as the force per unit area exerted by the weight of the air column extending from the surface of the earth to the top of the atmosphere above that area (Fig.8.1).
• How to Explain It Simply
• Air has weight: Just like water or a pile of books, the air surrounding the Earth has mass, and thus, weight due to gravity.
• Weight creates pressure: This weight of the air presses down on the surface. The more air there is above a certain point, the greater the pressure.
• Like a stack: Imagine a stack of blankets. The blanket at the bottom has to support the weight of all the blankets above it, so it experiences more pressure. Similarly, the air at lower altitudes has the weight of all the air above pressing down on it.

As you deepen your understanding of aquatic ecosystems, it’s essential to recognize that the ocean and its inhabitants are not isolated entities. They are intricately linked with the atmosphere above. This chapter focuses on a fascinating and directly relevant atmospheric phenomenon for coastal environments: land and sea breezes (Fig. 9.1).
These aren’t just pleasant onshore or offshore flows of air. Land and sea breezes represent a daily cycle of wind patterns driven by the fundamental difference in how land and water absorb and release heat. This seemingly simple process has far-reaching consequences for the nearshore marine environment, influencing everything from the subtle shifts in water temperature and salinity to the crucial distribution of nutrients that underpin the entire marine food web.
For those of you who will be involved in the intricate world of aquaculture, the art and science of fishing, or the vital task of managing our precious marine resources, understanding the dynamics of land and sea breezes will provide you with a powerful lens through which to interpret the daily and localized changes within coastal aquatic ecosystems. This knowledge can inform decisions about optimal fishing times, the placement of aquaculture farms, and the potential impacts of environmental changes.

These cyclones and anticyclones, the large-scale rotating weather systems, characterized by distinct patterns of atmospheric pressure and wind, exert a profound influence on ocean conditions that are directly relevant to fisheries. From the dramatic impacts of cyclones – with their powerful winds, heavy rainfall, and storm surges – to the more subtle but equally important effects of anticyclones on sea state and overall weather stability, understanding these systems is crucial for anyone involved in marine fisheries. For those of you aiming to work in aquaculture, fishing operations, coastal management, or marine conservation, a solid grasp of cyclones and anticyclones will equip you to anticipate and respond to significant environmental changes. This knowledge will be invaluable for ensuring the safety of fishing fleets, managing aquaculture facilities in coastal areas, and understanding the broader ecological impacts on fish habitats and populations.

The ability to anticipate future atmospheric conditions, a practice we know as weather forecasting, is therefore not merely an academic pursuit but a practical necessity (Fig. 11.1). This chapter will look into the fascinating world of weather forecasting, exploring its historical roots, the fundamental scientific principles that underpin it, and the sophisticated tools and techniques employed by modern meteorologists. We will journey through the process of observing the current state of the atmosphere, the computational power used to model its complex dynamics, and the various ways forecasts are disseminated and interpreted. Understanding the science behind weather forecasting empowers us to appreciate its capabilities and limitations. It allows us to make more informed decisions in the face of an ever-changing atmospheric environment. Join us as we unravel the methods used to predict the weather, from simple observations to cutting-edge numerical models, and gain insight into the continuous advancements shaping the future of this vital scientific discipline.

Geography plays a vital role in understanding the complex dynamics of fisheries, encompassing both marine and inland ecosystems. The spatial distribution of fish populations, habitats, and environmental factors are all critical components that influence the productivity and sustainability of fisheries. By examining the geographical aspects of fisheries, researchers and managers can gain valuable insights into the interactions between fish populations, their environment, and human activities.
12.1 Importance of Geography in Fisheries
Geography is essential for understanding the spatial dynamics of fisheries, including:
• Habitat mapping: Identifying and mapping fish habitats, such as coral reefs, estuaries, and wetlands, is crucial for managing fisheries sustainably.
• Fish migration patterns: Understanding the migration patterns of fish populations helps researchers and managers develop effective conservation and management strategies.
• Environmental factors: Geography helps researchers understand the impact of environmental factors, such as climate change, ocean acidification, and water quality, on fish populations and ecosystems.
• Human activities: Geography also helps researchers understand the impact of human activities, such as fishing, coastal development, and pollution, on fisheries and ecosystems.

The world’s fisheries, encompassing both marine and freshwater environments, play a critical role in global food security, livelihoods, and economies. However, these vital resources are increasingly threatened by the far-reaching consequences of climate change. This chapter delves into the multifaceted impacts of climate change on the fisheries sector, exploring the complex interplay between rising temperatures, altered weather patterns, and ocean acidification, and how these changes affect fish populations, habitats, and the communities that depend on them.
We will examine the ways in which climate change is altering the fundamental
dynamics of aquatic ecosystems, leading to shifts in species distribution, disruptions in food webs, and increased vulnerability to extreme weather events. Special attention will be given to the differential impacts on various regions and fisheries, considering the unique challenges faced by small-scale fisheries and developing nations. Furthermore, the chapter will discuss the potential consequences for global fish production, economic stability, and food security, highlighting the urgent need for sustainable management practices and adaptive strategies to mitigate these adverse effects and ensure the longterm viability of the fisheries sector.
13.1 Climate Change Impacts on Marine Fisheries
Climate change is significantly altering marine ecosystems, leading to profound impacts on fisheries. These changes affect various aspects of fish biology and ecology, including fishery dynamics, migration patterns, and breeding seasons (Fig.13.1). Here’s a detailed breakdown:

• Temperature Rise: When the temperature rises, the alcohol in the bulb expands, pushing the mercury up the arm on the maximum temperature side. The mercury pushes the index upwards, and this index stays at the highest point reached as the mercury falls back down with decreasing temperature.
• Temperature Fall: When the temperature falls, the alcohol in the bulb contracts, pulling the mercury down on the minimum temperature side (and thus up on the maximum side). The mercury on the minimum side pushes its index upwards. As the temperature rises again, the mercury retreats, leaving the minimum temperature index at the lowest point reached.
• Reading the Thermometer: To read the maximum temperature, you look at the lower end of the index on the maximum temperature scale. To read the minimum temperature, you look at the lower end of the index on the minimum temperature scale. The current temperature can be read from either side by noting the position of the top of the mercury column.
• Resetting the Thermometer: After taking the readings, the indices need to be reset. This is typically done using a small magnet to pull the steel indices back down to the current level of the mercury.

The practical schedule to be implemented as per the syllabus prescribed for the course is reorganized in a logical sequence. The teachers offering the course is required to collect all the material required for effective practical training before the semester starts. In case of measurements made and observations taken, the students should be rigorous trained to understand significance of observation made and its practical utility (Fig. 15.1). The students are required to learn how to interpret and use the information contained in all products generated by meteorological services in fisheries and aquaculture.

The evolution of public administration in the digital age has been anything but linear. As governments worldwide grapple with waves of technological advancement, the boundaries between reform phases such as e-government, e-governance, digital government, and digital governance often blur. Transformations occur unevenly across sectors and regions, with older paradigms coexisting with or even outlasting newer innovations. As Dunleavy, Margetts, Bastow, and Tinkler (2006, p. 216) perceptively observe: “Defining periods in the evolution of any complex system, such as public management systems in advanced industrial countries, is tricky. New developments accumulate while older trends are still playing out and flourishing. Relatively established ideas move from leading-edge countries or sectors to implementation in previous laggard areas, even as the same ideas are being repudiated or reversed in the erstwhile pioneering locations. Moreover, a confusing welter of changes goes on simultaneously, amongst which it is difficult to distinguish ephemeral and hyped-up innovations from those that are fundamental and longerlasting”. This observation aptly captures the administrative reforms’ non-linear and layered character in the digital era. The coexistence of multiple reform paradigms ranging from early e-government initiatives focused on service delivery, to broader e-governance aimed at leveraging technologies for participatory governance, and finally to the strategic integration seen in digital governance illustrates how public sector innovation is cumulative and contested. Digital governance, in particular, cannot replace previous phases. Instead, it serves as their expansion and convergence, wherein technology, data, and citizen-centricity are embedded in policymaking, service design, and institutional accountability. To fully understand the rise of digital governance, examining the broader historical trajectory of administrative reforms is important. Since the 1960s and 1970s, such reforms have consistently remained a focal point for both

This transformation, enabled and accelerated by Information and Communication Technologies (ICTs), is not merely technical, but deeply institutional, cultural, and political. As states move toward more digitized, networked, and citizen-responsive systems, drawing upon theoretical frameworks that help explain, interpret, and evaluate these complex dynamics becomes essential. Theories provide the conceptual scaffolding necessary for analyzing the design, implementation, outcomes, and unintended consequences of digital governance practices. At its core, a theory systematically explains a phenomenon or set of phenomena. It involves a coherent set of interrelated concepts, assumptions, and propositions that define causal relationships and offer predictive insights (Kerlinger, 2000). According to Prasad et al. (2017), theory represents a systematic grouping of interdependent concepts that offer a framework to organize existing knowledge, explain observable events, and predict yet-unobserved outcomes. Hollander (1967) adds that theories contain one or more functional statements or propositions that articulate relationships between variables to account for empirical realities. Central to any theory are concepts, the building blocks that articulate the causal linkages and assumptions within a conceptual system. When structured together, these elements form a deductive framework for reasoning and explanation. In sum, theory allows us to understand what is happening in digital governance and why, how, and with what implications. Digital governance, distinct from narrower terms like e-government or e-governance, is a multi-layered process involving the reconfiguration of power, the redesign of institutions, the engagement of diverse stakeholders, and the transformation of public value creation in a digitally mediated environment. It encompasses dimensions of public administration, information systems,

The evolution of governance reforms in India must be situated within the broader global and domestic transitions in public administration. Inheriting its foundational structures from British colonial rule, India retained key institutional frameworks post-Independence in 1947, including the Parliament, Executive, Judiciary, and systems of law and order and revenue administration. Although these institutions provided a degree of continuity and stability, they gradually became mired in procedural rigidity, excessive centralization, and legal formalism. Mathur (2013) notes that the performance of the three core organs of governance, the legislature, executive, and judiciary, has drawn increasing public concern, particularly in their responsiveness to the rising aspirations of Indian citizens. In the early decades post-independence, India adopted a centralized, commandand- control model of economic and administrative governance. State officials wielded considerable discretion over the allocation of licenses, quotas, and permits, while the private sector remained underdeveloped and tightly regulated. This framework, while aligned with the nation-building ethos of the time, ultimately led to inefficiencies, corruption, and citizen disenchantment. The 1990s marked a watershed moment in India’s governance trajectory. With a balance-of-payments crisis and external pressures from international financial institutions such as the IMF and World Bank, India adopted neoliberal economic reforms centered on liberalization, privatization, and globalization (Ramesh Singh, 2013). These reforms fundamentally altered the state’s role from a direct provider of goods and services to a facilitator and regulator. A new governance discourse emerged, emphasizing accountability, transparency, efficiency, and citizen participation. This also marked the diffusion of New Public Management (NPM) ideas, which advocated for performance-based administration, managerial autonomy, and partnership with non-state actors. Simultaneously, the Tenth Five-Year Plan (2002–2007) explicitly identified governance as a key determinant of development outcomes, underscoring that economic growth could not be sustained without reforming the institutions

India’s digital governance journey represents a transformative reimagining of public administration in the 21st century. The integration of Information and Communication Technologies (ICTs) into governance structures has enabled a paradigmatic shift from hierarchical, rigid, and often exclusionary bureaucratic systems to more responsive, transparent, participatory, and citizen-centric governance mechanisms (Bhatnagar, 2004; Madon, 2009; Singh, 2013; Rao et al., 2020). This shift aligns with global trends in public administration, where digitalization is seen as a means to enhance state capacity, citizen engagement, and administrative efficiency. India’s progress in this domain is evidenced by its improved performance in international indices. For instance, the United Nations E-Government Development Index (EGDI) 2022 places India 105th out of 193 countries, with notable improvements in the Online Services Index (OSI) and Human Capital Index (HCI), making it one of South Asia’s top digital governance performers despite a recalibrated drop in global ranking (UN DESA, 2022). In the Network Readiness Index (NRI) 2023, India stood at 65th among 134 countries, reflecting advancements in digital infrastructure, skills, and public digital platforms like Aadhaar and UPI (Portulans Institute, 2023). However, challenges persist, as highlighted by the ND-GAIN Index, which underscores India’s vulnerability due to digital inequality and climate-sensitive infrastructure (Notre Dame Global Adaptation Initiative, 2023). These performance indicators reflect a dual narrative: India is at the forefront of digital public innovation, yet its trajectory remains marred by barriers to inclusivity, last-mile service delivery, and institutional adaptability. The conceptual framework of digital governance in India encompasses key principles and mechanisms that collectively aim to bridge these gaps and foster a digitally empowered society and knowledge economy. Digital governance extends beyond mere e-Governance or ICT deployment; it refers to the strategic, integrated use of digital tools to transform governance models, improve service delivery, enhance transparency, and facilitate citizen

A complex interplay of demographic diversity, federal administrative structures, and asymmetries in socio-economic development shapes India’s trajectory toward digital governance. The proliferation of mobile devices, growth in internet penetration, and public investments in digital infrastructure have enabled a gradual shift from paper-based systems to platform-based governance. Concurrently, global paradigms such as open government, digital inclusion, and citizen-centric innovation, captured in international indices like the UN E-Government Development Index and the World Bank’s GovTech Maturity Index, have influenced national aspirations and strategy formulation. However, these technological and global catalysts can only be transformative when embedded within a coherent legal and policy framework that ensures institutional legitimacy, citizen trust, and systemic accountability. In this regard, digital governance’s legal and policy foundations are critical for establishing enabling conditions for its practical and equitable implementation. As highlighted by Sachdeva (2002), the transition to digital modes of governance requires not only the removal of outdated regulatory provisions but also enacting new laws on digital authentication, electronic records, data protection, cybercrime, and privacy. Additionally, procedural simplification through single-window systems, interoperability standards, and e-payment protocols is essential to reduce administrative friction and promote

Defined broadly, digital infrastructure encompasses the integrated ecosystem of hardware, software, connectivity networks, data centers, cloud platforms, and institutional frameworks that enable the generation, storage, transmission, and utilization of digital information (Verdecchia, Lago, & de Vries, 2022; Clark, Marin, Ardic Alper, & Galicia Rabadan, 2025). In the context of governance, such infrastructure provides the critical backbone for digital public goods, service delivery platforms, and real-time decision-making systems. India’s strategic thrust towards digitalization since the early 2000s, and particularly after the launch of the Digital India programme in 2015, reflects an ambitious attempt to leverage digital infrastructure not merely as a technological upgrade but as an instrument of governance reform, economic empowerment, and social equity (Ministry of Information & Broadcasting, n.d.-a). Digital infrastructure forms the bedrock of contemporary digital governance, unlocking scalable, secure, and inclusive public service delivery in India. It comprises high-speed broadband networks, State Data Centres, identity platforms, cloud systems, and institutional linkages essential for capturing, processing, storing, and transmitting data across government and citizen-facing services (Aapti Institute, 2024). Since the launch of the National e-Governance Plan (NeGP) in 2006, India’s efforts have focused on strategic infrastructure investments like State Wide Area Networks (SWANs), State Data Centres (SDCs), and Common Services Centres (CSCs) to decentralize digital access across states and districts (Ministry of Information & Broadcasting, n.d.-a). Building on the foundation laid by the National e-Governance Plan, the Digital India Mission—initiated in December 2015—elevated infrastructure development to a national policy priority by integrating platforms such as

With a vision to transform India into a digitally empowered society and knowledge economy, the initiative seeks to harness the power of information and communication technologies (ICT) to make governance inclusive, efficient, transparent, and responsive. Digital India marks a paradigm shift in how public administration operates, embedding technology at the core of policy delivery, citizen engagement, and institutional coordination across sectors and tiers of government. Creating a robust and scalable digital infrastructure is at the heart of this transformation. Major projects like BharatNet aim to connect 2.5 lakh Gram Panchayats via high-speed optical fiber, of which over 1.5 lakh were connected by 2020. Simultaneously, establishing more than 3.7 lakh Common Service Centres (CSCs) has extended digital service delivery to rural and remote areas. These CSCs function as inclusive access points, offering health, education, agriculture, banking, and public utilities services in a culturally and linguistically localized format, catalyzing rural digital entrepreneurship and last-mile inclusion. India’s approach to digital governance extends beyond infrastructure to encompass citizen-centric digital services and platform-based public service delivery models. Platforms such as UMANG, eHospital, BHIMUPI, DigiLocker, eCourts, Tele-Law, and eWay Bills have simplified citizen interaction with the state, enhancing the ease of living and improving administrative efficiency. The Government eMarketplace (GeM) has transformed public procurement by making it more transparent, efficient, and accessible for small businesses and start-ups. The Jan Dhan–Aadhaar–Mobile (JAM) trinity has revolutionized welfare delivery by facilitating Direct Benefit Transfers (DBT) into verified bank accounts, eliminating intermediaries, and saving over ?1.7 lakh crore by 2020.

The transformative potential of digital technologies in reshaping governance and development paradigms is increasingly evident, particularly in rural contexts. In India, where nearly 65% of the population resides in rural areas, the imperative to leverage digital tools for inclusive growth has never been more critical. Rural digital governance refers to the strategic use of information and communication technologies (ICTs) to enhance service delivery, improve livelihoods, and foster participatory development in rural areas. It encompasses various applications from digital health, education, and financial inclusion to precision agriculture, market linkages, and entrepreneurial enablement, each designed to address long-standing structural inequities. Historically, rural regions have been perceived as passive recipients of policy support and welfare interventions. However, with the advent of digital technologies, these areas are increasingly positioned to become both demand drivers through rising incomes and service consumption and supply hubs, contributing to national productivity through digitally enabled livelihoods and enterprises. By enhancing access to essential services, improving the efficiency of traditional sectors such as agriculture and handicrafts, and facilitating diversification into non-farm activities like rural tourism and agri-processing, digital governance catalyzes rural transformation. However, the success of rural digital governance is contingent upon adopting a holistic and contextualized approach. One-size-fits-all digital interventions often fail to address the nuanced realities of rural economies. Effective rural technology deployment requires carefully diagnosing local needs, infrastructural capabilities, and livelihood profiles. In this regard, a participatory approach to technology selection and design grounded in the realities of rural life ensures greater relevance, uptake, and impact. Publicprivate partnerships (PPPs) play a pivotal role in scaling such initiatives, with governments providing scale and legitimacy while private actors contribute innovation, technical know-how, and financial investment.

India’s urban transition is among the most significant in the world, both in scale and complexity. With over 34% of the population residing in urban areas as of 2018 and projections indicating that nearly half the nation will be urban by 2047, the quality of urban governance will decisively shape India’s developmental trajectory (United Nations, 2018). Urban areas are expected to contribute over 70% of the GDP by 2030. However, cities face multifaceted governance challenges ranging from infrastructure deficits and environmental stress to inadequate service delivery and institutional fragmentation (NITI Aayog, 2021). In response, digital urban governance has emerged as a transformative paradigm, leveraging information and communication technologies (ICTs) to enable responsive, efficient, and inclusive urban administration. Digital technologies are increasingly embedded into urban governance structures and processes, from e-governance portals and grievance redressal apps to real-time traffic monitoring systems and digital financial tools. This shift is reflected in flagship national programmes such as Digital India, Smart Cities Mission, and the National Urban Digital Mission (NUDM), which aim to digitise public service delivery, enhance citizen engagement, and enable data-driven decision-making at scale (Ministry of Housing and Urban Affairs [MoHUA], 2021; MeitY, 2015). At the heart of this transformation is the creation of robust digital infrastructure such as Integrated Command and Control Centres (ICCCs), city data platforms, and open APIs combined with evolving institutional frameworks that promote interoperability, decentralisation, and cooperative federalism (Kapur & Joshi, 2021; NIUA, 2023). The chapter explores the evolution and current landscape of digital urban governance in India by first outlining the conceptual underpinnings of urban governance and then transitioning into the digital domain. It analyses the role of urban digital infrastructure and the institutional architecture that supports it, highlighting the coordinated efforts under NUDM to build an open, interoperable, and citizen-centric digital ecosystem across India’s 4,400+ towns and cities (MoHUA & MeitY, 2021). Complementing this are the

Digital governance in India has made remarkable strides over the past two decades, transitioning from isolated digitisation projects to an integrated, citizen-centric governance ecosystem. Enabled by policy reforms, technological innovation, and infrastructural development, digital governance has become a cornerstone of the country’s public service delivery, transparency, and accountability. However, the ambitious expansion of digital governance has also encountered systemic and structural challenges that continue to hinder its full realisation. These challenges are not merely technological but are deeply embedded in socio-political, administrative, and economic contexts that define the Indian public administration landscape. While the progress has been notable, the sustainability and inclusiveness of digital governance remain contingent on the country’s ability to address these entrenched constraints. Despite substantial advances, several persistent challenges threaten the transformative potential of digital governance in India. Chief among them is the digital divide across rural-urban, gender, economic, and social lines, which inhibits equitable access to digital services. According to the National Family Health Survey (NFHS-5, 2019–21), internet usage in rural areas remains alarmingly low, with only 33% of women and 57% of men reporting regular access. Infrastructural constraints, human resource limitations, weak system interoperability, cyber-security threats, and concerns about data protection and digital rights compound these disparities. The post-2015 period has witnessed transformative initiatives under the Digital India Programme, including the proliferation of platforms such as Aadhaar, DigiLocker, Unified Payments Interface (UPI), and MyGov, among others (MeitY, 2022). The climate crisis is one of the most pressing issues of our time, with farreaching consequences for global agriculture, ecosystems, economies, and societies as extreme weather events, shifting rainfall patterns, and rising temperatures threaten crop yields and food security. However, the climate crisis is not a new phenomenon. Its roots can be traced back to the Industrial Revolution, when human activities such as8 burning fossil fuels, deforestation, and land-use changes began to release large amounts of greenhouse gases into the atmosphere. In the 1960s and 1970s, scientists began to sound the alarm about the potential consequences of human-induced climate change. The first climate models were developed, and researchers such as Roger Revelle and Charles David Keeling began to track the rising levels of carbon dioxide in the atmosphere. The 1980s saw the establishment of the Intergovernmental Panel on Climate Change (IPCC), which has since become the leading international body for assessing climate change science.
1.1 Climate Crisis
Despite these early warnings, the climate crisis has continued to worsen. The past decade has seen a proliferation of extreme weather events, from heat waves and droughts to floods and storms. The year 2024 was the hottest on record, with global temperatures averaging 1.55°C above pre-industrial levels (Fig. 1.1). The consequences of climate change are already being felt, from melting glaciers and sea-level rise to devastating wildfires and water scarcity.

The world’s population is projected to reach 9.7 billion by 2050, putting unprecedented pressure on the agricultural sector to produce more food while minimizing its environmental footprint. However, the increasing frequency and severity of climate-related disasters, such as droughts, floods, and heat waves, pose significant challenges to agricultural productivity and food security. To address these challenges, farmers, policymakers, and agricultural experts must adopt innovative approaches that integrate climate science, agricultural meteorology, and cutting-edge technologies to generate actionable farming intelligence. Climate science and agricultural meteorology provide critical insights into the complex relationships between weather patterns, climate variability, and agricultural productivity. By incorporating these disciplines into farming practices, farmers can enhance crop yields, reduce climate-related risks, promote sustainable agriculture, and improve decision-making. Understanding weather patterns and climate trends enables farmers to optimize planting dates, irrigation schedules, and harvest times, leading to improved crop yields and reduced losses. Access to accurate and reliable climate information helps farmers anticipate and prepare for climaterelated disasters, minimizing damage to crops and livestock. Climate science and agricultural meteorology also inform farmers about the most effective strategies for reducing greenhouse gas emissions, conserving water, and maintaining soil health. The integration of climate science, agricultural meteorology, and cutting-edge technologies is revolutionizing the agricultural sector. Artificial intelligence (AI) algorithms analyze large datasets, including climate information, soil moisture levels, and crop health, to provide insights on optimal farming practices. Internet of Things (IoT) sensors and connected devices monitor weather patterns, soil conditions, and crop health in real-time, enabling farmers to respond promptly to changing conditions. Geographic Information Systems (GIS) mapping and spatial analysis help farmers understand the spatial distribution of climate-related risks and opportunities, informing decision-making at the farm level (Fig. 3.1).

Regenerative agriculture is a transformative approach to farming that prioritizes soil health, biodiversity, and ecosystem services, while also increasing crop yields and promoting sustainable agricultural practices. This holistic method of farming is designed to regenerate the health of the entire ecosystem, rather than just focusing on maximizing food production alone. By adopting regenerative agriculture practices, farmers can improve soil fertility, enhance water quality, and promote biodiversity, ultimately leading to more resilient and productive farming systems. Regenerative agriculture involves being highly attentive to the needs of the soil, crops, and ecosystem as a whole. Alert farming requires farmers to be vigilant and responsive to changes in weather patterns, soil moisture levels, and crop health, making adjustments as needed to optimize crop yields and minimize environmental impact. This approach involves using advanced technologies, such as precision agriculture and data analytics, to monitor and manage farm operations in real-time, enabling farmers to make data-driven decisions and respond quickly to emerging challenges. The benefits of regenerative agriculture are numerous. Not only can it improve crop yields and promote sustainable agricultural practices, but it can also enhance ecosystem services, support biodiversity, and contribute to climate change mitigation efforts. By adopting regenerative agriculture practices, farmers can play a critical role in creating a more sustainable food system, one that prioritizes the health of both people and the planet .
4.1 Climate Smart Agriculture (CSA) versus Regenerative Agriculture (RA)
Climate-Smart Agriculture (CSA) and Regenerative Agriculture (RA) are two approaches (Fig. 4.1) to sustainable agriculture that share some similarities, but also have distinct differences

Climate-resilient agriculture involves the use of practices, technologies, and approaches that can help to reduce the risks associated with climate change, while also promoting sustainable agriculture and improving the livelihoods of farmers and rural communities. This can include a range of strategies, such as the use of climate-tolerant crop and animal varieties, agroforestry practices, conservation agriculture, and integrated water management. Climate-resilient agriculture can also involve the use of innovative technologies, such as precision agriculture, drones, and satellite imaging, to support decision-making and improve the efficiency of agricultural systems. This chapter outlines the principles and priorities for climate-resilient agriculture, with a focus on the key strategies and approaches that can help to promote sustainable agriculture and reduce the vulnerability of agricultural systems to climate change. The chapter draws on examples and case studies from around the world, highlighting the importance of adopting a holistic and integrated approach to climate-resilient agriculture that takes into account the social, economic, and environmental dimensions of sustainable agriculture. By outlining the principles and priorities for climate-resilient agriculture (Fig. 5.1), this chapter aims to provide a framework for policymakers, practitioners, and other stakeholders to promote sustainable agriculture and reduce the vulnerability of agricultural systems to climate change

By leveraging these technologies, it is possible to optimize crop yields, reduce waste, improve resource allocation, and enhance the overall sustainability of agricultural practices. However, the concept of transcending technologies is not solely focused on the development of new technologies. Rather, it emphasizes the need for a holistic and integrated approach to food production, processing, and distribution. This involves recognizing the intricate relationships between food systems, ecosystems, and human societies, and working to create a more equitable, just, and sustainable food culture. The goal of achieving food for all is closely tied to the concept of transcending technologies. Despite the fact that the world produces enough food to feed every person, millions of people around the globe continue to suffer from hunger and malnutrition. This is a stark reminder that the challenge of feeding the world’s population is not simply a matter of producing more food, but also of ensuring that everyone has access to nutritious and sustainable food. In order to achieve this goal, it is essential to address the complex web of factors that contribute to food insecurity, including poverty, inequality, conflict, and environmental degradation. This requires a multifaceted approach that involves governments, international organizations, civil society, and the private sector working together to create a more just and equitable food system. In this chapter, we will explore the concept of transcending technologies and food for all in greater depth, examining the latest innovations and trends in

The concept of climate-resilient agriculture encompasses a range of approaches, including climate-smart agriculture, conservation agriculture, and agroforestry. These approaches recognize that agricultural development and growth are inextricably linked to climate change, and that farmers, policymakers, and other stakeholders must work together to promote climate-resilient agriculture practices. The dynamics of development and growth engineering in the context of climate-resilient agriculture are complex and multifaceted. They involve understanding the interactions between climate change, agricultural productivity, and rural livelihoods, as well as the role of institutions, policies, and technologies in promoting climate-resilient agriculture practices. Several driving factors are influencing the dynamic development of climate-resilient agriculture (Fig. 7.1). These include:

Agricultural meteorology, a discipline that has traditionally focused on understanding the relationships between weather and climate, and agricultural productivity, is at a critical juncture. The increasing vulnerability of agricultural systems to climate change, coupled with the need for sustainable and resilient agricultural practices, necessitates a fundamental transformation of agricultural meteorology. To support the development and implementation of climate resilient agriculture (CRA) practices, agricultural meteorology must be reoriented as a super speciality discipline. This requires a comprehensive overhaul of the discipline, including its curriculum, research focus, and practice. The reorientation of agricultural meteorology as a super speciality discipline is essential to provide the necessary expertise and knowledge to support CRA practices. This includes developing and applying cutting-edge technologies, such as precision agriculture, remote sensing, and machine learning, to support agricultural decision-making. However, the current state of agricultural meteorology is not equipped to meet the demands of CRA. The discipline faces several challenges, including a lack of interdisciplinary approaches, inadequate emphasis on practical skills, and limited focus on climate change and sustainability (Fig. 8.1). To address these challenges, essential reforms are necessary to reorient agricultural meteorology as a super speciality discipline. This chapter will discuss the essential reforms required to transform agricultural meteorology, including reforms in curriculum, research, practice, and policy. By implementing these

As we look to the future, climate crisis is looming large and it is essential to address several aspects of climate-resilient agriculture. One of the critical areas that require attention is scaling up climate-resilient agricultural practices. This involves promoting and supporting the adoption of climate-resilient agricultural practices, such as conservation agriculture, agroforestry, and climate-smart agriculture, among small-scale farmers and rural communities. There is vast scope for upgrading traditional technologies making best use of modern technologies. To achieve this, there is a need:
• To increase funding and investment in climate-resilient agriculture. This can be achieved through a combination of government funding, private sector investment, and international aid. The funding should be used to support research and development, technology transfer, and capacity building, as well as to provide financial incentives to farmers to adopt climate-resilient agricultural practices.
• Strengthening international cooperation is also critical for promoting climate-resilient agriculture. This involves sharing knowledge, expertise, and resources among countries, as well as collaborating on research and development, technology transfer, and capacity building. International cooperation can also help to promote policy and institutional reforms that support climate-resilient agriculture.
• Promoting climate information and early warning systems. This involves providing farmers and rural communities with accurate and reliable climate information, as well as early warning systems that can help them prepare for and respond to climate-related disasters. Climate information and early warning systems can be provided through a range of channels, including mobile phones, radio, and television.
• Supporting climate-resilient agricultural research and development is also critical for promoting climate-resilient agriculture. This involves investing in research and development that focuses on improving crop varieties and animal breeds, developing new technologies and practices, and improving our understanding of the impacts of climate change on agriculture. Research and development can also help to identify and promote climate-resilient agricultural practices that are suitable for different regions and contexts.
• Promoting policy and institutional reforms is also essential for supporting climate-resilient agriculture. This involves promoting policies and

The scientific consensus is clear: human activities, particularly the emission of greenhouse gases, are significantly contributing to the rising global temperatures, devastating natural disasters, and unpredictable weather patterns. As the world grapples with the challenges posed by climate change, a critical question arises: is it a compromise or a compulsion to act? The climate crisis is a complex and multifaceted issue, requiring a comprehensive and collective response. On one hand, there are those who advocate for a compromise, suggesting that economic growth and development can be balanced with environmental concerns (Fig. 2.1). This approach emphasizes the need for gradual and incremental changes, allowing countries and industries to adapt to new regulations and technologies. Proponents of this view argue that a compromise is necessary to avoid economic disruption, ensure energy security, and promote international cooperation. Fig. 2.1. This perspective emphasizes the urgent need to reduce greenhouse gas emissions, transition to renewable energy sources, and protect vulnerable communities from the impacts of climate change. Advocates of this view argue that the window for action is rapidly closing, and that anything less than a concerted and emergency response will condemn future generations to a catastrophic and unlivable world. The science unequivocally supports the latter perspective. The Intergovernmental Panel on Climate Change (IPCC) has warned that in order to limit global warming to 1.5°C above pre-industrial levels, global carbon emissions must reach net-zero by 2050. This requires a 45% reduction in emissions by 2030, and a complete phase-out of fossil fuels by 2050. The consequences of inaction are stark: more frequent and intense natural disasters, sea-level rise, water scarcity, food insecurity, and mass migration (Fig. 2.1).

The effect of supplemental water application as irrigation for crop production at its needs during rainless period is well established throughout the world. The plant has life, so it requires water for growth and development to give us proper quality and good yield. Water is required for metabolic activities including solubilization, absorption and translocation on the way of biochemical processes in photosynthesis, transpiration and respiration. India with 2.4% of the world’s total area has 16% of the world’s population; but has only 4% of the total available fresh water. This clearly indicates the need for water resource development, conservation, and optimum use.
Importance of irrigation water management
The importance of irrigation in the world is well stated “Irrigation in many countries including India is an age-old art–as old as civilization – but for the whole world it is a modern science–science of survival”. The pressure of survival and the need for additional food supplies are necessitating a rapid expansion of irrigation throughout the world including India. Production and productivity of agricultural lands is primarily dependent upon the availability of irrigation water to crops. Expansion of irrigation has paid rich dividends in India. fter independence, production registered nearly 4.52 times increase from around 50.8 million tons in 1950-51 to about 230 million tons in 2007-08. This has been mainly attributed to three factors viz., high yielding cereals, expansion of area under irrigation and fertilizer use. Irrigation may be considered as the major factor of modern intensive agriculture as it aids in efficient use of costly fertilizers and other inputs besides meeting crop water needs.

Previously, rainfed agriculture was associated primarily with conservational land treatments to check soil erosion and land degradation.But in the areas of medium to heavy rainfall, there is ample scope of tapping excess rain water through suitable water harvesting structures constructed for this purpose for its subsequent uses as irrigation or to apply lifesaving irrigation to the crops which should also come under the purview of water management for crop production. Although there is a difference in the objectives of water management where there is abundant availability of water from continuous flow connected with perennial sources or lakes and rivers and that of from restricted or limited supply from collection of excess rain through water harvesting structures.The former is associated with to obtain as much as yield of crop per unit area under water application and later is associated with increasing productivityof crop per unit of water application even under rainwater recycling and its effective management for the purpose of irrigation. Definition
Soil texture refers to the relative proportions of different-sized particles, specifically the percentage by weight of sand, silt, and clay. It’s a fundamental soil property that is difficult to alter. Soil textural determinations typically exclude particles larger than 2 mm in diameter (stones and gravels). While larger particles can affect land management and tillage, they contribute minimally to water-holding capacity (WHC) and nutrient storage/supply.

Soil-Water-Plant Relationships and Irrigation Scheduling Concepts
A good understanding of soil-water-plant relationships is the foundation for understanding irrigation concepts.
Water reaches the soil through irrigation, precipitation, or from groundwater drawn up into the root zone through “capillary action”. To be available to plants, it must be held by the soil strongly enough so it is not lost to gravity before the plant gets it, but not so strongly that the plant cannot extract it from the soil. At the same time, the roots must have sufficient aeration to function properly.
Roots are responsible for obtaining almost all of the plant’s water and nutrients. These substances move through the soil during and after irrigation/fertigation and rainfall. In addition, root systems are continually growing and branching to seek out water and nutrients. Root hairs are very fine structures that extend at right angles to the roots. Water and nutrients predominantly enter the root system via specialized cells near the tips of root hairs.
The xylem is the cellular pathway through the plant that transports water from the roots to the leaves for use in photosynthesis and to cool the plant by evaporation. The process by which water vapour is released to the atmosphere by the leaves and other parts of a living plant, resulting in evaporative cooling, is called transpiration. The xylem also transports water and nutrients to other parts of the plant. In a living plant, the xylem is completely filled with water, just as the veins and arteries of the human circulatory system are filled with blood. The plant needs a continual replacement of water lost through transpiration to keep the xylem full of water, and of course, this has to be accomplished without an organ analogous to a human heart. Irrigation scheduling is defined as frequency with which water is to be applied based on needs of the crop and nature of the soil.
Irrigation scheduling is nothing but number of irrigations & their frequency required to meet the crop water requirement.

Introduction
India is the seventh largest having 329.73 million ha of geographical area and second most populous country having more than a billion population in the world. There is no other substitute other than to use every square inch of land and every drop of water effectively and efficiently. Though there was markedly increase in annual food grain production from 51 (1950-51) million tones t0 206 million tones (2000-01), still the death on hunger is visualized.
The demand for food is increasing with ever-increasing population growth rate. So there is no option other than to increase food production. There is very little or no scope of horizontal expansion due to land limitation, the question of vertical expansion is the only way to fit with the situation. Genetically improved crop variety, hybrids, mechanized agriculture, higher rate of fertilizers and chemicals application may give one or two more green revolution, but the question lies how far it can sustain greenness?
Adoption of improved crop cultivars, cropping system, increasing cropping intensities, precision farming can hold good to get out of this situation where whole system is to be considered.
The cropping intensities in the states like Assam, Bihar, MP, Orissa, UP and West Bengal are 137.7, 137.8, 125.6, 154.6, 148.6 and 159.6 percent, respectively (FAI,1994-95). This indicated that a vast majority of lands remain fallow during dry season due to lack of proper technologies, which are under rainfed conditions, neglected. Except West Bengal, more than half of the arable land remains fallow during rainless period. Increasing cropping intensities in rainfed uplands is not easily achievable but there is great potential of intensification of cropping in rainfed lowland by utilizing natural resources and conserved residual moisture. Pulses like black gram, green gram, lentil, lathyrus, chick pea and oilseeds like linseed, groundnut, rapeseed could not only increase the cropping intensities but also come forward to increase national productivity.

Rice farming under different subsystems of lowland ecology
1. Rainfed lowland with limited water at seeding and excess water at later growth stages: In rainfed lowland areas, the rice is direct seeded in dry soil in April-May before onset of monsoon (June) and seeds germinate with the showers received after sowing. Drought at the seedling stage kills seedlings and results in poor stand establishment. Furthermore, heavy rains in catchment areas of river basins result in water logging and flooding at late growth stages. The water hinders tillering and results in poor panicle number less than 200/m2 as against 350 /m2 of high yielding rice cultivars.
2. Rainfed lowlands with limited/excess water at transplanting and excess water at later stages: When on-set of the monsoon is delayed, transplanting delayed because the farmer has to wait for adequate rains for land preparation. Monsoon rain submerges the transplanted crop, resulting in poor stand. In some areas, the land gets inundated before transplanting and farmers generally transplant aged and tall seedlings to keep the plant parts above the water. Plant survival in deeper water depends on rise in water level and on the elongation ability and submergence tolerance of the plant. Varieties that elongate fast develop weak culms and may lodge when the water level recedes. In this situation tillering is poor and panicle per unit area are less.
3. Assured irrigated areas with excess water during crop growth due to poorly drained condition: Rice grown in the river deltaic areas of Krishna, Godavari and Indo-Gangetic rivers suffer from water stagnation even though some areas are having irrigation facilities. Heavy rains in the catchment cause flooding and stagnation in rice fields because of congested drainage or lack of drainage caused by topographically saucer-shaped land. These conditions develop during peak monsoon (July-September). The late planted crops, being at an early stage of growth, suffersfro water stagnation. In these areas, transplanting early in the season is necessary for plants to grow enough to escape submergence.

Irrigation Scheduling: Approaches and Advantages
Efficient irrigation scheduling aims to optimize crop yields while maximizing water use efficiency and minimizing soil damage. This involves determining the correct timing and amount of water to apply for each irrigation event. Several criteria can be used for scheduling irrigations, broadly classified into climatological, soil water regime, and plant-based approaches. The most suitable criterion depends on specific soil, plant, climate, and management factors.
Climatological Approach
Under conditions where soil water is readily available, the potential rate of water loss from a crop primarily depends on the atmosphere’s evaporative demand. This approach uses potential evapotranspiration (PET) or cumulative pan evaporation (CPE) over short periods as an index for irrigation scheduling.
Penman (1948) defined PET as the water transpired by a short, uniformly green crop completely covering the ground and never lacking water. He also noted that PET is generally a fraction of pan evaporation under the same conditions. PET can be estimated using various techniques, including lysimeters, energy balance calculations, aerodynamic approaches, and empirical formulas. Based on PET or crop water use rates over short periods, irrigation can be conveniently scheduled. Lysimeters isolate the crop root zone, allowing accurate determination of water balance components by controlling and measuring difficult-to-assess processes.
Soil Water Regime Approach
This approach uses the available soil water held between field capacity and the permanent wilting point in the effective crop root zone as a guide for irrigation scheduling. Soil moisture tension, which reflects how tightly water is held by soil particles, can also serve as an indicator.

Application of irrigation water to cropped field by different types of layouts is called as irrigation methods. The methods of irrigation initially might have been started to check the over flow of water from one field to another. But today, it has become necessary to save the water by proper methods to arrest run-off loss, percolation loss, evaporation loss etc., and to optimize the crop water need. Topography of land: In undulating topography, it is very difficult to adopt normal methods of irrigation. The slope of the land also decides the methods to be adopted. If the land is more sloppy, basin method cannot be used. In this condition strip method can be used. For undulating topography instead of strip or basin method, sprinkler or drip methods can be used.

Irrigation Efficiency
Irrigation water is an expansive input and has to be used very efficiently. The main losses that occur during irrigation of fields as conveyance, run off, seepage and deep percolation; Irrigation efficiency can be increased by reducing these losses. Uneven spreading and inadequate filling of root zone are the other causes for low irrigation efficiency. Irrigation efficiency at the field level can be increased by selecting suitable method of irrigation, adequate land preparation and engaging an efficient irrigator. At the project level, it can be increased by proper conveyance and distribution system. Irrigation efficiency is the ratio usually expressed as percent of the volume of irrigation water transpired by plants, plus that evaporate from the soil, plus that necessary to regulate the salt concentration in the soil solution and that used by plants in building plant tissue to total volume of water diverted, stored or pumped for irrigation.

Methods of Soil Moisture Measurement
The measurement of soil moisture is essential to determine when to irrigate, the amount of water needed, to evaluate evapotranspiration, and to monitor soil matric potential. Soil moisture is measured in two ways: direct and indirect methods.
Direct Methods
1. Gravimetric method: The gravimetric method is a standard method for measuring soil water content directly. It involves collecting soil samples from the field and determining their moist and dry weights. The mass water content is then calculated as the ratio of the weight loss in drying to the dry weight of the soil sample. This method is accurate but time-consuming and requires laboratory equipment.
2. Spirit burning method: The spirit burning method is a direct method for measuring soil moisture in the field. Soil moisture is evaporated by adding alcohol and igniting it. The time taken for the soil to dry is then used to calculate the soil moisture content. This method is quick and easy but can be affected by soil temperature and organic matter content.

Adding organic manures such as farmyard manure and compost every year as basal application to the soil improves the physical condition of the soil considerably.

Water Quality Parameters
Irrigation water contains impurities in varying concentration. The suitability of irrigation water mainly depends up on the amount and type of salts present in the water. The main soluble constituents are calcium, magnesium, sodium as cations and chloride, sulphate, bicarbonates as anions. Excess water in the crop root zone soil is injurious to plant growth. In some soils, the natural drainage processes are sufficient for growth and production of agricultural crops, but in many other soils, artificial drainage is needed for efficient agricultural production.
